Management at Mopani Copper Mines says job losses are inevitable as the current business environment has become challenging.

In a staff memo dated September 28th 2018, management has since proposed a raft of cost saving measures it says will keep the mining giant afloat.

It however says it is inevitable that the implementation of these measures will result in some employees being excess to requirements.

It is also proposes to retrain and redeploy some employees to other areas within the company and that at an appropriate time, it will offer employees Voluntary Separation should need arise.

The mining company signaled out the low own source copper output, increased power tariffs and unpaid VAT refunds among others as some of the key reasons that risk making the operations of the mine unsustainable going forward.

Management has since decided to close down its Lusaka office and move all the functions to Kitwe.

It has proposed a review of its organogram across the functions to promote flatter structures, a further review and optimization of its Corporate, General Admin and Surface Engineering costs.

The company also wants to review overhead costs to bring these in line with copper production levels.

It further wants to consolidate Hospital Services to provide a quality but cost effective medical service and also discontinue its Avex Charter.

Management has also proposed to consolidate and rationalize service contracts, open Wusakile and Malcolm Watson medical facilities to Mopani Contractors and implement market related membership fees.

It also wants to market its Training Centre to offer external training and determine full absorption charge to external trainees and further promote energy saving initiative such as bulbs, fans, electrical installations

It says these measures are for immediate implementation while others are for after due diligence.

“Since inception, over 4 billion dollars invested in expanding and upgrading infrastructure at both Nkana and Mufulira. Our shareholders have believed in our potential and continued to invest even in difficult years. Investments in three new shafts (Synclinorium, Mindolo Deep, and Mufulira Deep will improve our production levels, efficiencies/safety/safety as well as extend the life of the mines,” part of the memo read.

“The projects have progressed well with the support of our shareholders. The Synclinorium shaft was first to be commissioned and is actively hoisting. This is significant because the operations at Synclinorium are a good indication of the efficiencies we can expect to achieve companywide when we complete all our projects.”
It further reads, “The Mindolo and Mufulira shafts are scheduled to be commissioned at the end of 2019 while works at the Nkana Concentrator commenced this year and are progressing well.”

“The company has however faced major challenges towards achieving its goals, such as the low own source copper output, increased power tariffs, unpaid VAT refunds among others. The result of this is that the company has struggled to reduce the unit cost to a low level below the selling price of copper. The average unit cost of production as at August 2018 was above the average LME copper price. Unless, we take some proactive measures to address this situation we face the risk of our operations not being sustainable going forward,” it reads.

“In order to address the high unit cost and mitigate the deficit situation, it has become a matter of utmost urgency that cost containment measures are implemented in order to survive this period before full commissioning of the shaft projects, upon which the future of the company rests.”

Further, “Management is working towards implementing cost containment measures meant to ensure viability of our operations. As a matter of urgency, we need to demonstrate our commitment to our shareholders and for our own sake that we can take action to stem the trend of losses. Failure to which we may risk losing shareholder confidence and support in keeping us afloat as we move towards attaining our vision of being a self sustaining operation by the year 2023.”

Kitwe Mayor Christopher Kang’ombe and District Commissioner Elias Kamanga have initiated roundtable discussions with the Chinese and also other stakeholders in Kitwe to ease the suspicion and animosity by the locals towards the Chinese community.

Recently, residents in Kitwe have been annoyed that foreign nationals especially Chinese have invaded the retail, poultry farming and block making business.

They said foreign nationals particularly the Chinese trading in Zambia should be restricted to wholesale trading only and give chance to the Zambians to trade in retail.

Stakeholders in Kitwe proposed that policy makers should put together the pieces of legislation that will govern trade in the country if ordinary Zambians are to benefit.

Speaking during a public consultative meeting on the implementation of the Statutory Instrument No 1 of 2017 in Kitwe, the stakeholders said Zambians have been neglected by government in doing business.

They said local traders have been unfairly treated compared to the foreigners as seen by the growing numbers of them in markets across the country.

They emphasized that foreign nationals need to recognise that Zambia is a country of laws and as such they need to respect the trading laws.

They said the people doing business feel that government does not protect them because of unclear laws that govern trade in the country.

With the meeting with the Chinese Nationals, the following was agreed

1. That all Chinese companies must make available their investments licence indicating nature of business, together with work permits.

