ZESCO will not supply electricity to unplanned settlement

ZESCO says it will not electrify residential houses in unplanned settlements to avoid contributing to mushrooming of squatter townships in the country.

To this effect, the power utility company will only connect power to residential houses which are approved by local authorities and have title deeds.

Distribution and customer services director Kenneth Muteto says the company does not support the upswing of unplanned settlements hence will only connect residential houses that have been approved by the relevant local authorities.

Mr Muteto was reacting to concerns from customers who accused the company of contributing to the mushrooming of unplanned settlements.
Some customers complained that ZESCO was busy connecting houses which have not been approved by local authorities.

This was during customers dinner held at Crystal Spring Hotel in Chipata recently where the company disclosed that it needs K26 trillion in the next five years to invest in infrastructure.

“I agree with you. It is not only you (Chipata customers) who have complained that our service to unplanned settlements is contributing to the increase of squatter townships. To this effect, we will no longer connect power to residential houses without title deeds,” he said.

He, however, urged the customers to support the proposed tariff increase if the power outages being experienced are to be over.

He said the country has not invested in hydro power stations since 1978 hence, the need to build new power plants and rehabilitate the existing ones.

“Under capital investment, ZESCO plans to spend K3.6 trillion on assets and infrastructure in the 2012/13 approved budget and the company needs K26 trillion for capital projects to avoid load shedding and power outages that are being experienced currently,” he said.

Mr Muteto said the company needs to inject K1.3 trillion to boost power generation while transmission needs K1.5 trillion and distribution needs K513 billion.

He said because of these many challenges, ZESCO is proposing among others a pro-poor life line tariff for the first 100 units of consumption in a month which will remain unchanged for the 2012/13 financial year.

ZESCO’s life tariff, if approved, will provide the customers who consume up to 100 units of power for under K50,000 on post paid or the prepaid step tariff system.

He said once the move is approved, the power utility company will forego K1.7 billion month revenue which translates to K20.7 billion annually.

But the customers wondered whether the company has other strategic plans to reduce their costs instead of loading shedding.

Meanwhile, the company will start installing the prepaid meters this month-end at no cost and urged the public to report any unscrupulous people who would want to benefit from the exercise.

UPND presidential advisor Douglas Siakalima has observed that it was unprofessional for Lusaka province Police Commissioner to risk the security situation in Lusaka by announcing that there was inadequate manpower to police the UPND rally as officers had been deployed to Ndola for the Zambia versus Uganda game.

Mr. Siakalima has told QFM News that the statement by Dr Jere had the potential to contribute to criminal activities in the city as criminals could have taken advantage of the tip they got from the Police through the announcement.

He adds that it is such kind of statements that give reason to believe that the move by the Police to stop the UPND rally was politically motivated.

Mr. Siakalima has noted that Dr. Jere should not allow himself to be used by politicians at the expense of providing a service to the Zambian people.

He says the PF government is jittery because of the increasing mealie-meal prices and the hike in bus fares hikes that the country has experienced against the continued low income levels that most people continue to be subjected to, thereby trying by all means to stop the opposition from talking about such issues with Zambians.

Government has asked the Lusaka High court to dismiss the case in which the MMD has sued Commerce Minister, Bob Sichinga and Government for defamation over allegations that the former ruling party printed fake money amounting to K3 trillion arguing that the party has no legal right to sue.

Major Richard Kachingwe, the MMD Secretary-General, on behalf of the party, sued Mr Sichinga and the Attorney-General, Mumba Malila for special and punitive damages among others, over allegations that the MMD during the run to September 2011 elections, printed K3 trillion in fake notes which it allegedly used to bribe the electorate to vote for it.

Maj. Kachingwe contended that the allegations by Mr Sichinga were untrue because as a political party in Government, prior to the General elections, the MMD never printed any such money.

But the State in its arguments submitted before High Court deputy registrar, Charles Kafunda yesterday, asked the court to dismiss the matter saying Maj. Kachingwe had no locus standi as it was the Government of the MMD which was alleged to have printed the said money and not the party.

The lawyers from Attorney-General’s chambers asked the court to dismiss the matter with costs to the applicants because the MMD as a party could not be defamed as such it could not sue for defamation.

