Let sleeping dogs lie, Katele Kalumba advises Zambians wanting to open the Privatization probe

Former Minister of Finance Katele Kalumba has cautioned against opening up any inquiry into the privatization of Zambian assets.

Dr. Kalumba said that it is not in the best interest of the nation to start opening up issues it has limited information about.

In an interview with QTV News by telephone Dr. Kalumba has advised Zambians to let, what he has termed as the sleeping dogs, lie.

Dr. Kalumba, who was Cabinet Minister during the Frederick Chiluba MMD led government , said that whether it was an individual or a group of Zambians that benefited from the privatization exercise, this was not right to start opening issues.

Dr. Kalumba, however said that if Zambians, still want to open an inquiry into the privatization of national assets, they must also open up all information relating to the transfer of control of national enterprises.

Dr. Kalumba said that if people calling for this inquiry are doing so in national interest, they must equally ask themselves whether this national interest is strategic or vital.

Dr. Kalumba, said that he was of the view that if Zambians ask themselves these questions, they will then understand whether opening an inquiry into the privatization of Zambia’s assets is something they want to do or not.

The Former Minister of Finance has advised Zambians to realize that privatization in Zambia involved various governments and was linked to the Heavily Indebted Poor Country (HIPC) completion point, adding that this was why he is counseling people in Zambia to let the sleeping dogs lie.

Zambia has had more than 20 years to prosecute HH IF he was guilty but couldn’t because he has no case to answer. However, little did we know that Lung Wu was also involved but kept quiet all this time. Interesting enough no one is talking about Valentine Chitalu and Edith Nawakwi some of the major players in the privatization.

    • Way the UPND are damn scared of this public inquiry – whether it takes place or not – will reinforce many of our minds as ordinary voters that HH has something to hide. In fact, if the Inquiry does not take place the damage will be so huge on HH political future coz ordinary voters wil be reminded how this UPND god is scared of the Inquiry.

    • Hakainde and his accomplices have everything to be scared of. law has always been that you can’t trade with yourself. HH traded with himself as buyer and evaluator. Even a private auctioneer is not allowed to buy from the auction he is conducting, even if there are items in which they are interested. HH never declared interest in companies he bought. Government have been patient with HH by not seizing items he bought without declaring interest and not prosecuting him but let him ask Mmembe. everything has its own time.

    • HH of all the people is one person not shaken about the inquiry why? HH has for a long time told Sata to take him to court on the matter. But we know what happened up to now.

    • How do you investigate a government policy? The policy was implemented because Zambians failed to run industries which were a drain on the treasury.

      When the hunter becomes the hunted. 6/10 asks a consultant how much can I sale this asset? Consultant asks 6 out of 10 how much he will pay him to do the valuation. 6 out 10 says $1Million. Consultant tells 6 out 10 that this asset is worth $20Million. 6 out 10 decides to Find a buyer and sales it at $5 million dollars.

      Consultant takes the $1Million dollars he was paid and invests it and multiplies it 10 times. Now 6 out of 10 becomes jealous at the success of the constant because 6 out 10 didn’t invest the money and he finished his money to an extent that he even swindled a client and his law practicing license was suspended.

      So now 6 out of 10 wants to start a commission of inquiry to investigate the consultant who was not even part of…

    • He sounds like he has alot of information about this ordeal just like Nawakwi. Privatization issue stunk, stinks and will still be stinking until we understand what went down. Wrecked corruptists still want to rule over us in the pretext of riding the land outa poverty. HIPC issue now linked to privatization. Can you imagine how unreasonable Katele sounds when he says let sleeping dogs lie? I am more interested in learning what went down.

    • Objectivity should not be misconstrued as fear or being afraid. UPND are objective and can see things clearly. They can tell that this exercise will just be costly and actually reveal a lot of junk that happened in the MMD (with its surrogate child PF). The MMD leadership are the ones that formed PF and they are the same guys who were in the driver’s seat of privatisation. Off course some are in UPND but that is beside the point. The point is the report will never see the day of light just like the Gabon Disaster which implicated some leaders of drug trafficking and negligence.

Alot of people were involved in this privatization including the whole MMD cabinet at the time of the likes of Chiluba, Miyanda, Sata, Nawakwi, Kalumba, Machungwa, Mwanawasa etc. When Katekle says let sleeping dogs lie, he means even the dead will be implicated. Zambians learn to move forward and avoid the mistakes of the past. e.g. ZAFFICO privatisation issue is what we should be focusing on

    • Yes, let’s not forget that late Finance Minister Ronald Penza bought Consolidated Tyre Services (CTS) at the corner of Cha Cha Cha/Malasha Roads fr a song and sold it to some Indian family who built a filing station called Ravasia Service Station. He sold it for a fortune.

