THE Zambia Environmental Management Agency (ZEMA) has rejected a proposal by Australia’s Zambezi Resources to develop a US$494-million opencast copper mine in lower Zambezi national park because of environmental concerns.

ZEMA public Relations officer Irene Chipili said in an interview yesterday that decision was arrived after wide consultations with major stakeholders such Zambia World Life Authority who said the project would compromise the ecological value of the park.

Ms Chipili said the Environmental Impact Assessment Statement did not address several issues which included the copper leach process whose affluence could have affected with the ecosystem.

“The proposed site is not suitable for the nature of the project because it is located in the middle of a national park thus intends to compromise the ecological value of the part as well as the ecosystem,” Ms Chipili said.

In March this year, Zambezi Resources’ Zambian subsidiary Mwembeshi Resources proposed to start copper production at the Kangaluwe project in the Lower Zambezi National Park by 2015.

The investor projects to produce 15 million tonnes of copper per annum when the mine is fully operational.

During the construction stage, 500 local people were expected to be employed while during operations over 300 were expected to be given permanent jobs.

The firm spent US$12 million on the project since the granting of a licence in 2003.

But Ms Chipili said the project was suitable for the proposed site.

Government has urged United Party for National Development (UPND) leader, Hakainde Hichilema, to be objective and balanced in his criticism of government initiatives.

Information And Broadcasting Services Minister, Kennedy Sakeni, observes that it is clear Mr Hichilema’s comments are not meant to offer checks and balances but intended to undermine Republican President, Michael Sata’s administration.

In a statement to ZANIS today, Mr Sakeni said it is understandable that Mr Hachilema is still bitter from his loss in last year’s election and implored him to accept defeat and sober up in his politicking.

The minister was reacting to remarks made by UPND leader criticising government initiative of mobile phone sim card registration exercise to be conducted country wide.

He stated that the mobile phone sim card registration is a noble cause which is currently in place in a many other countries in the region.

Mr Sakeni added that the move is highly progressive and will help curb criminal activities linked to cell phones.

Mr Sakeni, however, maintained that government welcomes constructive and objective criticism which is without malice and hatred and will remain committed to promoting freedom of expression as espoused in the PF manifesto.

He walked in today after a long time and my heart jumped for joy, but then pain creeped in.

We were too close him and I

Shared jokes and our world was complete

A walk with him mean’t a lot

We walked and talked and people wondered what he was to me

Too free, unreserved and careless i was with him, they thought he couldnt be my boyfriend!

Too stupid and open he was, he couldn’t be my brother!

He was my best friend

The connection was so deep i never thought anyone could close it up.

Well ” someone just had to cut it short”

Its painful to face up to the fact that he cut it short.

Not that he walked up to me and said ” we cant have this anymore”. Man! That would have been easier.

Instead; he lost his cause

Fell in a ditch that scrapped off his identity.

He remembers and longs to have what we had but his decisions lately prevents him from being who he was.

Iam here, i wanna hear him tell those jokes but how could he when he now does exactly what he made fun of?

Now, all i can do is pray and hope he finds himself.

I will wait for him, i will wait for that time when we can talk about nothing but still laugh.

That time will come.

It has to come cause my heart’s broken and it will only heal after he finds his identity.

The loud thud of my heartbeat deafens my ears. So slowly the sound like a sponge dries out my mouth. The drum of my heartbeat stirs the fires of my tummy; flooding my face with a heat… the hairs on my body dance a wave, up and down in salutation.

 

My head faint, my nose assaulted with the scent of musky sandalwood…oh if only I were but blind and not see the agonizing magnificence…my hands, have you gone to sleep, wet, cold, yet life explodes in you with sharp hot needles. I stand still…my feet yelling run…my knees weak and conflicted with the urge to bow out.

 

I feel the giggles of the shivers in my spine as they chase each other up and down…oh gosh the butterflies are awake now, their wings tickle my tummy…My body in a cocoon of candy floss…have you ever seen so much sugar pumped in a merriment of color?

 

I’m high and faint, strong and weak, hot and cold, composed yet in turmoil… running and standing still, joyful and sad…am crushed by the agony and wonder of crushing! Crushing over you!

Zambia among 7 countries with high alert status for American Embassies

American Embassies around the world have been put on high alert with particular focus to Zambia, Armenia, Burundi, Kuwait, Sudan and Tunisia.This follows the 5 hour attack on Tuesday night on the American Embassy in Libya which lead to the death of US Ambassador Chris Stevens and four others.

