Zambia elected chair of African Group of Negotiators on Climate Change for 2 years

Minister of Green Economy and Environment Collins Nzovu has announced that Zambia has been elected as the new Chair of the African Group of Negotiators at the on-going 26th UN Climate Change Conference of the Parties (COP26) in Glasgow, Scotland.

Zambia will chair the African Group of Negotiators (AGN) for two years.

The AGN is a group of all 54 African countries that enables the continent to negotiate as one single bloc during climate change negotiations.

Mr. Nzovu expressed happiness at Zambia’s election.

The minister said the election confirms the confidence that African countries have in His Excellency President Hakainde Hichilema, the New Dawn Government and the country as a whole.

“This success has been made possible through the excellent branding of the Zambian delegation at the COP26 starting with several engagements that His Excellency Mr. Hakainde Hichilema, President of the Republic of Zambia, and his two ministers undertook before leaving the few technocrats to continue with the work,” Mr. Nzovu said.

“The chairpersonship puts Zambia in the limelight in resolving the climate change crisis. It is a huge responsibility for Zambia especially that the next UN Climate Change Conference of the Parties will be on African soil in Egypt. Therefore, Zambia will be expected to steer the African Countries to highlight the continent’s priorities in the negotiations.”

He assured Zambians and the international community that the country is equal to the task and ready to take up this responsibility and will represent all African states with commitment without living anyone behind.

Mr. Nzovu expressed gratitude to ten Southern African countries that endorsed and presented Ministry of Green Economy and Environment Director of Climate Change and Natural Resources and Zambia’s National Focal Point under the United Nations Framework Convention on Climate Change (UNFCCC), Mr. Ephraim Mwepya Shitima, as the candidate for Zambia.

The minister conveyed his gratitude to everyone that contributed to Zambia’s successful bid for the portfolio of chair at the Conference.

As the continent’s new lead negotiator, Mr. Shitima will take over from Mr. Tanguy Gahouma of Gabon.

The next COP conference in Egypt will be Zambia’s maiden opportunity to preside over the African Group in negotiations.

This is according to a statement issued by Ministry of Green Economy and Environment.

22 year old man of Indian origin arrested for assaulting two minors

Police in Mumbwa District have arrested a 22-year-old man of Indian origin for indecent assault of two minors aged eight and nine years.

Central Province Deputy Commissioner of Police, Donald Mwandila confirmed to ZANIS in Kabwe that the incident happened last Sunday around 17:20 hours at Face Gardens in Munengo Compound of Mumbwa.

He said the culprit is alleged to have indecently assaulted the two girls in a swimming pool by touching their private parts.

He disclosed that the incident was reported at Mumbwa Police by 34-year-old Mumba Chinasha of Chilimboyi Compound at 18:15 hours on Sunday.

“On 7th November 2021 at 18:15 hours we received a report of indecent assault on a minor. The incident occurred on the same day around 17:20 hours in a swimming pool at Face Gardens in Munengo Compound of Mumbwa. Mumba Chinasha aged 34 of Chilimboyi reported on behalf of the two children, females juveniles aged between 8 and 9 respectively. He alleged that Patel Hadin aged 22 of Indian origin, a Mumbwa resident indecently assaulted the two minors by touching their private parts while swimming in the swimming pool. An arrest has been made,” Mr Mwandila said.

And Mr Mwandila has further refuted claims by the community suggesting that the police are delaying in resolving the matter but advised parents to remain calm as officers conduct their investigations.

He assured the public in Mumbwa that the police are working hard to gather enough information before securing a conviction to be taken to court.

“Maybe it was impatient by the parents. As police were trying to garner more information that would secure an outright conviction once the case goes to court. Parents must be patient and allow officers to conduct their job in a professional manner,” Mr Mwandila advised.

Meanwhile, Mumbwa Child Development Agency (MCDA) has strongly condemned the continued molestation of minors by people who should be parents to the minors.

MCDA Manager, Gracious Nkeete, said the revelation of minors who were indecently assaulted must be condemned.

