President Lungu honoured for championing Africa’s industralisation

The United Nations Industrial Development Organisation (UNIDO), African Union, Food and Agriculture Organisation, UN Economic Commission for Africa and the African Development Bank have jointly conferred a medal of recognition on President Edgar Lungu, President of the Republic of Zambia, as a champion of the Third Industrial Development Decade for Africa (IDDA3).

According to a Statement released to the media by Mr Chibaula Silwamba, the Spokesperson Ministry of National Development Planning, Minister of National Development Planning Alexander Chiteme received the medal on behalf of President Lungu at the High-level Event on enhancing global partnerships for IDDA3 under the theme: ‘key for successful implementation of the African Continental Free Trade Area (AfCFTA)’ on Wednesday in New York, USA. The ceremony took place on the sidelines of the on-going High-Level Segment of the 73rd Session of the UN General Assembly.

Mr. Chiteme thanked the final international organisations for recognising President Lungu’s unwavering commitment to the industralisation and development of Africa, without leaving anyone behind.

Participating on the ‘Interactive Dialogue with Ministers’ panel discussion co-organised by UNIDO, African Union, UN Economic Commission for Africa (UN ECA), Food and Agriculture Organisation (FAO) of the United Nations and African Development Bank, Mr. Chiteme called for level playing field if the African Continental Free Trade Area were to achieve its set targets.

“We need to go back and learn from past efforts of implementing free trade. We have to learn from the existing Regional Economic blocs. For example, COMESA has been promoting trade. We need to carry out studies on the existing efforts and incorporate the benefits and advantages in the continental free trade area,” Mr. Chiteme said. “There is need to ensure a level playing field in the free trade area; our trade-related infrastructure, productivity capacity and other socio-economic parameters should be in place to make sure that we implement the AfCFTA as equals.”

UNIDO states that the vision for the implementation of IDDA3 is to firmly anchor Africa on a path towards inclusive and sustainable industrial development. The necessary enabling framework conditions for this industrial transformation include the strengthening of key elements of industrial productive capacity, such as infrastructure, innovation and technology transfer, industrial financing, industrial knowledge and skills, and the support from public and private sector institutions that regulate and advocate industrial development.

The four guiding principles deemed critical to ensuring the successful implementation of IDDA3 include: (a) Government ownership and leadership of the initiative; (b) A strengthened enabling business environment; (c) Sectors with high potential for growth, and which can therefore meaningfully contribute to the reduction of poverty, must be prioritized. (d) Strong partnerships for financial and non-financial resource mobilization at the multilateral, regional and bilateral levels need to be built.

Father accidentally strikes infant whilst on mothers back during a fight

The five months infant who sustained a broken skull in a domestic brawl between his parents in Roan Township in Luanshya District is still in battling for his life at Author Davison Children Hospital in Ndola.

Arthur Davison Children’s Hospital Senior Medical Superintendent, Dr Jonathan Mwansa, says the infant is on life support in the Intensive Unit adding that health personnel are doing everything possible to ensure that the child recovers fully.The infant has been in the intensive care unit at the children’s hospital since last Saturday.

Copperbelt Province Police Commissioner, Charity Katanga, on Monday confirmed that the infant was allegedly hit with a stick by his father Mwamba whilst wrapped on his mother’s back as the couple fought at their home in Luanshya.

Ms Katanga said the couple started fighting after Mwamba accused his wife of flirting with other men.Police in Luanshya has since opened a docket against Mr Mwansa.

President Edgar Lungu says he will lobby his fellow African leaders for the creation of an African fund.

President Lungu said the fund will be used to spearhead the implementation of projects under the sustainable development goals-SDGs-.

He said most African countries failed to meet the millennium development goals-MDGs – and the continent cannot afford to repeat the same mistakes.

President Lungu was speaking when he met board members and management of the SDGs in New York.

The President also said the fund once actualized will be used to channel resources to water, health and education projects.

And advisor of the SDG board Jeef Sachs said he is ready to mobilise private donors and philanthropists to contribute to the African fund once it is established.

