Police institute action against a Police officer in viral video pleading for mercy

Police have instituted administrative action against a Police officer from Mobile Unit in combat uniform who allegedly collected money from a motorist at Kagem security check point on the Copperbelt.

In a video that is circulating on social media, the Police Officer is seen pleading for leniency from agitated members of the public for not issuing a receipt.

Police Spokesperson, Esther Katongo told ZNBC News in a statement that the discreditable conduct by the officer in question is uncalled for as it has potential to put the institution in disrepute.

Mrs. Katongo has appealed to the complainants in the video to make a formal report at any nearest Police Station and give an account on what transpired.

She said that all Police officers are reminded to always be professional in the discharge of their duties and stay away from corruption.

Mrs. Katongo also urged the public to always demand for a government receipt for any money paid to a police office in fees or fine.

She said this will greatly help in the fight against corruption.

    • Perhaps bigger priorities but you don’t fix those by ignoring others. The police have long set an awful example and is every need to turn this around.

      People should n’t be paying money to police officers. They are trained for police work not cashiers. They must just issue tickets and if you can’t challenge this you pay into the police account. The laws must not allow police to fine anyone

    • Katongo and her boss are not serious on fighting corruption just like Lazy Lungu…if they were serious they would be encouraging people to come forward with such evidence …they would have even created a unit to curb down on bent cops like in Uganda. Hidden cameras are very cheap one can record hours of this crime everyday by simply observing these chaps!!

    • Exactly …what even strange is a lot of people feel sorry for him…they dont know that this man is stealing from them. It just goes to show what a corrupt culture we have in Zambia…how many of them videos are we going to watch we need policy amendments; policy should never be handling cash in the first place let the council deal with that the Police should only give tickets.

  1. If you can, please forgive him, he is has pleaded for mercy and has not shown arrogance like some other police officers we deal with on roads. A stein warning will suffice.

    • No, a warning will not suffice! He is a man not a child and knew what he was doing was wrong. He is only sorry he got caught! If you turn a blind eye to corruption of any sort where does it stop? How much corruption do you think is “just OK” for Zambia – I’m sure the big fish want to know that too!

    • He pleaded because he was caught stealing…he is not worthy of being a policeman. Its mostly people who dont drive who dont understand how these morons are stealing from the system and encouraging vehicles that are not roadworthy on our streets.

I think the police service command is going about it the wrong way.How many junior police officers are they going to punish for corrupt practices?They should focus on addressing the main cause of the corruption in the police service.The workers in Zambia are under-payed and heavily taxed while they see government officials like Chitotela stealing money every day through dubious contracts.The police have witnessed their senior on the copperbelt dragged to court for corruption involving a motor vehicle only for the case to go the senior officer’s way as is the current norm in Zambian judiciary.The people are suffering that is why they can’t resist bribes.The officer in the video was wrong but i think we all should forgive him.He has suffered enough and learnt his lesson.

  6. As long as it is corruption the chap needs to be punished for what he did, if you just let him be, other will take a leaf and do the same, if govt is serious about fighting corruption they need to punish every no matter how small the money taken is.

Its sometimes becomes very malicious with these phones ad cameras Its actually a crime to set up a officer A gift can be given on the road or office ad the officer can declare and inform the superiors You cannot pretend and cherry pick an officer over a 100 kwacha or flame him to settle old scores or simply inconvenience his family

    The IG should stop and see into these fake premeditated schemes to embarrass him and his service men

  9. Firstly why are police allowed to get money from the public? By allowing them to handle cash you are handing them an opportunity to hide it. They should just issue a ticket and the culprit pays somewhere else even through an EFT from his bank. Which dull ministry runs this police department?

  11. Such issues are just arising due to the high poverty levels. This is not the type of corruption that is detrimental to the nation. The cop is just poorly paid and only collecting to fill his belly. This is no way trying to justify his actions, but simply trying to broaden our thoughts to why this vice keeps growing. We need to change and look at our systems in the country. People are suffering hence resorting to such behaviors. Sometimes, it is not even the fault of the cops, we also encourage them by offering them the little we have as cannot afford to pay huge penalties. I hope the govt can look the salary issues and help these poor sufferers apply some decency and professionalism in their work. This is nothing but the levels of poverty!   12. Just because one is hungry does not give them license to abuse their office. This issue might seem trivial to some of you but it is really an attitude problem that continues to plague the continent in many facets of life including business, colleges, universities, politics, name it ….People want to get money that they have not worked for. It is no wonder that there is an unprecedented proliferation of people claiming to be traditional healers and their church cousins the so-called prophets. You cannot go a distance without seeing adverts for traditional healers( Drs). They have all suddenly come out of the woodwork.

  13. That man is not just a police officer, he is a father, a husband and more. He is corrupt and deserved punishment. His voice calling for mercy went straight to my heart and called upon my conscience. If I was ever wrong and deserved punishment and called with such a voice will I ever be forgiven? Losing a job this time is such a huge thing but stealing is such a big thing too. This is a call to each one of us to put ourselves in the shoe of the offender and the offender. How do we use our power when we have It?

  15. Has anyone of you being to Congo DRC? if not curbed. Police corruption can become institutionalised and publicly tolerated to an extent of becoming a nuisance. This has happened before. Go to central Africa (Republic). the cops have no shame to get a bill from a motorist. Actually, you are charged for having a faultless vehicle. saying “what do you think they will eat” if you keep your vehicle without defects. So in Zambia. Nip it while in the bud.
