Minister of Home Affairs, Stephen Kampyongo says the Zambia Police Service will soon launch a clean-up campaign to collect fire arms from those that will not surrender within the stipulated African Union(AU)Amnesty month of September.

Mr. Kampyongo said Zambia is committed to ensuring that there was voluntary surrender of arms.

The Minister noted that Zambia Police has attached a monetary gain for those who are willingly surrendering arms as a sign of commitment.

He said the Zambia Police will engage the public in the campaign to ensure that it is successful.

The Minister was speaking in Addis Ababa, Ethiopia last evening before transiting to Geneva to attend an annual Executive Committee meeting of the United Nations High Commission for Refugees (UNHCR) in Geneva.

He said the meeting was important to Zambia as the country was host to many refugees from around Africa.

The Minister said President Edgar Lungu as Chair of the Defense and Security on the SADC Organ TRIOKA was closely monitoring the situation in Democratic Republic of Congo and hoping for a peaceful election.

‘’Although Zambia is working hard in its capacity as SADC Chair for Peace and Security, to ensure a conducive and peaceful atmosphere, we cannot rule out the anticipation of an increase of refugees from Congo DR, if this is not certain,’’ he said.

Mr. Kampyongo said while in Geneva, he will hold several meetings, including a bilateral meeting with the UNHCR High Commissioner to consider the issue of providing social amenities in refugee areas.

The Minister has also congratulated the Zambia Embassy in Ethiopia for the role it is playing in strengthening the voice of Zambia at the African Union.

He expressed happiness that media and military personnel were enlightened on the importance of the Amnesty month following an AU sponsored workshop that took place in Lusaka on the Amnesty month of September on the surrender of illegal weapons.

And Zambia’s Ambassador to Ethiopia, Susan Sikaneta said Zambia had been recognized as one of the first African Countries that were taking the surrender of arms seriously.

Ms. Sikaneta thanked President Edgar Lungu and the Zambian Government for all the guidance and efforts made that have resulted in Zambia being recognized for its prominent role in the AU flagship programme of silencing the Guns in Africa.

Ms. Sikaneta said the AU found it necessary to sponsor a workshop in Zambia owing to the work that Zambia was doing with regards the programme of silencing the Guns in Africa.

The Roadmap for the AU Flagship programme of silencing the Guns was crafted in Lusaka in 2016 during a meeting of the Peace and Security Council.

President Edgar Lungu says in line with the Seventh National Development Plan (7NDP), Government has prioritized the agriculture sector as one of the economic drivers of the nation by establishing the agricultural services and training centres in Luapula and Muchinga Provinces of Zambia.

At its 17th Cabinet meeting held at State House Chaired by President Edgar Lungu today, Government has approved phase one of Luena Agricultural services and Manshya training centres in the implementation of the project to help small scale and emergent farmers transform into commercial farmers.

Cabinet feels Government emphasises that the only way the small scale farmers can improve their productivity is by way of empowering them with the necessary farming skills and knowledge by engaging in high value crops so as to increase their incomes.

The services to be provided includes mechanization and modernisation of irrigation, increased storage facilities, capacity building in order for Zambia to export to neighboring countries.

Cabinet feels these are important elements and key in boosting productivity, minimizing post-harvest losses and wealth creation leading to poverty reduction among Zambia’s farming communities.

During the same Meeting, Cabinet approved Zambia’s hosting of the International Development Association (IDA) 18 High-Level Mid-Term Review Meeting to take place in Livingstone from 13th to 15th November, 2018.

The IDA 18 High-Level Mid-Term Review Meeting to more than 400 delegates, follows Zambia’s request to the World Bank Group to host the 2018 meeting.

Further, Cabinet also approved Zambia’s hosting of the 2019 East and Southern Africa Association of Accountants – General Annual Conference in February, 2019 in Livingstone, Southern Province.

Zambia last hosted such a Conference in 2009 and a decade has now passed to host such an event next year.

Other important items approved by Cabinet is the National Legal Aid Policy that provides a framework for broadening and increasing accessibility to legal assistance by the poor while, enhancing the capacity and accountability of legal aid service providers.

