Energy Minister calls for more players in energy sector

The Energy Regulation Board (ERB) has launched the Service Charter intended to enhance the standards of operation of the Board.

Minister of Energy Peter Kapala indicated that the Service Charter has been developed in the spirit of realigning ERB’s service delivery commitments to new legislation under the National Energy Policy of 2019.

The nergy minister was speaking during the launch of the chatter in Lusaka today.

‘’The Service Charter is intended to upscale the timely issuance of licenses to various players in the energy sector, increase private sector participation and diversify the energy mix through the deployment of renewable energy resources.

‘’It is also aimed at enhancing compliance of all players to standards to assure quality, safety and reliability of energy services and products,’’ said Mr Kapala.

ERB Acting Director Fred Han’gandu said the Service Charter is a demonstration of the commitment of the board to accountability in the discharge of its mandate and ensuring the effective delivery of quality service that inspires stakeholder confidence.

He stated that the Service Charter is aimed at enabling the ERB board to play its role as a sector of the regulator in a more efficient and effective manner.

‘’This Service Charter is a public commitment to discharge our mandate more effectively and efficiently with utmost regard to professionalism and integrity, in line with our vision and Mission Statements,’’ explained Mr Han’gandu.

Meanwhile Consumer Unit and Trust Society (CUTS) Executive Director Cludia Pollen expressed delight over the inclusiveness of consumer participation in the Service Charter.

She said it is important to enhance consumer protection to ensure value for their money because customers come first.

Professional Teachers Union of Zambia Welcomes the Screening of teachers to root out Fake Ones

The Professional Teachers Union of Zambia (PROTUZ) has welcomed the government initiated physical head count of teachers, which is currently underway in North-western Province.

North-western Province PROTUZ Chairperson, Gilly Kakunta says the head count is meant to screen the teachers, and ascertain who the real teachers and ghost workers are.

Mr Kakunta noted that some teachers had wrong appointment letters, while others were unqualified for the job, but were serving as teachers.

Mr Kakunta pointed out that the exercise that has been commissioned by the new administration is welcome, adding that it will ensure that the right teachers are engaged and remain in the ministry.

“This exercise will ensure that the right teachers are in place”, he said.

Mr Kakunta added that the exercise will also help government to employ the right people in the right place.

Currently, government is carrying out a physical head count of public workers, in various ministries in North-western Province.

Former Health Minister Chitallu Chilufya wants ACC to pay him $50 million for unlawful prosecution

Former Health Minister Chitallu Chilufya has given the Anti Corruption Commission (ACC) a 3-day ultimatum to pay him $50 million as compensation for unlawful prosecution.

According to a letter dated 9th November 2021 written by Tutwa Ngulube and Company Legal Practitioner, who is representing the former health minister, and addressed to the Attorney General and the ACC Director-General, Dr Chilufya said that failure to pay him will compel him to use the available platforms to seek redress.

Dr. Chilufya said that the money demanded is for the damage caused to his reputation which he has built over the years.

Dr. Chilufya who is also Mansa Central Member of Parliament says the ACC allegedly opted to prosecute him despite knowing that he was innocent, adding that this can be confirmed by the audio recording allegedly involving ACC Officers which he has handed over to his lawyers.

Dr Chilufya said that prior to his arrest the ACC issued a number of media statements suggesting that he had committed an offence when he did not.

Last year, Health Minister Chitalu Chilufya was acquitted on all four charges of alleged corruption that were slapped on him by the Anti-Corruption Commission (ACC).

When the matter came up for the continuation of trial, the ACC Secretary Clifford Monga who was among the team of lawyers from the Commission told Chief Resident Magistrate Lameck Mwale that he was instructed to offer no further evidence in the matter.

At that point, Dr Chilufya’s lawyer, Tutwa Ngulube asked the court to acquit his client. Magistrate Mwale then acquitted Dr Chilufya of all the charges and set him free.

WHEN Michael Sata was ignored for the position of MMD Presidential candidate by Fredrick Chiluba after his botched 3rd term attempt in favour of one Patrick Mwanawasa who had taken a break from the bruising and grueling game of politics in 2001, the outspoken man, popularly known as King Cobra, was seething with anger!