Mr. SACHS said billionaires such as founder of online retailer Alibaba Jack Ma are willing to fund projects in Africa provided a mechanism which will be used to administer money is set up.

Meanwhile, SDG Director General Belay Begashaw thanked the Zambian government for expediting the setting up of an SDG regional office in Lusaka.

Villager survives crocodile attack in Itezhi-tezhi District

A 35-year-old man of Iyanda area in Chief Musungwa’s chiefdom in Itezhi Tezhi district is nursing injuries in the Itezhi Tezhi District Hospital after a crocodile attack.

Kennedy Shanduba got attacked in a stream that was knee deep in the plain in Iyanda last week. Itezhi Tezhi District Commissioner Hendrix Kaimana who confirmed the incidence in an a telephone interview described the condition of the victim as out of danger.

The incidence happened last week in Iyanda area when the victim was crossing a stream.Kaimana was attacked as he crossed the stream in the company of his friends in a plain in Iyanda. His relative , Kebson Shanduba also confirmed the incident.

“What happened was that he had gone to secure his herd of cattle with his friends but on their way back as he tried to cross the stream, the crocodile which was lurking in the shallow water attacked him” Mr. Shanduba said.He said that the lethal predator latched onto his one of his legs and dragged him down the muddy stream towards the Kafue River.

“The crocodile clamped his leg and his friends tried to pull him but to no avail, he was looking into the eyes of the crocodile while it tugged him at his leg” He said.When his friends saw that Shanduba was attacked by the reptile, they reached for their spears and begun stabbing it, he said.

The reptile was stabbed several times before it it eventually released him leaving one of his legs badly injured. Mr.Shanduba has also expressed dissatisfaction that the Department of National Parks and Wildlife did not respond when the matter was reported to them.

He said that the department should get concerned whenever reports involving human – animal conflict are reported especially when it happens outside the Kafue National Park.

A senior education officer in Isoka District in Muchinga province has sternly warned male teachers to desist from indulging in intimate relationships with school girls.

Isoka District Education Board Secretary Gino Sichilima says he will not tolerate any male teacher found in intimate relationships with school girls.Speaking at the end of the Churches Health Association of Zambia-AGAPE project Consultative meeting held at the Teachers Resource Centre in Isoka yesterday. Mr. Sichilima said teachers are parents to girls and should not turn them to be lovers.

The DEBS stated that eyes were on the Girl Child to get educated and not to be turned into brides as this deprives them from a bright future.

Meanwhile one of the 518 girls who has benefited from the CHAZ – Adolescence Girls Accessing Prevention and Education (AGAPE) Project Blessing Mukelebai has praised the project.Blessing explained that previously, she used to face a lot of financial problems related to paying fees and other school requisites.She explained that CHAZ -AGAPE is surely taken back hundreds of vulnerable girls to classroom.And Blessings has pledged to work hard in schools so as to achieve her education goals.

A disaster is looming at the Luanshya Copper Mines where hundreds of illegal miners armed with picks and steel rods are risking their lives by digging for copper and chrome at one of the mine’s two Black Mountains.

The illegal miners, who are mostly youths, have over the past months dug several underground caves in search for copper and chrome in unsafe conditions.

One of the leaders of the illegal miners’ Bernard Mulenga, who is commonly known as PISTO, says the small-scale miners risk their lives in search of a living.

Mr. Mulenga, who is a former convict, says through illegal mining, they make money to feed their families and take children to school.

He told ZNBC News that despite the dangers of being buried alive, poverty forces them to do illegal work to raise money.

Another illegal miner Evans Kabanda has asked President Edgar Lungu to consider giving the copper rich slug dump in Luanshya to the youths.

Mr. Kabanda said just like he did to the youths of Kitwe, President LUNGU should consider empowering youths in Luanshya with the two Black Mountains to reduce unemployment in the mining town.

But Luanshya District Commissioner Joel Chibuye, who recently visited the site, expressed concern that the continued illegal mining at Luanshya Copper Mines may be fatal.