“We still rely on what we said in our affidavit in opposition that the MMD Government and MMD party are two different entities. We are making an application for the court to strike out the writ and statement of claim. The gist of our application is that there is no actionable case against the defendants and it is not attainable at law,” the submissions read in part.

The lawyers said that MMD being a political party could not, at law, be defamed and could not sue for defamation because the law did not allow for Government or political party to sue for defamation.

The Government further contended that the court presiding over the matter has the jurisdiction to hear the application before it.

“The applicant as a political party cannot sue for defamation because the law for defamation does not allow for government or a political party to sue for defamation. On jurisdictions, we submit that this court has jurisdiction to hear this matter before it,” the lawyers from the Attorney-General said.

But MMD lawyer, a Ms Mundala from Robison Malipenga and Company urged the court not to entertain the preliminary application raised by the State.

Ms Mundala said that the MMD as a political party was the right entity to sue and that Maj. Kachingwe as a secretary general could sue on behalf of the party.

She said it was up to the trial court to determine whether or not the statements made by Mr Sichinga referred to the plaintiff or the MMD party.

Ms Mundala said that the MMD was the party which formed Government and could be defamed as it had identifiable political leadership.

She said a political party like MMD could sue and equally be sued.

Mr Kafunda reserved ruling to October 18 2012.

FFTUZ president describes people promoting tribal division in Zambia as evil

The Federation of Free Trade Unions in Zambia (FFTUZ) has described as evil motives by people promoting ethnic divisions in the country.

This comes in wake of a letter authored by a group calling itself Tongas under Oath declaring war against Bemba speaking people in southern province.

In a statement released to QFM News today copied to the President Michael Sata and all major political party leaders in the country, FFTUZ President Joyce Nonde-Simukoko says it is appalling that some people could take pride in tribal divisions despite the country’s rich heritage of peace arising from the “One Zambia One Nation” philosophy which has unified the 73 tribes in the country.

Ms Simukoko warns that there is no single country that has developed when faced with tribal divisions, reminding political stakeholders in the country that the killings of innocent people in the Balkans, Darfur, Sudan and Rwanda are too fresh to forget the evils of ethnic cleansing.

She adds that it will be folly for any person or opposition political party in Zambia to believe that they can ascend to power using tribal divisions.

Ms Simukoko explains that development does not happen where there are ethnic divisions which breed tribal wars, stating that stability is a precondition for national development.

She further explains that Zambia’s economy is built on foreign capital which is sensitive to internal stability of the country.

The FFTUZ president says therefore any person fanning tribal divisions should be considered an enemy of the people and should be condemned.

MMD, PF reach concession over petitioned parliamentary seats in Chama and Luampa

The MMD has withdrawn the petition case of the Chama North parliamentary by election outcome that saw Patriotic Front-PF’s January Zimba emerging winner.

Mr. Mtayachalo through his lawyer Hobday Kabwe filed in the notice to discontinue the case in the Lusaka high court on Tuesday.

In his petition MMD’s Yotam Mtayachalo contended that the July 5th 2012 Chama North parliamentary by elections were marred with electoral malpractices.

Mr. Mtayachalo stated that the by election was characterized by bribery and abuse of state resources among other things.

And high court Judge Dominic Sichinga has stated that both parties in the petition will bear their own costs.

The Chama North by-elections arose when Lambwe Kachali of PF petitioned the election of MMD’s Darius Mumba on grounds of electoral malpractices during the campaigns.

Meanwhile MMD Luampa Member of Parliament Josephine Limata will continue as Luampa Member of Parliament following the agreement by both parties involved in the case to allow her to continue as the area MP.

This is a matter where Lusaka High Court Judge Mwikisa in April this year nullified Limata’s election as Luampa MMD Member of Parliament following a petition by losing PF parliamentary candidate, Musangu Muzaza, a Kaoma-based teacher.

Government has asked the Zambia Information and Communication Authority -ZICTA- to come up with legislation to protect people who fall victim of INTERNET misuse.

Ministry of Information and Broadcasting Services Permanent Secretary Amos Malupenga says internet in Zambia has continued to be used for wrong reasons.

Officially opening a four day stakeholders meeting on the Information for All Program -IFAP- in Lusaka on Tuesday, Mr. Malupenga said increasing access to information should come with care and caution.

Mr. Malupenga who is also incoming chair of IFAP has stated that the program has come at a time when government has placed information for all high on its development agenda.