In no time, he would abandon MMD and form his own political party, the Patriotic Front (PF), adopting the boat as its symbol. Being a shrewd and calculating politician that he was, he would rope in son to Scottish immigrants, Guy Scot, not that he had much political clout, but as a magnet to attract funding from would be donors and of course, bolstering the image of the new party since we love too ‘chimpwena’ as citizens!

Realizing that ejecting a party that had only been in power for a short while compared to 27 years of UNIP’s hold on power was going to be a toll order, King Cobra had to quickly craft a message which would strike a chord with the electorate, particularly those in the north whence he would draw significant support.

In the meantime, immediately Mwanawasa formed government, he would embark on an ambitious crusade to pursue suspected plunderers of national assets. Obviously, Chiluba and many of his closest lieutenants would come into conflict with the law. What would you expect when a President goes out of the way to exclusively ‘populate’ important government positions with his kith and kin? Simple logic tells you that if any of those dipped their hands into our treasury, the long arm of the law would definitely fish them out!

And yet, this is the ‘sweetener’ King Cobra had been craving! With the once influential defunct The Post Newspaper at his disposal, Sata would make earth shattering headlines with his brusque remarks accusing Mwanawasa of holding a grudge against Bembas, hence the reason for persecuting them! Since citizens generally have a poor reading culture, they would embrace this as the gospel truth without taking care to interrogate the activities of those individuals whilst in government. As King Cobra had anticipated, support for PF amongst the Bemba speaking people would obviously grow, exponentially.

As fate would have it, Mwanawasa would die during his 2nd term in office paving a way for his deputy, Rupiah Banda to take over from him. Unfortunately, Banda would suffer stunning defeat at the hands of the indefatigable King Cobra, barely a few years at the helm as President!

In a clear case of history repeating itself, the cold hand of death would strike State House again….an obscure individual, with no known Presidential ambitions hitherto, would emerge from the shadows to step into Sata’s shoes albeit in controversial circumstances. Edgar Lungu would be ‘selected’ as PF president by a simple display of hands!

After defeating his closest rival, current head of state, Hakainde Hichilema, in closely contested elections, Lungu would go on to appoint a lopsided government – beneficiaries being mainly those from northern and eastern regions of the country, much to the chagrin of many political observers, including this author.

It’s not a hidden secret that rampant corruption and plunder of national resources would escalate to record levels under Lungu’s tenure. Former ministers and senior government officials, including the President himself, who once suffered through life as paupers living in shanty compounds, and could be seen walking in flip-flops or driving around battered vehicles producing excessive smoke would become instant millionaires, over night! They can now boast of fat Bank accounts, do their shopping in capitals of the world, own breathtaking mansions and properties everywhere around the country, and maintain a fleet of impressive vehicles. How did they suddenly become rich, if not from corrupt activities?

Egocentric individuals such as Seam Tembo who curved a name for himself in the previous elections by accumulating zeros at most polling stations around the country, are desperate to improve their political fortunes by riding on the same tactics employed Sata…..that the fight against corruption is simply a witch hunt against people from certain ethnic groupings. Where does Sean and his ilk expect the fight against corruption to be directed? To villagers in Chitokoloki or Shang’ombo who never served in government at all? My foot! What sort of reasoning is that?

Citizens and particularly our chiefs must not allow charlatans, bandits, embezzlers, frauds, gangsters, thieves and plunderers who have robbed poor citizens to escape justice under the shield of tribe! When these individuals were stealing, they weren’t doing so on behalf of the tribe, unless of course they were sharing part of the loot with some of the so-called chiefs who are busy defending them! If there’s overwhelming evidence that they stole, they must be held accountable….chapwa!

Low salaries for journalists worry Kasanda

Minister of Information and Media Chushi Kasanda is concerned with the low salaries and poor working conditions journalists in some media houses are subjected to.

Ms. Kasanda who has described the situation as disheartening, says it is unacceptable that some institutions can be paying their journalists as low as K900 per month.

She said this cannot be allowed to continue and has since called for a meeting with media owners to establish what the problem is.

Ms. Kasanda said like other professionals journalists play a very important role in society and must be given the respect and dignity they deserve.

The Minister was speaking when the Zambia Media Women Association (ZAMWA) paid a courtesy call on her today.