Mr. Chibuye said government is now working out plans to find ways in which the youths can be helped to avoid illegally digging minerals in unsafe caves.

Deputy Speaker orders full statement after reports that Social Cash Transfer Money is not Missing

Deputy speaker of the national assembly Catherine Namugala has directed that the Committee on Finance to deliver to the house a comprehensive statement on the social cash transfer scandal, which will include clarifications on whether the monies for the program went missing.

The Deputy Speaker said this when she delivered a ruling on a point of order raised by Mazabuka central member of parliament Garry Nkombo who wanted to know if Finance Minister Margaret Mwanakatwe was in order to remain quite over the recent revelation in one of the Daily Nation that the missing money for the social cash transfer program is in fact safely kept in a ZANACO account.

In his point of order Mr. Nkombo reminded the house that the Minister of Finance had earlier indicated to the house and the country that government and the president had known about the missing funds for the social cash transfer program since June 2018 and preliminary investigations had been instituted which revealed that indeed the money was missing.

He wondered how the Minister of Finance could keep quite on the news reports by the Daily Nation that the money had been found.

In her ruling, Ms Namugala directed that since the Committee on Finance is already working on a statement regarding the Social Cash Transfer issue, the concerns raised by Mr. Nkombo should therefore be included and answered comprehensively.

The Daily Nation reported that the £2,762,196.68 for the social cash transfer programme which the British government accused Zambia of misusing, was intact in a Zambia National Commercial Bank (ZANACO) account, where it has been sitting since December 2017.

According to bank documents which the Daily Nation had sight of, DFID financial contribution to the social cash transfer disbursed in December, 2017 was still intact and was in the process of being given back to the donor once authorisation was granted by the Secretary to the Treasury.

The Daily Nation also said that contrary to media reports, the Ministry of Community Development and Social Services and the DFID have been discussing the issue of the donor’s financial support disbursed in December 2017, and at no time was mention of a freeze made.

The Daily Nation said that they had information that the money from the UK’s DFID which donors want refunded following revelations of
alleged SCT funds abuse, is still intact and sitting in a ZANACO account since it was transferred there in December 2017 by the Central Bank.

British High Commissioner to Zambia Fergus Cochrane-Dyet, in a tweet last week said his government had frozen all bilateral funding to the Zambian government in light of potential concerns and until audit results were known.

According to correspondence the DFID was availed a full report of the disbursements from the Ministry as well as a bank statement.

The donor organisation was also informed that its demand for a refund of its £2.7 million, would be effected once approval was given as per government requirement.

According to the Daily NAtion, other reports indicate that for instance, the September 2017 disbursement of £2,599,049, was given to Eastern, Central, Lusaka, Southern and Copperbelt provinces.

The British High Commissioner had earlier tweeted: Correct that UK frozen all bilateral funding to Zambian Govt in light of potential concerns until audit results known. #UKAid takes zero-tolerance approach to fraud & corruption.”

However bank and other documentation clearly shows the funds from DFID hit the donor account on November 6, 2017 from the Bank of Zambia.

The money is still in the Zambia National Commercial Bank donor account for the Ministry of Community Development and Social Services, where it was transferred last year in December 2017 and government is ready to effect the refund once approval is granted.

The money in question was disbursed in December 2017 as DFID’s financial support to the Social Cash Transfer, a programme which is 75 percent funded by government with the 25 percent balance coming from donors.

Health workers threaten to leave rural health Centre because of witchcraft

Some female health workers at Bushinga Rural Health Centre in Chief Kaingu’s chiefdom in Itezhi Tezhi district have threatened to flee the institution because of alleged witchcraft practices in the Chiefdom.

The health workers complained that they are subjected to having sex with suspected wizards at night.

Itumbi Ward Councilor Boyd Musangu confirmed the incidence to ZANIS, saying that he has since called for an emergence meeting to sensitize people in the area.

He said that he has received numerous reports involving wizards having sex with health workers at night and the office of the District Commissioner has also been informed.