The Head of State said Government aims to promote human rights, which is considered very cardinal to the people of Zambia.

In winding up the meeting, Cabinet expressed happiness with regard to attaining Sustainable Development Goals, Zambia will host the Sustainable Development Goals Centre for Africa-Sub Centre in Lusaka which will coordinate the Southern African countries in the implementation of the SDGs in collaboration with the main centre in Rwanda.

The meeting also learnt that the construction of the Bombay drain is 73.5 percent complete and the Mazyopa drain on the other hand is 99 percent complete with the outstanding works scheduled to be completed immediately after the 2017/2018 rainy season.

This is according to a press statement issued to ZANIS this evening by Chief Government Spokesperson, Dora Siliya.

FIFA orders FAZ to sort out City of Lusaka FC mess

5

The Federation of International Football Associations (FIFA) has ordered the Football Association of Zambia (FAZ) to immediately sort the problems that have engulfed FAZ Division South outfit City of Lusaka FC.

ZANIS reports that the World Soccer governing body has further directed FAZ to prepare a report addressing complaints of interference by third parties in the affairs of City of Lusaka FC and submit to FIFA by October 8, 2018.

According to an email letter dated September 28, 2018 addressed to FAZ Secretary General Adrian Kashala and copied to City of Lusaka FC, obtained by ZANIS, FIFA Secretary General Fatma Samoura said while FIFA recognizes that the situation of City of Lusaka FC is an internal matter, it is incumbent upon the national mother body to assess the problem and protect the welfare of its members using applicable FAZ regulations.

Samoura reminded FAZ that according to article 14, paragraph 1 letter I and article 19, paragraph 1 of the FIFA statutes, member associations are obliged to manage their affairs independently and without undue influence from third parties.

“We bring to your attention that article 17, paragraph 1 of the FAZ statutes in our files of March 2017, also establishes that each member shall manage its affairs independently and with no influence from third parties,” said Samoura as she quoted the FAZ constitution.

City of Lusaka FC Secretary General, Christopher Chilongo had written to FIFA in a letter dated September 14, 2018, complaining about interference in the running of its affairs, claiming that FAZ had allegedly taken a passive role in ensuring that the interests of City of Lusaka FC are protected.

FAZ Secretary General, Adrian Kashala could not comment on the matter as he is in Cairo Egypt attending a Confederation of African Football (CAF) meeting.

City of Lusaka FC and Forli Investments Zambia Limited owned by Diego Cassili have been embroiled in a bitter wrangle over ownership of the Club, and its properties that include the Woodlands stadium, the on-going development of the shopping mall and City of Lusaka 2000 Plc, a company that was formed to raise funds to finance the Club.

In his letter of complaint to FIFA, Chilongo stated that the third party in the name of Forli Investments was claiming ownership of the club through a fraudulent lease agreement that erroneously attached two pieces of land instead of one where the Woodlands Stadium is erected.

He said when the Club formed City of Lusaka 2000 Plc, it entered into a strategic partnership with Cavmont FMO Capital Corporation Limited owned by Thomas Ryan and the shareholding of the company was that the City retained 60 % while Cavmont got 40 %.

Chilongo wondered how after three years, Thomas Ryan through Cavmont claimed to own 60 % of the club and investments of K500 million which to date have not been traced through any bank transaction in the country.

He said it is at this juncture that Thomas Ryan allegedly sold the legally disputed majority shareholding to Forli Investments who claims to own the Club contrary to the Club Constitution which is deposited at FAZ.

The internal wrangles saw Forli Investments terminate sponsorship of City of Lusaka FC during the 2017 Premier season while at the start of the 2018 season following City of Lusaka’s demotion and Mr. Cassili registered his own parallel club City Yamoto Football Club with FAZ, which was aware of the problems at Woodlands Stadium.

Chilongo said despite directives by Minister of Sports, Youth and Child Development, Moses Mawere to FAZ to constitute an Interim committee to harmonise ownership of the club, the duly elected City of Lusaka FC Executive whose mandate runs up to 2019 has been sidelined.

He has since told ZANIS in an interview that his executive is working round the clock to use all appropriate legal avenues to ensure that everything that has gone amiss at the community club is exposed and rectified.

