Movie Review :The Bourne Legacy

The narrative architect behind the Bourne film series, Tony Gilroy, takes the helm in the next chapter of the hugely popular espionage franchise that has earned almost $1 billion at the global box office: The Bourne Legacy. The writer/director expands the Bourne universe created by Robert Ludlum with an original story that introduces us to a new hero (Jeremy Renner) whose life-or-death stakes have been triggered by the events of the first three films. For The Bourne Legacy, Renner joins fellow series newcomers Rachel Weisz, Edward Norton, Stacy Keach and Oscar Isaac, while franchise veterans Albert Finney, Joan Allen, David Strathairn and Scott Glenn reprise their roles.

CONCLUSION

I had high expectations for this after being a fan of the previous Bourne movies . Unfortunately this installment did not live up to the hype. It took too long to really get started , so half way through the movie you will be thinking “what is going on?” . It wasnt all bad it had good action and an interesting story line but the ending was anti-climatic and left me feeling unsatisfied.

Police have arrested United Party for National Development (UPND) leader Hakainde Hichilema.

This was after Mr Hichilema was questioned at the Force Headquarters in connection with his recent statement alleging that the PF Government had sent youth to Sudan to be trained as militias, a statement he refused to retract.

Mr Hichilema is also believed to have been questioned in relation to his recent visit to Evelyn Hone College.

One of his lawyers who accompanied him to the Police headquarters Sakwiba Sikota hinted to journalists that the UPND leader has been charged with treason.

Mr Hichilema has since been taken to the Magistrate court were the charges against him are expected to be read out.

Earlier Police were forced to change the room were Mr Hichilema was to be questioned from, after the UPND leader refused to be interrogated from upstairs in preference for a room on the ground floor of the building.

He cited the incident last week when he together with his cadres were tear-gassed on the second floor when he was summoned at Lusaka central Police.

United Party for National Development (UPND) special assistant to the president for special duties Edward Mumbi has said there was no way Mr Hichilema, a national leader could go to the police without his supporters.

Mr Mumbi said in an interview that it had never happened in the history of Zambia where a leader of a big political party could go to the police unescorted.

“He will be accompanied by decent people and we don’t want to see the unruly behaviour of the police,” he said.

Mr Mumbi said the members who would escort Mr Hichilema would comply with police commands when instructed.

“We are going with the people and if they say stand 100 metres away from the police then we will comply,” he said.

However, the police warned that the presence of cadres would not be tolerated and have appealed to the UPND leadership not to take political cadres at the police headquarters as Mr Hichilema appeared before the team of investigators as that might compromise his own security as well as that of other people.

Mr Hichilema is supposed to answer charges pertaining to issuing alarming statements that the Patriotic Front (PF) Government was sending youths to Sudan to be trained as militia men, an allegation that the Sudanese government has already refuted.

MINISTER of Sport, Youth and Child Development Chishimba Kambwili says there is need for local authorities to begin to implement the law that regulates the operation of bars so that young people don’t get wasted by alcoholism, drugs and sex.

Mr Kambwili said the law on bars and under-age patronage is very clear, except that it lacks enforcement.

The minister was commenting on First Lady Christine Kaseba’s concern that youths in Zambia spend more time on alcohol, drugs and pornography.

“I agree with the First Lady, our society is slowly losing its values and giving way to vices because we have failed to implement certain laws such as not opening bars as early as 07:00 hours,” Mr Kambwili said.

He also blamed parents for giving their children too much freedom.

“Government can give direction but parents have the final say on the lives of their children,” he said.

Mr Kambwili said parents are supposed to regulate children and try to shape them into responsible adults. He said his children live abroad but they are cultured.

“I completed form five without tasting alcohol. My first-born daughter is studying medicine abroad and my second-born son is studying engineering in the UK but none of them take alcohol,” Mr Kambwili said.

He said some parents believe it is a sign of love for their children when they allow them to drink and bring intimate friends home.

“When we say we want to re-introduce national service for skills training, some parents are in the forefront condemning the move which is intended to help young people,” Mr Kambwili said.

He said his ministry will embark on a massive sensitisation campaign to educate young people about the dangers of alcohol, drugs and sex.

MATERO member of Parliament Miles Sampa has vowed never to acquire any piece of land or property in his constituency as long as he remains MP.