The civic leader said the victims are made to fall in a deep sleep using witchcraft and later the witches sleep with them.

“They complain that at night witches sleep with them and then mark them with tattoos on their private parts,” Mr. Musangu said.

The civic leader stated that this practice was against Christian values and a sin against the victims.

“I’ m worried that if such practices continued, government workers will leave the institution and the majority of people will not have the much needed health services which have been brought at their door steps,” Mr. Musangu said.

He pointed out that according to Zambian laws practicing witchcraft was illegal and punishable.

Mr Musangu further said that the practice is also against human rights to which Zambia is signatory.

In 2014, School girls at newly built Kabanga School in Chief Chilyabufu’s chiefdom in Itezhi Tezhi were reportedly witnessing short weird men who caused them to collapse.

The situation caused tensions between the teachers and communities and teachers threatened to leave the place and the incidence caused absenteeism among pupils.

In the same year there were also reports from Kachinka Primary School in Chief Musungwa’s chiefdom where pupils and a Teacher who died a long time ago were reportedly re-appearing every year during examinations.

The ‘ghost’ of the deceased teacher was reportedly seen invigilating examination classes, a development that worried teachers and some parents who did not believe in such things.

Other reports were from Shambala Basic School in Chief Shezongo’s chiefdom and Babizhi Rural Health Centre were some teachers and health workers left the institution due to reportedly rampant witchcraft.

150 million girls risk being married off by 2030, President Lungu tells UN

President Edgar Lungu has advised the United Nations that unless efforts to accelerate action to end the scourge of Child Marriage, about 150 million girls risks being forced into early marriage by the year 2030 across the globe.

President Lungu has told the United Nations that the alarming rates of child marriage combined with a rapidly growing population is likely to have devastating consequences on people, especially young girls.

The President has however stated that recent statistic by UNICEF are pointing to the fact that Sub Saharan Africa has been recording the highest prevalence of child marriage while only a modest decline has been recorded over the past decade.

He said addressing child marriage in Africa would not only change the millions of the girls but would also provide nations with a window of opportunity for harnessing Africa’s demographic dividend through investment in young people.

The President said this when he chaired a High Level event on Ending Child Early and Forced Marriage under the theme: “Accelerating Action to Eliminate Child Marriage,” and was jointly hosted by Zambia and Canada.

The Head of State commended the African Union Commission (AU), UNICEEF, UNFPA and UN Women for their continued support to efforts to end child marriage by the year 2030.

He sad over half the girls who are child brides belong to the poorest households and most disadvantaged families in the world.

“Globally, close to 1 in 3 of the recently married brides are in the Sub-Saharan Africa, compared to 25 years ago when the proportion was 1 in 7 of the girl child were married off. For Zambia, an estimated 31 percent of women aged between 20 and 24 are married by the age of 18. While efforts to end this practice are beginning to bear fruit in some regions, the rate of progress in other regions particularly in Africa has been remarkably slow. Unless we do more and accelerate action to end child marriage, another 150 million girls will be married off by the year 2030,” His Excellency President Lungu said.

President Lungu stated that having been designated by the African leadership to champion efforts to end child marriage in Africa, he was pleased to inform the United Nations that Africa’s wide campaign against child marriage coupled with legislative and policy reforms was beginning to yield positive results.

He informed the UN that in 2016, Zambia launched the Ending Child Marriage Strategy aimed at strengthening responses of all stakeholders in addressing the vulnerabilities and consequences of Child Marriage.

“My government recognises that education of the girl child is critical to fighting child marriage. It also has the potential to reduce teenage pregnancies. In order to increase girls’ access to education, Zambia with the support from the World Bank has since 2016 been implementing the Girls Education and women Empowerment and women’s Empowerment and Livelihood (JEWEL) Project,” President Lungu said.

Republican President Edgar Lungu has expressed concern at the growing trend of use of less effective, substandard and counterfeit procucts on the African Continent stating that such products waste resources and cost countless lives.

The President stated that such drugs contribute to the rising problem of antimicrobial resistance which also stands as a complex global health threat , and is poised to have even more catastrophic consequences on the health of the people.