Mrs Nkeete has called on law enforcers to ensure that justice prevails for victims to deter other would be offenders.

She said cases of indecent assault and other related situations should be dealt with severally because they destroy the future of children.

She observed that victims will have to bear the blunt of living with the nightmare of the ordeal adding that it is for this reason that the perpetrators must be punished.

“As a child focused organization we are implementing initiatives to supplement government efforts. News of two children who were indecently assaulted is horrifying. We will not keep quiet but continue appealing to law enforcement agents to ensure perpetrators are punished,”Mrs Nkeete said.

She has observed that cases of child molestation especially the girl child have become a common feature in Mumbwa and appealed to government to establish a fast track court to speed up justice for the victims.

Zambia a role model in peaceful transition after elections-AU/COMESA

A delegation from the African Union (AU) and the Common Market for Eastern and Southern Africa (COMESA) has visited North-Western Province for a provincial consultation on the country’s structural vulnerability and resilience assessment.

North-Western Province Acting Permanent secretary, Beatrice Muyambango welcomed the team and expressed concern that growth and development of any country cannot be achieved when there is conflict.

Ms Muyambango said any form of conflict should be condemned to protect and foster development in the country.

And AU representative, Ahmed Mokhtar said the consultation is a multi- sectoral and Zambia is the third country to volunteer to take part in the program after Ghana and Ivory Cost.

Mr Mokhtar disclosed that the aim of the consultation is to look at the causes of conflict.

Meanwhile, a representative from the Ministry of Home Affairs, Chungwa Simwanza who accompanied the delegation said the programme was launched at national level by Vice President Mutale Nalumango.

Mr Simwanza pointed out that Zambia volunteered to undergo the process taking into account that without peace there can never be development.

And Raymond Kitevo from COMESA explained that the program will be carried out in all the 10 provinces of Zambia and that they want Zambia to be a role model to other countries especially when it comes to peaceful transitions after elections.

“We want other countries to learn from Zambia and it will be our model,” Mr Kitevo said.

He said the programme will include people from various walks of life to achieve a comprehensive data collection.

Silk Scheme – The Only Solution For Marketeers and The Informal Sector

It’s not always that solutions will lie in other countries who were in a similar situation and have changed it or are changing it. Sometimes better solutions lie in our communities right here at home. That is why before the government can look elsewhere, they need to take surveys within local communities to try and find out if there are working solutions being implemented on a small scale.

It’s human nature to always strive to find solutions to our problems. We live in a country where interest rates from banks are high for most SMEs to cope with. This creates a barrier for people having SMEs to access the much needed capital to enable them to graduate from one level to another. With so many requirements, restrictions and paper work, banks are perceived to be nightmares for most informal businesses and service providers, more especially people with little or no education.

This however hasn’t stopped people affected by this situation from looking for solutions to their problems. In my normal routines of trying to find practical solutions to problems which communities are facing, I found out that one of the most successful programs offering loan schemes and savings is the Silk Program. This program is well known in communities and more prevalent among women doing business. It has improved a lot businesses of participants and testimonies are everywhere. If this program was to be adopted and implemented at a national scale, it would change a lot of people’s lives and would stand to be the best tool to fight poverty in our communities for the informal sector.

How the program works.

TRAINING
Unlike banks, whenever a group of women want to start the silk program, they hire a specialist to teach them how the whole program works. The teacher gives them all the information they need, from saving to loaning and annual cash outs. They monitor the program throughout the year and assists participants in terms of sharing the money at the end of the yeah. The program is very simple because unlike banks, you don’t need passport sized photos, a recommendation from anywhere, affidavit and all the unnecessary requirements which banks ask for.

LEDGER BOOK
There is a ledger book which is very well documented where all the activities are recorded. All the savings, loans, loan payments and balances are recorded in the ledger book.

SAVINGS
The Silk program starts with savings, everyone plegdes the amount they will be saving every after 7 days according to their capacity. Every after 7 days the beneficiaries gather and cash in their savings. This money never goes to the bank, it remains with a designated individual from the group.