Recently, City of Lusaka FC terminated the controversial lease agreement with Forli Investments after discovering that its contents had allegedly been fraudulently uttered to include issues not originally agreed upon.

Chilongo said at no time did City of Lusaka offer to Lusaka businessman Diego Cassili Stand 2575 on which the old Club house stood which he demolished to develop a shopping mall.

He explained that the club only leased out stand 3034 on which Woodlands stadium is erected to Forli Investments, to refurbish the stadium which has also seen shops erected around the walls of the arena.

Chilongo charged that at the expiration of the six months’ notice of termination the Club will ensure that it gets an order to have Forli Investments vacate the premises.

“We want to protect want belongs to the community, so we have given him six months to pack and go,” said Chilongo.

Chilongo demanded that Forli Zambia Limited should immediately cease construction works on the on-going development of the US$8 million dollar shopping mall next to Woodlands stadium in Lusaka on land owned by the club.

He said it is only wise that Forli Investments Zambia Limited stop developing the land next to the stadium following the cancelation of the lease agreement.

Chilongo said City of Lusaka FC executive has since reported to Zambia Police, Anti-Corruption Commission (ACC) and Drug Enforcement Commission (DEC) the alleged frauds and financial irregularities relating to the Club and the company.

The City of Lusaka FC, Secretary General said the Club will assess the value of the investments Diego Cassili made to the Stadium with regards to refurbishment and construction of shops as well as audit the revenue from shop rentals and stadium hire by various parties.

Chilongo said his executive blames the Christine Mulundika led trustees for the financial and legal problems that have befallen the club as they turned a blind eye to the fraud that was unfolding during their tenure at City of Lusaka.

However, efforts to get a comment from Forli Investments Zambia Limited, Managing Director Diego Cassili proved futile as his mobile phone went unanswered

Attorney General wants Eswatini land case dismissed.

The Attorney General has asked the Constitutional Court to dismiss PeP Leader Sean Tembo’s petition in which he is seeking a declaration that President Edgar Lungu violated the constitution when in his official capacity accepted a gift of land from King Mswati of Eswatini.

Likando Kalaluka wants the petition to be dismissed because the petitioner is not entitled to the claims he seeks against the head of state adding that the all the claims in the petition are unsubstantiated , misconceived and lack merit.

The Attorney General has submitted that it is incumbent upon the petitioner to prove that the Republican President is a public officer as envisaged under the ACC Act , that he did receive a gift a gift from King Mswati and that the gift so received by Mr Lungu was received using his position as republican , President , office , authority or any information in his possession as President.

Mr Kalaluka is arguing that a person holding the office of President is not a public officer this is because the constitution which is the supreme law of the land excludes a person holding such office from being a public officer.

He adds that the ACC Act is surbodinate to the constitution and as such even if the definitions of public officer are contradictory which he denies , the provisions of the constitution take precedence as guided by Article 1 of the constitution which states that a person holding the office of President is not a public officer.

In his petition the petitioner (Mr Tembo) wants a declaration that the President is a public officer and that all public officers in their official capacity were prescribed by law to obtain gifts other than casual gifts from people.

A further declaration that President Lungu violated section 3 , 21 (1) (b) and section 66 of the Anti-corruption Act No.3 of 2012 of the Republican constitution when in his official capacity received a gift of land from his Counterpart King Mswati.

ZULAWU concerned with abuse of funds by councils

THE Zambia United Local Authorities Workers Union says some council managers are absusing the 20% equalization fund to live flamboyant lifestyles.

ZULAWU president Kingsley Zulu says the union is displeased that some principle officers are buying expensive vehicles at the expense of service provision.

Zulu said it was disapointing to note that instead of concentrating on the provision of the much needed services to the residents some managers in about three quarters of the council’s across the country were buying latest vehicle.

Speaking at a media briefing in Ndola, Zulu said that the 20 per cent component of the local government equalization fund for capital projects had been deviated to the procurement of personal to holder vehicles for luxury purposes.

He said the vehicles purchased at a huge cost which funds if properly utilised would improve service provision as opposed to benefiting a few individuals.