He has also pledged his ministry’s commitment to ensuring its success.

ZICTA Director General Margret Mudenda pledged her organization’s commitment in creating a safe environment for internet users.

The Road Transport and Safety Agency (RATSA) Board has been dissolved with immediate effect.

Transport, works, supply and communications Minister Chris Yaluma has announced the dissolution of the Kaitano Chungu led board in a statement released to QFM News.

Mr Yaluma has since thanked the dissolved board for their contribution towards the successful operations of the Road Transport and Safety Agency during the period they served on the board.

He says the board’s contribution towards national development in the area of road safety is appreciated and wished the former board members well in their future endeavours.

Mr Yaluma says he will soon announce the new board once the appointment procedures are completed.

Last week the RATSA board announced the termination of the contracts for RATSA Director Fredrick Mwalusaka and deputy director in charge of Transport, Robert Mtonga.

More condemn Police over UPND Rally

Transparency International Zambia is dismayed at the manner the Zambia Police Service and the Patriotic Front government have handled the UPND rally which was scheduled for Kanyama Compound on Sunday.

TIZ chapter president Reuben Lifuka says in a statement released to Qfm News that the heavy handed action of the police should be a source of concern for all Zambians who treasure democracy and anticipate fundamental features of democracy such as freedom of expression and association.

Mr. Lifuka has therefore warned the PF government that such action which border on unbridled and unprecedented in tolerance of divergent views is unnecessarily creating divisions in the country.

He says the continued use of brutal force by the police is not a solution to the many political problems currently being faced in the country.

Mr. Lifuka says the PF as a party in power should exercise leadership which requires restraint even in the face of provocation.

He has therefore called for peace on the political platform stating that all political leaders must commit to peace as this is the only way to enhance the country’s democracy.

The TIZ president has also advised the PF government to take criticisms as learning points.

Mr. Lifuka has since called on justice minister Wynter Kabimba and his Home Affairs counterpart Edgar Lungu to act urgently and work towards creating a peaceful environment before the country witness abominable actions.

and The Southern African Centre for Constructive Resolution of Disputes (SACCORD) says the Police action to stop a UPND rally in Lusaka’s Kanyama on Sunday is unfortunate and uncalled for.

SACCORD Executive director Oscar Tembo says Police should respect the constitution rights of the Zambian people.

Mr Tembo says Zambians should be allowed to enjoy the right to freedom of assembly as guaranteed in the Bill of rights.

He says it is unfair for the Police to have treated the United Party for National Development (UPND) in such a manner.

Mr Tembo says police are expected to protect the human rights of citizens and not violate the same rights.

Mr Tembo was speaking to Qfm News.

Govt commends ZALCO for investing in Kabwe

Minister of Mines, Energy and Water Development, Yamfwa Mukanga has commended Zinc Aluminum Lead and Copper company, ZALCO, for the huge investment that has revived Kabwe’s once lost glory.

Speaking in an interview with ZANIS after he toured the ZALCO plant in Kabwe yesterday, Mr Mukanga, who was accompanied by Central Province Minister, Phillip Kosamu and Ministry of Mines, Energy and Water Development Metallurgist, Hebert Sichusundu said government is optimistic that through ZALCO, the country in general and Kabwe in particular, will regain its industrial reputation, not only in Zambia, but beyond.

The Mines Minister said he is impressed with the efforts the mining company is making in ensuring that there is value addition to every product that it is producing, saying that is government’s ultimate expectation.

He said government wants to see value addition, and that mining companies should ensure that they translate their minerals into something that can be sold not only in Zambia, but abroad.

Mr Mukanga, however, urged the company to follow mining standards by ensuring that the workers’ conditions of service are improved in as far as protective clothing, work environment and remuneration are concerned.

And ZALCO Director, Hussein Safieddine, has called for government’s intervention with regards to incentives in order for the company to continue with value addition.

Mr Safieddine, whose company currently employs over 2,500 people, also boasted that his firm remains focused in realising value addition for its products.

The ZALCO Director disclosed that the company will on 18th September, 2012 open the paper recycling plant which is expected to create over 300 jobs for the local people.

Meanwhile, Central Province Minister, Phillip Kosamu, has advised ZALCO to effect the Minimum Wage, saying it is law which should not be abrogated.