LOANS
The way the loan scheme is is that you cannot get more than you have served. So if you want to get a bigger loan, then you need to serve more. After assembling and cashing in, anyone who wants to get a loan is given an opportunity to do so.

INTEREST
When someone gets a loan, the money is returned with an interest. The interest is a percentage which is agreed upon by the members according to their capacity. It’s usually not big. The interets paid by the people getting loads adds to the money which is shared at the end of the year.

CASH OUTS
After savings have been made and loans have been paid, every year, the beneficiaries do what is called the cash out. This is simply withdrawing all the money and then starting the program afresh. This gives a chance to the members to remove those participants who had been problematic either by not submitting savings or not returning loaned money.

CONCLUSION
This program is not a theory but is providing practical solutions in our communities. I recommend that the government, local leaders and private institutions take keen interest in the program.

Katete district vaccinates over 7 thousand against COVID-19

About 7,134 doses of both AstraZeneca and Johnson and Johnson vaccines have been administered to members of the public in Katete District of Eastern Province.

Speaking recently during the re-launch of the COVID- 19 vaccination campaign, Acting District Commissioner Anslow Muchelemba said the commitment towards vaccinations in the district has led to reduction in cases of COVID-19.

Ms Muchelemba encouraged the public to get vaccinated as a measure continue to saving lives.

She further reminded the public to uphold the five COVID-19 rules and seek early medical attention.

“It is time to take advantage and protect our population from disease and death due to COVID-19 especially with the possible fourth wave that threatens us,” she said.

Meanwhile, District Health Director Abel Shawa refuted the assertions that the vaccines were being given at a charge.

“I heard some people saying the vaccines were not for free, but I just want you the community to know that the vaccines are at no cost, they are free of charge, and please come and get vaccinated,” he said.

Catholic Bishops meet President Hichilema

President Hakainde Hichilema says he appreciates the role the church plays in fostering unity and peace in the nation.

Speaking when he met a delegation from the Zambia Conference of Catholic Bishops led by ZCCB President, Archbishop of Kasama Reverend Ignatius Chama, President Hichilema said the church has been a source of stability when conflict was knocking on the door in the 1990s.

President Hichilema says that during the Third Term bid, the church was again there to speak for the masses and today, the church continues to provide that leadership.

The Head of State says his administration is resolved to uniting the nation, saying he needs the involvement of the church in achieving this agenda.

President Hichilema says his administration is on a road to reconstructing the country which can only happen if the nation operates in a peaceful environment.

And the President says his administration is bringing in a different style of leadership, one that is anchored on good governance and accountability.

He said the fight against corruption is not a tribal issue but is aimed at protecting the assets and use the money recovered to create more jobs.

Fake Teachers: Secondary Schools Teachers Union say the Education System is Rotten

Secondary Schools Teachers Union of Zambia (SESTUZ) General Secretary, Sitibekiso Wamuyuwa has charged that the education system is rotten.

Mr Wamuyuwa’s statement follows the recent revelations of 1,500 teachers recruited in a fake scam.

Speaking when He featured on a live programme on ZNBC today, Mr Mwamuyuwa wondered how the system could allow teachers with fake recruitment letters to serve in the Ministry of Education.

He stated that there is no right word to describe a system that allows teachers with fake qualifications and fake recruitment letters to serve in the teaching sector.

“No matter how fair you want to be to the system, there is no better way of describing the system apart from saying that the system is probably rotten,” He said.

“You can be very kind to look for the right word to describe but when you have a system that allows teachers with fake qualifications or letters of recruitment, definitely the system is not working right. Something needs to be done.”

The SESTUZ General Secretary said there is need to put in place mechanism so as to ensure that the scamming of teachers is brought to an end.

Mr Wamuyuwa described the situation as worrisome, adding that government must act swiftly to address the issue once and for all.

“What is worrisome for us and believe even to you, we must make a follow-ups after the revelations so that mechanism are put in place to ensure that such things don’t occur or happening again.”

Mr Wamuyuwa noted that the Union finds it difficult to understand how 1,500 teachers were recruited into the teaching service using fake documentation.

