Home Affairs Minister Hon. Stephen KampyongoZambia is a sovereign state with laid down guidelines and procedures that should be followed when admitting visitors in the country, Home Affairs Minister Stephen Kampyongo has said.
The Minister was commenting on government’s decision to stop Kenyan Professor Patrick Lumumba from entering Zambia on Saturday.
He said Zambia, like any other country, does not have absolute freedom in terms of admitting people who intend to visit as there are rules and regulations to be considered, further stating that Zambia reserves the right not to explain why someone is denied entry into the country.
‘’Just a few weeks ago, Laura Miti, a Zambian activist was denied entry into South Africa, Do we surely have to ask the SA government why they denied her entry? No! The country reserves the right to either state or not state reasons for deportation,” the Minister said.
‘’We do not micro manage anything, but govern by following laid procedures. And so, when such a decision was made, it was NOT the Minister’s decision per say, but governments decision reflecting the correct interpretation of rules and regulations from concerned stakeholders.”
Mr. Kampyongo said the Immigration Act 18 of 2010 clearly stipulates the rules and procedures that should be followed by people who intend to come to Zambia.
The Minister was speaking in Addis Ababa, Ethiopia before transiting to Geneva to attend an annual Executive Committee meeting of the United Nations High Commission for Refugees-UNHCR- in Geneva.
Meanwhile, All People’s Congress (APC) party president Nason Msoni has condemned in the strongest terms the denying of entry into Zambia of Kenyan academician Patrice Otiene Loch Lumumba.
Mr. Msoni said that he found it unfortunate that the Zambian government seems to have sustained the culture of deporting and denying entry of fellow Africans into the Country.
He is of the view that what government has done to deny Professor Lumumba entry into Zambia is an indication of how elevated political intolerance in the Country has become.
Mr. Msoni has charged that the self inflicted problems the PF government is in cannot however be addressed through the harassment of innocent fellow Africans coming to visit Zambia.
He says professor Lumumba in particular has nothing to do with the contraction of Chinese loans and the mortgaging of state assets for him to be denied entry into the Country by the Zambian government.
Mr. Msoni says that it was in this case a misplaced Judgment to deny Professor Lumumba a platform to highlight bad governance and the alleged permeating Chinese corruption taking root in Zambia.
Movement for Multiparty Democracy (MMD) President Felix MutatiMovement for Multiparty Democracy MMD president Felix Mutati on Saturday launched the party’s national card renewal exercise with a call to members not expect him to engage in politics of character assassination.
And Mutati says his party will always put the people of Zambia first as it was formed to work for them.
Speaking at Mpezeni Park in Chipata where the exercise was launched, The MMD leader said Zambians were not interested in knowing who had the loudest voice as that would not resolve their economic challenges.
He said being in opposition did not mean that you become enemies with those in power and that his contribution to the well being of the people was in cabinet not in the media.
And Mutati says the social media bazz that characterised the aftermath of the news that the party was launching its national card renewal exercise was a sign that the MMD was a big factor in the country’s political life.
He said the same people who are quick to write off the former ruling party were the same people who are quick to create propaganda on the perceived weakness of the party whenever they see it reorganizing itself.
“…if God has not ordained you, it doesn’t matter how you can fight and shout but if God has not appointed you, you will never rule.
“The MMD is a party of values. By working in an alliance with the PF is not a sign of weakness because we have sacrificed the party for the interest of the people of Zambia and let me say it very openly to you that I am grateful to President Lungu for the honour and privilege that was bestowed upon me to serve in his government,” Mutati said.
He added “MMD is independent and we have our own structures and the truth about MMD is that we will not to weaken and dismantle ourselves and make this alliance irrelevant. We will only be of value if we bring to the alliance, a formidable MMD because a weak MMD is dangerous to the alliance,” he said.
And party national secretary Raphael Nakacinda said the card renewal exercise made the party know its membership so that it could instill discipline if and when need arose.
Nakacinda said he wanted to work with the optimism with which Vernon Mwaanga executed his duties in which he would declare an election already won even before the first vote was cast, going by the party records of voters, a feat he said made him to be accused of rigging elections.
