Minister of Home Affairs Edgar Lungu says the Patriotic Front government will not sink so low and fabricate documents to implicate the United Party for National Development (UPND).

Mr. Lungu in an interview has instead reminded the UPND how it politically engineered the removal of Miles Sampa from southern province when he served as provincial minister.

He has observed that the UPND seems to be championing petty politics adding that the ministry of home affairs will not allow individuals with selfish political motives to cause confusion in the country.

Mr. Lungu has also warned the group calling itself Tongas under oath to desist from activities that have the potential to breach peace in the country.

He said government will not sit idle and allow individuals to destabilize the peace of the country.

Meanwhile, The Foundation for Democratic Process (FODEP) has implored political parties to desist from politics of name calling and focus on issue based politics.

FODEP Executive Director Macdonald Chipenzi says it sad to note that politicians are always trading accusations on petty issues instead of concentrating on issues affecting the Zambian people.

Mr.Chipenzi notes that there are a number of issues which politicians can focus on such as corruption, underdevelopment, and load shedding among others.
He since called for an end to politics of name calling.

Mr. Chipenzi has further challenged opposition political parties to come up with shadow cabinets in order to provide alternative solutions to the problems facing Zambians.

Mr. Chipenzi was speaking to QFM News in an interview.

With rain season around the corner, drainages in Lusaka city still blocked by garbage

With only less than two months before the onset of the rain season, all main drainages in Lusaka city are still blocked by garbage and other debris.

In Lusaka’s Kamwala trading area, the Bombay drainage, which cuts across the shops leading to drain water into Ngwerere stream, is blocked and filled with stagnant water while the drainage along Lumumba and Mumbwa roads are almost buried with growing grass and litter.

But the Lusaka City Council officials claim that the local authority has been cleaning the drainages once a week and has programmes in place to ensure that apart from drainages, the city is kept clean and healthy.

The officials, who include Lusaka City Council Director of Public Health, the Acting Assistant Director of Engineering and the Kamwala Ward Five Councillor, have told Deputy Minister in the Office of the Vice President Harry Kalaba that the council is on the ground working on the drainages.

But Mr. Kalaba, who has toured the drainages, has described the situation as a disaster in waiting, and if not urgently attended to, will cause loss of lives.

He is saddened with Lusaka City Council officials claiming that all is well when the situation on the ground needs urgent attention before the onset of rains just slightly under two months.

Mr. Kalaba has since directed that the council, in conjunction with the office of the District Commissioner and the Provincial Permanent Secretary, to work on the drainages and collect all garbage in the city within the next two weeks.

He says government will not wait for disaster to occur but will work proactively and prevent disasters.

During the tour, it was discovered that vendors had build makeshift restaurants and hair solons on top of the drainage along Lumumba road.

And both Acting Assistant Director for Engineering at LCC Mainza Simonga and the Kamwala Ward Five Councillor Joyce Banda say the council has over US$350 million under the Millennium Challenge account for water and sanitation programmes and drainage works.

TICKETS in Lusaka for Saturday’s Africa Cup qualifier between Zambia and Uganda have been sold out.
Football Association of Zambia (FAZ) communications manager Erick Mwanza said in Lusaka yesterday that tickets for the match went on sale around 08:30 hours in Lusaka and by 12:00 hours all had been sold.

The game, the final round of the South Africa 2012 Africa Cup finals, will be played at Levy Mwanawasa Stadium in Ndola.

“We are very thankful to the fans for this overwhelming response they have showed towards the game.
“As we speak now one will be very lucky to find tickets on the market. VIP tickets [K400,000] were the first ones to go and now those for K200,000 are finished so we expect a huge crowd on Saturday,” he said.

Other tickets will be sold at Zesco outlets on the Copperbelt. Tickets for the western wing lower and upper decks will cost K200,000 and K150,000 respectively.

The eastern lower and upper decks have been pegged at K100,000 and K50,000 respectively while the northern and southern lower decks will cost K50,000. Tickets for northern and southern upper decks will be sold at K30,000.

Mwanza said fans who will not manage to buy tickets should not even attempt to go to the stadium because it will not be possible for them to go in.

Meanwhile, FAZ has hired 850 police officers to provide security before, during and after the match.
Mwanza said that the association wants peace at the stadium, hence the hiring of 850 security personnel who will be drawn from various towns on the Copperbelt.

He said FAZ also has its own security that will be on duty to reinforce orderliness at the stadium.
Mwanza said FAZ prioritises security and will not risk the safety of fans, players and everyone involved in the game.

