
Government says Former President Dr Fredrick Chiluba’s trip to Nigeria is part of his entitlement as a former head of state.
Chief government Spokesperson who is also Information and Broadcasting Services Minister Lt. Gen Ronnie Shikapwasha says under the terms of the benefits of former President’s Act, a former head of state and his spouse are entitled to one trip outside the country every year.
Gen. Shikapwasha said this in a press statement made available to ZANIS in Lusaka today.
Gen. Shikapwasha said Dr Chiluba has undertaken this trip to Nigeria for the first time since he ceased to be President of Zambia.
Meanwhile Gen. Shikapwasha has clarified that President Rupiah Banda, was not involved in the initiation or preparations of Dr Chiluba’s trip to Nigeria.
He said it is wrong to suggest that the former President’s trip had been initiated by government for any particular purpose.

PRESIDENT Rupiah Banda’s democratic credentials and his promise on November 2, 2008 to tackle Zambia’s problems seem to be in tatters if not shreds.
His inability to be seen to be tackling some of the country’s problems is too visible to go unnoticed.
And the opposition who not so long ago could barely stand to hear each other’s names, now have a common enemy in President Banda. Where President Banda sees snow white the opposition sees pitch black.
I think Chiluba’s criminal activities while in office should be an eye opener and the constitution should be ammended to ensure that any president who commits a crime must loose all his benefits in addition to the removal of immunity. It hurts to see the government continuing to waste tax payers’ meagre resources on someone like Chiluba who has stolen billions.
It’s clear President Banda lacks the magnetic presence, the oratorical powers and opts to be aloof, colourless and reclusive – mostly taking to the blue ambience of skies! To a point, where people now jokingly ask as follows ‘when is the President visiting Zambia?’
I don’t know what some people feel about President Banda’s string of foreign trips and the soaring expense that goes with such frequent flying, but freedom allows me to guess.
His frequent international trips provides a daily diet of criticism from a seemingly disenchanted population, and his failure to reduce trips, despite recently citing it as a cost-saving measure under his administration, does nothing to douse the flames of anger and contempt among Zambians.
Some Zambians feel President Banda spends little or no time to sort out the problems at home such as the fuel crisis, high unemployment levels, problems on the mines and many others.
Being airborne might be a sanctuary for a President – a chance to get away from grinding pressures of State House, a chance to stock up on a vintage of travel accessories of world class brands such as Rolex, Hermes and Louis Vuitton. A chance to sample international cuisines and pocket legitimate allowances, drink whisky and tomato juice airborne – in style, comfort, and safety. A chance to nibble on finger food and sip champagne, get a 21-gun salute. But to others, the President simply runs away from reality and poverty only to find reality and poverty welcoming and greeting him at the airport on his return.
#2 & 4, Chiluba has not repented, he has not even said sorry to Zambians. For as long as he remains arrogant and proud he will never repent and his preaching is just hypocricy.
It is clear that a lot of money is spent to fly the President around and people might be right to ask how beneficial the trips are? It’s not an easy cost to fly a President because it requires a lot of planning and a huge number of staff to travel before, with and after him.
There is also the inconvenience caused to the people who have to give way to him on a road blocked an hour or so before he passes, an entire Cabinet that shifts to Lusaka International Airport, and the fuel that is burnt to cruise him to the airport and then fly him around.