He urged government to investigate the matter and not just to end at the revelation stage.

Mr Wamuyuwa insisted that follow-ups should be made by relevant authorities so as to establish the people behind the people scamming of teachers.

“1,500 to be recruited using fake documents it’s something too difficult to understand and that should not be allowed to be left at the revelations stage, follows must be made find out how did it happen who is responsible, I believe its not something difficult to bring to book ,” He said.

Katete records reduction in malnutrition

The District Nutrition Coordinating Committee (DNCC) in Katete has recorded a significant reduction in malnutrition and stunting levels in the district.

Katete District Acting District Commissioner Anslow Muchelemba says the reduction in stunting and malnutrition levels could be attributed to the behavioural change towards nutrition that has occurred among communities in the district.

Ms. Muchelemba who is also DNCC Chairperson explained that the various behavioural change interventions that the DNCC has implemented in the district has seen communities know how to prepare various meals to enhance nutrition.

“It is not that they lack food but sometimes they sell it all. But right now when you go in these communities, behavioural change has taken place as they now understand nutrition, they understand the importance of not selling everything, they understand better preservation methods, and food mixtures in order to have nutritiously balanced meals. There is a lot of diversification happening,” she said.

Speaking in an interview with ZANIS in Katete, Ms. Muchelemba said the behavioural change among communities is a sign of sustainability of best nutrition practices in Katete.

And Katete District Health Office (DHO) Nutritionist Christine Chaka confirmed that the reduction of stunting is as a result of the multi-sectorial and governance approach that the DNCC has demonstrated in its various interventions against malnutrition and stunting.

Ms. Chaka explained that before the establishment and intervention of the DNCC, the district used admit 10 or more of children with acute malnutrition at the St Francis Mission Hospital.

“Levels of malnutrition are quite low now, looking at the interventions that the DNCC has implemented. Even at St Francis where we have inpatient wards, in the past, we used to have a high number but now you will just find four to five children in the ward. We have also been managing them from facility levels,” she said.

Meanwhile, Development Aid from People to People (DAPP) District Nutrition Officer Amos Lwando said the multi-sectorial approach has enabled his institution to easily meet its targets that are in line with the various interventions that the DNCC desires to achieve.

“The multisectoral approach is like working as a family, the DNCC is a close family, and we involve each other in our works. During my first days in the DNCC meetings, I was adamant and did not know what to contribute, but after finding out that all partners play a role in raising a child, I became interested. The multi-sectorial approach towards nutrition is very important,” he said.

Foot and Mouth disease vaccination exercise launched

The government has launched the Foot and Mouth Disease vaccination exercise, in Mkushi District, Central Province.

Mkushi Farmers Association Representative Douglas Badcock says the campaign is meant to control the animal disease, with consolidated efforts at the local level, adding that there is also a need to devote more resources to the district veterinary offices.

ZANIS reports that Mr Badcock noted that increasing veterinary officers will boost operations for the veterinary department in the district.

He stressed on the need to equip these offices with laboratory facilities and other inputs that would ensure prompt response and address to livestock disease operations.

He said that such a strategy will be in tandem with the decentralization policy that has been talked about overtime.

During the launch, Minister of Livestock and Fisheries Makozi Chikote affirmed the government’s commitment towards controlling FMD and other livestock diseases, saying that measures such as increased surveillance and efficient monitoring of stock will be applied.

Meanwhile, Central Province Acting Permanent Secretary Mwape Kasanda said that his office will ensure that the vaccination exercise is successfully implemented in this region, adding that livestock population is high in the area.

Mr Kasanda revealed that the province has the second-highest cattle population in the country with 743,595 cows, and ranks fourth highest in the number of pigs with 93,225.

He further mentioned that the province is third highest in number of sheep with 23,562, as well as 578,825 goats.

There is no looming shortage of fuel despite low stocks-Energy Minister

Energy Minister Peter Kapala has said that the country’s fuel stocks are expected to normalize by next week and that Zambia is expecting a number of fuel tankers to arrive.

Mr. Kapala stressed that there is no looming shortage of fuel but admits that the current stocks are low.