The President said this at the high level meeting on “The fight for quality medicines in Africa – stopping falsified, substandard medicines,” on the sides lines of the UN General Assembly in New York yesterday, in a speech read on his behalf by Zambia’s Health Minister, Dr Chitalu Chilufya.

The President stated that the meeting had come at the right time when the World had united to put universal health coverage at the top of its agenda.

He stated however that universal health coverage would only be attained if access to affordable, quality, safe and effective medical products was realised.

President Lungu observed that substandard and falsified medical products where most likely to be found where access to affordable, quality, safe and effective medical products was constrained and where standards of governance where low owing to poor ethical practices in health care facilities and medicine outlets, due to corruption in both the public and private sectors and lastly where tools and technical capacity to ensure good practices in manufacturing, quality control and distribution, where limited.

“The risk posed by substandard and falsified medical products is very real in the African region, which is currently leading in reporting to the World Health Organisations rapid alert system,” he said.

The President stated that the onus was therefore on them to provide the requisite leadership to win the fight. He stated that Political will was a game changer in identifying and mitigating the issues that made the countries especially on the African continent susceptible to undesirable medical products .

He stated that Zambia had welcomed the establishment of the African Medicines Agency (AMA), and encouraged that combined efforts with the world health organization would go a long way in helping to address the problem of fake drugs.

And UN AIDS Executive Director, Michelle Sidebe said there was need to criminalise the manufacturing of substandard and falsified medicines because the vice had contributed to drug resistance in TB and Malaria.

He stated that the vice had a negative impact on the attainment of universal health coverage, sentiments which where echoed by Dr Tedros Adhanom Ghebreyesus, the World Health Organization Director who expressed gratitude to President Edgar Lungu for Chairing the meeting.

Nkana beat third placed Eagles 1-0 via a Festus Mbewe 14th minute goal to end the visitors 17-match unbeaten run.

The Kitwe giants move to 72 points and need one more win in their penultimate league game of the season to clinch second place and join 2018 champions Zesco United in the 2018/2019 CAF Champions League.

Eagles stay third on 68 points tied with Green Buffaloes who also lost today across the road at Arthur Davies Stadium where sixth placed Power beat them 2-1.

Chipili Mungule put Buffaloes ahead in the 20th minute but Power hit back through an Alex Ngonga brace in the 45th and 47th minutes.

Buffaloes and Eagles will play in the 2018 CAF Confederation Cup for finishing in the third and fourth bracket.

Fifth placed Zanaco kept their slim top four hopes alive following a 2-2 home draw at Sunset Stadium in their Lusaka derby against Red Arrows.

Tafadzwa Ruskie and Ernest Mbewe scored in the 4th and 21st minutes respectively but mid-table Arrows hit back through Josphat Kasusu in the 71st minute and Jimmy Chisenga in the 78th minute.

Zanaco have 64 points after the draw against mid-table Arrows.

Zesco collect 7th league title to cement big gun status

Zesco United reaffirmed their status as a big gun of Zambian football on Wednesday when they collected their seventh FAZ Super Division title.

Zesco retained the FAZ Super Division title with two matches to spare when they beat Nchanga Rangers 4-0 at home at Levy Mwanawasa Stadium in Ndola to walk away with their seventh crown since they returned to the top-flight in 2004.

The Ndola side sealed their triumph on an unassailable 80 points, eight ahead of record champions Nkana who are currently at number two after 36 games played.

Goals from Mwape Mwelwa, Solomon Sakala, Jesse Were from a penalty, and Marcel Kalonda in the 3rd,7th,10th and 45th respectively saw Zesco retain their crown.

But it was the end of the road for two-time champions Nchanga who were demoted for only the second time in their history since 2008.

Nchanga join Monze Swallows and Kabwe Youth Soccer Academy down to the second tier next season.

Meanwhile, Zesco join Zanaco on seven titles leaving old guards Power Dynamos, Green Buffaloes on six but are two shy of Mufulira Wanderers while Nkana rule with 12 titles.

