PRESIDENT Edgar Lungu shake hands with Luapula Province Minister Nickson Chilangwa at Mansa airport shortly before his departure for Lusaka. Luapula Province Minister Nickson Chilangwa says a development indaba has been convened between Luapula Members of Parliament and traditional leaders.
According to Mr. Chilangwa, the indaba which is scheduled to take place today at Mansa’s Teja Lodge has drawn all MPs and Chiefs across the Province.
The Minister who will officially open the gathering has said a wide range of issues concerning the development of Luapula Province would be tabled at the Indaba.
He revealed that legislators and Chiefs were expected to discuss matters on agriculture, fisheries, tourism, infrastructure, water, early marriages among many other issues.
The Provincial Minister was also hasty to mention that the working relationship between MPs and Chiefs would be harmonized to avoid confrontations in the delivery of the services in Luapula Province.
He noted that proposals on development from the two parties would be considered on an equal basis.
“Members of Parliament and Their Royal Highnesses will meet to confer on a number of issues to do with the development of Luapula Province. Our Chiefs are key stakeholders in the development agenda of our Province hence the need for this meeting. Development will dominate our discussions; nothing else,” Mr. Chilangwa said.
And Mr. Chilangwa noted that it was in the interest of both MPs and Chiefs to see to it that Luapula was taken to another level.
Mr. Chilangwa said MPs were expected to give updates on achievements recorded so far and areas that needed urgent attention in the Province.
“For example, we have been grappling with depleting fish stocks in our fisheries; we are trying to propose to our Chiefs so that if we agree we can increase the number of months to be observed when the fish ban is enforced” Mr. Chilangwa said
Patriotic Front (PF) Secretary General (SG) Davies Mwila has urged PF members who have failed to submit to the exercise of consulting on whether Zambia should leave or remain part of the International Criminal Court (ICC) to do as their reasoning dictates the outcome.
In a statement unveiled to the media today, Mr. Mwila said some stakeholders including Civil Society Organizations (CSOs) and Politicians have been calling for the halting of the consultations spearheaded by the Ministry of Justice on grounds that His Excellency President Edgar Chagwa Lungu has allegedly taken a position not to leave the ICC which many stakeholders accuse of only targeting African leaders.
Patriotic Front (PF) boss also noted that such people have further argued that spending money on the exercise of consulting Zambians is a waste of resources because President Lungu has allegedly already decided not to withdraw from the ICC.
Mr. Mwila has since assured Zambians that President Lungu is a sincere leader whose loyalty to the common cause is unquestionable, adding that President Lungu has democratic credentials which make him value dialogue and consultations such as the on-going consultation exercise regarding the ICC.
He stated that President Edgar Lungu as a democrat leader will never impose his will on Zambians.
Mr Mwila noted that it seems some civil society personalities and politicians are now trying to turn President Lungu into a dictator who uses the pretext of saving money to deny citizens their right to be part of important decision making processes such as the one at hand.
Mr. Mwila also noted that PF was aware of some people in Zambia who want to promote the One Party mentality where the desires of the party in Government carries the day and people are excluded from vital decision making processes.

He also took advantage of the briefing to announce that he has appointed Sunday Chanda as PF Media Director Information and Publicity who will head the media directorate under his office at the Secretariat.