Former party leaders who attended the launch included former National Chairperson Mike Mabenga and the former Chairperson in charge of local government Rose Zimba.
PF Secretary general Davies MwilaPF Secretary General Davies Mwila says the changes made to the mining tax regime in the 2019 budget is aimed at deriving maximum benefits from the Country’s wealth and boosting related business activities in the industry.
Mr. Mwila who has since urged mining companies to support the proposed tax regime says government wants to stabilize the taxation in the sector apart from getting what is meaningfully due to the Zambians.
He noted that the issues surrounding the Value added Tax-VAT refunds and payment of mine suppliers needed to be addressed with a sustainable and friendlier taxation regime.
Mr. Mwila says government has also broadened the tax base to ensure that a larger chunk of the budget is funded using local resources for sustainable development and improved people’s lives.
The Secretary General who was speaking during the PF Lufwanyama Fundraising braii at Mindolo dam in Kitwe on the Copperbelt said the Party will not hesitate to flush out any individual working against President Edgar Lungu.
He said the party wants officials who are credible and loyal to the President.
Mr. Mwila also urged the party to explain all the developmental projects being implemented by the party in Lufwanyama to win the electorates confidence.
He said government has built dams, roads and developed two farming blocks in Lufwanyama to improve people’s lives.
During the function over 260-thousand Kwacha was raised for party mobilization in Lufwanyama.
And PF Copperbelt Chairman Steven Kainga assured Mr. Mwila that the party is intact in the region.
The function was attended by Livestock Minister Kampamba Mulenga, PF Copperbelt Youth Chairman Nathan Chanda, District commissioners and several civic leaders.
The Zambia National Students Union (ZANASU) advises Government to avoid sliding into regime that may be seen by its citizenry as infringing on fundamental freedoms of expression and association by deportation of foreign nationals who share divergent views. Honourable Dora Siliya, who announced the deportation, must own up and understand that the apparent miscommunication between Eden University and Government coming from government communication apparatus is what has led to this unfortunate situation.
We believe the deportation of Professor Patrice Lumumba, a guest of our colleagues from Eden University could have been avoided if Government had engaged our affiliate University to discuss any of its concerns in his presentation on matters affecting Zambia, especially at a time when the country is experiencing high anti-Chinese propaganda. ZANASU calls for greater interface between Government and institutions of higher learning in general to avoid the repeat of what has happened in future.
What is saddening is that Government had been aware of his well-publicised visit to this country and to interacting with University students but kept quiet until Professor Lumumba was at the airport for him to be deported. While ZANASU does not subscribe to any person – whether Zambian or foreign national – to incite citizens towards xenophobic attacks against other people, whether Africans, Whites or Chinese, we believe Government should have discussed such concerns with Eden University during time the visit was being organised or publicised.
This decision by Government has robbed our local university of an initiative to mobilise resources which government does not provide to private universities but has also deeply inconvenienced the organisers of this program because they now have to begin looking for funds to pay back institutions that were involved in hosting such events as well as refunding those who bought tickets.
We would like to caution government against these decisions being made by Ministers and technocrats as they have a very high potential of creating resentment among students of their elected leaders and government. The PF should remain worried with these kind of arbitrary actions that will make it unpopular among students who resent their right to association and expression being infringed upon.
As opposed to just announcing the deportation, ZANASU demands Hon Dora Siliya as Chief Government Spokesperson must offer an unreserved apology to students from Eden University, organisers and the entire students’ fraternity for acts of its servants that have caused so much pain among students, with a potential to cause a rift between government and students, which we doubt would be beneficial for President Lungu’s administration.

Commonwealth Secretary-General Patricia Scotland QC, calls upon President Edgar Chagwa Lungu during a High Level Event on girl-child education hosted by Canadian Prime Minister Justin Trudeau at the UN Buildings in New York.
President Edgar Lungu has dispelled social media propaganda that Zambia’s relations with the West has been strained and has appealed to Zambians to resist the temptation of peddling falsehoods against their own country.
President Lungu has stated that the national dialogue will remain a Zambian driven process and that he is happy that the Church has decided to work along with the Zambia Center for Interparty Dialogue (ZCID).