    He is merely saying; in view of the recent awakening, if more dogs are awakened, then those tooting for investigations will be disappointed with the results. The implications will be the exact opposite of their political intentions.

I as a Zambian demand to know what happened during the privatation exercise that saw selling Mornarch to Zimbos who simply stripped the factory of it’s machinery and took them to Zimbabwe leaving a complete shell. Who valued KCM for a paltry $25m that included ore body, machinery, infrastructure etc. Who does that???

    • $25 million for a mine is ridiculous. You can’t even buy a player in the European league for that amount. Paul Pogba cost cost almost 5 times that amount.

    • Why shud we be wasting time & resources to satisfy those who didn’t follow what was happening? Were they too young or they were still sitting in group3?
      Why can’t they, for once, take a report and read for themselves to know & have info which others have already. Or go to University to study history, bcoz this is part of historical evolution of the Zambian economy!

To try to marshall an investigation that is iamed at pinning the privation ills on hh shows that the PF government is terror striken at this man hh, and they do not seem to understand what are the pressing issue faced by the country right now that should receive emergence attention. These PF goons to do not understand that the privation exercise was so wide and would require much resource, which this government do not have, PF is really a failed project.

Sadly, UPND have already grown cold feet and their stooges are busy on social media maligning those who want inquiry that could help him clear his name.     • Why look for the wrongs if any from HH only? HH was one of the 150 experts advising the MMD government on privatization. Katele is correct. Don’t waste time on dwelling on the past. Most of the people who took part in privatization are dead. Do we have accurate records of the privatization process?

No doubt that this tribalist HH his hands are stained as far as privatization is concerned, he cant come out clean no wonder he is not able to account for his wealth. When asked how he acquired his wealth HH does not give a convincing answer at all and he tries by all means to evade this question. He is one of the beneficiaries of Privatization. So let the COI be set up to provide an opportunity for HH to vindicate himself if at all his hands are clean in this issue. The inquiry will be in the best interest of the nation because it will put to rest this much talked about financial scandal. If it still remains the way it is we shall continue to hold HH accountable for undervaluing state owned assets for him to enrich himself at the expense of Zambians…

  13. Sometimes sleeping dogs should be awakened so that they bite culprits. I smell a rat in Katele’s statement. The whole process of privatization was fraught with corruption. People went to their early graves because of corruption in the privatization process and procedure. The same people are crying for vengeance. It is pointless to burry the head in the sand, like a proverbial ostrich, that everything went well. There are people who look to be very clever now and yet their wealth were dubiously acquired through corrupt activities in privatization. If Zambian people want to know the truth,who is Katele to gag their mouths? South Africa created an inquiry in Truth and Reconciliation to solve atrocities of apartheid regime. They did not let sleeping dogs lie. The truth has to come out!!!!

    • The aim of SA’s T&RC was not to find the wrongs like we appear to do but to heal the wounds. Kkkkk. No one was threatened and no one was jailed.

  14. Between HH and ECL who both participated in privatisation, I would trust ECL. The man who remained poor even after lucrative privatisation business and went to stay in Chawama. HH has skeletons that make him not to vote for him. Let him clear his name via public inquiry

  16. So many things I don’t like and agree with this govt, way it treats students but I hate to think HH may one day rule this country and finish his earlier business of selling State assets. May that day never come in my lifetime.

    HH and Chipimo did lots of damage to our State assets and lives.

Mulandu siuwola,but pf have no moral standing to oversee such an inquiry coz they are worse than MMD where protection of national assets is concerned.they have poralised the courts, police and other law enforcement agencies.we only have carders left in law enforcement whose decetions Zambias will not trust.maybe they should start by investigating the scandals happening now.

  22. My humble view is that, this presents a moment of opportunity for Zambians to rewrite history regarding the country’s economical and political transition from the first republic (Kaunda administration).

    It’ll be value adding to the country to know the truth…. such as when the MMD administration took over from UNIP they had no human capital with the specific skill set to structure transactions moving in the market driven economy. They engaged in local Auditors and Lawyers who at the time where inept of transacting skills and more importantly knowledge.

    We need courage as a country to confront this issue head on as there are lessons going forward for this generation and the next generation as this general is confronted with markets like the Chinese.

  23. It is really laughable how the PF hogs have already convicted HH with their privatisation malice. Katele, maybe scared of his own involvement if at all he was involved. But such an inquiry is interesting to many because many people do not know what really happened and how the enterprises were transacted. Therefore, it is good to have this inquiry so we can know exactly what inspired and hopefully implicate those who did anything wrong in the process. Majority of the people who were still in those influencial decision making processes are still there to answer questions.