The United Party for National Development (UPND) Youth Spokesperson Gilbert Liswaniso says that his party will not be forced to accept the illegitimate Presidency of Edgar Lungu by hired guns such as Cosmo Mumba.
Liswaniso says that UPND is resolved with renewed vigour to ensure that the Presidential petition is heard and all atrocities of the 2016 elections effectively exposed and the fullest extent of the law applied.
He observes that Cosmo Mumba is what he is, a political flea who should focus on growing his Kantemba three man party instead delving in matters he cannot comprehend.
Cosmo Mumba who is National Revolution Party President was quoted saying that the UPND’s Presidential petition is not going anywhere and that it will remain a violent party in opposition.
Liswaniso adds that seasonal politics of the belly exercised by fly by night politicians such as Cosmo Mumba is a mockery, laughable, fraud and a disaster.
The UPND National Youth Spokesperson notes that politicians like Cosmo Mumba seek to undermine true tenets of democracy, the rule of law, unity of purpose and justice for all citizens.
“They are praise singers whose sole intention is to feed and nourish their greedy and insatiable appetites for money.
Cosmo Mumba has a very questionable conscience and mental faculties that makes mockery of a noble profession of comedy. He should never be taken seriously for whatever reason.
Cosmo is a demagogue, a fraud and an attention seeker who will praise and support anyone for his own selfish motives” Liswaniso stated.
He says that UPND is very committed to ensuring that the world knows the real results of the 2016 Presidential elections.
Liswaniso adds that his party will pull no punches and leave no stones unturned in the quest to prove that the election was indeed stolen from the UPND and President Hakainde Hichilema.
He further made it clear to the PF and all their supporters that UPND is not afraid of them.
“We are fearless and will not be cowed down.Bring it on. Let the petition be heard” Liswaniso said.
He spoke to journalists in Lusaka on Wednesday.

Mighty Mufulira Wanderers coach Ahmed Suliman has named experienced midfielder Joseph Sitali as new team captain ahead of the 2017 FAZ Super Division campaign.
Sitali takes over the Wanderers arm-band from defender Taonga Bwembya who has joined Zanaco.
“Mighty Mufulira Wanderers have appointed Joseph Sitali as club captain. He will be deputised by defender Stanley Kabala,” Wanderers team manager Patrick Mwanza said.
Sitali is not new to leading his team mates.

The ceremony which is a big tourist attraction is held to mark the shifting of the Lozi King Litunga from his traditional palace in Limulunga to the day parts in Lealui.
The annual festivities of Kuomboka will start from the Royal Capital of Lealui, and will conclude in the Summer Capital, in Limulunga. Kuomboka means “getting out of water” in Lozi and the celebration takes place at the end of the rainy season, when all lower lands are flooded by the Zambezi River, and it redraws the move of the king of the Lozi people, the so-called Litunga.
This year, the royal barge Nalikwanda will demand more paddlers than ever (180 instead of 120), making this celebration the grandest ever.
Famous for its big papier-mâché Elephant on the barge, the Nalikwanda takes a whole day to cover the distance between the two villages.
The last time the ceremony was held was in 2012.

University of Zambia Vice Chancellor Professor Luke Mumba has disclosed that the university has a staggering debt of K2.5 Billion.
Prof. Mumba told a news briefing that more than 50 percent of the debt is owed to retirees at the institution.
He said at the institution has been experiencing difficulties to meet its statutory obligations and paying off retirees.
Professor Mumba said the university has failed to clear arrears owed to about 120 retired workers.
He said the university has been forced to continue performing salaries to affected former workers because the institution has failed to clear the arrears.
Professor Mumba reiterated the need for UNZA to generate its own revenue and reduce dependency on public funds from the current 90 percent to 50 percent.
He also bemoaned the inadequate bed spaces at UNZA for students.
Processor Mumba said UNZA has 31,000 students against the current bed space that has remained static at 3,700 bed spaces.
He said UNZA will soon embark on the construction of a modern student village with 10,000 bed spaces and two hundred staff houses.
Professor Mumba said the project will help address congestion and staff accommodation challenges.
Professor Mumba said the village complex will be equipped with its own power generation plant that will provide an average 50 megawatts of electricity.