She said her Ministry will ensure that a conducive environment is created for journalists to professionally do their job.

“As a ministry we are concerned about low salaries some media houses are paying their journalists. I have since instructed that a meeting be arranged with media owners so that we can find a solution to this problem,” she said.

Meanwhile, Zambia Media Women Association (ZAMWA) chairperson Caroline Kalombwe said the poor conditions of service for journalists are worrying.

Ms. Kalombe said if not addressed the situation has potential to compromise the quality of information members of the public are given.

She appealed to the Ministry of Information and Media to take keen interest in the discussions around the proposal for a sector minimum wage for journalists.

“As the saying goes, a hungry journalist is a danger to society and that’s why we want your ministry to seriously take interest in this matter,” she said.

She said her organization is optimistic that once put in place, the proposed media self-regulatory mechanism, will deal with most of the challenges such as wages.

Meanwhile, Ms. Kalombe has urged Government to give chance to women to lead public media institutions.

She said all public media institution have women with requisite qualifications and experience for appointment to top positions.

“Times of Zambia, Zambia National Broadcasting Corporation, Zambia News and Information Services and the Zambia Daily Mail all have women who can provide leadership and stir these organisations to higher heights,” Ms. Kalombe said.

The meeting with ZAMWA is among many that Ms. Kasanda has lined up in her continued engagements with media stakeholders.

KCM CEO retires

Konkola Copper Mines (KCM) has announced that its chief executive officer Christopher Sheppard has retired and will be leaving the company on November 12, 2021.

In a statement, KCM provisional liquidator Milingo Lungu said Enock Mponda has been appointed as acting CEO and would also act as CEO for KCM SmelterCo Limited while Moses Chilambe had been appointed to act as CEO for Konkola Mineral Resources Limited.

Mr Lungu described and Sheppard as a thoughtful and forthright CEO who inspired workers and business partners and their workers to steer KCM in the right direction under difficult circumstances.

“Credit should be given to him for his stewardship in keeping KCM afloat and we shall remember him for his commitment to inspire the growth of the company and keeping employees aligned to the cause of KCM as well as fostering a cordial working relationship between the company and its numerous stakeholders and the government.”

New Dawn Government will not discriminate against anyone on Tribal lines in Application of the Rule of Law

Minister of Home Affairs and Internal Security, Jack Mwiimbu has stated that the new dawn government will not discriminate against anyone on tribal lines in the application of the rule of law.

He pointed out that the penal code cap 87 of the Laws of Zambia states that tribal discrimination is an offence and the new administration will apply the rule of law without fear or favor based on one’s tribal grounds.

Mr Mwiimbu said this in parliament when he delivered a Ministerial statement as instructed by the Speaker, Nelly Mutti following a point of order raised by Member of Parliament for Mporokoso Constituency, Brian Mundubile, on the arrest of three Patriotic Front Members of Parliament.

Mr Mwiimbu explained that Law enforcement agencies are applying the law professionally without any form of discrimination because offenders do not commit offences on behalf of their tribes.

‘’The fight against crime in any form will never be tribal and the law is not selective based on tribal grounds because all those who committed offences were not doing so on behalf of their tribe but were doing so out of their will,’’ he said.

Mr Mwiimbu explained that the PF Members of Parliament, Nickson Chilangwa for Kawambwa Constituency and Ronald Chitotela for Pambashe were arrested in connection with the incident that occurred at Mulioni Village in Kawambwa District in Luapula province.

He stated that the details of the offences are that on 12 August 2021 Kawambwa Police station received reports of Arson, Malicious danger to property, threatening violence, unlawful wounding and assault which occurred around 12:30 hours at Mulioni village in Kawambwa District of Luapula province.

‘’The Zambia Police Service rushed to the scene and found a white Muhidra motor vehicle registration number BAR 1722 a property the United Party for National Development (UPND) on fire and instituted a comprehensive investigation pertaining to the alleged criminal act,’’ said Mr Mwiimbu.

He stated that Consequently on November 2, 2021 the police in Kawambwa arrested seven suspects in connection with the mentioned cases among the seven suspects were two MPs namely, Chilangwa and Chitotela.