  24. I don’t know how the end of this inquiry will put food on tables of poor Zambians. How it will help reduce taxes Zambians are already overwhelmed with. Why not look into issues affecting business now? High taxes, electricity, fuel, less money in people’s pockets, job cuts, land takeover by foreign nationals.The inquiry itself is a cost on Zambians. Zambians have we really lost our moral values as to just follow what politicians tell us? God forbid it, we must not be slaves due to misdirection.

    • Like avoidng to seek answers will solve your mentioned issues. Let us learn to seek answers so we can know what happened. If you know what happened with the privatisation, educate us. Some people have been wrongly smeared and accused of stealing the privatisation proceeds while the real culprits are out there unaffected. Let us just hope this is not witch hunt as some people are already thinking.

    If people demand answers on how national assets were sold at give away. It does not matter how many years have passed if people stole our national assets they should be held accountable. We have the chairman Valentine Chitalu, chairman of privatisation to assist with the inquiry.
    Bill Cosby is in prison in his old age for things he did when he was vibrant and energetic. Why should we spare anyone if we suspect that things were not done in the best interest of the nation. I strongly disagree with ba Katele Kalumba and those who feel this is targeted at some individuals. This is long overdue and posterity has been demanding answers to know who intentionally stole from the people of Zambia.

  28. I think Zambians, we must be happy that an inquiry into all this privatisation issues has been suggested. Don’t be defensive or shield any one, be it ECL, HH, Katele, Nawakwi and many others that we may not know. Let the information come out and we demand that. This will be an example for future leaders that people cannot be taken for granted. UPND cadres shouldn’t be offended because these leaders who participated in stealing from the Zambian people are scattered in MMD, PF and UPND. What differs is extent to which they went in making themselves rich.

We have heard priest who molested children when they were young and arrested in their old age. Anyone whether in government or outside should be made to account for stripping our assets that all.

    This inquiry will provide an opportunity to restore our human capital based by removing the stigma on the innocent individuals…..the Late President Chiluba, Mr Francis Kaunda, Dr Kalumba himself and many more tatented and able individuals especially at the Ministry of Finance who were collateral damage.   32. ZPA were the only body enacted by law to sell state assets. Where is valentine chitalu, willa mungomba, Francis kaunda and others in ZPA whose job it was to sell the assets? Here is how stupid this whole argument is. HH was CEO of management consultants contracted to advise ZPA just like George Sokota of Delloite&touched. How do you accuse an advisor of selling an asset which he did not have authority to do? So where was ZPA when the assets were being sold? Asleep? If HH was implicated in any of this, I bet u Levy would have locked him up. Not even sata had any evidence implicating HH. It is all a political LIE!!! to tarnish the name of HH.

  34. $25m was a significant value at the time of privatization. Lack of understanding with some people commenting on this issue is alarming. If you want to know the value of $ 25 m at that time do a calculation on the net present value of that amount than just speculating . Net present value is defined as the present value of all cash flows,discounted using cost of capital.

The elephant is already in the room, PF cadres who were determined to implicate HH like Amos Chanda and the President of the Economic Association of Zambia are now quiet Knowing ECL was involved in the Privatization process. This is a right time to engage independent forensic investigators to probe all deals of public interest starting with the privatization of companies to the latest scandals. The money recovered from those found wanting will pay for investigations and the rest will go into our national coffers. Let the truth be known.

The organisation that ought to be blamed is the IMF for impossing that under HIPC terms the Zambian government had to privatise govn’t assets. HH was not a government employee but and outsider advisors like many who were appointed. His job was merely to advise. How do you charge someone for a crime for advising?. The Govn’t had a duty to decline HH’s advice if it so wished nor was it under any obligation to follow HH’s advise. BTW i am not upnd or HH fun.

Is PF telling me that they are struggling to kick start the economy because one individual HH mismanaged privatization process despite putting the country in more debt than the 27 years Kaunda ruled this nation?   40. Crimes against humanity will never lie sleeping forever. Even 100 years later, aggrieved or affected victims can reopen old wounds and probe into their depth. I agree with the inquiry as Zambians are entitled to know the truth. There are fugitives who made illegal proceeds of crimes from such privatisation andntheir mannerism is still impoverishing the Zambian population. Some of us have been pillaged and our belongings inhumanely looted by the privatisation bandits we investigated. There has to be an end to all this,may such suspense may lead to war some day. Look at what caused the Rwandese Genocide some stupidly greed refusing power and natural resources sharing led to something big. Those who stole must be prepared to pay back, including forfeiting the profits they illegally made…