The Zambia Road Safety Trust members are attending the biannual Fifth Global Meeting of Nongovernmental Organizations Advocating for Road Safety and Road Victims convened in Kuala Lumpur, Malaysia from 1st – 7th April 2017.
The Global Meeting was officially opened on the 5th April 2017 by Dato’ Sri Liow Tiong Lai, Malaysian Minister of Transport. The Minister discussed the road safety environment in Malaysia and heralded the Malaysia Declaration demonstrating the commitment of the NGOs.
The Global Meeting is organized by the Global Alliance of NGOs for Road Safety (the Alliance), and the Ministry of Transport of Malaysia, and hosted by the World Health Organization (WHO). More than 200 road safety NGOs and stakeholders from 70-plus countries renewed their commitment to enabling governments and communities to achieve the United Nations (UN) Sustainable Development Goal to halve the number of global deaths and injuries from road traffic accidents by 2020.
Every year, 1.25 million people die as a result of traffic crashes—greater than the entire population of Cyprus. More people die from road traffic crashes than from malaria and tuberculosis and are the main cause of death globally among those aged 15–29. While Zambia has more than 2100 people killed every year in Road Traffic, a fatality rate increase of over 100 percent in the past five years alone.
NGOs are key partners in achieving the United Nations (UN) Sustainable Development Goal to reduce the number of deaths and injuries from road traffic accidents by 50% by the year 2020.
Alliance member NGOs are critical to tackling road carnage in multiple ways. They can activate communities to engage with the cause, identify local problems and speak up for the solutions. They can raise awareness by speaking out in the media and countering any local opposition to the implementation of road safety laws, policies and their enforcement, and provide valuable insights and information during governmental consultation processes, for example relating to road building or alternate sustainable mobility solutions. They also often provide support for road crash victims and knowledge-building programs within institutions such as schools and companies.
Daniel Mwamba Chairman for the Zambia Road Safety Trust said:
“Attending this meeting and among the best brains in the World on Road Safety opens up more opportunities, knowledge and partnership for ZRST to tackle road carnage in Zambia, as traffic crashes emerge to be the second cause of death in Zambia behind HIV/AIDS”.
The Zambia Road Safety Trust is thanking the Alliance and the WHO Zambia office for support to attend the Global meeting.

World Wide Fund for Nature in Zambia (WWF Zambia) says there is need for Zambia to invest in alternative sources of power.
WWF Zambia Head of Communications, Mr. Eneya Phiri said the country should promote investments in alternative sources of energy given the impact climate change has had on the country’s traditional sources of power.
Mr Phiri was speaking on the sidelines of the recently held Earth Hour event held on 25th March 2017 which saw WWF Zambia join millions of people around the world in 187 countries in celebrating another record-breaking Earth Hour event.
Earth Hour is a global WWF climate change initiative aimed at creating awareness of people taking responsibility towards a sustainable future.
It was famously started as a lights-off event for one hour from 20:30hrs to 21:30hrs local time (hence ‘Earth Hour’) in Sydney, Australia in 2007.
“We all agree that the energy crisis which has characterized much of the past few years has had detrimental effects on our social-economic status as a country. Load-shedding has been a very unnerving term for Zambians, affecting everyone negatively from individual, household and community level.” Mr. Phiri said.
He mentioned that although the country has recently seen a reduction in load-shedding due to improved rainfall, it is crucial for Zambia to invest in alternative sources of power to reduce overdependence on hydroelectric energy.
He said, “For this reason, we partnered with various stakeholders including ZESCO, Muhanya Solar, Sunny Money, Energy Regulation Board, Zambia Parliamentary Conservation Caucus (ZPCC) and Vitalite among many others to realistically explore ways of achieving cheap, accessible and sustainable sources of power such as solar for the masses. These will complement hydroelectric energy especially in times of faults which have in the past left places in darkness for days on end.”
And speaking at the same event, Vice President Inonge Wina reiterated Government’s commitment to taking positive climate action for the benefit of the country.
Mrs. Wina said as a signatory to the Paris agreement on Climate Change which was assented to by President Lungu in 2016 which has since been ratified, Zambia has renewed its resolve to combat the impacts of climate change.
This was in a speech read on her behalf by Permanent Secretary in the Office of the Vice President Mr. Steven Mwansa.
The event, which was completely solar powered courtesy of Muhanya Solar, took place at Queensmead Stadium in Lusaka.
It combined exhibitions on alternative energy solutions from the Earth Hour partners and a massive music concert featuring prolific artists such as Slap D, Wezi, Kantu, Maureen Lilanda, Amayenge and many more.
‘Earth Hour’ was observed from 20:30-21:30 in the traditional ‘lights off’ manner amidst serenading music from the legendary Maureen Lilanda.
Notable institutions that switched off their non-essential lights during Earth Hour included Intercontinental Hotel and Stanbic Bank head office.

