Council of Churches in Zambia condemns attack on NDC officials

The Council of Churches in Zambia (CCZ) is disheartened by the increasing political violence among politicians despite several calls for restraint and tolerance.

And the CCZ has strongly condemned the attack on National Democratic Congress Secretary General Mwenya Musenge and his party Spokesperson Eric Chanda at 5fm Radio premises on Thursday.

CCZ General Secretary Fr Emmanuel Chikoya says any attempts by anyone to stifle freedom of expression, movement and association will be strongly opposed without fear or favour.

Fr Chikoya says the Universal Declaration on democracy as cited from articles 4, 11 and 19 demand that Democracy must be founded on the right of everyone to take part in the management of public affairs hence the achievement of democracy presupposes a genuine partnership between men and women in the conduct of the affairs of society.

Fr Chikoya says as opposed to violence, political party leaders must encourage their cadres to choose dialogue as it is the best way of resolving differences in a democracy like Zambia.

He says dialogue is the only way of reaching decisions that are acceptable to everybody, adding that dialogue is the primary means of avoiding conflict.

Fr Chikoya says what separates democracy from other political philosophies is the principle and practice of solving differences first and foremost through dialogue.

He explains that politicians must embrace dialogue every time they are resolving differences because it dispels assumptions, suspicions, bitterness and it clarifies misunderstanding between and among different stakeholders.

He further says dialogue is the best way of resolving problems adding that it is the only way of reaching decisions that are acceptable to everybody.

He has clarified that CCZ will always chose to stand for what is right while remaining non-partisan.

Fr Chikoya says CCZ expects leaders to be slow at getting angry, not given to drunkenness, not violent and not pursuing dishonest gain as quoted from the Book of Titus Chapter 1 verses 7 to 8. He says leaders must instead be hospitable, love what is good, self-controlled, upright, and disciplined.

He says the attacks on the NDC officials on Thursday is far from what is expected of political players particularly those who have been given the stewardship of leading the nation.

Fr Chikoya has encouraged all Zambians to dwell together in unity saying it is good and pleasant, especially at this time of Christmas.

He says Christmas is about sharing joy, peace and blessings and not exchanging blows in the name of politics.
He has since urged all Zambians to have zero tolerance for violence regardless of its source.

Central Province Minister Sidney Mushanga has called for the enhancement of research to sustain the country’s developmental programs.

Mr. Mushanga said research is a key element of many developmental agendas which, when well planned, enables government to formulate evidence-based policies that lead to massive economic gains.

He was speaking during the 4th Graduation Ceremony at Kwame Nkrumah University in Kabwe were over 1,000 teachers graduated.

Mr. Mushanga observed that science, technology and innovation are recognised as the most important drivers of sustained and inclusive development.

“As part of the broader research agenda, government will ensure that higher institutions of learning strengthen research capacities in the Zambian people to carry out research programmes with internationally accepted standards,” he said.

The Provincial Minister also urged the graduating teachers to uphold high standards of education and integrity and become role models to the pupils they will be teaching.

And Kwame Nkhrumah University Vice Chancellor Hellicy Ng’ambi, appealed to the Ministry of General Education to absorb the graduates into the mainstream teaching profession as soon as possible.

Ms. Ng’ambi added that development sustainability is only possible if combined with research fostered innovation through teaching and learning.

She said the institution took pride in producing teachers and education managers that are able to solve problems, think critically and deliver quality education to the Zambian people and beyond.

“The underlying principle to holistic access to education is driven by the fact that to achieve national socio-economic growth and stability, an educated citizenry is central,” she said.

The Vice Chancellor also urged the graduands to use their education with integrity and purpose and be leaders in transforming their communities and institutions through innovative and creative teachers to contribute to education for sustainable development.

ZAMBIA Air Force (ZAF) deputy commander David Muma has thanked Government for its commitment to ensuring a stable and modernised ZAF through the acquisition of new assets.

Maj Gen Muma said the acquisition of aircrafts, air defence equipment and construction of support infrastructure was a clear sign that Government was very eager to modernise the operations of ZAF.