President Lungu stated that there is no way Zambia would be a friend of countries like the United Kingdom and the United States of America without being a friend to countries such as Zimbabwe or any other country.
Briefing the media shortly before his departure for Zambia from New York where he attended the 73rd United Nations General Assembly, His Excellency the President said there are foreign Missions accredited to Zambia and that countries that had issues with Zambia were free to consult their embassies.
President Lungu said while in New York, he had an opportunity to meet and interact with a number of leaders from other countries as well as high level government officials such as the United States Assistant Secretary of State for African Affairs Tibor P. Nagy Jr and Commonwealth Secretary General Patricia Scotland.
President Lungu while in New York held bilateral talks with the Prime Minister of the Kingdom of Belgium, His Excellency, Mr Charles Michel and the Prime Minister of Mauritius Honourable Pravind Kumar Jugnauth.
President Lungu also held bilateral meeting with a delegation from Millennium Challenge Corporation (MCC) which was led by its Acting Chief Executive officer Brock Bierman
The Head of State stated that his meetings with other leaders was a sign that other countries were as concerned about Zambia as the country was concerned about them because no country could afford to exist in isolation in this globalized world.
He explained that the perception that Zambia has fallen out of favour from donor countries was nothing but propaganda as the Head of State was able to meet with countries that had wanted to meet him.
The President said it is clear that the world is coming together under the United Nations with cooperation and collaboration on a range of issues such as governance, health, education among others.
“For us, this has been time well spent. We met those countries that wanted to meet us and we chose meetings at the United Nations General Assembly which were relevant to Zambia. The countries we met are our friends and there is no way Zambia would be a friend of one country without being a friend to another because Zambia in agreement on the need to cooperate and collaborate,” His Excellency the President said.
President Lungu said that Zambia is working towards meeting all the Sustainable Development Goals (SDGs) without leaving no one behind and that his call to other world leaders to prioritise health, access to clean and safe drinking water, education and infrastructure is meant to improve the lives of citizens across the globe.
And President Lungu has stated that the national dialogue is not going to be hinged on the Commonwealth or any other foreign country because the political leaders in the country understand their needs more than people from outside the country.
President Lungu has since returned home.
Meanwhile, Health Minister Dr Chitalu Chilufya described the 73rd UNGA as a unique platform for individual Member States and the Heads of State had a chance to focus on a number of social and economic issues affecting citizens of the world.
He said President Lungu who emerged as a top health diplomat used the opportunity of attending the General Assembly to articulate to the world on the need to combat Tuberculosis, cervical cancer as well as prevent and control Non-Communicable diseases among other issues.
Chinese delegates arrive at parliament building for eagerly-anticipated 2019 national budget in Lusaka.

Growing up, I used to like Chinese Kungfu movies more especially the Bruce Lee, Jet Li and Jack Chan ones. It was also common for us to imitate the actors by organising some karate fights by the street. Therefore, during my childhood days, the only thing I knew about China was Kungfu. To me the Chinese were only good at fighting and nothing else. Sometimes, when I saw a Chinese person walking on the street, I would get scared that he may randomly start kicking people around.
It wasn’t until I finished my High School and got awarded a scholarship to go and study in China that my entire perceptive changed. Well, when we arrived in China in the early 2000, China was undergoing unprecedented development in all sectors of the economy. One thing that struck me was their hard work. It was always common to see the Chinese working even in the middle of the night. Today, you would wake up and find a Chinese company moving on site to construct some building, before you even realise it, a multi storey building is already finished. The workers looked tireless and purposeful. I couldn’t understand their motivation. It was just amazing. One day after school, I decided to ask one of my Chinese friends about why the Chinese people worked so hard with so much energy. His response has left a very big impact on me, he said, “Phiri, China has a population of 1.5 billion people, the competition for everyone here is very fierce because we compete for everything, so for one to survive he or she needs to be exceptional and hardworking”. He also reminded me that, just a few years back, the Chinese were very poor and most families could not afford a decent meal. As late as the 70s, the Chinese were still rationing food as there was a serious feminine caused by Chairman Mao’s socialist policies. It is believed that the feminine left over 40 million people dead from malnutrition related diseases. History also shows that, when China was sending her people to come and help us build the Tazara railway in the 70s, an average Zambian was well off compared to their Chinese counterparts. Therefore, that troubled past of the Chinese and the competition that has been brought about by their big population has been the motivation for most of them to work hard. This is reason why we have seen them take over almost every sector of the world economy.