“ZULAWU wishes to register its displeasure in the manner some principle officers in local authorities are administering the affairs of both the members and the council,”he said.

Zulu said while Government had put in place austerity measures, some principle officers were all over spending more on trips which had adversely affected service provision and payment of salaries.

He said while the union appreciated and commended the permanent Secretary in the ministry of Local Government and Housing for providing guidelines on the types of vehicles to buy, some managers have with impunity and deliberately overlooked the well intended guidelines.

He said they had received reports of council chairpersons and mayor’s driving themselves and terminal benefits as they exit employment.

Zulu said the union would not Condon abrogation of the conditions of service and threatened to expose managers infringing the rights of members.

He also said that while Government was addressing the matter to release the funds, councils were expected to do their by mobilising local resources to avoid late payment of salaries to the workers.

Zulu said the union however, resolved that councils should on monthly basis set aside resources for payment of wages and salaries and not depend on equalisation fund.

He also said that no mayor’s or council chairperson should drive official vehicles as the union would have no option but impound them.

Zulu appealed to Local Government minister Vincent Mwape to closely monitor the utilisation of the 20 percent component of the equalisation fund by councils and ensure it was used to the intended purpose.

It is barely a week that workers in almost all the council’s across the country threatened to down tools demanding to have their salary arrears paid.

Last week Ndola City Council workers protested after its Public Relations Manager said the local authority had started paying its three months salary arrears.

President Edgar Lungu shakes hands with to Switzerland Ambassador to Zambia Arthur Mattli at State House

President Edgar Lungu has described the dialogue and patriotism among member countries as key ingredients in promoting humankind.

And President Edgar Lungu has reiterated that his administration will work with all countries that are willing to work with Zambia to enhance cooperation in all social and economic activities.

The Head of State said this when a Switzerland business delegation led by Switzerland Ambassador to Zambia Moritz Burrichter paid a courtesy call on him at state house in Lusaka today.

During the meeting, President Lungu praised Switzerland’s mining investment in Zambia, saying that there is need to strengthen both unilateral and bilateral relations between two countries.

“Your visit to Zambia is timely because you will have an opportunity to witness what Zambia can offer as opposed to reading negative headlines in newspapers and online publications,” President Lungu told the business delegation.

And Mr Burrichter said his country is eager to promote trade and investment in Zambia, as well as help the country achieve its reform programmes that will facilitate economic development.

He stressed that Zambia and Switzerland share the same values and that Switzerland will work with Zambia in the fight against HIV/AIDS.

Switzerland’s presence in Zambia dates back to the late 19th century, when Protestant missionaries from French-speaking Switzerland began working in eastern Zambia in 1885.

Switzerland recognized Zambia immediately after it gained independence in 1964 and established diplomatic relations with it two years later, by opening a consulate in Lusaka in 1969.

Prof Lumumba to write to AU over his Zambia deportation

100
Prof Lumumba

Kenyan Lawyer Professor Patrick Lumumba has revealed that he will be writing to the African Union to protest over his deportation from Zambia.

Prof Lumumba was turned away on Saturday at the Kenneth Kaunda International Airport when he arrived to deliver a public lecture on China-Africa relations at Eden University.

Chief Government Spokesperson Dora Siliya later confirmed that Prof. Lumumba was turned away because he was a security risk.

In an interview from Nairobi, Prof Lumumba said he will officially write to the AU this week to protest his deportation.

He said it is displeasing that Zambia, a member of the AU which is advocating for free movement of the people could go against the continental spirit.

Prof. Lumumba also described the statement Ms. Siliya that he posed a security risk as an act of stupidity.

“How do I become a security risk? I only carry ideas. I don’t move with guns. That’s an act of stupidity,” Prof. Lumumba charged.

Meanwhile, opposition leader Hakainde Hichilema says the deportation of Prof. Lumumba is unnecessary shame to the country

“We have studied and fully investigated the issue surrounding the deportation of a highly respected academician and Pan Africanist Prof. PLO Lumumba,” Mr Hichilema said.

“We find the action by the PF leadership to humiliate him in such manner at the airport highly irresponsible, harsh, and goes further to confirm what we have been saying that this Government is led by despots.”