He said this during the 2017 Livingstone air force base officers annual ball at the ZAF banquet hall in Livingstone on Friday.

“We recently received 450 unmanned aerial vehicles or drones which are currently based at ZAF Mumbwa air force base.

“The acquisition of the drones will enhance our surveillance and reconnaissance capabilities and in the first quarter of 2018, two Spartan aircrafts will be delivered and this will increase the flying capacity of air transport support command,” he said.

He said ZAF was in the process of establishing a school of excellence which was to include the delivery of 15 aircraft for training purposes.

“It is this support from Government that has enabled ZAF to effectively protect Zambia’s airspace and territorial integrity through the projection of air power,” he said.

He said Government was committed to improving conditions of service so that ZAF personnel and their families are able to sustain themselves and save money for future investment.

Speaking earlier ZAF Livingstone station commander Colin Barry said the Livingstone station had carried out a number of tasks that had transformed the operations and resulted in effective and efficient delivery of service.

“Throughout 2017, this station carried out a number of tasks ranging from routine administrative and logistical activities.

“Without doubt the most notable was the commissioning, wings parade and presidential commissioning that took place last month in November and we are sincerely grateful for your support,”Col Barry said.

The Green Party is early next year set to launch its “Radical Quantum-Leap Economic Transformation Agenda 21” where the party will recruit youths aged between 14 and 30 who intended to join Zambia National Service (ZNS) in 2021, says party President Peter Sinkamba. He said that only youths who will register next year under the party programme will be recruited to join ZNS if the Green Party wins elections in 2021.

Briefing his executive in Kitwe this morning on the plans for 2018, Sinkamba said the “Radical Quantum-Leap Economic Transformation Agenda 21” to be launched in the first quarter of 2018, is the party’s economic manifesto aimed at leap-frogging Zambia’s economic growth from single-digit to double-digit growth should the party form government in 2021. He said the agenda is anchored on high-value agriculture, innovation, renewable energy, eco-tourism, information and communication technology, nuclear medicine and space science.

“Zambia has failed to win the battle against poverty in the last 53 years of independence because the economic growth achieved throughout has been too little to make a difference. It has always been single-digit instead of double-digit.

“It is like adding a single teaspoon of sugar in a 200 litre drum of hot water and expect to make tea for your guests. Don’t expect a single teaspoon of the sugar to sweeten a drum of water. You need a substantial quantity of sugar to sweeten a drum full of water. Otherwise your guests will think you have lost your mind,” he said.

“And exactly is the case with economic growth. You can’t meaningfully reduce poverty hovering around 70 per cent from 4-7 per cent economic growth. You really must be out of your mind to expect any meaningful poverty reduction.

“What you need to achieve that is a quantum leap of economic growth which runs in double digits to make a significant impact on poverty reduction,” Sinkamba said.

“Figuratively, our economic policy, as the Green Party, targets to grow the economy substantially from the current 4-7% annually, up to not less than 80% in the first 5 years. How to get there is what is outlined in our “Radical Quantum-Leap Economic Transformation Agenda 21”, he added.

He said the party will need to lay the foundation for the agenda well in advance of the 2021 elections. He said starting early next year his party will carry out a massive recruitment of youths who intend to join ZNS and work on farms and various industries that his party intends to create under ZNS. He said the recruitment will be done long before the elections so that if the party forms government in 2021, it is ready to govern and implement its agenda from the first day in office.

“So, instead of following what other parties are doing, whereby they have launched party membership renewal, we have a different approach. In the first quarter of 2018, we plan to embark on a ZNS recruitment exercise,” he said.

“We will place TV, radio and newspaper adverts for ZNS recruitment. We will ask youths aged between 14 and 30 years old who wish to join ZNS in 2021 to ensure that they register themselves with our mobile teams. We plan that the recruitment exercise is concluded by June 2018.

“We plan to recruit about two million youths. It will not matter to us whether they have degrees, diplomas, certificates, or are physically challenged or what not. The only qualification is that they must be Zambian citizens. That’s all. We have a plan for every youth under the transformed ZNS,” Sinkamba added.