Coming back to ourselves, we are like a team that lacks talent, stamina, preparation, strategy and ambition, and then all of a sudden we are asked to play with a team (China) that has been grilled for years, is well prepared, well connected, has money and has a very clear strategy on how to outdo us. Within a few minutes into the game we are already overwhelmed and failing to cope. Almost our entire team is raising hands trying to ask the referee to stop the game and punish the other team for being either too good at the game or being too hard on us.
Now, here is the thing, currently the Chinese belong to one of the most hardworking and productive people and their country is the second largest economy in the world, which means they have a lot of resources (finances) at their disposal. They are able to work for long hours and have a strong affinity for success. When a Chinese leaves his/her home to work in another town or country, it is almost a taboo for him/her to go back home empty handed. They make sure that they succeed at whatever they are doing so that they can carry something back home. Therefore, when they come here, they don’t come for jokes, they are here for serious business. Give them land and they will start producing more food than us within a very short period of time. A Chinese farmer works in the field every day from morning to evening, yet for most of us locals we only work in our fields during the rain season after which we abandon our fields. The Chinese will ensure that they create water reservoirs, so that they can grow crops even during the dry season. For them, the weather is never a limit to producing a bumper harvest.
For example, Zambians have been rearing chickens for many years; however, the coming in of the Chinese has brought a lot of problems. Many Zambian farmers have already cried foul that their industry is being taken over by the Chinese. We can also talk of other industries like trading, construction, manufacturing, etc. The Chinese have almost taken over. Of course many of us will argue that they succeed because of having access to cheap financing and large networks in China. However, one can still argue that without their hard work and resilience, they could not have easily succeeded because we have more advantages than them. For instance, most Chinese can hardly speak or write in English, they lack prior market understanding, have no local networks and connections. Therefore, the critical problem that we have as a people is the lack of preparedness, lack of strategy; lack of ambition, a bad work culture and attitude. Most of us easily get satisfied with simple things. We do not invest back into our businesses to improve our production processes and quality. We would rather buy the next fancy phone or car. This is different from our friends.
The good news is that, the government has heard our cries. Last year; the President signed an SI No. 1 of 2017 that is called ‘The Citizen Economic Empowerment (Reservation Scheme) Regulations, 2017 which is aimed at prescribing reserved schemes and businesses exclusively for Zambians. In as much as this SI is good for us as locals, its purpose will not be attained if we do not change our culture and attitude towards work. If we do not work hard and if we do not improve both our production levels and quality, we will still fail to compete in the global business environment. Remember Zambia is still a signatory to a number of trade treaties within the region and internationally. We will not be surprised that it will become cheaper to import chickens from China than to buy them locally because our farmers will fail to produce chickens cheaply.
In as much as our Chinese comrades are our serious competition now, we still have a lot to learn from them. Let us learn their simplicity, hard work, resilience and hunger for high production and success. This is the only way we will be able to improve our own production and contribute more to the GDP of our country.
Special Assistant to the President for Press and Public Relations Amos Chanda has said that the presidential decision to dismiss Emerine Kabanshi as Minister of Community Development and Social Welfare was actually an administrative change.
Mr. Chanda said that President Lungu has continued making administrative changes within the Ministry of Community Development and Social Welfare, adding that Ms. Kabanshi was not therefore fired because of the £2.7 million which the British government has demand was missing, but because there was an inquiry much earlier.
Mr. Chanda noted that to this effect some junior officers have been asked to proceed on administrative leave to allow a smooth process of inquiry that is ongoing at the Ministry.
Mr Chanda said that there was currently no specific allegation of corruption against anyone as what has been established in the preliminary findings is that some monies meant for the poor were paid to retirees.