The attack is may have been sparked by a US film satirizing the Prophet Muhammad. Protests over the film are widening.

In response to the attack, the United States is “deploying elite Marine counterterrorism teams to Libya,” Foreign Policy reports. The Pentagon is sending Fleet Anti-Terrorism Teams, or FAST teams, a U.S. defense official told the magazine. According to Reuters, the United States has evacuated all personnel from Benghazi to Tripoli.

“It’s especially tragic because Chris Stevens died in Benghazi because it is a city he fought to save,” Obama said later Wednesday morning in hastily arranged public remarks in the Rose Garden of the White House.

Condemning the attack, the US urged all American embassies across the world to take extra precautions.

Calls for more protests against the US-made amateur film mocking Islam are already being raised in Egypt, Afghanistan, Algeria and other countries.

In Tunisia, police fired teargas and tear bullets to disperse protesters outside the US embassy in the country ‘s capital. Around two hundred Salafist demonstrators gathered outside the premises in Tunis to condemn the controversial movie.

Lusaka province Patriotic Front youth Chairperson Kennedy Kamba has accused opposition United Party for National Development (UPND) leader Hakainde Hichilema of having paid the University of Zambia Students Union executive to demonstrate over government’s advise to UNZA radio to abide by provisions in their broadcast license.

Mr. Kamba has told Qfm News that, PF youths will not condone such level of misconduct against the duly elected government of President Michael Sata.

He has since cautioned Mr. Hichilema to stop using his money to cause confusion at the institution of higher learning in the country.

Mr. Kamba adds that Zambians will hold Mr Hichilema accountable for any loss of life or damage to public property that will result from the rebellious activities of the students.

Masheke calls upon President Michael Sata to help clean up and restore orderly conduct of public affairs

FORMER Prime Minister in the United National Independence Party (UNIP) Government Malimba Masheke has urged police in Mongu to expedite process of taking the Barotse Freedom Movement (BFM) members arrested in connection with tearing of copies of the Draft Constitution last week.

Police in Western Province have intensified their hunt to apprehend more suspects and so far the total of those arrested in connection with the case stood at 15.

Reacting to the arrest of the BFM members, General Masheke said in a statement yesterday that the suspects had the right to be taken to court within specified time in accordance with the law.

Gen Masheke said the police should act accordingly and that brutality was an act of violence which could escalate the already volatile situation in Mongu to the detriment of society.

“The police have no power to determine the punishment against suspected offenders,’ he said

A group of calling themselves the BFM last week tore the Lozi copies of the Draft Constitution attracting condemnation from a cross section of society.

They alleged that their action was as a result of their contributions not being taken ton board during previous Constitution making processes.

Gen Masheke has since called on President Michael Sata to help clean up and restore orderly conduct of public affairs not only in the Barotseland Agreement (BA) of 1964 but the rest of the country.

He implored the Government to get on top of things in Mongu and ensure there was compliancy with the law by its officers and take quick action against bad elements.

THE incident in which the Zambia Police Force on Sunday blatantly disobeyed the court order regarding the holding of the United Party for National Development (UPND) Kanyama Rally is a mockery not only to the rule of law but also to democracy in this country.

The heavy handedness with which the police are dealing with perceived political opponents of the government is frightening and creating a lot of resentment among most ordinary Zambians and contributing to people’s loss of trust, confidence and interest in institutions of governance in the country.

Therefore, the Foundation for Democratic Process (FODEP) wishes to condemn the police action exhibited on Sunday and further remind the Police that their action is tantamount to abuse of freedom of assembly
of citizens as enshrined in the Zambian Constitution. Such actions don’t only bring a lot of ridicule and contempt to Police image but the government too.

It is for this reason that FODEP would like to appeal to all stakeholders interested in good governance to seize the constitution making process to advocate for security reforms in the country to ensure that governance institutions such as the Zambia Police Force serve people’s interest and not political ones and truly metamorphosed into service providers and not oppressive tools.

Without security reforms and going by the conduct of the police officers, one shudders to wonder how the situation will be towards elections if the police could behave ruthless when elections are still years away.

FODEP would like to appeal to the Minister of Home Affairs to take disciplinary action against officers who go against government policy of respecting the rule of law and continue to put the name of government in national and international disrepute and ridicule.

Employers who don’t pay minimum wage may face arrest

GOVERNMENT says the law on the revised minimum wage is still in force and employers in default face six months imprisonment.