Others say the presidential trips are beneficial, in terms of trade and investment and the like. After all, no country is an island. But one has to look at the opportunistic lacings that come with the positive comments on President Banda’s trips.
To others, it’s the frequency. More so that the meetings and summits are none other than talking shops held to merely review resolutions passed at other summits.
Granted. The jet lag aside, others argue that the President might be using such international trips to escape political heat back home, but there is a danger that such presidents actually cut themselves off from reality and sink into isolation.
For the record, here is a checklist of President Banda’s foreign trips. Probably some could have escaped the journalistic radar because he does not just travel to one destination at any particular time:
November 8, 2008
President Banda should have left for Kenya for the Great Lakes Region Summit meeting and SADC. But his principal private secretary then, David Chipoya, said President Banda believed other government officials would ably represent him.
November 26
President Banda flies to Abuja, Nigeria for a two-day official visit. He arrives at Azikiwe International Airport and is met by Nigerian foreign affairs minister Ojo Maduekwem. For the two days, we are told President Banda had talks to cement the existing warm relations between Nigeria and Zambia. We are also told he wooed Nigerian investors. President Banda himself said a delegation of Nigerian business experts would visit Zambia to discuss agreements in various sectors of the economy. President Banda was happy that Access Bank of Nigeria had declared interest to open a branch in Zambia and another company to set up a cement manufacturing plant.
December 4
President Banda leaves for Burundi to attend an emergency one-day heads of state and government summit on the Burundi peace process. The summit held at Source Du Nil wanted to state its position on the Great Lakes Region on the implementation of the peace agreement signed at the Dar es Salaam summit of 2006 in Tanzania. In short the summit wanted the Burundi rebel group, the Pelipehutu Federation fused into various departments of government. Like always, we were told the Burundi peace deal had been sealed.
President Banda had travelled at the height of soaring food prices. The opposition wanted demonstrations over the high prices. There were also problems on the mines on the Copperbelt with some being put under care and maintenance.
December 15
President Banda takes a working holiday to Mfuwe with his family against a barrage of attacks from opposition leaders who think President Banda did not deserve a rest because he had not worked after all! But information minister Lt Gen Ronnie Shikapwasha said President Banda wanted to clear his mind to handle the pressures of the office of the President. He said even former US president George Bush went for holiday at Camp David while there was a war in Iraq. Lt Gen Shikapwasha said President Banda deserved a holiday just like any other worker. He arrives January 1 from Mfuwe before undertaking a trip to Northern Province for four days.
January 17, 2009
President Banda and Libyan leader Colonel Muammar Gadaffi confer in Tripoli. We are told President Banda and the Libyan great leader conferred on various issues concerning the African continent for two days before returning on January 20. Not much information came out from that meeting. But I know that in Libya business is closely intertwined with politics.
January 25
President Banda leaves for South Africa to attend an extra-ordinary summit of the SADC to discuss Zimbabwe.
January 31
President Banda leaves for Addis Ababa, Ethiopia to attend the 12th ordinary session of the summit of the African Union. President Banda is reported to have attended a special indaba on Eastern DRC. He also invited the World Bank for a stakeholders’ discussion on Zambia to look at ways of mitigating the impact of the global financial crisis.