Mr. Chanda said that President Lungu also knows from the findings that some of the Social Cash Transfer money was used to rehabilitate ZAMPOST offices and paying daily subsistence allowances.
Mr Chanda stated that that for the fact there is an ongoing inquiry, State House is trying, as much as possible, to stay away from the details so that it does not put pressure on the investigators.
On 19th September, the president said:
“I have with immediate effect dismissed Minister of Community Development and Social Services, Emerine Kabanshi and the Zampost Post Master General McPherson Chanda.”
“I further ordered for a clean-up of Ministry of Community Development and Social Services and Ministry of Transport and Communications particularly Zampost.”
“Considering the mandate given to investigative wings, I met with Drug Enforcement Commission (DEC) and the Anti-Corruption commission to inform them of the administrative changes I made and expect the two wings to quickly constitute a speedy criminal investigation to establish whether there was criminal liability over the Social Cash Transfer.”
“I urge all leaders to work hard and serve the Zambian people with high integrity.”

Idris Mbombo scored a brace against his ex-club Zesco United to propel Nkana to the 2018 Barclays Cup semifinal in a day drama-filled quarterfinal doubleheader on Saturday at Arthur Davies Stadium in Kitwe.
Mbombo struck in the twice in the second half after Zesco had taken a 1-0 first half lead against the run of play.
Maybin Kalengo put Zesco ahead in the 44th minute but they were second best against Nkana throughout the match.
Furthermore, Nkana had a legitimate 8th minute goal by Jacob Ngulube ruled-out for offside while Kelvin Mubanga hit the post in the 11th minute.
But Mbombo leveled for Nkana in the 51st minute and put the result beyond doubt in stoppage time.
It was Nkana’s first Barclays win over the record five time winners who beat them 3-0 in the 2014 final.
Meanwhile, there was a shock result in the lunchtime kickoff when defending champions Zanaco were knocked out 2-1 by second tier side Young Buffaloes.
Michael Mulenga scored a brace in the 23rd and 83rd minutes for Young Buffaloes while Tafadzwa Rusike was on target for Zanaco in the 41st minute.
Sunday will see the last semifinal places decided when two-time champions Power Dynamos face Mufulira Wanderers at Arthur Davies while 2015 winners Green Buffaloes take on Green Eagles in the lunchtime kickoff at the same venue.
Zambia has denied entry and deported Kenyan lawyer and renowned pan-Africanist Professor Patrick Loch Otieno Lumumba.
Prof. Lumumba was sent back by Immigration officials shortly after he landed at Kenneth Kaunda International Airport in Lusaka today.
He was due to deliver a public lecturer on China-Africa relations on Saturday night at Eden University.
The topic for his public lecture was “Africa in the age of China influence and global geo-dynamics.”
Chief Government Spokesperson Dora Siliya confirmed that Prof. Lumumba was deported because he posed a security threat.
“Govt thru immigration dept has denied entry into Zambia of Prof. Patrick Lumumba, a Kenyan national due to security considerations. Immigration is a security wing working with agencies within and beyond Zambia,” Ms Siliya said.
Zambia has in the recent last deported leading figures such as of SA’s leading opposition leader Mmusi Maimane, dancer Zodwa Wabantu and Zimbabwe’s Tendai Biti.

Chinese Ambassador to Zambia Li JieChinese ambassador to Zambia Li Jie has said that China will continue helping Africa with no political strings attached to aid. Mr. Li said that no political strings includes non-interference in the internal affairs of those states.
He was speaking during the sixty-ninth Chinese National Day in Lusaka last night.
The Chinese government has set aside 60 billion United States Dollars of financial support to Africa in terms of governmental assistance and investments in companies.
At the same function, minister of Higher Education Nkandu Luo said Government remains committed to further strengthen the bilateral relations and cooperation that exist between China and Zambia based on mutual respect.
Professor Luo said Zambia values the technical support from the Chinese government in infrastructure, Information and Communications Technology and Education among other sectors.
In attendance at the celebrations were First Republican President Kenneth Kaunda, Justice Minister Given Lubinda and his Energy Minister Mathew Nkhuwa among other Government officials.