The Ministry of Labour has developed a special inspection programme to monitor compliance to the revised minimum wage.

Acting Labour Commissioner Venus Seti said Statutory Instruments 45, 46, and 47 of 2012 regarding the minimum wage for domestic and general workers has not been stayed or withdrawn.[pullquote]employers who have been paying their workers above the minimum wage before it was effected need to increase the salaries by K50,000[/pullquote].

Mr Seti said this yesterday when deputy Minister of Labour and Social Securities Ronald Chitotela, held a consultative meeting with proprietors of business houses operating in Kamwala in Lusaka.

He said reports circulating that this particular piece of legislation has been withdrawn is false.

“The statutory instrument is still in force. I know all of us are affected but there is nothing we can do because it is law. We all have to comply,” he said.

Mr Seti said employers who will not adhere to the revised minimum wage will be charged 2,500 penalty units or serve six months imprisonment.

He said employers should adhere to the legislation, regardless of the collective agreement at their various institutions.Mr Seti said employers who have been paying their workers above the minimum wage before it was effected need to increase the salaries by K50,000.

“What is in court over the revised minimum wage is just the judicial review. The statutory instrument has been stayed. So if there are employers who are having difficulties implementing the law, you are free to write to the ministry and our technocrats will evaluate the reasons you advance on this matter,” he said.
Mr Seti advised employers to clearly indicate the job description of all employees, to avoid conflicts on perks.

United Party for National Development (UPND) leader Hakainde Hichilema has charged that Zambia is headed towards a one party State under the Patriotic Front leadership.

Addressing a media briefing in Lusaka yesterday following the refusal by the Police to grant his party permission to hold another rally in Kanyama that was scheduled for 16th September, 2012, Mr Hichilema said that it was now clear that the country is heading towards a one party State.

Mr Hichilema said that President Michael Sata and his government should concentrate on issues of national development instead of the UPND by denying them the right to hold rallies.

He said that there are currently a number of issues that need government attention such the increase in mealie meal prices and the chaos in the cotton market.

Mr Hichilema said that the behavior by the PF government is a clear indication that the country is being turned into a dictatorship.

The UPND leader has further urged the police to direct their attention on criminals rather than his party.

And Mr Hichilema has questioned why some people seem to be fabricating stories that he had failed to heed to the call by the MMD to have its candidate fielded in the forth-coming elections.

Mr. Hichilema accused the post Newspaper of having a hidden political agenda adding that it was certain that the PF government is feeling the political pressure from UPND.

But PF media and publicity Director Chanda Mfula noted that it has become fashionable for the UPND and the MMD to speak to the media at all times even when they have nothing of value to tell the nation.

Mr Chanda told QFM News in a statement that it is embarrassing for the two parties to spend much of their time in the opposition, at the doorstep of media houses peddling lies and nonconstructive criticism at the expense of contributing towards the development of the country.

He added that it is also amusing to watch the leaders of the MMD and UPND try to outdo each other in terms of who gets more airplay with their press conferences and statements.

Mr Chanda said that there was need for President Michael Sata and his government to be given space to continue with the progress the country is making towards improving the welfare of the people.

Information and broadcasting services permanent secretary Amos Malupenga has accused some opposition political party leaders of having hijacked the issue of the reduction in the transmission radius for UNZA Radio to pursue their political agenda.

Mr. Malupenga said that there was totally nothing political about the move stressing that all what the Zambia information communications authority (ZICTA) has done is to regularize all community radio stations in the country.

He said that it is unfortunate that politicians have decided to take advantage of innocent students at the institution to mislead them into believing that the move is politically motivated.

Mr. Malupenga said that the licenses given to community radio stations clearly stipulate that all community radio stations in the country are supposed to operate within 500 watts and not beyond.

He said that if UNZA radio management feels they have the capacity to broadcast to a much wider radius, it will only be reasonable for them to apply for an extension of coverage area.

He states that what should be understood and appreciated is that the issue of radius transmissions is not about politics but about policies.

And Mr. Malupenga has clarified that the radius transmission of UNZA radio has been reduced to 500 watts and not 260 watts as reported in some sections of the media.

He told journalists at a media briefing yesterday afternoon, after being prompted by a group of UNZA students that marched to the government complex to seek redress with him over the move taken by ZICTA.