He said the association wants people to enjoy watching the game in a peaceful environment.
He warned that the officers will be given strict instructions to arrest whoever will attempt to cause confusion before, during and after the match.

“People need to know that the area surrounding the stadium is violence-free and if some people want to come and cause confusion, they should be prepared to face the law. We need to be united and support the team together,” Mwanza said.

He also warned that people that will come with forged tickets will only have themselves to blame for the action that will be taken against them.

“We have talked about this so many times. Forging a ticket is a criminal offence but unfortunately we will not only deal with the people that may attempt to forge tickets but even with people that want to use them,” he said.

Mwanza said the tickets have complicated security features and those that will attempt to use forged ones will be easily caught.

He also appealed to the fans to guard against vandalism of the newly constructed ultra – modern sports facility.

Mwanza said fans should take it upon themselves to flush out people that will be seen vandalising property because the stadium belongs to all Zambians.

During the World Cup qualifier against Ghana in June, over 100 seats were damaged by fans.

Environmentalists want a board at ZEMA

The lack of a board at the Zambia Environmental Management Agency is proving a challenge in the effective management of environmental issues in the country, an environmentalist has observed.

Edward Lange who is also the Southern Africa Resource Watch (SARW) campaign officer said the lack of a professional board to govern the affairs of ZEMA is a matter of serious concern.

Mr. Lange revealed that the Minister of Lands and Natural Resources has only put up a special arrangement where ZEMA management reports to a committee he has constituted.

“We don’t agree to this arrangement as it opens up the process to political interference, as we are speaking this committee is full of cadres and they will only serve their political interests. We want a professional board that will run ZEMA effectively,” Mr. Lange demanded.

He said the scenario where a Minister is fully in charge of the operations of ZEMA is what environmental activists sought to do away with when they pushed for a new legislation called the Environmental Management Act.

Mr. Lange noted that ZEMA is such a critical institution which should not be left to function without a board.

Renard Salutes Jacobs Return

Chipolopolo coach Herve Renard says striker Jacob Mulenga has to prove himself after returning to the national team for the first time since October 2011.

Renard was speaking to journalists on Wednesday after the national team beat Faz Super Division side Nkana 2-0 in a practise match played at Levy Mwanawasa Stadium in Ndola.

Renard said after recovering from a length injury Mulenga has not been in the starting line up for his Dutch side Utrecht.

“We are happy to see him again, now he just came from injury and he has not been in the first eleven for his team since the season started. We are happy to see him but he has to prove to us that he can be like he was before,” he said.

Renard added:” The squad has to have 23 players that means everyone is important and everyone will have a job to do even if it is (playing) one minute or to sit on the bench. From outside you want to see all the players on the pitch but it’s not possible.”

In the practice match, midfielder Rainford Kalaba scored in the first half while Nkana defender Malan Gondwe scored an own goal late in the game.

Renard started with a team that resembled a starting eleven.

As expected Kennedy Mweene was in goal while the defence was marshalled by Davies Nkausu, Hichani Himonde, Stophila Sunzu and Joseph Musonda.

Nathan Sinkala played along side Kalaba and Isaac Chansa in the midfield while Christopher Katongo and his younger brother Felix played as wingers  in a system where James Chamanga was a lone striker.

In the second half, Renard changed the entire team and started with Joshua Titima in goal while Chisamba Lungu, Lawrence Phiri,Emmanuel Mbola and Chintu Kampamba were in defence.

The midfield had Francis Kasonde,William Njobvu and Noah Chivuta while Jacob Mulenga and Jonas Sakuwaha played in the wings and Emmanuel Mayuka was a lone striker.

The practice match was watched by Copperbelt Minister Mwenya Musenga.

Renard Has Feel-Good Factor About Ndola

Herve Renard says his team is feelling good about a home win in Ndola.

Zambia hosts Uganda at Levy Stadium in Ndola on Saturday in a 2013 Africa Cup third round, first leg qualifier.

“It’s always important to win at home. We have great support and feel so comfortable in this beautiful stadium in Ndola,” Renard said.

Zambia have already beaten Ghana 1-0 and Zimbabwe 2-1 at levy stadium since the teams new home ground was opened in May.

“But I repeat, the qualification is more important than anything.
The game against Ghana was amazing because of the atmosphere in the stadium. It is a great time for Zambian football,” Renard said.

Meanwhile, Zambia beat Nkana 3-0 in a training game today at Levy Stadium.

Felix Katongo, Rainford Kalaba and a Malan Gondwe own goal handed Zambia victory.

And Uganda arrives on Friday morning on a charter flight from Kampala and are expected to land in Ndola at 09:00 hours.