“We want to orient them to our economic agenda in advance so that should we win elections in 2021, priority for ZNS recruitment will be given to youths whose names appear in our registers and have been oriented to our economic agenda. We want to ensure they are registered and train the in advance so that they are fully conversant with our economic agenda, as well as expected roles, outcomes, and time-frames.

“So, when I say we want to be ready to govern by 2021, I mean just that. We want to take positively use our 8 million idle youths. We want to make them agents of economic change and not agents of violence and destruction. We want to make them the main drivers of radical economic transformation which will leap-frog economic growth to quantum leaps.

“That’s why it is imperative for us to make the recruits understand their role long before we form government. We want to make them an integral part of our plans now and not after the 2021 elections,” he said.

Minister of Finance Felix Mutati has arrived in Brazil for bilateral talks on strengthening south-south development cooperation. The Minister was met on arrival in Brasilia, the Capital of the Giant South American Country, by Zambia’s Defence Attache, COLONEL GODWIN CHENDA.

During a courtesy call on the Zambian Mission, COL CHENDA, who was standing-in for the Ambassador Designate to Brazil ELFREDA KANSEMBE, called on Zambia’s private sector to venture in the western hemisphere; including Latin America, for trade and investment opportunities in areas such as crop agriculture, livestock development, manufacturing, tourism, public transport investment, sustainable energy development, infrastructure development, scientific research, technological transfer.

Through its expansive agriculture system, Brazil has a lot of investment opportunities for Zambia which “we need to tap into in order to leverage the penetration of our goods and services in the SADC and COMESA regions and grow our economy sustainably,” COLONEL CHENDA told The Minister.

AND speaking at the same event, Mr. MUTATI acknowledged that as the eighth largest economy in the world and the fifth largest by both population and size, Brazil is an important partner considering that her stock of Foreign Direct Investment abroad surpassed US$ 300 billion in 2016.

“As a country, Zambia has not taken advantage of the opportunities that Brazil provides through technological transfer, bio-fuels, crop disease control, irrigation development,” said Mr. Mutati.

“Standing currently at 4,000 [Four Thousand], Zambia recognises that Brazil has one of the largest headcounts of innovators in the world and has developed technology particularly in dealing with drought through efficient irrigation systems, and fighting crop diseases such as army worms and stock borers,” stated Mr. Mutati.

The Minister added that, “within the context of south-south cooperating we should tap into the best competencies of Brazil to support the diversification and industrialisation agenda for Zambia.”

“We are also here to establish practical cooperation and harness opportunities for growth of Zambia’s financial sector by diversifying our investment portfolio using Brazil as an anchor for supporting the growth of our private sector especially in agriculture, bio-fuel production, and innovation activities,” said Mr. Mutati.

“We are also here to strengthen Government to Government Cooperation in order to gain traction and unlock the potential for mutual benefit and growth,” he said, and added that Zambia needed to remove her shyness in dealing some of the world’s strongest economies by focusing on transactions with countries like Brazil to achieve the best outcomes for the 2018 twin objective of fiscal consolidation and economic growth.

During the visit to Brazil, Mr. Mutati is scheduled to meet the Secretary for International Affairs Professor Marcello Estevao who is also the Vice Minister for Finance and hold discussions with the Brazilian Development Bank, BNDES.

Brazil’s current interests in Zambia are mostly skewed towards the mining sector through the involvement of VALLE and U&M in Lubambe and Konkola Copper Mines.

Government worker arrested for defiling his ten year old step daughter

Police in Kabwe have arrested a 39-year-old government worker for defiling his ten years old step daughter.

Commissioner of Police for Central Province Joel Njase, confirmed the matter to ZANIS in an interview today.

Mr. Njase identified the culprit as Richard Mulope, a driver with the Ministry of Agriculture based at the Research Centre of House number D24, Research Compound.

The Police Commissioner noted that the defiler was arrested on Wednesday after his 24-year-old wife, Pearance Chipito, of the same abode reported the matter to the police.

