Lusaka Mayor and Kitwe Mayor to resume duties on Monday, after being cleared

Lusaka Mayor Miles Sampa and Kitwe Mayor, Christopher Kang’ombe have been cleared by the adhoc committees investigating the two councils they represent.

They have since been directed by the Ministry of Local Government to report back for work on Monday 2nd November 2020.

This follows the Minister of Local Government’s decision to lift the suspension of Kitwe and Lusaka Councils yesterday.

However, land agency for the two councils remains withheld until further notice.

In addition, some unnamed ward councilors from both Lusaka and Kitwe councils have been found wanting by the adhoc Committee

And Local Government Minister Charles Banda has with immediate effect lifted the 90 days suspension on Lusaka and Kitwe City Councils.

Dr. banda said that effective November 1st 2020, all suspended council officials are expected to resume work, adding that investigations have revealed that a number of Senior council officials, Middle Management and Civic leaders were indeed allocating land illegally.

Speaking during a joint press briefing with Lands Minister jean Kapata, Dr. Banda further said once investigations are complete all those found wanting will be prosecuted.

And Ms Kapata said that under her Ministry the suspension of Lusaka and Kitwe Councils as agencies will continue until further notice and will not be allowed to handle land
allocations.

  1. You suspended the two but you are not telling us what you are going to do with the ones found wanting. I wonder why the ACC are always napping on these corruption cases. Do these chaps even exist or only when dealing with an enemy? Milesi, the rain season is on the way, report to my office on Monday to give me your mitigation strategy on how we will deal with the floods and Chorela this year whilst keeping a close eye on COVID in LSK. Let’s get back to work. We need to fastrack postal addressing of every plot in LSK so that we can set the foundations for future online deliveries and track and trace services to beat COVID.

  3. Now this joker can get back to work instead of making silly videos on facebook all day. I have no hate for miles but I just don’t agree with his use of social media. Other than that we thank the council for investigating and now we can move on. Thank you

    By the way congrats to him and nchimunya on their engagement. Proud of you nchimmy. I remember the days you were single and used to play with us in kafue. Long gone are the wild party days.

  7. Its laughable when you have this Chinese puppet Charles Banda overseeing such adhoc committees; since when have such committees been investigating crimes why did you not refer all matters to ACC

  8. We want Mayors, Council Chairpersons and Councilors to have more powers but unfortunately crooked MPs and Ministers have ganged up against Mayors. We want Royal Establishments and other interest groups such as the Zambia Land Alliance to nominate people to sit in councils so that land alienation and management is localized. There’s always a conflict whenever developers get land direct from the Ministry HQ without the involvement of locals. So the withdrawal of land agency from the two councils is retrogressive. Does Jean Kapata expect all developers to come to Lusaka to seek land? Isn’t it an embarrassment that all land available for development is in the hands of Estate Agents? And obviously if Local Authorities were allowed to do most of the things being at done at Ministries at least…

  9. Agony is being suspended by Charles Banda the Minister who signed the letter to authorize the capture and transfer of black lechwes to private game ranches without any proof of payment.

  10. Ayatollah – Mayors have more powers as it is but when you have utterly dull corrupt chaps like Charles Banda as Minister of Local Govt threatening civil servants in councils pulling them one direction what choice does a Mayor have? We should also be thankful that Bill 10 was not passed.

  11. Lusaka times and KZ, do not distract Zambians cerebrating the demise of Bill 10 by non-stories tales of Miles Sampa and KMB boy Christopher Kang’ombe. PF secretary general pitted these two to fight, its a PF in house fight. We are busy celebrating defeat of evil bill 10.

  12. In the first place, mayors are elected officials much like MPs, it is against the law that central government should have power to suspend them. In the same way, an MP who is an elected official cannot be stripped of his responsibility by the executive.
    Since the changes in the law that mandated mayors to be voted into office, ministry of local government lost that power, and yet no one challenged their act.

  13. @Tarino Orange, Mayors don’t have powers because even the little space they have to operate is taken away by crooked MPs and Ministers. They’re enemies of progress. For example, if most of the things that are being done at the Ministry were done by Local Authorities we could have reduced the prevalence of grand corruption. How possible could have 42 local authorities bought wheelbarrows at $1M each? Impossible! So you see my point. They’re fighting Executive Mayors because they want to continue to promote grand pillage of our meagre resources

Ayatollah – I agree on that one…then we have to get the MPs to revise the Local Government Act you cannot have an appointed official like Lazy Lungu’s crooked ministers threatening a Mayor with suspension whilst bogus investigatings are carried out just to flex his powers. You can only imagine if the Mayor was from opposition or independent.

  16. To say the truth Mr Sampa does a very poor job. The capital city is so huge it should be self funding and we should be seeing street lights, tarred roads everywhere civic services such as garbage collection clean markets but the mayor goes to the office to tweet

  17. Poly Tricks – Next time you go to Zambia ask the marketers who collects rent? Have you not seen how powerful cadres are in Zambia…LCC revenue collection was zero before Sampa took over but he has fought for the little control just to balance the books. Where do you think those cadres who give out illegal plots to street vendors take the money to? Senior PF officials who are pocketing K200,000 a week

  20. @tarino stop issuing excuses for the ruling party. Sampa is not separate from them so if cadres are confusing the collection of rents to their own benefits Sampa is equally to blame. Besides cadres don’t collect rates from property owners and companies

  21. @PF are a lame Party – of course he is, I stated right here on LT during the Mayoral elections that for things to done in Lusaka you need to elect anyone but ruling party candidate…just look at the people who were on Sampa’s campaign team its the same PF cadres am talking about. Thieves handpicked him you think he will bite their hand off?