2.That all Chinese retail shops operating in Kapoto compound, Chimwemwe, Miseshi and Chamboli relocate to town centre or shopping malls and industrial area.

3. That there be an approved list of items to be sold by the Chinese under retail and wholesale sections.

4. That Chinese companies be requested to consider paying more than the k 990 minimum wage per month.

5.That main contractors on the road project ( AVIC) and water project ( CHICCO) comply with section 4 of the S.I No. 1 of 2017 to subcontract Zambian companies on transporting public procured goods.

6. That all Chinese operated companies in Kitwe apply for membership to the chamber of commerce and industry.

7.That all Chinese companies in Kitwe begin undertaking corporate social responsibility programmes.

President Edgar Lungu has called for increased stakeholder consultations with key economic partners.

President Lungu says the Economics Association of Zambia -EAZ- is a key stakeholder in the governance system.

The President was speaking when the EAZ Board led by its President Lubinda Habazoka paid a courtesy call on him at State House on Tuesday.

President Lungu commended the association for being revolutionary in its approach toward economic issues with the ascendance of the new board to power.

He said the EAZ should not relent in criticising government’s wrong decisions but also commend it for good decisions made.

President Lungu however stated that the idea of Zambians commending EAZ when it attacks government but accuse its leaders of having been bought when they commend government is retrogressive as people should embrace divergent views.

And President Lungu has also advised the EAZ to help enlighten the masses on the importance of paying tax which is key for national development.

He said Zambians will easily listen to economists talking about economic issues and not politicians.

Meanwhile, EAZ President Lubinda Habazoka is optimistic that the introduction of sales tax in the 2019 national budget will enhance revenue collection for government.

He said governments across the world which are using sales tax have recorded growth and increased revenue collection.

Dr. Habazoka also commended government for the new mining tax regime as presented in the 2019 National Budget.

He noted that some of the contents are in line with EAZ’s economic views on Zambia.

Dr. Habazoka says the new board has been engaging various state holders to regain the strength that the association once had.

After the meeting President Lungu took the EAZ board on a conducted tour of the state house fish pond to showcase his commitment to fish production.

He said fish farming has increased recently leading to shortage of fingerlings and has provided a market for soya beans among other ingredients for fish meal.

The World Bank is concerned that despite committing almost one billion United States dollars to Girls Education and Women Empowerment and Livelihood (GEWEL) project, 60 percent of the funds have not yet been disbursed.

World Bank Country Director for Seven Southern African countries, which include Zambia, Paul Noumba Um says the Bank is willing to even increase its funding above One billion, but the Zambian government must help to distribute the money faster.

Mr. Noumba Um is however impressed with the Girls Education and Women Empowerment and Livelihood (GEWEL) project, which he has hailed as one of the most successful interventions.

Mr Noumba Um said this when he called on Vice President Inonge Wina in Maseru.

He also noted that despite the level of income going up significantly in a number of southern African countries, most of them are still faced with the problem of malnutrition among children below the age of five.

Mr. Noumba Um explained that it is against this background that the World Bank has called a meeting to engage with policy makers on how the problem can be tackled.

And Mrs Wina said it gives a sense of worry to note that huge amounts of resources are taking long to be disbursed.

She has however assured that there is political will from the highest office in the land to ensure the successful disbursement of the funds.

Mrs Wina said Zambia needs enhanced financing to carry out a number of advocacy programmes.

The Vice President, who thanked the World Bank for inviting her to deliver a key note speech at the Early Childhood Nutrition Conference in Lesotho, expressed Zambia’s commitment to early childhood nutrition.

Suspended Lusaka based Judge wants his case referred to the constitutional court

3

SUSPENDED Lusaka based magistrate, Maggie Tantameni Kunda who is among other offences charged with abuse of authority, has asked the Lusaka magistrate court to refer her case to the Constitutional Court to determine whether she can be tried by a court of equal jurisdiction.

Ms Tantameni through her lawyer, Prosper Muyatwa also wants the Constitutional Court to render it’s opinion on whether principal resident margistrate , Kenneth Mulife who is the complainant in the matter on behalf of the judiciary, can as well allocate the case to Chisamba based margistrate, Susan Mangalashi who is of a different jurisdiction.