The permanent secretary however preferred to have a meeting with some members of the students union and officials from ZICTA, which however proved futile as the students representatives had to abandon the meeting to address the impatient waiting students.

Mwikisa Back at GBFC

Striker Lineker Mwikisa is back at Green Buffaloes following the expiry of his one-year loan deal at South African First Division side Mpumalanga Black Aces.

Mwikisa spent the ended 2011-2012 South African season at Aces.

The player has told LT Sports that his stay at the South African club could not be extended after Aces and Buffaloes failed to reach an agreement on a new proposed deal.

” I think in football that happens. I have to come back to my team Buffaloes, I am in the military and I belong to Buffaloes. This is not something I am disappointed with,” Mwikisa said.

The ex-Nakambala Leopards forward stated that he has now set his sight at scoring goals for the Army outfit.

“I just have to work hard. As a striker i need to score goals and I am looking forward to scoring more for Buffaloes” he said.

Mwikisa indicated that during is loan spell at Aces he learnt to be proffesional in his career.

Victorious Zambia Schools Team defender Mathews Sichone says it was not easy for the youngsters to win the recent COPA Coca-Cola continental championship held in South Africa.

Last Wednesday, Zambia won the week long 2012 COPA Coca-Cola championship after collecting 16 points in eight matches played on a round robin basis.
Sichone said Zambia faced a number of challenges on their way to scooping the tournament in Pretoria.
“There have been a lot of difficulties on our road to winning this title. The weather in South Africa was a challenge that we had to acclamatise to,” he told KickOff.

“We also did not start off well. We started with a defeat but we did not drop our heads and went on to conquer all the teams after that,” Sichone said.
He expressed joy over Zambia’s achievement.
“I am very delighted that things went our way and that we won the tournament. My goal was to play well for my team and win the tournament.
Sichone has been selected in the continental All Star Team.

Renard Names Unchanged Team For Kampala Return Leg

Less than a week after their 1-0 home win over Uganda, Herve Renard has named his team for the return leg.

Renard has named an unchanged side for the 2013 Africa Cup third round, return leg qualifier to be played on October 13 in Kampala.

Striker Jacob Mulenga and midfielder William Njobvu who did not make the cut for the final 18-man team last Saturday against Uganda are all in the team.

Meanwhile, Zambia will go into camp in Johannesburg on October 6 to begin preparations for the crucial qualifying match.

We Respect Warriors Say ‘Quicksilver’ Chambeshi

We respect Kabwe Warriors says Barclays Cup defending champions Power Dynamos coach Beston Chambeshi.

Power and Warriors clash in the 2013 Barclays Cup quarterfinals at Nkoloma Stadium in Lusaka on Saturday.

This will be the defending champions second-ever meeting against Warriors since they beat the latter 2-0 in the 2008 edition of the competition at the same level.

Chambeshi described Power’s old Midlands foe as a still a big team despite their demotion to Faz Division One South last season.

“It is a good draw. We have to respect Kabwe Warriors we will just prepare very well for this game,” Chambeshi said.

“Warriors is a big team.”

The two sides will meet in the second kickoff of the Lusaka doubleheader in a 15:00hours kickoff.

Kaunda family urged to withdraw KK from public limelight -Rainbow Coalition

The Zambia Rainbow Coalition has advised the family of first Republican President Dr Kenneth Kaunda to consider withdrawing him from public life to avoid embarrassment.

Coalition President Cephas Phiri said Dr. Kaunda’s recent public statements have left a lot of questions in the minds of many concerned Zambians.

He said given his age, Dr. Kaunda is bound to say things that may divide the nation.

Mr. Phiri said the former President is expected to play a unifying role and should not make statements that will attract harsh reactions from other quarters.

“It will be unfortunate if the Old man continues on this political route, he has done a lot of politics in his life time, he needs to rest.”

He urged Dr. Kaunda to emulate South African icon Nelson Mandela who has completely withdrawn from public engagements due to his old age.

Mr. Phiri said Dr. Kaunda is a well-respected statesman but feared that respect can easily be lost if he continues issuing divisive statements.

“At his age, he may say things that may come out wrongly, I mean the man is old and it would be to the benefit of his family to ask him to adopt a low profile. These many trips around the country and abroad are totally unnecessary. Let the old man enjoy his last days with his wife and great grandchildren,” Mr. Phiri added.

At a recent tour of Indeni Refinery Limited, Dr. Kaunda heaped praise on President Sata’s leadership style and attacked the MMD economic record.