‘’The two suspects have been charged with cases namely Arson, Malicious Damage to property Threatening Violence, unlawfully wounding and Assault occasion actual bodily harm,’’ said Mr Mwiimbu.

He disclosed that the Suspects have since been released on police bond and will appear in court soon.

‘’In the case of Kalalwe Mukosa MP for Chinsali Central Constituency, brief facts are that on 10th June,2021 during the campaign period Chinsali police station received a report of assault occasioning actual bodily harm which occurred at Chinsali police administration office,’’ said Mr Mwiimbu.

He revealed that the four suspects were released on police bond and have since appeared in Chinsali subordinate court for plea and the case was adjourned to 29 November 2021. For commencement of trial.

Reclaim your role as the moral campus of Zambia, HH tells the Church

President Hakainde Hichilema has called on the Church to reclaim its role as the moral campus of the country in the social and economic development dissension.

President Hichilema explained that government remains resolute in working with the church in fighting challenges in society such as injustice and poverty.

President Hichilema made the remarks through Minister of Defence, Ambrose Lufuma during the official launch of the first-ever Christians United For National Economic Transformation Summit in Lusaka.

The Head of State emphasized that with the 10,000 churches the country has, economic transformation is attainable if all embraced farming and entrepreneurship.

President Hichilema has since directed his Ministers and other government institutions to put in place measures that will make it easy for the church to acquire land for development purposes.

“According to Matthew 25 vs 34-36 we are all encouraged to embrace the kind of faith that is practical. We have about 4000 churches in Zambia that are Catholic and imagine if all had to have a farm, we could have more than enough food for export and consumption,” the President stressed.

President Hichilema recollected that October 18 was not declared as Day of National Player, Fasting and Reconciliation by accident by his Predecessor Edgar Lungu but was done according to the will of God which should translate into practical faith that changes people’s livelihoods.

President Hichilema placed emphasis that there should be no Christians for Hichilema but for Jesus Christ alone as God deserves honor and glory.

And Christians Business Community (CBC) Chairperson who are the organisers of the Summit, Raphael Lubanga explained that 95% of Zambians are Christians which makes it realistic to transform the economy.

Pastor Lubanga said his organisation is working with traditional leaders as they are custodians of land and the people.

He pointed out that the 26 chiefs who were in attendance represented the commitment of all the 10 provinces to develop the country expeditiously.

The CBC Chairperson said Christianity does not mean poverty and church elders should encourage the worshipers to be hard working so that they change the economic fortunes of their families.

“We want to chuck out the spirit of the devil from development and fellow pastors do not mistake Christianity for poverty. Christianity does not mean poverty and church elders should refrain from depending on brown envelopes but depend on hard work,” he said.

He further called on both believers and non-believers to desist from tribal remarks because the common enemy is poverty.

Government determined to eliminate Malaria

The government says it is determined to continue with the fight to eliminate malaria in the country.

Mongu Acting District Commissioner (DC), Ernest Mwanang’ombe says the aspiration by government calls for continued momentum by all to the approach over eliminating the disease with greater intensity, unity and seriousness in the country.

The Acting District Commissioner said this at Mandanga Market in Mongu during the Mongu District Indoor Residual Spraying (IRS) launch under the theme ‘Enhanced Supervision for Quality of IRS Performance and Impact’.

Mr Mwanang’ombe stated that the commitment in the fight to eliminate malaria was broad, emerging from national leaders and partners to community leaders as well as families and at individual level.

Mr Mwanang’ombe said that malaria was still the number one cause of illness in all ages and among the diseases that cause deaths in communities.

He said Mongu District has progressed to a stage of managing malaria cases at community level under the malaria eliminating strategy where if a family member is diagnosed and found with the disease, trained malaria community agents screen all family members and treat those found with Malaria.

The Acting DC said that this was going to be a major milestone in the elimination of malaria within the shortest period of time as it brings services to the families as close as possible, adding that the initiative should be embraced by all.

Mr Mwanang’ombe urged IRS supervisors and spray operators to ensure that the program produces the results it deserves through cooperation with members of the community.

Nsabata Joins Chipolopolo Camp

Chipolopolo Zambia entered day-two of training camp in Lusaka on Tuesday with some foreign-based players joining their local compatriots for the first time during afternoon training.