President Edgar Lungu has returned from New York, USA, where he had gone to attend the 73rd United Nations General Assembly.
The Head of State was met at at Kenneth Kaunda International Airport by Vice President Inonge Wina and other Senior Government officials.
Speaking on arrival, the President Lungu described the 2019 National budget,presented yesterday by Minister of Finance Margarate Mwanakatwe as a catalyst to national development.
The President also challenged critics to come up with an alternative budget if they wish.
On the Social Cash Transfer scandal, President Lungu confirmed remarks by his press aide Amos Chanda that Government was ready to return the social cash transfer demanded by some donors.
The president explained that donors requested for the money and that Government has no option but to pay back.

A total of 22, 000 women have benefited from the Girls Education and Women Empowerment in livelihood project(GEWEL) that government has been undertaking across the country with support from the World Bank.
Minister of Finance Margret Mwanakatwe says further 19, 000 women are targeted to be empowered in 2019 under the same project.
The Minister said during the budget presentation in Lusaka yesterday, that the project is also supporting about 15, 000 girls from vulnerable households against the target of 16, 000.
And Mrs. Mwanakatwe noted that to enhance monitoring of all social protection and empowerment programmes, government is implementing the electronic single registry of beneficiaries under the food security pack, village banking, public welfare assistance scheme among other projects.
The Minister said the registry will provide key monitoring and management reports required for decision- making and so far 15 districts are on the registry.
She stated that the registry will be extended to a further 20 districts by the end of this year.
Meanwhile, Mrs. Mwanakatwe stated that government will in 2019 focus on providing skills training to out of school youths in vocational and life skills through the youth resource centres.
The Minister further indicated that government targets to train at least 3, 000 youths in 2019 compared to 2, 500 in 2018 adding that four (4) youth resource centres will also be completed in addition to the 21 currently in operation.
And Mrs. Mwanakatwe stated that government will also resettle 200 youths at Mwange and another 200 at Mufumbwe Youth Resettlement Schemes where they will be provided with free land and start up kits to engage in agriculture and agro related activities.
She said to enhance the initiatives, government will provide the youths with the necessary equipment and facilitate the acquisition of working capital to enable them realise their full potential.
Parliament heard yesterday that the proposed 2019 National Budget will focus on promoting diversification of tourism products and domestic tourism.
Finance Minister Margaret Mwanakatwe disclosed this when She presented the 2019 national budget to parliament yesterday afternoon.
The budget speech was presented under the theme “Delivering fiscal consolidation for sustainable and inclusive growth”
Mrs. Mwanakawe said the diversification efforts being undertaken by government are designed at enhancing integration of the country’s rich cultural heritage into tourism packages beyond traditional ceremonies.
She explained that the promotion of traditional tourism products is aimed at increasing the number of days foreign tourists can stay in Zambia from the current four to six days.
Finance Minister says government is working on a strategy that seeks to promote domestic tourism by lowering charges so as to encourage citizens to participate in tourism activities.
On wildlife restocking, Mrs Mwanakatwe said government will continue with the restocking of wildlife in areas where numbers have been depleted.
She cited Sioma Ngwezi National Park, Bangweulu Game Management Area and seven private game ranches as some of the areas government has already done restocking.
The Finance Minister pointed out that the restocking exercises is aimed at expanding the tourism resource base from focusing exclusively on the Victoria Falls and the South Luangwa National Park.
Meanwhile, Parliament heard today that government will rehabilitate, maintain and improve roads leading to wildlife tourist’s sites.
Mrs. Mwanakatwe named Kafue, South Luangwa, Mosi-oa-tunya and Lower Zambezi National Parks as roads earmarked for rehabilitation.
She stated that improved road network is key in promoting all-year-round tourism to various sites.
On promoting international tourism conference, Mrs. Mwanakatwe said government will in 2019 commence the upgrade and expansion of Mulungushi International Conference Centre.
She noted that this will enable the country to host the African Union (AU) Heads of State Summit scheduled for 2022 and contribute towards implementation of the Meetings Incentives Conferences and Exhibition strategy.