Zambians must benefit from mining activities-Mateyo

North western province Permanent Secretary Ephraim Mateyo says government will continue protecting the benefits of the Zambian citizens while upholding and safeguarding the interests of all mining investment.

Mr Mateyo said this is because government’s goal is to ensure that the people prosper and benefit from the mining activities taking place in the country.

He said government will continue supporting initiatives that seek to complement its efforts of promoting sustainable development and uplifting the lives of Zambians.

Mr Mateyo was speaking in Solwezi today during the launch of the Fostering Accountability and Transparency (FACT) programme’s Extractive Industries Transparency Initiative (EITI) intervention for Northwestern province.

He said government remains committed to ensuring that Zambia remains compliant to a point where it becomes a shining example in the extractive industries globally.

Speaking earlier, Counterpart International Africa Regional Director Mutale Chilangwa said development only occurs where institutions are strong, transparent and accountable to citizens over resources they are entrusted to manage.

Mr Chilangwa said the EITI project seeks to build awareness among citizens on the need to hold institutions accountable.

The FACT programme is being funded by United States Agency for International Development through Counterpart International Zambia and will be implemented in Kalumbila and Kasempa districts in partnership with Zambia Extractive Industry Transparency Initiative (ZEITI), Civil Society for Poverty Reduction (CSPR), Zambia Extractive Industry Transparency Alliance (ZEITA) and the PANOS institute of Southern Africa.

Meanwhile, senior chief Musele of the Lunda speaking people in Kalumbila district appealed to EITI and other civil society organizations to take time and sensitize people in his chiefdom on how the mine is supposed to be held accountable on how money allocated for corporate social responsibility is used.

He said there is a trust foundation in Kalumbila but the community has no idea on how money allocated to the trust foundation from 2016 to date has been used.

The Movement for Multiparty Democracy (MMD) will this weekend congregate in the mountainous City of Chipata in Eastern province for the launch of the party’s card renewal exercise.

The event which will be graced by party President Felix Mutati will be attended by founder members of the former ruling party as well as former Republican President Rupiah Banda.

Announcing the event on Thursday, MMD National Secretary Raphael Nakacinda called on members from across the province to troop into Chipata and ensure that they recommit themselves to the party.

“This Saturday the 29th, September, 2018 we will be having the card renewal launch undertaken in Chipata Eastern Province to which all members of the party in the province are all invited to attend and those who can afford to drive into Chipata can do so,” he said.

And Nakacinda explained that the launch of the card renewal will be followed by a special event in October were the party will be honoring their late first and second party Presidents who were second and third republican presidents respectively.

“The Renewal will be followed up with another special event in Lusaka were will not only be a card renewal exercise but it will also be a time to celebrate the legacy of the leadership of Dr Fredrick Chiluba our first party president and also second republican president. We will also be celebrating the legacy of our second party President and third republican president Dr Levy Patrick Mwanawasa.

“These events are going to run one after the other and it will also be an opportunity for us to show case what our party stands for in terms of ideals and principals upon which the party was founded,” he said.

Alliance for Good Governance, a Non-Governmental Organization(NGO) President Joseph Chileshe has appealed to all Zambians to avoid issuing statements to the outside world that may threaten the country’s much needed investment.

Mr. Chileshe said it is embarrassing to see how some Zambians have resorted to denting their own country’s image by issuing reckless statements which he said if not curtailed will adversely impact on the economy.

He stated that Zambians should be patriotic with their own country and learn to air their issues within the country unlike the current situation where some sections of society have a tendency of washing dirty linen in the public.

Mr. Chileshe further said Zambians should always strive to protect the integrity of the country by ensuring that certain pressing issues are tabled within.

He noted that Zambia is among the countries in the region that have offered a stable and conducive business environment which should be shielded at all cost.

Mr. Chileshe added that Zambians should put their country first by not issuing speculative statements.

“We need also to avoid discussing certain things that may injure the economy but ensure that some of the issues are tabled within the country.”