PRESIDENT Lungu says the Zambia Information and Communications Technology Authority (ZICTA) must regulate the tele-communication space so that it can monitor social media which is being abused by some Zambians.
“Some people are using social media, especially Facebook, to write letters insinuating that it is government officials issuing certain instructions which Government is not aware of,” he said.
The President said this at State House yesterday when he received a quarterly report from Minister of Transport and Communication Brian Mushimba.
President Lungu said ZICTA plays a key role in the transformation of information and communications technology (ICT) and should enhance cyber security to stop people from abusing social media.
And President Lungu has directed Mr Mushimba to ensure that Zamtel and other parastatals under his ministry become profitable and viable.
President Lungu wants parastatal firms to start making profit and declare dividends to Government.
He said parastatal companies are consuming a lot of money from Government without making any returns.
“This culture of depending on Government when these parastatals are able to add value, make profit and pay returns to Government should stop,” he said.
The President heard from Mr Mushimba’s report that only Zambia Airports Corporation Limited and Zampost have been declaring dividends to Government.
“All parastatals must be made viable and start making profit instead of only depending on Government,” he said.
He said Zamtel, ZICTA, Road Transport and Safety Agency (RTSA), Zambia Railways Limited and the Zambia Meteorological Department which are still suckling from the Government must be transformed into profitable institutions which will be able to declare dividends to Government.
President Lungu said Zamtel has the largest network in the country and should not be getting money from Government but should instead be giving money to Government in form of dividends.
Meanwhile, Mr Mushimba said he presented his ministry’s mandate, programmes and projects being undertaken in the ministry.
Mr Mushimba said the goal of his ministry is to lower the cost of transportation and communication, create a knowledge-based society and promote ICT for all to ensure that it becomes a mode of doing business.
And Minister of Water Development, Sanitation and Environmental Protection Lloyd Kaziya said President Lungu has urged his ministry to ensure that all Zambians have easy access to clean water.
Mr Kaziya said his ministry will work hard to ensure sustainability of water resources throughout the country.
He was speaking shortly after presenting his ministry’s quarterly report to President Lungu.

During my study for a Masters of Laws Degree (LLM) in Human Rights, one of the courses I took was International Criminal Law. This entailed studying the background, structure and operation of the International Criminal Court (ICC). One key aspect that I learnt with much amusement was that once you are a member of the United Nations (UN), you cannot escape the jurisdiction of the ICC. This is because the UN Security Council still has a mandate to refer cases of serious crimes to the ICC even from countries that have either pulled out or are not members of the ICC.
This is made possible by Article 13(b) of the Rome Statute and the UN Security Council using provisions of Chapter VII of the UN Charter. This is the reason the Sudanese President Omar Bashir has been issued with the arrest warrant by the ICC following the UN Security Council Resolution 1593 of March 2005. The Libya human rights abuses were also referred to ICC by the Security Council. Both Sudan and Libya are not members of the ICC.
But again the arrest warrants issued by the ICC have been ignored by the same UN member States. President Bashir has been to South Africa, Malawi and Chad without any attempt to arrest him by the respective governments.
Although of interest, the UN Security Council has powers to suspend any prosecution at the ICC under Article 16 of the Rome Statute, which is sometimes called “deferral”.
But then a question begs! Under international law, precisely the “Vienna Convention on the Law of Treaties” States cannot to be bound by obligations that they did not consent. So why should ICC be an exceptional case?
Do you know that out of the five permanent members of the UN Security Council, three are not members of the ICC? So why should powerful countries that do not subscribe to the ICC refer cases of other countries to the same ICC? Food for thought for now.
By the way, the. ICC does not deal with election petition or petty political squabbles in a member State. It’s mandate broadly deals with three crimes, namely, (1) war crimes, (2) genocide and (3) crimes against humanity.
So I am not sure what the African Union (AU) ultimate goal is to ask member states to consult whether to pull out or not because either way one cannot escape the ICC route so long as you are in UN.
Anyway, I was just remembering my class notes in view of the ongoing consultation in Zambia whether we should stay in ICC or not. As they say, “the difference is the same” on this question.

