7 people summoned by Lusaka City Council for playing loud music along Freedom Way

The Lusaka City Council (LCC) has served summons to seven people for noise pollution in the Central Business District (CBD).

The seven were summoned to appear in the Fast Track Court for noise pollution and noise nuisance contrary to Statutory Instrument number 12 of 2018 of the Local Government Act.

The seven were served with summons during an inspection after being found to be playing loud music. The Council also removed loud speakers along Freedom Way, Katondo, and Nkwazi streets in the CBD.

LCC Assistant Public Relations Manager, Brenda Katongola has told ZANIS in a statement in Lusaka that the seven suspects are expected to appear in court soon.

Meanwhile, LCC says it will soon start penalizing residents who do not have Occupational of Health Permits after completion of their buildings.

It has come to the Council’s attention that a lot of buildings and residential premises do not have occupational health permits resulting in haphazard placement of septic tanks which may lead to contamination of underground water and other risks.

“The procedure is that people are supposed to apply for Occupational Health permits before occupying their premises so that officers from the Council can assess and certify the place fit for habitation.

And the Council has announced that it has resumed enforcement of SI 72 of 2012 regarding selling and transportation of opaque beer. The extension of the deadline for transportation and selling of opaque beer elapsed on 31st December and there will be no further extension. We will start impounding vehicles that will be found transporting and selling opaque beer with immediate effect.

Ms. Katongola said the Council has also beefed up the number of Council Police Officers to help control illegal activities and public nuisances in the city.

Ms. Katongola further disclosed that LCC is losing revenue in replacement of vandalized traffic and street lights.

She said vandals are stealing copper cables and Zesco pre-paid meters especially along Tokyo Way, Chilimbulu and Burma roads.

  1. Lusaka city council what a sham. You are completely inept, incompetent, visionless and basically useless, why do you even exist. You are a waste of money, time and space. All of you need to go back to school to help you learn how to manage cities. You yourselves should be cited and taken to court and fined, individually and as a department for incompetence and negligence

    • kikiki, everyone with a septic tank has to go and get a permit or be fined. Watch the space. My dear council, if you had a working sewer system and network in all areas people would not have them. It’s called rates for you to manage system. What kind of people are you. People have not more money to spare for God’s sake.

      Now whilst you are still at it can you also sort out the mosques with the noise when I am trying to sleep in the morning?

    • Even the Copperbelt is invaded by Chinese shops making a lot of noise, na fima recorded mega noise in shops and townships must be stopped.

  3. Summoning just breeds corruption..if someone is breaking the law just dish out the penalty if they fail to comply take it to the courts!!!!!

  4. Lusaka Residents must wake up and Sue LCC for being a nuisance! After people have paid service charge for the many unserviced plots in Lusaka, they fail to service your plot with Sewer lines and someone wakes up after smoking weed and say, we’ll penalize you for using your own initiative to put a Septic Tank? How long shall we be taken for f00ls and milked of every little we sweat for? When are we going to live in peace? We need to stop this exploitation of Man by Man in the name of $tupid laws that are out of touch with reality on the ground! We can’t be paying for LCC’s past failures to enact laws! We can as well stop paying rates! It’s just one of those useless colonial taxes on natives!

  5. The big problem i see here concerning septic tanks os that most of the citizenry are not aware that they are supposed to apply for them. Though ignorance is never an excuse, the councils should do a lot more on sensitization.

  6. LCC should summon both itself and the central govt for selling unserviced plots.

    After chewing all the plot money that’s when you wake up to the fact of septic? Al@se. Mwali kwisa ba mumbw3 imwe? Did you mean to have the residents sh1t in the atmosphere when you dished out plots without servicing them.

  7. LCC well done we need our country back we cannot have chaos everywhere.We have had chaos for far too long. Some children like the ones blogging here think that chaos and noise are normal because they where born and bred in this chaos they never enjoyed the Zambia we knew. We need order, well done LCC.

  8. Well done LCC We cannot have noise everywhere. Can you also please stop the Muslims from disturbing us with their noise mid day and 4 am. This is a Christian nation. They are disturbing the peace and making noise with their utterances of anti Christ. Please let’s have an identity!! Can we publicly sing the Lords prayer through a PA system in a Muslim country???