Mbesuma Staying Positive Despite Chipolopolo Lockout

Collins Mbesuma says he understands the reasons for being left out of Zambia’s game against Uganda.

Mbesuma has not played for Zambia since the 2012 Africa Cup but has not given up on the possibility of a recall in the future.

“I need to play first at my club before I go to the national team so once I have played more games at Pirates I will be back in the national team,” Mbesuma told kickoff.com.

“It doesn’t help to go to the national team when I am not at my best and then sit on the bench.”
Mbesuma recently joined Orlando Pirates from Golden Arrows.

The Mobile Hospital has attended to more than 1000 people suffering from various ailments in chief Chikanta’s area at Chilala zonal clinic in Kalomo.

Mobile clinic doctor in-charge, Dalitso Makani was briefing District Commissioner Omar Munsanje when he visited Chilala clinic over the weekend.

Dr. Makani says 1,468 patients who were attended to in five days were treated for various ailments ranging from surgical, maternal and medical cases, dental and other general health complaints.

Meanwhile, a cross section of people talked to in chief Chikanta’s area have expressed happiness over the coming of mobile hospital to rural localities.

Up until the recent past, people have been failing to access medical attention due to long distances to clinics and hospitals.

The mobile hospitals which were purchased by the previous regime had earlier received criticism from a cross section of society claiming it was a misplaced priority for the government to purchase such mobile health facilities.

One of the arguments advanced was that of costs which would be incurred during mobile operations.

It is estimated that one mobile hospital has to carry on board about 33 members of staff who in turn should get their subsistence daily allowances alongside operational costs for the seven unit vehicles and the needed operations logistics.

Tonga shadow group is propaganda-President Sata

President Michael Sata has said that the purported letter by a shadow group calling itself “Tongas under Oath” was drafted in Lusaka and not Southern province.

President Sata said that the group is just using the good people of Southern Province to propagate ethnic hatred.

He was speaking at State House when he swore in newly appointed Justice Minister Wynter Kabimba and Southern Province Permanent Secretary Chileshe Mulenga.

Mr Sata has emphasised that the Tonga speaking people have always been peaceful.

And Mr Sata has told the newly appointed Justice Minister and Home Affairs Minister Edgar Lungu not to interfere with the judiciary and the police.

President Sata directed Mr Kabimba to ensure justice is accessed by all Zambians regardless of their social status.

And speaking to ZNBC news after being sworn in, Mr Kabimba said he wants to see a people-driven judicial reforms process.

He said that it will not be possible for reforms to be spearheaded internally or by the judiciary itself.

Meanwhile Police in Southern Province have made headways in pursuing members of a shadow group calling itself ‘Tongas under oath.

Southern Province Police Commissioner CHARITY KATANGA said that her officers have closed in on the suspects believed to be Mazabuka residents.

The undercover group is demanding that Chirundu and Itezhi Tezhi be re-aligned back to Southern Province.

And Kalomo UPND Member of Parliament Request Muntanga has urged all the security wings to bring to book the individuals trying to divide Zambians on ethnic lines.

Mr Muntanga was speaking with ZNBC news in a walk in interview at Mass Media Complex in Lusaka on Wednesday.

The opposition UPND says reports linking it to a clandestine group calling itself Tonga’s under Oath are part of a grand government scheme to arrest its leader Hakainde Hichilema.

Reports in pro government newspapers have alleged that a grouping known as Tongas under Oath has threatened to continue killing Bembas if government does not rescind its decision to take Chirundu district to Lusaka Province.

But UPND Spokesman Charles Kakoma said in an interview this afternoon that government is desperate to arrest Mr. Hichilema and has since resorted to concocting false stories to implicate him and other opposition leaders.

Mr. Kakoma charged that the UPND has not information on the existence of such a grouping and wondered why government officials have been so quick to accuse the UPND.

He said the party is not however surprised adding that the PF government merely wants to prepare the people’s minds to the anticipated arrest of opposition leaders.

Mr. Kakoma has since challenged law enforcement agencies to arrest individuals and organisations that appear to have so much information about the Tongas under Oath.

“Some appear to be well informed on this issue but why hasn’t the police arrested them to help them with investigations?”

He said the UPND is not aware of the existence of the Tongas under Oath and that it would fully condemn such activities if they existed.

Some senior government and PF officials have moved to quickly link the groupings to the UPND.

World Bank wants a close eye on mines

Members of the Foreign Affairs Committee of the Danish Parliament and officials from their Zambian embassy are dwarfed by giant 300-tonne Komatsu dump truck on their recent visit to the Chingola Open Pits operations of Konkola Copper Mines.