Mr Sampa says his fight against illegal acquisition of land and encroachment should not be misunderstood as a ploy for personal gain.

He said in an interview in Lusaka that he already has land in other parts of the country and does not intend to acquire any land in Matero.

Recently, Mr Sampa ordered the demolition of structures which were illegally under construction in the grounds of Chunga and Chingwere cemeteries in Matero.

“As a pledge to my voters, I will never own land or property in the constituency as long as I am Matero member of Parliament, as a matter of principle.

“Mine is to create a culture of fear for the law and curb all new illegal structures,” he said.

Mr Sampa dismissed allegations that he is interested in the land held by squatters, saying his desire is to see sanity restored in land alienation and allocation.

He said people involved in illegal land allocation have a tendency of smearing anyone who makes an attempt to clean up the mess in land administration.

Mr Sampa said apart from encroaching on Chunga and Chingwere cemeteries, illegal land developers have started building on roads.

Meanwhile, Mr Sampa has challenged people in his constituency whose structures have been demolished, to show proof of land ownership.

“Let those holding documentation bring the relevant papers to me and I will follow it up with Lusaka City Council. If the council erred, these people will have to be given land where it can be found,” he said.

Mr Sampa said about 40 structures have been demolished in Matero in the on-going clean up exercise.

“I am looking at houses that have been built during my tenure as MP. The demolition of these structures is not politically motivated, it is meant to promote law and order,” Mr Sampa said.

State issues licence to Dangote $500 million project

GOVERNMENT has finally issued a mining licence to Dangote Industries Limited, a Nigerian multinational investor which is constructing a US$500 million cement plant in Masaiti district,Copperbelt Province.
Once the company starts production, it is expected to produce 3,500 tonnes of cement per day.

Dangote Industries Limited general manager Vivek Heblikar says the company was issued a certificate last week for their economic activities in Zambia.

Mr Heblikar confirmed the development in an interview in Ndola yesterday.

“We have been issued with a certificate which will comprise a lot of licences, as well as for our mining activities at the cement plant under construction in Masaiti,” he said.

Mr Heblikar expressed happiness towards government’s gesture to issue the certificate to the Nigerian conglomerate company.

He said works at the site were going on well, adding that the plant is likely to be completed on schedule.

“I’m not a prophet, but If all goes well as per company programme, the cement plant will be completed on time,” he said.

The plant will be constructed in three phases with the first phase expected to be completed in 2013.

Mr Heblikar said Sinoma Engineering Company of China has been contracted to build a modern cement plant.

The construction company is also expected to construct houses for 30 families that have been relocated from the construction site to Lupiya area in Chief Chiwala’s chiefdom.

In the first phase, 18 families would be relocated to the named area and thereafter another 12 families would follow.

Earlier, Mr Heblikar said the company could not commence compensating the displaced 30 families due to lack of a mining licence.

Dangote Industries is the third cement plant to be established in Zambia, from Larfage and Zambezi Portland Cement, a local company that broke the monopoly in the cement manufacturing sector in Zambia.

Zambezi Portland Cement and Larfage cement plants are all located in Masaiti district on the Copperbelt.

Contrary to media reports, Government will open new satellite depots to buy maize-Agric Minister

GOVERNMENT will open new satellite depots to buy maize from farmers contrary to stories that it intends to shut down some of them, Minister of Agriculture Emmanuel Chenda has said.

In an interview in Ndola, Mr Chenda said government is determined to buy all the maize from farmers and urged farmers to sell their maize to the Food Reserve Agency (FRA).

“We have no plans to shut down existing depots. Actually, we plan to open new ones as we start buying maize from farmers across the country,” Mr Chenda said.

He said this will make it easier to buy all the maize from farmers across the country.

Mr Chenda said some people could be cheating farmers so that they buy maize at lower prices than what the FRA is offering.

“May I remind our farmers not to allow briefcase businessmen to mislead them about selling their maize to the FRA. Maize is being bought in all our depots countrywide,” Mr Chenda said. The minister said government is committed to paying farmers on time and “on first come basis”.

Mr Chenda said government has released money to the FRA for payments to farmers supplying maize to the agency and that government will not allow corruption during maize buying.

“Corruption will not be entertained this time around. We want to deal with farmers who will supply maize and ensure prompt payment,” Mr Chenda said.

