450,000 Kwacha did not go missing at the Ministry as a result of the system crash-Kandeta

The Ministry of Finance has refuted media reports that 450,000 Kwacha went missing at the Ministry as a result of the crash of the Integrated Financial Management Information System -IFMIS.

Public Relations Officer, Chileshe Kandeta says the money was actually a fraudulent transaction involving two accountants who have been dismissed at the Ministry of Commerce.

Mr. Kandeta says the two accounts Rogers Mwanza and Lukanda Matambo were dismissed in December 2017 and are now under investigation by law enforcement agencies.

Mr. Kandeta said this in a statement issued to ZNBC news in Lusaka.

He said the 450 thousand Kwacha was paid to an individual instead of the Zambia Bureau of Standard and the Competition and Consumer Protection Commission.

Mr. Kandeta says the two accountants were exposed after the Controller of Internal Audit traced the suspicious transaction using IFMIS and raised the same in a report shared with the Office of the Auditor general.

He says following the operational challenges that IFMIS experienced in January this year, the Controller of Internal Audit is undertaking a post IFMIS Re-Installation Audit for which a report will be produced once the exercise is completed.

Mr. Kandeta says only when this exercise is complete will the Ministry know whether there has been any infringement of the provisions of the Public Financial Management Act, 2018.

He said going forward the Ministry of Finance is in the process of strengthening the cohesion and functionality of Audit Committees in Ministries, Provinces and other Controlling Bodies.

Mr. Kandeta says the Ministry is also in the process of developing a Risk Management Framework to ensure a significant reduction and ultimately, elimination of infringements related to the handling, storage, care and utilization of public resources.

    • If citizens still then it does not matter which party is in power because those thieving citizens are still there. We need a strong sensitization of citizens on the negative effects of stealing on the economy. Police, civil servants and politicians need to be sensitized.

  1. Its your relatives who are personally stealing from fellow Zambians and the people blame it on PF… even after bamichekelanikoni olo mwaswamo ubwalwa na mahule. You even say tikudya tonse. When they catch the thieves you blame PF or whatever government is in power. Corruption, theft and ubukuluku is imbedded at the grassroots in Zed … we all see it kubabululu who are in the public service, PF or not. In fact most of them are not even cadres of any party.

  3. Tying to cover up what is definitely a theft. Like the PF leader they never admit to any theft of public funds even when the evidence is overwhelming. Regime change is long overdue.

  4. Regime change calls and wind if change only happens on social platforms. Same happened in 2016 and there was overwhelming “evidence” through opinion polls that change was on its way.

This is a banana republic which prides itself from stealing .This pandemic has obviously been going on for years and now PF is pretending to play some sort of catch up .But how can they play catch up when they are the big thieves with property in Swaziland acquired through fraudulent and unjustifiable means .

    So why were they fired if they are not sure that there was infringement of the Act.
    Hehehe expect more challenges especially with PF always finding ways of making a quick steal of money. Under PF stealing has just become a norm. Ubombamwibala nonsense is really working.
    Its a bad criteria for one to be in PF – you have to be a thief – number one – ubombamwibala!!!!

I have said many times that the stealing in govt won’t end as long as civil servants don’t change.the thieves are civil servants period.Wether UPND comes into power as long as such elements are there nothing is go to work.let us just implement systems in place.We to use ICT in order to have transparancy.Even europeans would have been stealing but the systems don’t allow that.Why can’t we do that as zambians?

  9. When leaders are stealing through dubious deals why should the accountants who actually release the money be left behind. They see what is happening and so feel they also need to get their share by hook or by crook. This stealing in government will only increase with time.