World Bank Country Director Kundhavi Kadiresan has urged the civil society and the media to pay a close eye on the operations of mining companies in Zambia.

Dr. Kadiresan said the media and members of the civil society have a responsibility to hold the mining companies accountable to the communities in which they operate.

Dr. Kadiresan said it of disheartening to see the poverty that surrounds the big mining plants on the Copperbelt.

“It is heart bleeding for one to step out of a mining company’s boardroom after listening to how much profits they are making and going into the communities to see the levels of poverty, this imbalance has to be addressed,” she said.

She said the focus on largely been on taxation leaving out other essential aspects such as Corporate Social Responsibility and issues of transparency.

Dr. Kadiresan said the World Bank has a keen interest in supporting the capacity of the civil society to have a voice in the extractive industry and in service delivery.

The Word Bank Country Director urged the civil society and the media to go beyond mere advocacy and ensure that mining firms account for their activities in communities.

“Some mining companies are paying 6 Billion kwacha in several fees to the local authorities but who is following up on where that money goes when communities don’t have street lights?”

Dr. Kadiresan was speaking this morning during a consultation meeting with civil society organisations on the Zambian Extractive Industries Transparency Initiative in Lusaka.

At the same function, Mines, Energy and Water Development Minister Yamfwa Mukanga said the government is committed to Zambian Extractive Industries Transparency Initiative as it encourages transparency in the extractive sector.

Mr. Mukanga revealed that Zambia will soon be EITI compliant adding that the media and civil society are key players in the process of successfully implementing the EITI process.

Ecobank pumps USD 25 million in Zambian unit

Pan African banking group, Ecobank has revealed that over USD 25 million has been injected in its Zambian operation in the last three years ago of its existence.

Ecobank Group Chief Executive Officer Arnold Ekpe said the Zambian unit has continued receiving support from the Group Office in its efforts to provide world class banking and financial services.

Mr. Ekpe said the Group is in consultations with the government and the Bank of Zambia on how Ecobank can contribute to deepen financial markets in the country.

He also stated that Ecobank does not have any difficulties meeting the K520 billion new minimum capital requirements for international banks by December this year.

Mr. Ekpe was speaking in an interview this morning on the sidelines of an investors and clients meeting organised by Ecobank to celebrate the bank’s third anniversary in Zambia at Radisson Blu Hotel in Lusaka.

He said the Group is highly liquid with a solid financial base and is open to discussions with the Zambian government to support its efforts in infrastructural development.

Meanwhile, Ecobank Zambia Board Managing Director Charity Lumpa said the bank continued increasing its branch network and hopes to open four new branches by year end.

Ms. Lumpa said Ecobank has just opened an agency in Chibombo, becoming the first bank to have a presence in the area.

She said Ecobank has unmatched expertise in cross regional transactions and offers world class banking solutions.

Newly appointed Justice Minister Wynter Kabimba has vowed not to relinquish his party position as Secretary General of the ruling PF.

Yesterday, FODEP Executive Director MacDonald Chipenzi advised Mr. Kabimba to respect the constitution and give up his party position.

But Mr. Kabimba said in an interview that he is not abrogating any law by holding on to the two positions.

He said nowhere in the party constitution does it state that he could not be appointed into any ministerial position.

Mr. Kabimba said there is no need for him to give any of his two positions.

“I am a law abiding lawyer and I have not broken any law by holding on to these positions and I don’t have any intentions of relinquishing any of the two,” he said.

“I was elected into the PF Central Committee and President Sata appointed me as party SG and he has again appointed me as Justice Minister and there is nothing wrong with that.”

“For me this is a non-issue.”

Mr. Kabimba has since promised to state his priority areas as Justice Minister once he is sworn in.

The Jesuit Centre for Theological Reflection (JCTR) has said that government should be realistic and tell the nation the actual economic situation of the country.

JCTR executive director Father Leonard Chiti said that it is of no use to misinform the nation on the economic situation by creating an impression that all is well when in the actual fact certain indicators are showing a different picture.

Father Chiti said that the nation is always left wondering whenever government, through the Central Statistical office releases the monthly inflation rates, whether the statistics reflect the actual situation of the country’s economy.

Speaking to QFM, Father Chiti said that it is surprising and shocking to always learn that the country’s inflation rate is at around 6 percent when the cost of living for ordinary citizens is still very high.

He said that the nation is left with no option but to wonder whether the statistics reflect the true economic situation or is a desirable reflection on the part of government.

Father Chiti said that government needs to quickly create a picture where citizens can clearly understand the correlation between the different indicators.