On his way from Ethiopia, President Banda stops over in Kenya to confer with President Mwai Kibaki whom he had earlier met in Ethiopia to look at Kenya’s agriculture sector and what Zambia can learn. He arrives in Zambia on February 5.
February 9
President Banda is Tanzania bound. This time, it was to hold bilateral talks with his counterpart Jakaya Kikwete and they hold talks focussing on TAZARA and TAZAMA. At the end of their talks they nod the sale of TAZARA.
February 10
President Banda flies to Malawi to discuss with President Bingu wa Mutharika details of the joint Mchinji-Chipata Railway project and its completion. He returns on February 11 but still finds issues on Dora Siliya and Zamtel still simmering.
March 28
With his birthday February 19 past him, President Banda heads to Matsapha International Airport in Swaziland for a SADC extra-ordinary summit on Madagascar and the proposed economic recovery plan for Zimbabwe.
April 30
President Banda leaves for Zimbabwe for a four-day state visit. He visits Gwanda district his birth place and opens Zimbabwe International trade fair in Bulawayo
May 9
President Banda leaves for South Africa to attend the inauguration of President Jacob Zuma. When he comes back, he takes a weeklong retreat at Hippo Lodge in the thickets of Kafue National Park. While there he meets stakeholders such as labour leaders to discuss national issues.
May 22
President Banda leaves for Malawi to attend the inauguration of President Bingu wa Mutharika – fresh from Livingstone where he had opened a ZIBAC meeting.
June 9
President Banda leaves for Victoria Falls Town in Zimbabwe for a COMESA head of state summit.
June 10
President Banda leaves for South Africa for the World Economic Forum and to have a knee surgery and comes back on June 14.
July 26
President Rupiah Banda leaves in morning for Kampala, Uganda for the three day Smart Partnership Dialogue where he hands the chairmanship to his Ugandan counterpart Yoweni Museveni. We are told he is among the 10 Heads of States that participate in the various activities lined up for the Smart Partnership Dialogue, under the theme “ Towards Smarter Globe – The Smart Partnership Way for Realising Socio- Economic Transformation through Regional Integration.”
August 4
President Banda flies to South Africa for bilateral talks with President Jacob Zuma. However, information filters through that President Zuma was not expecting him and he was received at the airport by someone at a position of a director.
August 28
President Banda goes to Swaziland for a two-day state visit. While there, he has an opportunity to pose for pictures in Swazi regalia, exposing part of his presidential body.
August 31
President Rupiah Banda arrives in Tripoli, Libya in the morning to attend a special African Union (AU) summit. President Banda was among several heads of state and government attending the summit called to look at conflicts on the African continent and climate change. Later he joins other African and world leaders at the 40th Anniversary of the Libyan revolution.
September 7
President Rupiah Banda arrives in Kinshasa, the capital city of the DRC, on a Monday morning to be among 15 heads of state and governments that will attend the SADC summit.
The Kinshasa summit discusses among others the prospects of regional integration of SADC countries, the economic crisis and the security situation in the region with a special focus on Madagascar.
September 19
President Banda goes to New York to attend the UN General Assembly. He also attends the 2nd summit of heads of state of Africa and South American in Caracas Venezuela. From Venezuela, President Banda proceeded to Cuba for a three-day visit at the invitation of his Cuban counterpart Raul Castro.
October 21
President Rupiah Banda leaves for Uganda’s capital city, Kampala where he joins other African leaders from 35 nations to attend a landmark African Union (AU) Special Summit on Refugees, Returnees and Internally Displaced Persons (IDPs) on the continent. President Banda was to be among other leaders at the two-day Summit which which was officially opened by Libyan leader Muammar Gadaffi who is also the incumbent AU Chairperson. The special summit will culminate in the adoption of the AU Convention on IDPs and Refugees.
November 5
President Banda leaves for Burundi for a Great Lakes meeting. He chairs the two-day International Conference on Great Lakes Region (ICGLR) summit. The Roundtable Conference on the Great Lakes Region is a follow-up meeting from the 3rd Ordinary Summit of Heads of State and Government held in Lusaka, Zambia in August 2009 where President Banda was elected Chairman of the bloc.
November 14
Fresh from a thanks-giving tour of the Eastern Province and a campaign stint for the MMD’s parliamentary in the Solwezi Central by-election, President Banda leaves for Libya to confer with Libyan leader before leaving for Italy for a UN food summit. He arrived back in Lusaka on Thursday night.
Next stop? Probably, Trinidad and Tobago for the Commonwealth Heads of State and Government meeting. Or Copenhagen for the UN Climate Change Conference

Church, NGOs dispute HH change claim

THE Church and some non-governmental organisations have dismissed claims by United Party for National Development (UPND) president Hakainde Hichilema that Zambians want a change of government.
And MMD spokesperson Mike Mulongoti says the party is set to win the 2011 general elections as it is delivering on the social contract it entered into with the Zambian people despite baseless corruption allegations against it by the Patriotic Front-United Party for National Development (PF-UPND) pact.
Evangelical Youth Alliance International president Moses Lungu said the MMD still has potential which is evident from the several development projects across the country.

When a highly respected magazine like the Economist start publishing such negative reviews of RB’s rule, even the most hard nozed bootlicker must realize we actually have a wrong man at Plot 1 at the moment.
You know what is really annoying? Government people have entitlements predicated on funds paid into the public fund by the citizens, yet citizens don’t have any entitlement even for services they pay for above and beyond taxes. Take power and water for instance, we can have ot not have it and nobody gives a rats arse about uninterrupted supply process. What ignorance is this? Maybe we should decide what our tax money shuld fund.