UPP RESPONSE TO THE PURPORTED US$10 BILLION (K100 BILLION) HALLUCINATING LAWSUIT BY THE ZAMBIA REVENUE AUTHORITY (ZRA)
The purported legal proceedings by the Zambia Revenue Authority (ZRA) against the United Progressive People (UPP), if indeed it is true, over our allegations of corruption in the award of the contract to the Chinese Righlux and Inspur by ZRA, is welcome because it accords us a rare opportunity to present before the courts of laws the overwhelming evidence in our possession.
We maintain our position and do hereby vehemently submit that ZRA lacks integrity not only over the fiscalisation project in question, but also over the Zambia-Malawi K345 million maize exportation scandal, among other cases before us. We have not even covered 1% of the cases that we have.
UPP seizes this occasion to ask ZRA to state its position over direct or indirect dealings with CilTax Consultants over the years. There is a heap of very serious issues that we shall present before the courts of laws to show how the nation is losing revenues because of corrupt senior officers at ZRA and the political elite who have taken taxpayers for granted for far too long.
It is common knowledge that every organisation, as a legal person, is personified by the people who are leading it. Likewise, ZRA is personified by the Commissioner General, Mr. Kingsley Chanda, and other senior officers. This is the reason why all public officers are required by law to declare the direct or indirect interests that they have in entities that have questionable dealings with public bodies under which they are called to serve.
UPP shall successfully and overwhelmingly prove that ZRA, in its current form, lacks the integrity that the people of Zambia expect it to uphold.
Our evidence shows that ZRA was represented in the sitting of an irresponsible committee that cleared Transglobe Limited of Malawi to export 50, 000 tonnes of the 100, 000 tonnes of maize under the K345 million letter of credit which was primarily issued in favour of the Zambia Cooperative Federation (ZCF).
ZRA must explain to the people of Zambia how it was part of the maize exportation scandal without showing how taxes were going to be collected since Transglobe is not registered for tax purposes in Zambia. This is why we shall continue to demand for a tribunal to probe Hon. Dora Siliya so that she can explain how she worked with President Edgar Chagwa Lungu to facilitate corruption.
ZRA too, owes Zambians an explanation. We shall not rest until the tribunal is appointed. We are thankful to God that the purported lawsuit is a golden opportunity to prosecute ZRA over its alleged role in the maizegate saga.
ZRA must now prepare to face UPP in court and explain how some questionable corporate entities are used to evade the taxes by way of dubious appeals that culminate in massive reductions of taxes for a select few.
ZRA must explain why it failed to perform its legal duty of care to Zambians by not undertaking due diligence before awarding the contract to Righlux and Inspur when all the details on corruption and technical bottlenecks under the Zimbabwe Revenue Authority associated with the same company are within the reach of ZRA.
If ZRA had integrity, it would have been enforcing the law fairly and impartially. How many corporations owe Zambians taxes? Why did ZRA selectively pounce on the Post Newspaper with force leaving out many others that have even more tax liabilities? Integrity demands that justice be rendered to all in a manner which is above board.
UPP sternly warns ZRA to concentrate on corruption-free measures that will help Zambia to generate tax revenues that will help the nation to settle the debts and advance economic development.
The K100 billion being claimed is an ill conceived and misguided lawsuit. It is about the same amount of the national debt that Zambia has – it is also almost double our national budget. This money will certainly not come from the UPP.
Nonetheless, UPP has initiated the #BringBackOurMoney! anti corruption crusade, which seeks to prevent corruption as well as recover all the stolen funds and we can guarantee that the public resources that have been plundered shall be paid back to Zambians. We have kept the evidence under lock and nut in a secure place that no one can enter except a few justice fighters.
The army, police and prison officers, intelligence officers, civil servants and workers in the private sector are being subjected to hostile high taxes because of corruption.
The PF-MMD regime has run out of ideas on how to grow the economy and create jobs for Zambians. Consequently, they have resorted to heavily taxing the citizens to sustain the costly and aimless international travels of President Edgar Chagwa Lungu and his ministers.
The people of Zambia are facing hardships, but the reckless and insensitive PF-MMD leaders are continuing to waste public resources on luxuries. Enough is Enough!