Mr Kosamu said the company should appreciate the fact that the workers are giving them good production by remunerating them properly.

$211 million for free education up to grade 12

Government through the ministry of education, science, technology, vocational training and early education has today signed a mutual accountability framework with its cooperating partners for the third national implementation framework (NIF III) of the education sector under the sixth national development plan for 2011-2015.

A total of 211.25 million United States dollars has been committed for the period of the third national implementation framework up to 2015.

The committed resources will be critical in programmes such as the implementation of the free education policy up to grade 12, upgrading of community schools into fully fledged primary schools as well as promoting gender equality and equity.

Speaking during the signing ceremony in Lusaka this morning, Education Minister John Phiri says unless attention is paid towards improving literacy and numeracy levels particularly for the early graders, performance among children will forever remain at the tail end in the SADC region.

Dr. Phiri says the country is resolute in its quest to attain the education for all and millennium development goals by 2015 adding that the Patriotic Front government has prioritized education as one of the key sectors for increased investment during the period of the sixth national development plan (SNDP) and beyond.

He however stated that government on its own cannot afford to meet the demands owing to the many competing needs.

And speaking on behalf of the cooperating partners, Shaya Ibrahim Asindua, who is UNICEP deputy representative to Zambia said no nation can aspire to substantive economic and social progress without investing in quality education.

Mrs. Asindua notes that strengthening and building capacity in the educational planning and use of accurate and timely data for evidence based decision and policy making is vital for effective implementation of the third national implementation framework.

Power Face Warriors in Barclays Cup Q/final Showdown

Power Dynamos kickoff the Barclays Cup defence this Saturday with a quarterfinal tie against Kabwe Warriors.

The two-time champions will travel to Lusaka to play the FAZ Division One South leaders and promotion favourites for the first time in the Barclays Cup in a doubleheader at Nkoloma Stadium.

Power and Warriors’ clash will be preceded by the Zanaco versus Lime Hotspurs duel in a lunchtime kickoff.

Lime, like Warriors, is leading its promotion race in Division One North.

The second quarterfinal doubleheader will be played at Arthur Davies Stadium in Kitwe, and will see Napsa Stars make their Barclays debut against Red Arrows in a 13:00 hours kickoff.

Record three-time winners Zesco United will make the short journey from Ndola to Kitwe where they will face Konkola Blades.

The semifinals will be played on October 27 while the final will be on November 17.

Venues for both the final and penultimate stage games will be announced later by FAZ.

MMD leader Dr. Nevers Mumba has advised President Michael Sata to stop intimidating diplomats serving in Zambia.

Dr. Mumba, a former Zambian envoy to Canada stated said it is unwise for any leader to attack diplomats serving in the country.

He was commenting on President Sata’s continued threats on diplomats over their alleged meddling into internal politics.

Dr. Mumba observed that President Sata should use diplomatic channels to address any concerns he may have with the conduct of some diplomats.

He said launching public attacks on the diplomatic community over unsubstantiated allegations is unfortunate.

“No diplomat wants to serve in a mission where you are not respected and the Head of State calls you names, it’s so demeaning and very uncomfortable,’ Dr. Mumba said.

The Zambia Cooperatives Federation has urged government to review the Farmer Input Support Programme in the wake of rising Mealie meal prices.

“Now this is the opportune time to take time to examine the true benefits of the FISP because the true Mealie meal prices are now catching up with us,” says ZCF Director General James Chirwa.

Mr. Chirwa said government should not continue subsidizing both production and consumption of Maize even for people that have the ability to afford.

“You find rich farmers with 1,000 cattle and two light trucks parked at their farms and they are busy getting free fertilizer and seed and government again has to subsidize the Mealie meal prices,” Mr. Chirwa said.

He clarified that ZCF is not calling on government to abandon the Maize meal subsidy programme but wants to see to it that the programme was reformed and better targeted.

“The FRA is now falling to offload subsidized Maize on the market forcing millers to go out and buy the fresh crop which is more expensive than the FRA Maize and they are inadvertently passing over the added costs to the consumer.”

Mr. Chirwa said the volatile prices of the stable food will continue as long as government does not address the issues affecting the Maize subsidy programme.

“You cannot have a government that subsidizes the production, consumption and even export of the cheaper crops thereby making triple losses, government should only give subsidies to vulnerable farmers,” Mr. Chirwa said.