He said the culprit was allegedly caught red handed having carnal knowledge of the minor in the sitting room on Tuesday around 21: 30 hours by his wife.

Commissioner Njase said a formal arrest has been made and that the culprit who is in police custody will appear in court soon.

The police chief said on medical examinations at the hospital, it was discovered that the victim has been infected with HIV suggesting that the defilement has been going on for a long time

Japan has pledged US$2.9 billion assistance towards promoting swift progress in achieving Universal Health Coverage (UHC) in various countries.

Japanese Prime Minister Shinzo Abe has disclosed that through the package, his country will support efforts of countries and organisations in strengthening momentum towards UHC by the year 2030 among other initiatives.

Mr. Abe made these remarks in Tokyo, Japan when he officially opened the UHC forum 2017, which has attracted global leaders, parliamentarians and players in the health sector.

Zambia’s National Assembly is being represented by Bwana Mukubwa Member of Parliament Jonas Chanda.

The Director Policy Analysis and Coordination at Cabinet Office Crusivia Hichikumba is also present at the forum.

The Prime Minister said securing sustainable financial resources for UHC is an urgent task.

“It is important for each government, not only health Ministries but finance ministries, to mobilize resources in a stable manner and to complement them with international assistance in an effective manner,” he said.

The Prime Minister said there is also need for individual countries to establish and strengthen platforms to promote cooperation by making cross-sectoral efforts, covering fields such as nutrition, water and sanitation.

“These platforms will support the development of plans and capacity building needed to achieve UHC in individual countries through organic cooperation among stakeholders, including international organisations, development partners and private-sector players under the ownership of the governments,” Mr. Abe said.

Meanwhile, United Nations Secretary General Antonio Guterres said gross inequities continue to leave the most vulnerable behind without access to affordable and in many cases unavailable health services.

He disclosed that out of pocket spending for health causes an estimated 100 million people fall below the poverty line every year.

And the World Health Organisation (WHO) Director General Tedro Ghebreyesus noted that the UHC strategy has the potential to provide the world’s population access to essential health services if well implemented by all countries.

Dr. Ghebreyesus said at least half the world’s population still does not have access to health services such as having a skilled birth attendant, vaccinations for children or treatment for HIV.

Speaking at the same event, World Bank President Jim Yong Kim said the way global health is being financed is broken, with domestic resource mobilization failing.

And Bwana Mukubwa Member of Parliament Jonas Chanda who is also the Chairperson for African Parliamentarians Association on Population and Development-Zambia, described the forum as a good platform where participants have learnt best practices in ensuring access to quality and affordable health services.

Dr. Chanda said he is happy that the Zambian government is taking steps that will help the country achieve Universal Health Coverage.

He said government’s decision to present the National Health Insurance Bill to parliament is a good move that will see more people access quality health care.

Dr. Chanda added that there are huge benefits for the country, if focus is emphasized on the health sector especially that Zambia has a huge young population.

The opposition United Party for National Development (UPND) has made some changes to its leadership structure ahead of the convention with Geoffrey Mwamba appointed as UPND Vice President for Politics.

Others appointed are Patrick Mucheleka as Deputy Secretary General for Politics, Gertrude Imenda is Deputy Secretary General Administration, Gilbert Liswaniso is now National Youth Chairperson with Pastor Kangwa Chileshe becoming UPND Deputy Chairman, Religious Education.

Obvious Mwaliteta has been appointed as Lusaka Province Chairman.

Announcing the development in Lusaka, UPND National Chairperson Mutale Nalumango advised all members across the country to support all the new appointees for the party to make progress.

Ms Nalumango said that those with concerns on particular appointees must follow the laid down party structures to air their concerns, adding that UPND will continue to promote an all-inclusive and constitutional process in appointing party officials.

Ms Nalumango further said that the newly appointed officials will hold office until the next UPND General Assembly.

The UPND National Chairperson stated that the General Assembly will be held after elections at lower organs of the Party have been concluded.

Government to embark on a school feeding programme in 50 districts across Zambia

Government in partnership with the World Food Programme (WFP) has embarked on a school feeding programme in 50 districts around the country.