He said government has also allowed the FRA to borrow additional funds from commercial banks to pay farmers supplying maize.

Mr Chenda said government will also pay farmers who do not hold bank accounts, adding that reports that farmers without bank accounts will not be paid after supplying the maize are false.

“We will pay farmers with or without bank accounts, as long as they have supplied maize to FRA,” Mr Chenda said.

And the minister is disappointed that some satellite depots in Mpongwe have not yet been opened two weeks after the marketing season started.

Mr Chenda has called on FRA officials to ensure that the depots are opened as soon as possible to enable farmers to sell their maize.

“Open these depots as soon as possible. As you can see, the private sector is already buying maize from our farmers and they will take advantage of the situation,” Mr Chenda said.

He said his ministry expects to have an estimated 2.5 million metric tonnes of maize harvested this year, compared to last year’s three million metric tonnes.

And the minister has appealed to the FRA to ensure that they use all channels of communication to give the right information to farmers as some maize buyers are distorting information, for their own benefit.
And government will introduce a stabilisation fund to enable it to intervene when prices of a certain crop suddenly fall.

Mr Chenda said government has been given a lot of homework following the sudden fall of cotton prices, hence the need to introduce the stabilisation fund.

Mr Chenda was speaking in Ndola on Saturday after touring FRA satellite depots in Mpongwe, Masaiti and Ndola.

“Farmers went into cotton farming because it was very marketable and suddenly prices have fallen. This has really given us some homework. We want to be able to intervene in circumstances beyond the farmer’s control,” Mr Chenda said.

Meanwhile, Mpongwe district commissioner George Nsali has appealed to government to work on feeder roads as it is difficult for farmers to take their maize to depots because of the bad road network.
Mr Nsali said the FRA must also improve on its communication as most farmers are misinformed.

Among the depots the minister visited are Nchembo, Ndubeni, Bwebelelo and Kanyenda, Masaiti Central and Kafubu waterworks.

Zambia Sugar shareholders saddened by low dividend

ZAMBIA Sugar Plc’s minority investors have bemoaned lower dividends offered to shareholders despite the company’s continued impressive performance. But Zambia Sugar management says the company still owes about K1 trillion debt borrowed from financial institutions to finance the expansion of the Nakambala project.

Speaking in Mazabuka at the shareholders’ open day held on Friday last week, Charles Matondo, a shareholder, said dividends are still low despite the company making profits.

According to the 2012 annual report, the directors will, during the annual general meeting to be held in Lusaka, propose a final dividend for the year ended March 31, 2012 of K1 per share that will result in a total dividend of K9.90 per share given to shareholders compared to K3.55 offered last year.

“Shareholders have tightened their belts for too long without getting benefits from the company. The dividend of K1 per share is very small,” Mr Matondo said.

He also wondered how long the company would take to repay the debt to allow shareholders to enjoy the fruits of their investments.

Webster Shamfuti, another shareholder, called on other investors to support the company adding that Zambia Sugar is a public firm that belongs to Zambians.

“Personally, I have seen the company grow to what it is today. Let us support management, Zambia Sugar is a public company that belongs to us,” he said.

He said the company still has a huge debt that needs to be repaid, adding that there is need to balance what employees get as salaries and the shareholders’ dividends.

Responding to shareholders’ concerns, Zambia Sugar corporate affairs manager Lovemore Sievu said the company’s net financing costs are still large.

Mr Sievu said this year; Zambia Sugar is expected to pay K155.4 billion interests on the money borrowed.

“As shareholders you agree to borrow some money to bring in the big factory that we now have. Before you can get your money (dividend), the financiers of the expansion project have to be given their money first.

“Once you pay off the debt, the factory will be completely yours. As of last year, you owed the bank K1 trillion,” he said.

Meanwhile, addressing journalists, Mr Sievu said the purpose of the shareholders’ open day is to provide a forum where investors can dialogue with management, appreciate their investment, ask questions and get clarifications on any pending query.

He said the company has also introduced an electronic voting system, which will be used by shareholders at the annual general meeting.

PATRIOTIC FRONT director for media and publicity Chanda Mfula has said that the opposition MMD should allow the ruling party to repair the damage the former ruling party caused to the country.