Zambia entered camp on Monday in Lusaka ahead of Saturday’s Qatar 2022 FIFA World Cup penultimate Group B qualifier home date against Mauritania.

Striker Evans Kangwa of Russian club Arsenal Tula is the first European-based call-up to join camp.

But his brother Kings Kangwa who received a late call-up has yet to arrive.

Kings is a late replacement for midfielder Edward Chilufya of Djurgardens in Sweden who has withdrawn from the game due to a leg injury he sustained in league action on Saturday.

Evans Kangwa was one of only two foreign-based call-ups to train with the 15 home-based players who kicked off camp on Monday afternoon.

Goalkeeper Toaster Nsabata of Sekhukhune United in South Africa was also part of Tuesday afternoon training at National Heroes Stadium in his first return to the fold since 2019.

Kangwa and Nsabata are part of the twelve foreign-based call-ups expected for the home date against Mauritania and away match against Tunisia on November 16.

Kitwe street vendors say they are unaware of safe trading spaces being offered by the City Council

Association of Vendors and Marketeers (AVEMA) president Abel Chikwa has expressed concern that the relocation of vendors from the streets in Kitwe might cause confrontations because the council has not adequately sensitized the vendors on the available trading stands in the Chisokone market.

Speaking in an interview, Mr. Chikwa said the vendors are not aware of the stands being offered by the council because the Local authority has not carried out adequate sensitization on the available trading stands.

He observed that the council is using social media to publicize available trading stands to the vendors, a channel he described is not accessible to everyone.

“The calls by the council to vendors to apply for trading stands at Chisokone market is likely to fail or bring confrontations because the message is not reaching most of the vendors because the council is using social media, you do not communicate such information on social media, they should also engage the market association leaders,” Mr. Chikwa suggested.

He also urged the vendors to apply for the trading stands to avoid being inconvenienced when the council starts removing them from the streets.

However, Kitwe City Council Public Relations Manager Chola Mwamba said the council has issued several press releases calling on vendors to apply for trading stands.

Ms. Mwamba refuted assertions by the market association leader that the vendors may not be aware of the messages.

“The vendors are aware of the availability of the trading stands on offer but they may say they are not aware as an excuse because they just want to remain on the streets,” Ms. Mwamba said.

She urged the vendors to leave the streets as trading on the street was a public health risk especially with the eminency of the rain season.

She said the council will continue prosecuting members of the public that buy from the street vendors because they are the ones that encourage the trend.

ZANIS reports that Kitwe City council is offering trading stands in Chisokone market for vendors to apply in an effort to bring to an end to street vending.

The Local authority has further stated that once the period given for vendors to apply and acquire the trading stands on offer elapse, the council will not allow any vendors on the street.

Government praised for remitting the money which was deducted from civil servants as part of the debt swap recovery

Civil Servant and Allied Workers Union of Zambia (CSAWUZ) in Northern Province has hailed government for remitting the money which was deducted from civil servants as part of the debt swap recovery.

CSAWUZ Northern Province Secretary, Wallace Kasao said the move taken by government is commendable. Mr Kasao said the union had advocated that government pays back the money that was deducted from the civil servants, saying it is gratifying that it has heard their cries.

He stated that this is an indication that government cares for its workers.

And National Union for Public and Private Educators in Zambia (NUPPEZ) Northern Province Chairperson, Frazer Sinyangwe said the action by government to refund the money is encouraging to workers.

Mr Sinyangwe said most of the workers’ budgets were seriously inconvenienced when their monies were deducted.

He said the Union appreciates the move taken by government as this also gives them confidence that the new dawn government listens to the voices of its workers.

Mr Sinyangwe further encouraged government to continue giving a listening ear to issues affecting the workers.

Strongly advocate for an ICT policy in education, computer Studies Teachers Association of Zambia told

The National Action for Quality Education in Zambia (NAQEZ) has urged the newly formed computer Studies Teachers Association of Zambia (COSTAZ) to strongly advocate for an ICT policy in education.

And Executive Director Aaron Chansa has expressed excitement with the birth of the Association in Zambia.

Mr Chansa told ZANIS that the birth of COSTAZ has come at the right time when the country is advancing to become a knowledge-based society.

He said the association is critical to the improvement of ICTS in Zambia which he said many countries are using as a tool for education and expansion of national economies.