Government is expected to fund 60 percent of the programme while the remaining 40 percent will be funded by the WFP through provisions of food items.

Speaking during the stakeholders Meeting, Kasempa District Commissioner Goodson Sansakuwa noted that the home grown school meals programme is intended to reduce the number of drop outs from eight percent to 3.5 percent on average.

ZANIS reports that Mr. Sansakuwa said the distribution of food items is supposed to start before schools open in January next year hence, all those involved in the implementation are called to work toward making the programme a success.

And Kasempa District Education Planner Dyson Fungaloko highlighted that the WFP intends to buy food from the local famers as a means of economically empowering the communities.

Mr. Fungaloko explained that the home grown meals will be giving food rations to schools termly while, the district is expected to receive its first consignment of 196 tonnes of maize, 32 tonnes of legumes and 63.3 tonnes of cooking oil during the coming week.

He said the total consumption was calculated based of the number of pupils from nursery school to grade nine and with Kasempa having 69 primary schools.

Meanwhile, District Education Standard Officer George Kambita has called on farmers to take advantage of the empowerment programme under the WFP and improve on production and sell to support the programme

He said WFP will be buying more than 10 tonnes of locally grown food such cow peas, beans and maize to support the home grown meals.

Save the Children launches “Zambia Rising Project”

A Non-Governmental Organization says there is need to put in place mechanisms that will enable government’s goal of ensuring that no child grows up in an institution.

Save the Children Policy Advisor Barnabas Mwansa said all children, regardless of their circumstances deserve to grow up in a family set up and not an orphanage.

Mr. Mwansa was speaking when Save the Children launched the “Zambia Rising Project” in Mufulira today.

He stated that his organization supports government’s vision of ensuring that orphans and other vulnerable children do not grow up in orphanages, but are placed in families to accord them a normal life, adding that this could only be achieved with corporation from all stakeholders.

Mr. Mwansa said the “Zambia Rising Project” is aimed at strengthening systems that will ensure the realisation of this dream.

The Policy Advisor noted that lack of coordinated efforts by stakeholders has resulted in duplication of efforts and less impressive results.

He said the Zambia Rising Project will ensure coordination of efforts by stakeholders involved in children’s welfare adding that this will ensure children get the maximum benefits of these efforts.

“Every child in Zambia has the right to access social and health services. But unless the systems meant to ensure that this happens are strengthened, we will not be able to achieve this goal especially for vulnerable children on the streets, institutions, and in abusive families,” Mr.Mwansa explained.

He said his organization will train stakeholders in the district on how to understand challenges being faced by children on the streets, institutions and communities, in order to enhance the response system to these challenges.

The Ministry of Works and Supply is concerned with the increasing levels of misuse and abuse of Government vehicles by some government officers.

Minister of Works and Supply Matthew Nkhuwa says the ministry has noted that some officers are using the vehicles for personal errands at the expense of government assignments.

Mr. Nkhuwa has told journalists at a media briefing in Lusaka that some officers have also developed growing trend of parking government vehicles at unauthorised places such as bars.

He explained that his ministry has since intensified its surveillance and monitoring system to ensure that anyone found wanting is brought to book.

Mr. Nkhuwa said Government has also come up with more stiff measures which will not only be costly but also dismissible for officers who defy the rules.

He the ministry has developed a draft comprehensive fleet management policy framework which will soon be submitted to cabinet to guide government institutions on the use of government vehicles.

Life has many faces. Two people living in the same house don’t view life the same. This is even more so for the sixteen million Zambians whose views of Zambian life are as varied as our finger prints.

It is these varied views when expressed freely which define who we are as a people. No Emperor, King or President should stifle any person who wishes to describe his personal life experience.

Pilato has a way of speech that may offend those who are affected, but infact we should not miss the strong message that is veiled in the satire.

No Sovereign should be tempted to silence such expressions, because if we do, we shall deny ourselves the opportunity to refine our national destiny.

Challenging leaders is a daily exercise of one’s freedom of expression. You cannot use the police to arrest conscience. You cannot use courts to interrogate conscience. Zambia’s growth and prosperity is bound up in our collective perceptions of life and the freedom to publicly express them.