He was reacting to MMD Die-Hard national co-ordinator Bowman Lusambo who yesterday said PF Secretary General Wynter Kabimba should not have traveled to Ghana on behalf of President Sata to attend the burial of President John Atta Mills who died last month.

Mr Lusambo said Mr Kabimba should not be involved in any government functions.

Mr Mfula said the PF will not allow itself to be dragged into petty issues, at the expense of creating jobs and improving the economy.

“I advise the MMD to be meaningful to the affairs of this country. What they are raising are non-issues. Let them talk about issues that affect people and we will listen,” Mr Mfula said.

He said the MMD leader Nevers Mumba is abusing his position by raising non-issues. Mr Mfula said Mr Kabimba would not even bother to respond to the petty issues the MMD is raising.

“We know Dr Mumba has problems running the MMD but the former ruling party must focus on issues which will help the growth of democracy and development, instead of talking about Mr Kabimba heading a delegation or President Sata joking with George Bush,” he said.

In his remarks on Mr Kabimba, Mr Lusambo said the PF secretary general should not have been part of the delegation that went to Ghana because he does not represent government.
“Mr Kabimba has no right to be part of government functions,” Mr Lusambo said.

He said it is an abuse of public funds to include a party official on government programmes.

Zambia Police assures HH of his safety and request him not to bring along UPND cadres tomorrow

Zambia Police has said that they are committed to being being professional in handling all matters to do with the maintenance of law and order, fairly and equally to all citizens.

In a statement made available to the media by Charity munganga-chanda, the Deputy public relations officer, the Police assured the President of UPND Mr Hakainde Hichilema and his party that his security and safety as he appears before officers at police Headquarters tomorrow 13th august 2012, will be guaranteed.

The Police said that they have have put in place measures to make sure that the Lusaka Central situation does not repeat itself.

“As such we appeal to the UPND leadership not to bring any political cadres to police HQ as he appears before the team of investigators as that might compromise his own security as well as that of other people,” read the statement

“We are certain as per the commitment made by his lawyers on Friday that Mr Hichilema will avail himself in the company of his team of lawyers before the team of investigators tomorrow at 10:00.”

“We want to emphasize that the presence of cadres at police Headquarters will not be tolerated. It is our desire that Mr Hichillema and his party will corporate,” concluded the statement.

Meanwhile, UPND leader Hakainde Hichilema will avail himself tomorrow at 10:00hrs at force headquarters as earlier requested by the police.

Party spokesperson Charles Kakoma said in a statement that Mr. Hichilema has decided to make himself available to the police following the advice from his lawyers even though his life was under threat the last time he visited the police.

Mr. Kakoma has further blamed the police for attracting the crowds offering solidarity to Mr. Hichilema at police premises on account that the police have been announcing his visit to the police in the press.

He has since appealed to the men and women in uniform to act professionally in handling the circumstance they have allegedly created.

Mr. Hichilema failed to avail himself before the police on Friday owing to an illness.

FIRST Lady Christine Kaseba has bemoaned the numbers of youths sold out to alcohol, drugs and pornography. Dr Kaseba, speaking at the Youth creating the future conference organised by Teen Vision Trust in Lusaka yesterday, urged parents to inculcate into children good morals that they would thrive on as they grow.

The First Lady said it is no secret that many young people have contracted HIV and AIDS long before marriage age and most of them cannot stay in an institution of education.

“Today’s generation is sold out to alcohol, drugs and pornography. It has become common place to hear many of our young people are hooked to very bad and disturbing vices such as crime, prostitution and vandalism,” Dr Kaseba said.

She appealed to the youth to strive to live healthy lifestyles by avoiding alcohol for those below the age of 18, abstaining from sex and shunning crime no matter the desire for money.

Dr Kaseba said: “You should focus more on education for that alone will bring release of most shackles of life. Knowledge will empower you to start creating the future for you. A good education is what made me.”
The First Lady also implored Government to introduce vocational training, entrepreneurship and strategic management as an option to creating employment for the youth.

She said vocational training is crucial for economic growth, especially if learnt at an early age among youths who are unable to proceed with their secondary or tertiary education.

“Inadequate school places, especially secondary school places, has forced many youths into the street. I believe that youths can turn the tide around by seeking other avenues to add value to their lives than engaging in activities that can destroy them,” Dr Kaseba said.