“Apart from providing a special platform for up-skilling teachers of Computer Science in schools, colleges and universities, the new association should strongly advocate for an ICT policy in education,” he said.

Mr Chansa said the country needs an ICT policy to sit as a guide for computer studies in schools and further advised government to craft the policy as quickly as possible.

He has since pledged to render for support by partnering with COSTAZ to advance for a one computer, one child policy in Zambia.

Mr Chansa described as sad the current situation where the average computer and pupil ratio is at one against 200 pupils.

He has since appealed for more computers to be sent to schools in rural areas so as to change the computer narrative from mysterious to practical.

“Very few learners in rural Zambia have touched a computer before. How will this country realize the 2030 vision when some children are clearly being left behind,” he added.

Meanwhile Mr Chansa further appealed to the Ministry of Education to prioritize computer studies by making it a standalone department in schools.

He said the subject is too important to sit under the Mathematics department.

Mr Chansa said he is optimistic that once school systems begin to embrace computer studies at early grades, Zambia will become a centre of innovations.

He has since encouraged computer studies teachers in Zambia to unite around COSTAZ and make sure that they collectively help to improve the poor situation of computer studies in the country.

Zambia Evacuates 31 of its nationals out of Ethiopia as rebel conflict heightens

The Zambian government has become the first on the continent to evacuate its nationals out of Ethiopia over security concerns in that country.

The United Nations has warned that there is a risk that the conflict in Ethiopia might descend into a full-blown civil war.

Earlier today, the Zambian government chartered an Ethiopian airlines commercial aircraft in order to evacuate 31 of its citizens living in the capital, Addis Ababa.

The evacuation comes as Ethiopia teeters on the edge of outright civil war over the worsening conflict in the Tigray region.

President Hakainde Hichilema confirmed that he ordered the evacuation.

“Fellow Zambians, on my orders, we have today safely evacuated our fellow citizens from Ethiopia. We thank the Ethiopian authorities for their cooperation and everyone involved in this operation. We pray that the conflict in Ethiopia is resolved as soon as possible,” President Hichilema said.

He has since called on the African Union and the United Nations to work with the Ethiopian Authorities to quickly address the situation.

“We will remain fully engaged on the matter as a conflict free Africa is good for everyone. For us, the life of our Zambian citizens matter wherever they are, we will do everything to get them home safely when faced with insecurity.”

President Hichilema’s move has pleased the affected Zambians who were staying in that country.

One such citizen, Brenda Chikwe Helen Mofya, shared her joy over the airlift on social media, praising President Hakainde Hichilema for his decisive action.

“Bally is the one,” she wrote. “He won’t charter plane for his presidential trips but charters one to rescue citizens in Ethiopia. Leadership!

Her comments refer to President Hichilema’s recent trips to New York and Glasgow, for which he booked seats on a commercial flight rather than using the presidential jet.

According to the UN’s head of political and peace-building affairs, Rosemary DiCarlo, no aid trucks have reached Tigray’s capital Mekelle since October, despite seven million people being in urgent need of food aid. 400,000 of these people are already living under famine-like conditions.

The UN’s Security Council has called for troops and militias to withdraw from the area to enable access to much needed food and medicine.

Speaking to the council yesterday, the African Union’s envoy to the Horn of Africa, Olusegun Obasanjo, said he had met with Ethiopian Prime Minister Abiy Ahmed and the leader of the Tigray region Debretsion Gebremichael.

He said both sides had agreed the conflict was political but there had been no mention of direct talks.

Minister of Sports Elvis Nkandu says the Government is determined to support all sports disciplines in the nation.

There have been concerns that the Ministry of Sports is biased toward football.

Nkandu said the Ministry of Sports wants to uplift all sports activities.

He has advised sports associations to make timely requests for support from his ministry.

“I want to also urge these sports federations that sometimes you may blame the ministry and yet it is the federations that are not doing us a favour,” Nkandu said.

“You can’t just wake up today and tell the Ministry that we are participating in an event. They need to give us time so that we prepare ourselves,” said the Kaputa Member of Parliament.

“I believe all these federations have their calendars so it is important that they share with us. We need to know the dates they will be participating in events,” Nkandu added.