Every Zambian President since independence has been called names. Kaunda was called “Fonko fonko.” Chiluba was called ” Kafupi.” Mwanawasa was called “Cabbage.” Banda was called, “Nyama Soya.” Sata was called “Chuumbu Munshololwa.” and now Lungu is being referred to as “Koswe.” It comes with the position. Even I was called Mumbo Jumbo by Kalaki.

Artists must be encouraged to participate in highlighting the challenges facing the nation in their unique way which may include satire, poetry, song, sculpturing etc.

We therefore condemn any acts of intimidation against Pilato or any other artist.

The gathering amid unprecedented Palestine solidarity demonstrations would go against historical continental support for nationally oppressed peoples, writes Abayomi Azikiwe

Several news articles were published in early December indicating that Zambian President Edgar Lungu has agreed to host a summit meeting between African Union (AU) member-states and the State of Israel. (See Jerusalem Post, Dec. 3, 2017)

These reports first surfaced during the inauguration ceremony for Kenyan President Uhuru Kenyatta in Nairobi. President Lungu attended the second induction into office by Kenyatta who is the leader of East Africa’s largest economy.

Lungu met with Israeli Prime Minister Benjamin Netanyahu on the sidelines of the Kenyatta inauguration events. The Zambian leader was photographed shaking hands with Netanyahu during the meeting.

A similar summit was scheduled earlier in 2017 in the West African state of Togo. However, mass demonstrations by Togolese opposition parties and coalitions demanding the resignation of the government of President Faure Gnassingbe for undemocratic practices, forced Lome to postpone the announced summit.

Zambia’s largest newspaper the Lusaka Times reported on December 5 that:

“President Edgar Lungu, who met Israeli Prime Minister Benjamin Netanyahu last week at the re-inauguration ceremonies for Kenyan President Uhuru Kenyatta in Nairobi, told ZNBC that ‘For whatever reason, we have been given the mandate to host this summit which will bring its own benefits to Zambia.’ President Lungu said Prime Minister Netanyahu had asked Zambia to host an Africa-Israel summit that was originally scheduled for Togo in September.”

Despite this claim of mystification by President Lungu, it is quite obvious that there were definite reasons why Zambia was targeted to host the meeting. The Southern African state is one of the few countries within the AU which has a military attache stationed in Israel where it opened an embassy in 2015. Israel does not have an embassy in Zambia.

Lungu paid a state visit to Israel in February 2017. The president was accompanied by a large delegation of ministers from his administration.

After his return to Zambia, Lungu was quoted in the Lusaka Times as saying:

“Israel is a pacesetter in survival instinct because it has a desert; but they have a thriving education, agriculture and information and communication technology sectors and we can explore and learn from them. A lot of benefits are expected out of this trip.”

Unfortunately, no statement was recorded in the same publication which cites the plight of the Palestinian people who share a similar history with Africans as it relates to colonialism and imperialism. Israel under successive leaders since 1948 has collaborated with the same white supremacist forces which conquered, exploited and oppressed African people and their descendants throughout the world.

The Lusaka Times then quoted Israeli Prime Minister Benjamin Netanyahu while he was in Kenya for the inauguration of Kenyatta as emphasizing in regard to Zambia that Tel Aviv’s aim was to:

“deepen its cooperation with the country, which I think is important for both our countries and both our peoples. I know that you’re opening a Jewish history museum in Zambia and soon a synagogue in the capital city. I hope one day I have the opportunity to visit those institutions and to visit Zambia.”

Africa and Israel: A Comparative History

Although Jewish people have been subjected to national discrimination in Europe and the United States during the 19th and 20th centuries, today since the recognition of the State of Israel by the United Nations in May 1948 most people do not consider them to be an oppressed people.  However, it is important to make a distinction between Judaism as a religion and Zionism as an ideology and political movement.