Speaking in an interview with ZNBC, Mr. Kapala further urged the public not to panic or engage in overbuying of fuel.

Meanwhile, Mr. Kapala has urged the ERB to promote the utilization of renewable energy sources saying Zambia is endowed with renewable energy sources that have remained underdeveloped.

Mr. Kapala said ERB should create a regulatory framework that will attract investments to scale up diversification of the country’s energy mix as opposed to depending on hydropower.

He was speaking in Lusaka today at the Launch of the Energy Regulation Board (ERB) Service Charter aimed at empowering the public with information to hold ERB accountable to service delivery standards.

And ERB Acting Director-General Fred HAngandu said the service charter is a demonstration of the Boards commitment to accountability in the discharge of its mandate and will ensure effective service delivery.

Corruption × Insults × Pride × Stupidity = Kambwili and PF Thuggish Politics

On 8, March 2017, just months after Lungu won the 2016 elections, “The Politics of Dununa Reverse–Lungu’s Comedy and the Sinking Ship,” was published by Lusaka Times. In that article, I predicted Lungu’s defeat to HH in the 2021 elections due to Lungu’s poor leadership, thuggery politics and corruption. I also pointed out that Chishimba Kambwili was not the only corrupt politician in the PF–the whole Party was rotten to the core. I ended the piece with: “Ifintu ni Lungu and Dununa reverse are dead slogans–come 2021 people will dance dununa reverse when they mean Forward. I pray that HH will not be fooled by the dance!”

Countless PF cadres’ insults were showered on me, but UPND cadres, my courage praised. It is 2021, and when I read those insults it makes PF cadres look so wise! HH is the President, and PF cadres, whose wrath I endured, in Kapya Kaoma, solace find. In my once allies in the UPND, to question Bally is to invite untold insults–for how can the Chosen One ever error?

I don’t write to win political favors, or for money, but to change minds. I strongly believe the PF is making a big mistake in its attempts to reorganize — thuggery politics of old days won’t deliver Plot 1. The PF thuggish politics of insults, and arrogance led many people to vote against the Lungu administration. It is one thing to be corrupt and still remain human, but not what the PF under Lungu became. Corruption × Insults × pride × violence × arrogance × stupidity = Kambwili + GBM + Davies Mwila + Lusambo + Chitalu + add them all. Under Lungu, the PF became the den of robbers–men and women whose only agenda was to steal as they asked the nation to close its eyes, pray and fast, while they hid millions in homes and foreign accounts. As for the Pastors, like Judas, we were quick to shout Amen as long as politicians handed us brown envelopes stained with blood money!

The PF wants to reorganize and rightly so–we need a strong opposition to the HH administration. But is Chishimba Kambwili the answer or the skunk to be avoided? The lack of civility in Kambwili is a liability to the PF. The man prides himself as “imbwili”, which in Bemba means Leopard. But such a translation is misleading. In Bemba, “Kambwili” simply means “a very small leopard.” In daily usage, it implies something without any capacity to harm anything. This is Kambwili–he has sunk too low to be accorded any respect. His insults and thuggery behavior disqualify him from public office. He lacks decency and shame–the man does not know the difference between day and night.

The PF lost the 2021 election due to people like Kambwili, GBM and Davies Mwila–whose thinking bellies nothingness but thuggery. This mentality believes in insults as opposed to reasonableness–believing that the only way to win others is to bully them into thinking you are the most powerful and all knowing. Nobody exists but you, and you alone–in the process, pushing masses away. Lungu was the President, but who on earth would forget the days when these men terrorize innocent people?

Besides, Kambwili’s narcissistic and thuggery politics contributed to his failure to run his own party–his politics of self-deception only makes him believe he is popular to himself and himself alone. In reality, he is a very small leopard–that can hardly hunt for itself but who, like vultures, exclusively feeds on dead carcasses, while fooling his ill-advised followers that he is capable of hunting. Why should Kambwili run for the PF Presidency when he founded his own Political Party? He has five years to organize his Party, so why the PF? He can’t organize anything aside from that which already exists–so the PF is his only avenue to promote his ego. In other words, his popularity only exists in his own deception–in the Zambia of thugs, not people of decency.

