PF officially Expels Harry Kalaba from the Party, will notify Speaker to declare his seat vacant

Zambia’s ruling Patriotic Front (PF) has today expelled former Foreign Affairs Minister and Member of Parliament for Bahati Constituency from the party.

I a media statement read to the media, PF Secretary General Davies Mwila said that PF’s Central Committee met today for a special sitting to receive and deliberate on the Report of the Party’s Disciplinary Committee and unanimously agreed to expel Mr. Harry Kalaba from the Party.

Mr Mwila further said that by virtue of the expulsion decision, the party will notify the Speaker to declare Bahati Parliamentary Seat Vacant.

Good Afternoon,

The Central Committee of the Patriotic Front met today for a special sitting to receive and deliberate on the Report of the Party’s Disciplinary Committee regarding in the case of Honourable Harry Kalaba, PF Member of Parliament for Bahati Constituency.

BACKGROUND

The Central Committee received a recommendation from The Luapula Provincial Committee during the Central Committee meeting held on 24th March 2018 to expel the Bahati Member of Parliament, Honourable Harry Kalaba from the Party citing various reasons.

The Central Committee referred the matter to the Disciplinary Committee of the Central Committee for further action. In the process of reviewing the grounds advanced by the Provincial Committee against Honourable Kalaba, the Disciplinary Committee took judicial notice of newspaper statements attributed to Honourable Harry Kalaba, which statements bordered on utter disregard and disrespect for The Party, its leadership and Party Constitution.

On 15th October 2018, as Secretary General of the party I wrote a letter to Honourable Kalaba, asking him to exculpate himself on four charges leveled against him arising from newspaper statements attributed to him.

Honourable Kalaba, responded to my letter through on 16th October 2018. In the said letter, Honourable Harry Kalaba failed to exculpate himself as he failed to address to the allegations that were leveled against him.

On 14th of January 2019, as Secretary General of the Party, I wrote a letter to Honourable Kalaba inviting him for a disciplinary hearing at the Party Secretariat on the 22nd of January 2019.

Mr. Kalaba did not present himself for the hearing before the Disciplinary Committee.
On 22nd of January 2019, the Disciplinary Committee held a meeting to deliberate on the case of Mr. Kalaba.

The Disciplinary Committee found Mr. Kalaba guilty on several counts:

  1. Acting in a manner that is likely to bring the name of the Party into ridicule or contempt or disrepute. This is as per Regulation (29c) of the Patriotic Front Constitution.
  2. Spreading false information or rumours which tend to injure the reputation of the Party, or any of its leaderships contrary to Regulation 29(h) of the Patriotic Front Constitution.
  3. Committing any act which in the opinion of the Central Committee is not in the interest of the Party contrary to Regulation 29(o) of the Patriotic Front Constitution.

AVAILABLE SANCTIONS

Article 19 of the Party Constitution and the disciplinary Code Handbook at Page 13 provides for sanctions. Depending on the seriousness of misconduct or the offence by the member the following sanctions shall apply:

(a) simple warning or caution
(b) written reprimand censure
(c) demotion in office
(d) suspension from office or function in the party for a specified period
(e) expulsion from the party by the central committee

Looking at the factors above, Central Committee heard that Mr. Harry Kalaba had grossly misconducted himself and has continued to do so with impunity.

Central Committee also heard that the Respondent had no respect nor regard for the Party leadership as he even decided to stay away from the disciplinary hearing without giving reasons.

Central Committee further noted that the respondent had been accorded Procedural Fairness in this case by providing an opportunity for him to be heard. From the available sanctions under the Party’s Disciplinary code, the Central Committee adopted the recommendation by its disciplinary Committee that sanction (e) would be commensurate to the offences committed by the Respondent.

RESOLUTION

I wish to announce to the people of Bahati Constituency and the nation at large that Central Committee unanimously agreed to expel Mr. Harry Kalaba from the Party and by virtue of this decision; the Honourable Speaker will be notified to declare Bahati Parliamentary Seat Vacant.

      I don’t expect him to fight this. He is full of himself. Let’s see if he has what it takes. Double standards goons. I say he is history from here going forward.
      Lastest rejectament. Let him join the deads and then reflect on his behavior like the likes of Sampa and Sata jr. He doesn’t “f-word” inspire me.

    • If mr Kalaba was to be given a level political field believe me he can embarrass PF in Bahati. But knowing our Public Order Act (POA) rule, it is unwise to think of going for election. Better to hang around with courts. That is why PF cannot let go the (POA), its there only strength. Even the dialogue issue can to go anywhere as long as you talk about POA. This is the most unwise of zambian politician they where crying and suffered to the same law and they have un opportunity to make it better but they will leave it the same way just because they are using it to there advantage. Now they will even cry louder when they are out of power.

  1. Harry Kalaba was vindicated when the British asked for their $2.7m social transfer cash to be given back.This is just plain retaliation for Kalaba’s strong stand against corruption.

    • If Kalaba has any morals as he claimed he should have resigned fron PF a long time ago…or as soon as he was vindicated by the British. He is just another political chancer like all failed politicians

  2. Did not attend the disciplinary. He copied our Saviour Jesus Christ and refused to clear his name. Could be he felt it was unfair.

    He was a good servant though, but sometimes a parting of the ways is best. We wish him well, and God Bless him and keep him. Silver lining……

  3. Declaring seat vacant for you to steal more money during campaigns. Can you spared us this propensity for wasteful expenditure! Do you guys Ba PF know that people want money for services provided and not by-elections? Kambwili has shown you resilience and now you go to Kalaba! Just expel him and let him represent his people in the constituency. After all it’s not the Central Committee that voted for Kalaba but the people of Bahati.

  4. He will appeal not to be ejected from parliament as MP. Its all about cash baba. Look at CK he is still a PF MP but does not like PF and its leaders as they are filthy thieves and corrupt so he says. He has continued to receive corrupt cash from government on PF ticket.

Under modern politics you have people that talk negative things about their leaders like and they are never expelled like this PF Party of scum bags .Appointed lords are seen talking negatively about their leader .They are never expelled .That is what is good about modern politics not politics yabena air mile President of the sky dodger of responsibility .

      You are an extreme case, meaning your arectoo dull. Read the US Republican Party constitution and the PF constitution and yousee where the differences lie. Dont comment on things you least knowledge about.

  7. It’s a shame seeing fellow Zambians who lay claims of being patriotic as regards to the Nation. Is it that you are comfortable as per hand or is it that you are sympathizers of the Make shift Ruling party. Zambian virtues are no longer a ‘thing’ or maybe we just run away and hid ourselves in our so called safe spaces. “If you do not see NOBILITY in what Hon. Harry kalaba’s deeds, then perhaps you provide a rain-check because truly you don’t know which side of the Zambia coin you’ve tossed.     Has Trump insulted or demeaned the Republican Party? No.
    Has he formed a rival party? No.

    Has Kalaba, and Neckless Chimbwili too, demeaned “”their” party PF? Yes, over and over they have not denied that they have registered their own “parties”.