“It is such high profile deportations of our citizens of the world that is denting the image of our country on the international scene, hence shooting ourselves in the foot.”

Mr Hichilema said, “From what we understand, Prof. Lumumba has been giving intellectual discourse in many parts of the world, the recent being in Zimbabwe at an event which we understand even cabinet ministers attended.”

He continued, “So what security risk does Prof. Lumumba pose to Zambia as being claimed by the despotic PF regime. To us, the people who pose security risks are the foreigners who are grabbing our land, grabbing our state assets at the expense of Zambians.”

“Zambia is a global citizen, one would expect that they would treat all nationals from other countries with a level respect and decorum. This is for purposes of good diplomatic relations and security for our citizens who are residents in those countries.”

Mr Hichilema stressed, “As UPND, we value fundamental freedoms of speech, conscious, associations and other liberties as enshrined in the local and international conventions for which we are signatories. Thus PF regime is causing unnecessary shame to the whole world.”

UPND leader Hakainde Hichilema says government’s decision to deny renowned Kenyan Professor Patrick Lumumba entry into the country has brought shame on the country.

Mr Hichilema said the humiliation of Professor Lumumba by the PF government in such a manner at the airport is highly irresponsible, harsh, and goes further to confirm what the UPND has been saying that the government is led by despots.

He said it’s such high profile deportations of citizens of the world that is denting the image of Zambia on the international scene.

Mr Hichilema questioned what security risk Professor Lumumba poses to Zambia as being claimed by government.

He said Professor Lumumba has been giving intellectual discourse in many parts of the world, with the recent being in Zimbabwe at an event attended by Cabinet Ministers.

The UPND leader said the people posing security risk are the foreigners who are grabbing land and state assets at the expense of Zambians.

Mr Hichilema has since stated that for purposes of good diplomatic relations and security for Zambians who are resident in foreign countries, it is expected that government treats all nationals from other countries with a level of respect and decorum.

Professor Lumumba was invited to attend a graduation ceremony at Eden University and later feature on a Diamond TV organized discussion forum on Chinese investments in Africa.

Chingola moans ‘Brave’ Nchanga Rangers’ relegation

8

Chingola residents have bemoaned the demotion of Nchanga Rangers from the FAZ Super Division.

Two-time league champions Nchanga have gone down with two games to spare in the 2018 campaign.

“We are very saddened to see our only Super Division team go to Division One. Next year we won’t watch any big team here. Whenever big teams came to Chingola like Zesco United and Nkana business used to boom,” Clement Chileshe said.

The Chingola based outfits are placed 19th in the 20-team league with 26 points from 36 matches played.

“Our sponsors Konkola Copper Mines have neglected the team. It is now supporters who have been taking care of players at Nchanga. KCM should surrender the team to the community if it has failed to sponsor Rangers,” Beauty Musonda said.

“I can’t just remain mute on the demotion of Nchanga. Administrators at Nchanga have equally failed us. Our players have become beggars,” another resident said.

Nchanga have spent the last four seasons fighting relegation due to well documented financial challenges.

Nchanga owe current and several past players arrears in unpaid allowances.

“Our team has been neglected. If this team was in the hands of the army, by now someone at KCM should have been put in the guardroom to explain our demotion,” another citizen commented.

Kaindu salutes Power after ending winless run against Mighty

Power Dynamos coach Kelvin Kaindu has praised his team for ending their 12-year winless drought against Mighty Mufulira Wanderers.

Mighty came into the match armed with three wins and as many draws against Power dating back to 2005.

John Goma put Mighty ahead in the 49th minute but Alex Ngonga ensured the match went to penalties with the equalizer in the 84th minute before the Power captain and striker also converted one spot kick en route to the semifinals.

“Mighty has given us problems for the past six years or so. We showed character coming from a goal down to win but a bit worried about our defending but I am happy we have broken the kick,” said Kaindu.

Power will face Nkana in the semifinals on October 20 while in the other last four match; Green Buffaloes will face Young Buffaloes.

Green Buffaloes booked their last four places following a 1-0 win over Green Eagles thanks to an 80th minute goal from Jack Chirwa.