This is in a matter in which Tantameni together with Felix Mkandawire , a court interpreter, Francis
Mphanza, a senior public prosecutor,
and Didie Kangwa, senior clerk of court are facing three counts of abuse of authority, removal of property under lawful seizure and stealing by persons in public service.

It is alleged in the first count that Tantameni and Mphanza on November 8 2017 at Lusaka being persons employed in the public service as margistrate and senior public prosecutor respectively, jointly and whilst acting together did use the position of their respective offices to obtain property, profit or benefit for themselves or another .

In the second count, it is alleged that Mkandawire, Mphanza and Kangwa on November 8 2017 at Lusaka, jointly and whilst acting together knowingly and with intent to hinder or defeat the process, did conceal 34.0 kilograms of ephedrine valued at K1, 870. 000.

The ephedrine was taken under the process of authority of the court of Ms Tantameni.

In the third count, it is alleged that Mkandawire, Mphanza, Tantameni and Kangwa between November 8 2017 and December 30, 2017 at Lusaka being employed in the public service as court interpreter, senior public prosecutor, magistrate and senior clerk of court respectively, jointly and whilst acting together did steal 34. 0 kilograms of
ephedrine.

The drug was valued at K1, 870.000 the property of Government of the Republic of Zambia which came into their possession by virtue of their employment.

When the matter came up for plea yesterday before Ms Mangalashi, Mr Muyatwa raised preliminary issues to have the case refereed to the constitutional court for interpretation on whether Tantameni can be tried by Ms Mangalashi who is also a margistrate like her.

Mr Muyatwa said ” This honourable court has similar authority as accused number three and for this court to try A 3 on matters she dwelt with during the course of her duties as a margistrate will be a gross assault of to the course of justice”.

He said that Ms Mangalashi was not in a position to impartially and justifiably despense justice to try Tantameni in the state she was in, as it was a serious misdirection as her immunity must first be lifted which process he said must be moved by the prosecution pursuant to the correct section of the law and the court of competent jurisdiction as immunity was a constitutional issue.

“As it stands A 3 is a constituted margistrate who only happens to be on suspension and Section 7 of the Sub Court Act applies to her in the sense that all margistrates exercise equal jurisdiction” Mr Muyatwa argued.

Mr Muyatwa further submitted that the case against his client should have been disposed off through purely disciplinary adding ” because of the very embarrassing conadra surrounding the prosecution of the sitting margistrate “.

He prayed that the order to regret the case to the Constitutional Court be granted so that the ends of justice can be secured .

The prosecution applied to have the case adjourned to enable them digest Tantameni ‘s submissions.

Ms Mangalashi adjourned the case to October 10, 2018.

Minister of Finance Margaret Mwanakatwe
Finance Minister Margaret Mwanakatwe has told parliament that the Zambian Kwacha has depreciated about 19.9 percent against the US Dollars in the month of September.

However she says the local currency has been relatively stable until September 7, this year depreciating by only 2.59 percent against the dollar.

Speaking during oral answer questions, Ms Mwanakatwe says the depreciation of the Kwacha is mainly attributed to increased demand for foreign exchange and the general strengthening of the US Dollar among other factors.

The Minister says in a market based economy the exchange rate like any other price fundamentally affected by the supply of demand for foreign exchange.

Ms Mwanakatwe further says that sentiments do play an equally role in the currency or exchange rate movement.

She adds that the presentation of the 2019 budget provided policy guidance in the fiscal management which is expected in moving forward expected to build confidence to the market.

Ms Mwanakatwe has told the house that the depreciation of the Kwacha has implications and can affect the implementation of the 2018 national budget which an increased debt service is one of the concerns.

She says it is the reason why government continues to priotise expenditure as well as containing sustainable debt level to support the fiscal consolidation drive.

The Minster has however confirmed that government is committed to addressing sentiments through fiscal consolidation as well as the concerns on information aspects such as debt numbers.

She has further confirmed that government and the Bank of Zambia are engaging the key market players and use all available fiscal monitoring tools to stabilize the Kwacha which raises great concerns to government due to the past domestic prices including the petroleum products.

“I’m convinced that this facility will help to build dreams in the minds of young people who would want to be doctors, police officers and teachers they see on television. The Village Television project which is targeted at rural areas is poised to change the lives of so many young people who now have an opportunity to view life differently,” she said.

She said her Ministry will ensure that the village television programme is rolled out to all parts of the country.

