Government has projected a 7.4 budget deficit partly owing to new staff recruitments.

Acting Secretary to Cabinet Christopher Mvunga says the budget deficit far exceeds the country’s medium-term expenditure target of 3 to 4 percent.

He says the upside risk of higher expenditure is partially driven by additional staff recruitment in the health, education and security sectors.

Speaking during the First meeting on the 2019 negotiations for salaries and conditions of service for the Public Service with trade unions in Chilanga, Mr. Mvunga noted that while job creation and enhanced service delivery are positives moves, it impacts Government’s ability to operate within its budget.

Meanwhile, government says implementation of austerity measures which started in 2016 will move forward into 2019 to ensure that it continues to attain the objectives of the economic stabilization and growth programme.

Speaking at the same meeting, Public Service Management Division Permanent Secretary Boniface Chimbwali said the meeting is critical to ensuring there is adequate consultation between employers and employees in fostering industrial harmony in the Country.

Meanwhile Union Team Leader Sefulo Nyambe, who is also SESTUZ President, called for calmness among employees as negotiations are under way.

    • Kwacha has been devalued by 20% after the was presented meaning Govt will pay 20% extra for debt service & fuel imports.

      In order to fill up the deficit, the dull PF00Lish Govt will either have to print more kwacha or borrow more kaloba from IMF. It looks gloomy either way.

      Secondly, let’s assume I am allowed, in the spirit of freedom of expression and Zambia having just had the prays of reconciliation and apologise the have been flying around.
      Mvunga has no clue what he is taking about. To quote KBF, these are the guys in government with no idea what is actually going on. Zambia is being run by cadres with no know-how of what they are talking about. He say ‘Government has projected a 7.4 budget deficit partly owing to new staff recruitments’. Assuming he means 7.4 percent and it was no an error by LT, does he know what 7,4 percent of 100 is? he looks drunk anyway.
      Thirdly, Do you know what? it’s easier to train a monkey!

    • Minimum of 10% budget deficit would more realistic. I don’t even know why we even bother. The PF have always busted the budget and even with that over-spending you still find that suppliers go unpaid for months and months on end. So who gets the money they over-spend?

  2. We had all the time to recruit, increase salaries and other budget-related expenditures. After the budget has been done, negotiations for salaries start. I wonder how the 7.4% has been arrived at when the salary negotiations have not even been concluded. This appears to be budgeting in reverse.

    • how can someone who has never saved money or run a proper business know what austerity is …I mean Maggie had to take a loan which she never repaid for their business.

  5. How do you expect dander heads to budget, they don’t even have a budget in their own houses do expect them to get the national budget right, you know what they say charity begins at home. If you can not manage your own finances then there is no way you can plan for the whole nation, chipantepante govt

  6. That 7.4% deficit is unsustainable it will only worsen the huge GRZ debt.What you need is high growth of seven percent and a low deficit of 3% for a sustainably healthy economy.