Enugu Rangers coach Imama Amapakabo says they will not take Zesco United lightly in the 2017 CAF Confederation Cup.
Zesco face Enugu in a pre-group stage first leg match away in Nigeria this Sunday.
Enugu were relegated to the Confederation Cup after they were eliminated from the 2017 CAF Champions League group stage in March by Zamalek of Egypt.
“We know that this is a game to be played over two legs,” Amapakabo said.
“Whatever it is we put forward in the first leg will count into the second leg.
“We know they (Zesco) are one team that has African experience and we know they are not going to be a pushover but we will go into it with optimism and belief.”
Meanwhile, Zesco’s 18-member team left Ndola for Enugu on Wednesday afternoon via Addis Ababa.
But Zesco will be without strikers Idris Mbombo and Jackson Mwanza who are suspended and injured for the first leg.
Also out are midfielder Misheck Chaila and defender Simon Silwimba who have a knee and groin injury respectively.
Taking Mwanza and Mbombo’s places are Patrick Kongolo and Maybin Kalengo.
Bwalya Chiti has replaced Chaila.
Dauti Musekwa has deputized for Silwimba in Zesco’s last three competitive matches since the latter sustained his injury on March 10.
Silwimba has been out since that date when he limped off in a Confederation Cup first round, first leg match against Le Messager Ngozi that Zesco won 2-0.

The Drug Enforcement Commission (DEC) in Lusaka has arrested a 22 year-old Bus Conductor of Mtendere for trafficking in heroin.
DEC Public Relations Officer Theresa Katongo said the man has been identified as Gibson Nyirenda, 22, a Bus Conductor of Mtendere East in Lusaka and has been arrested for trafficking in 21 sachets of heroin.
And Ms. Katongo also revealed that the Commission has in other parts of the country arrested twenty (20) people for unlawful cultivation and trafficking in cannabis.
She said those arrested and jointly charged include Ken Sakala, 35, a businessman of Tembe village in Nyimba District and Dina Tembo, 35, a small scale farmer of the same village for unlawful cultivation of fresh cannabis plants weighing 102.3kg and trafficking in loose cannabis weighing 7.1 kg.
Ms. Katongo further noted that others arrested include Charles Casto Machewu, 53, a small scale farmer of Imbunda-Lunga area in Mwinilunga District for trafficking in 10.5kg of cannabis, Constantino Mumba, 24, of Zambia compound in Serenje District for trafficking in 5.28kg of cannabis and Albert Kasuba, 34, a small scale farmer of Chabukwa village in Nchelenge District for trafficking in 3.93kg of cannabis and stated that all the suspects will appear in Court soon.

Dr Savior Chishimba after leaving the ACC HeadquartersThe Zambia Revenue Authority has sued United Progressive People (UPP) President Saviour Chishimba for Malicious Falsehood demanding K100 million in reputation damages.
ZRA Corporate and Communications Manager Topsy Sikalinda said on Friday 31st March, 2017 and Tuesday 4th April, 2017, the UPP President Dr. Saviour Chishimba issued statements purporting that the Authority dubiously and by corrupt means awarded a contract for the Design, Supply, Delivery, Installation, Supervision, Configuration, Testing and Commissioning of an Invoice Management otherwise known as Electronic Fiscal Devices to a named company amounting to K140, million.
Sikalinda said the Authority is an institution of high levels of integrity and careless statements from members of the public have the potential to bring the name of the institution into contempt and disrepute thereby affecting revenue collection.
He noted that having given that background, the Authority thought it was prudent for it to seek for a legal redress in the High Court on the matter.
“We have decided to sue the UPP President Dr. Saviour Chishimba for Malicious Falsehood and we are demanding K100 million in reputation damages” Mr. Sikalinda said