And Ms. Siliya further commanded Mr. Pang for meeting some local content producers during his visit to Zambia to share knowledge on how best television content can be improved.

She noted that the intention by Startimes to set up production and translation facilities for content in Zambia will go a long way in promoting the production of quality programmes in languages best understood by various communities across the country.

The Minister said Government will be happy if Startimes considered Zambia for the film academy the company intends to establish in Africa owing to her central location.

“I am aware that Startimes is in Africa and it will be good if you considered the establishment of a film academy in Zambia here in Africa. This is important for the growth of our film industry because you need a cadre of skilled personnel in various aspects of film production,” she said.

Ms. Siliya also directed officials in the Ministry to quickly workout ways through which Zambia can benefit from the 50,000 scholarships in the television broadcasting sector pledged by China at the recent Forum on China- Africa Cooperation (FOCAC) meeting held in Beijing and attended by President Edgar Lungu.

In response, Mr. Pang, who is also Topstar Board Chairman, said it is his company’s desire to contribute to the development of Zambia’s television and film industry.

Mr. Pang said his company will leverage its resources and technology to support the growth of the sector both private and public.

He said Startimes is willing to work with private television stations in areas of training and technology transfer.

Meanwhile, Mr. Pang also held a closed door meeting with owners of private television stations on the TopStar platform.

He is in the country to inspect progress in the implementation of the digital migration project being undertaken by his company.

This is according to a statement issued by the Press and Public Relations Unit of Ministry of Information and Broadcasting Services.

A Traditional Marriage Counselor has bemoaned the increasing levels of drunkenness among women in the country.

Ms. Annie Mulenga said it is saddening that women are seemingly becoming more addicted to beer drinking at the expense of engaging in progressive activities.

She made the remarks during an annual general meeting for the Ituna Herbal and Cultural Research Organization (IHCRO) held at Chisanga Village in Kasama over the weekend.

The Marriage Counselor has since called on the Women movement to embark on campaign against the vice which she said has the potential to undermine the integrity of Zambians.

presentation in Lusaka.

Ministry of Finance Permanent Secretary says the proposal by Finance Minister, Margaret Mwanakatwe to re-introduce non-refundable sales tax is not aimed at making life difficult for the business community but to remove inconsistencies which have been identified in the payments of the Value Added Tax (VAT).

Dr. Emmanuel Pamo said government is paying more than it collected through VAT adding that, there are situations where exporters after getting VAT refunds are coming to the market to buy foreign exchange instead of providing it.

He said this is not the first time sales tax is being introduced in the country but that it was there in the 1990s.

The Permanent Secretary said government will ensure that the debt deficit is limited to 6.5 percent of the Gross Domestic Product (GDP) as a way of curtailing inconsistencies in the accumulation of debt.

Dr .Pamo said during a 2019 budget breakfast meeting organised by Price Water House Coopers (PWC) in Ndola yesterday.

And Dr. Pamo said government has increased funding to key sectors such as health, education and social protection contrary to what some sections of society are saying.

He was responding to some concerns by various stakeholders who wanted to know why the state has increased funding to the Ministry of Defence and Public Order adding that, the proposal to do away with VAT should seriously be looked into.

Ministry of Finance last Friday unveiled the 2019 national budget amounting to K 86.8 Billion.

The Energy Regulation Board (ERB) has adjusted upwards the pump price of fuel effective midnight tonight citing changes in two main variables that influence the price of the commodity.

In a statement issued by ERB Board Chairman, Raymond Mpundu to ZANIS in Lusaka today, he stated that oil prices have increased on the international market whilst the Kwacha had depreciated.

Petrol has been increased by K2.31 to K16.06 from K13.75, diesel adjusted by K2.64 to cost K14.65 per litre.

Mr. Mpundu said kerosene goes up by K2.49 from K8.85 to K11.34 per litre respectively.

“Of the two fundamentals, the international oil price has been the most volatile and is the key driver for this price adjustment. Specifically, from the last price adjustment on 12th February, 2018, the volatility of the Kwacha has depreciated against the United States Dollar by about 26.39% in the last two weeks of September, 2018,” read the statement.

Mr. Mpundu stated that the price adjustment was based on the current cargo.

The ERB Chief further stated that the review in based on the cost plus model used to determine fuel prices.