In fact when the founders of the World Zionist movement began in the later years of the 19th century, its leaders specifically sought to align themselves with the rising tide of colonialism throughout Asia and Africa. During the early phase of the Zionist movement Palestine was not the only location examined for the establishment of a Jewish state. (See Weizmann and Smuts: A Study in Zionist-South African Cooperation. (Institute for Palestine Studies Monograph No. 43, 1975)

Other areas considered by the Zionists included territories in Africa such as modern-day Madagascar, Uganda and Libya. By 1917, British Foreign Secretary Lord Balfour issued his famous declaration which mandated the creation of a state for the Jewish and Arab peoples in the-then colony of Palestine. Most historical literature on this territory prior to 1948 referred to the area as Palestine.

Nevertheless, when the State of Israel was recognized by the UN it was done so as exclusively a Jewish state where millions of Palestinians had been forcibly removed and disenfranchised. In 1948, the UN was dominated by the European colonial powers and the U.S. The Soviet Union, whose military had made the greatest contribution to breaking the expansionist program of the Third Reich under Adolph Hitler, also voted in the UN to recognize the Jewish state in Palestine.

The overwhelming number of colonies in Africa did not gain their independence from European imperialism until after World War II with the upsurge of national liberation movements in Sudan, the Gold Coast (Ghana), Algeria, Tunisia, Kenya, Angola, Southern Rhodesia (Zimbabwe), Northern Rhodesia (Zambia), Southwest Africa (Namibia), etc. After the century-long existence of the Atlantic Slave Trade which uprooted millions of Africans from the continent to Europe, North America, Central America, the Caribbean and South America, the advent of classic colonialism was imposed on the continent.

During 1884-85, the Berlin West Africa Conference was held in Germany. This gathering carved up Africa among the imperialist powers. It would take over a century to bring about the independence of the continent with the Republic of South Africa overthrowing the racist apartheid system in 1994. At present only the Western Sahara, the Sahrawi Arab Democratic Republic (SADR), remains under the colonial control of the North African monarchy of Morocco.

Africa and Palestine Solidarity Has Grown Since the Post-Colonial Period

After the 1956 Suez Canal war when Britain, France and Israel invaded Egypt under President Gamal Abdel Nasser in order to retake control of this strategic asset, the political sympathy of most African states has shifted solidly in the direction of the Palestinian and other Arab people.

Later, as a result of the Egypt-Jordan-Syria wars with Israel in 1967 and 1973, a majority of independent African governments and national liberation movements broke relations with Israel. The Palestine Liberation Organization (PLO) is viewed by progressive forces throughout Africa has the de facto representatives of the people. After the signing of the Oslo Accords between Israel and the PLO in 1993 which gave rise to the Palestinian Authority, there has been a period thawing in relations related to Tel Aviv and some African states.

However, African solidarity with Palestine remains strong. The Republic of South Africa under the ruling African National Congress (ANC) continues to be a bulwark of sentiment in favor of the recognition of an independent Palestinian state. This mood has existed in the Republic of Zimbabwe as well during the 37-year presidency of Robert Mugabe, the former leader of the Zimbabwe African National Union Patriotic Front Party (ZANU-PF).

When on December 6, U.S. President Donald Trump issued his executive order to move the American embassy from Tel Aviv to Jerusalem mass demonstrations in solidarity with the Palestinian people have been held throughout the world. The three leading alliance partners in South Africa, the ANC, South African Communist Party (SACP) and the Congress of South African Trade Unions (COSATU) have all issued statements decrying the policy decisions of Trump.

The U.S. government is the staunchest supporter of the State of Israel providing billions of dollars in assistance and military hardware on an annual basis. Egypt, due to military and political considerations ranks as the second largest recipient of direct aid from Washington. However, Africa as a whole can in no way compare to the economic, military and diplomatic support which is received by Israel irrespective of the fact that people of African descent in the U.S. are numbered in excess of 40 million inhabitants.

Consequently, the holding of an Israel-Africa Summit in Zambia would represent a tremendous setback in the progressive legacy of independent states on the continent. At this critical stage in international relations AU member countries should be intensifying their cooperation with other fraternal governments and peoples on the continent and indeed throughout the world.