If PF wants to reorganize, Kambwili is not the answer. It is his democratic right to contest the PF Presidency, but if the Party wants to remain competitive, Kambwili will only send the PF to the museum of Zambian politics. President HH’s chances of winning the 2026 election are just as low as Lungu’s, but it would depend on who his opponents would be. If the PF settles for thuggery politicians, HH is assured of his second term. I pray the PF is listening!

Scotland-based striker Fashion Sakala is backing the relevance of a strong Chipolopolo in their final two fornality games in the FIFA World Cup Group B qualifiers as a matter of national duty.

Zambia hosts Mauritania on November 13 in Lusaka and end their Group B qualifiers away against Tunisian on November 16.
But Chipolopolo are out of contention in the 2022 Qatar race and sit third in Group B on 4 points and are six points behind leaders Tunisia with two games to go.

President Hakainde Hichilema Fires All District Commissioners and Replaces them with new Ones

President Hakainde Hichilema has with immediate effect terminated the contracts of all District Commissioners. The President has further appointed new District Commissioners for the districts in the country.

According to a statement released to the media by Presidential Spokesperson Anthony Bwalya, all names of the new appointees will be communicated to their designated districts by Cabinet Office, through the Office of the Provincial Permanent Secretaries.

The Head of State has since thanked the outgoing District Commissioners for the service to the Nation and wished them well in their future endeavors.

Meanwhile, President Hakainde Hichilema has said that the UPND administration will improve the well-being of the Zambian people.

President Hichilema said that because of this commitment, Zambia is the first country to evacuate its citizens from Ethiopia following civil unrest in that country.

The Head of State made the remarks at State House this afternoon, before holding a closed-door meeting with representatives from three Church mother bodies.

The Church mother bodies included the Evangelical Fellowship of Zambia (EFZ), the Council of Churches in Zambia -CCZ- and the Zambia Conference of Catholic Bishops (ZCCB).

He said the body of Christ is important not only to religious teachings but to society and overall leadership of the country.

The President observed that the Church has demonstrated relevance over the years including its approach towards the challenges and difficult times the country has experienced in the recent past.

President Hichilema also praised the Church for its attempt to assist in the dialogue process among political party leaders despite not yielding the desired results.

Meanwhile, Representative of the three Church mother bodies, Paul Mususu said the visit to statehouse was an opportunity to the church to reaffirm the support and commitment of the Church to the government.

Bishop Mususu said the church has already praised the new government for the positive things that have so far been done that include media freedom and a sigh of relief in many aspects of life.

Luapula Province Acting Permanent Secretary John Mwasha has disclosed that interventions put up by the Ministry of Tourism and Arts to promote tourism in the Northern circuit is bearing fruits.

Speaking when the Zambia Tourism Agency called on him at Luapula Provincial Administration today, Mr Mwasha cited areas such as Samfya district as a renowned tourist destination of choice in the region.

He noted that the economy of Samfya has grown due to the influx of tourists coming to the district to enjoy the tourism activities constantly happening.

Mr Mwasha stated that the heightened activities in Samfya district such as Arts festival and the Bangweulu Summer fest which is scheduled for November 13, 2021 require proper infrastructure to attract more tourists.

He further confirmed that the province is benefiting from its tourism sites but called for more support from domestic tourists and other stakeholders.

Meanwhile, Zambia Tourism Agency Communications and Corporate Affairs Manager Betty Chabala said the Agency is in the province to promote the sector in the region.

Mrs Chabala said Luapula Province has a lot of tourism potential that the media can report about by depicting efforts being made in promoting the tourism sector in the country.

Meanwhile, Ministry of Tourism and Arts Public Relations Officer Sakabilo Kalembwe indicated that the ministry is working hard to support the private sector in the tourism industry.

Mr Kalembwe said the Ministry of Tourism and Arts has built infrastructure in Samfya and Ntumbacushi Falls in Kawambwa district.