The youth conference dubbed ‘A world of possibilities’ has attracted more than 500 youths from all parts of the country. Dr Kaseba urged parents to ensure that children are set on a course to a possible productive life.

Teen Vision Trust board chairperson Chibamba Kanyama said a trust fund of over K500 million has been set aside to help youths with ideas to embark on entrepreneurship projects.

Mr Kanyama, who is Zambia National Broadcasting Corporation (ZNBC) director general, said Teen Vision Trust wants to inspire youths and prepare them to run businesses.

Hellen Lunda, who is Finance Bank Zambia executive director, corporate and banking marketing, said the bank has plans to nurture today’s youth because they are the social, economic and financial leaders of tomorrow.

She said the bank appreciates that not all youths would go into formal employment therefore would allow them access overdrafts or loans to help them grow their businesses.

Sylva Professional Catering managing director Sylvia Banda, who was one of the speakers, urged youths to work hard to determine their destiny. Ms Banda said she went into business as a caterer but has now diversified into other sectors.

Other speakers at the conference included motivational speakers Mubita Nawa, Felix Banda, David Nama and Lunte Member of Parliament Felix Mutati.

CHIEF Government spokesperson Kennedy Sakeni says United Party for National Development (UPND) president Hakainde Hichilema is endangering the youth by inciting them into riotous acts.

Mr Sakeni said this in reference to last Thursday’s incident in which police teargased UPND cadres who had escorted Mr Hichilema to Lusaka Central Police for questioning.

He said in most instances innocent young people are left to languish in hospital and police cells while Mr Hichilema is in the comfort of his house.

“Mr Hichilema’s recent conduct is just a repeat of the many instances when he has mobilised innocent young people, caused them to break the law, and then abandoned them to bear the consequences of his actions while he retreats to the comfort of his Kabulonga residence,” he said.

“And when the barest minimum of courage demands, Mr Hichilema even grows cold feet and fails to appear for a mere interview at the police station.

“Young people must now be wary of being used by Mr Hichilema, who cannot even be there to protect them when he makes them break the law. To him they are just human shields he uses to protect himself from the full wrath of his cowardly acts,” he said.

Mr Sakeni, who is the Minister of Information and Broadcasting Services, said it is about time Zambian youths realised who Mr Hichilema really is and reject his tendency of using them as shields for his cowardly acts.
Mr Sakeni said young people should realise that a leader should always protect them and his actions must always be in their interest.

He said these are the qualities that make President Sata “light years” ahead of Mr Hichilema in terms of leadership.

“Even when he was in opposition, President Sata ensured that his supporters, particularly young people, did not use their political grievances to damage property or commit any acts of lawlessness.

We therefore wish to advise our young people to avoid being used by a cowardly ‘General’ who cannot stand the battlefront of his worthless wars, which are born out of bitterness and frustration as a result of his declining political fortunes and growing insignificance in the political life of the country,” Mr Sakeni said.

He said on several occasions, President Sata restrained his supporters from any violent means of resolving concerns, qualities, he said, Mr Hichilema would never possess.

He said Mr Hichilema was a secret admirer of President Sata’s political tactic and strategy.

“But being a bad student that he always has been, he is doing it the illegal way in different circumstances from those that prevailed when President Sata was in opposition. Let him know that there can only be one Michael Chilufya Sata!” Mr Sakeni said.

THE MAN who one day, on October 28, 1997 to be exact, shook Zambia with an early morning radio broadcast that he had overthrown the government has died.

Stephen Lungu, 50, code-named ‘Captain Solo’, a former Zambia Army captain who lost his rank after his treasonable act, died at Kanyama Hospital in Lusaka at 13:00 hours after an illness.

Family spokesperson and the deceased’s mother-in-law Josephine Musonda said Mr Lungu had been sick for some time but his condition worsened last Friday prompting family members to take him to Makeni Hospice.

“Unfortunately, the hospice was closed forcing us to take him to Kanyama Hospital where he died a few hours later. His body is lying in the University Teaching Hospital mortuary,” Ms Musonda said.

She said Mr Lungu’s health had been deteriorating since 2010 when he was released from prison on a presidential pardon due to poor health.

Ms Musonda, however, said Mr Lungu died peacefully having asked for forgiveness from Zambians and former President Frederick Chiluba, who was incumbent President at the time.

Capt Lungu and other soldiers raided the Mass Media Complex that houses the Zambia National Broadcasting Corporation (ZNBC), and announced that President Frederick Chiluba had been overthrown.

In a frightening but drooling voice on radio, Capt Lungu said the former leaders would be paraded and killed, sending fear around the country but it did not take long before a colonel’s voice intercepted the airwaves to announce that the coup had been crushed by loyal soldiers.

About 55 soldiers, including Capt Lungu, were arrested and after several appearances, some were discharged but he was sentenced to death.

President Levy Mwanawasa reduced Mr Lungu’s death sentence to life imprisonment and in 2010, President Rupiah Banda pardoned Mr Lungu, on health grounds, and he paid back by leading a Christian life up to his death yesterday.

Mourners are gathering at plot number 116/99 on Mumbwa Road where Mr Lungu was staying with the mother of his late wife. He is survived by three children.

THE Chairperson of the Technical Committee on the Drafting of the Zambian Constitution Justice Annel Silungwe has said the dual citizenship clause in the draft constitution is meant to benefit Zambians and not foreigners coming into Zambia because citizenship is a fundamental right.

Answering questions on Wednesday in Lusaka when he opened a three-day media orientation workshop at Mika Hotel, Justice Silungwe said that many countries around the world have dual citizenship and reaped economic benefits through skills transfer and remittances from their nationals in the diaspora.

Justice Silungwe also dismissed assertions that foreigners are influencing the contents of the draft constitution, saying only one eminent South African constitutional lawyer has been consulted.

He said the other Zambians based outside the country such as Professor Michelo Hansungule of the University of Pretoria, Dr Choolwe Beyani, Mervin Mbao and Professor Muna Ndulo of Carnell University in the United States have been consulted.

Mr Justice Silungwe said the Technical Committee has made it a point to consult extensively so that the process is inclusive and people-driven. They want the constitution to derive its legitimacy from the people.

“We have consulted with the blind, the youth, children, church organisations, trade unions, professional bodies, the judiciary, Electoral Commission of Zambia, civil servants, Public Service Commission and Members of Parliament,” he said.

Justice Silungwe also said that the comments that have been received during the first phase of the consultation process, indicate that members of the public have an interest in the constitution making process.

He said interesting issues have emerged from members of the public in the media with some comments showing that the people understood the proposed clauses in the draft constitution; while in some cases more explanations are needed on certain clauses.

“From the public perspective, the technical committee is aware that issues like the running mate and proportional representation pose a challenge to some stakeholders and other members of the public in understanding them,” he said.

And closing the workshop, spokesperson of the Technical Committee on the Drafting of the Zambian Constitution Simon Kabanda, said the consultation process has now reached a formal stage that will involve district and provincial assemblies that will eventually lead to a national convention.

Mr Kabanda said it is imperative for the media to highlight the importance of the assemblies so that people prepare themselves to participate in the gatherings.

‘’What we are doing now is to prepare the people to participate in the process… for people to participate they need to know the contents to appreciate the process,’’ he said.

Mr Kabanda also urged the media to report positively about the process, saying in doing so the outcome of the process would be positive.

Meanwhile, the Technical Committee has said that it has made a proposal to Government to appoint a National Referendum Commission to chart the way for a national referendum to be held next year.

Chairperson Justice Annel Silungwe said the referendum on the new constitution is likely to be held next year because the consultative and submission processes are likely to end this year during the rainy season.

Justice Silungwe pointed out that the referendum cannot take place this year. He said Article 79 of the current constitution prescribes that no alterations can be made to the Bill of Rights without a referendum.

“The indication is that the National Referendum Commission will need about eight months to prepare, and our current process will reach the rain season when some areas of country become impassable,” he said.

Evans Kangwa Rediscovers Scoring Touch

Evans Kangwa has roared back to life after rediscovering his scoring touch.

The 20 year old striker, who had a poor first half of the season due to injury and illness, on Saturday scored Nkana’s equaliser in a 1-1 home draw against Roan United in a Week 19 game in Kitwe.

The goal was his third in the last four games since Nkana returned from the mid-season break in July.

Kangwa, who was joint the 2011 Faz Super Division top scorer on 16 goals, have now brought his tally for 2012 to four goals.

Meanwhile, Nkana’s home draw against sees them stay put in 12 place and fifth from bottom on 21 points from 20 games played.
