I never canceled the radars tender, Siliya

The Minister of Transport and Communications has denied reports that she canceled the tender for the supply of radars at Lusaka and Livingstone international airports.

Dora Siliya explained at a press briefing in Lusaka that the tender procedure to buy radars is still in progress.

Ms. Siliya also said a number of allegations regarding the tender procedure leveled against her office have been forwarded to the Anti Corruption Commission.

Ms. Siliya said SELEX, an Italian Company, was asked to repair radars at the two airports at its own cost, while the tender procedure was still in process.

The Minister said the offer from SELEX will save government K50 billion, that was to be used for the project.

The Transport and Communications Minister said SELEX was given the go ahead because it is the company that manufactured the radars in question

And the Vice president says there is nothing irregular or unusual about the Memorandum of Understanding signed between government and RP Capital on the valuation of ZAMTEL assets.

George Kunda, who is also Justice Minister, described assertions that the Solicitor General’s opinion was disregarded as totally misconceived and misled.

Mr. Kunda explained that government has in the past used the Single sourcing or limited selection in engaging the services of experts for key consultancy work.

He said single sourcing was used in engaging the expertise of lawyers in a number of matters.

And Mr. Kunda has maintained that the MoU signed by Communications and Transport Minister Dora Siliya was cleared and approved by the Solicitor General.

The Solicitor General acted on behalf of the Attorney General who was at the time abroad on national duties.

The Vice president said issues surrounding the MoU has been highly politicised by the Post Newspaper and opposition political parties.

  1. What garantee do we have that the Zambia National Tender Board is corrupt free for the Minister not to interfere in thier dealings were wrong doing is suspected.

    We all know that chaps at tender board are filfy rich becuase of kick backs.

  5. Its about time Zambians started questioning these Ministers, they are in their offices to save the country and they are not doing anyone a favour by being there abusing their authority. Zambians pay taxes and therefore need to be served with respect and given the right services.

    If you have to privatise the Telecommunication company use, the right procedures and certainly the minister herself should not be the one directly involved in awarding contarcts.

    Zambians, start taking these leaders to task, question every penny they use – its your tax!!

  7. Why do we allow politicians to make such decisions. Were are the experts in the ministry or department. She is saying we will save K50 billion. Let her explain how that will happen. And if the Tender process is still on were does SELEX fit in? They have started working because someone assured them of a deal period. Zambians lets fight corruption at all costs as it affects our economy. Decent Investors are more worried about coming to Zambia because of corruption. Let us learn to earn and grow our wealth honestly!

  9. since now the VP is defending the state , i would like to know why did the attorney general write to the minister to nullify the MOU which had the approval of the solicitor general ,and since the soilicitor was acting on behalf of the attorney general when he was abroad was nullify the MOU according to the letter written by the attorney general on 5th January 2009.
    Mr kunda please explain better ,we salute mr harrington for the move to petition the saga,you seem not to answer the questions but diverting public attention to include the post newspaper and opposition parties.

Are we then tendering to fix something which is not /wont be broken by the time the tendering is finalised? This is the problem when you get a president who thinks the minstry of communication and transport is about the reading of news and making sure the president’s transport is always ready to take him around.

    Certain warranties will last for long periods of time. These may include maintenance works which for specialised equipment is carried out at specific time intervals. The initial contract covers the costs associated with these works and as such it is wrong to say that works are being done for free.

    With certain contracts such as Oil pipe lines, warranties run for years apon years. I would not be surprised that this is the case for radar instruments looking at the nature and sensitivity of their roles. There is no immediate company in Zambia to handle the complexity of the operations and it is only fair that a long term warranty is included in the purchase of such.

  29. #48, we are not against privatising Zamtel, but are worried about the manner in which the assessing of assets is being done. We do not want an entity like Zamtel to be sold for a song. Zamtel is for all Zambians, not just Dora.

Radar system is not a small project to go without after sales service. if SELEX is the manufacture of the existing system then they are best suited to do the repairs and upgrades as an after service facility instead of puting up a new installation.All engineers on this blog will agree with me that even manufactures of small transformers of less than a billion kwacha fly into Zambia at there own cost if their transformer starts gassing continuosly.This is the reason why we engineers are good buyers because we buy from manufactures not simple suppliers.Go Dora on this one you are correct.

K50 billion is a lot of money to save and the tender procedure can be tossed out in the name of speaking for the voiceless Zambians. While people may be quick to prejudge Dora for what the press is alleging, it is important to understand that we have investigative wings like the ACC, in this case, who must investigate the allegations. The ACC must not only investigate the Post newspapers side of the story but also Dora’s side. Whoever, found wanting should be subject to the rule of law. Do not just judge a book by its cover. I think something very positive could come out of Dora.

    Ok i might be a bad engineer although a good engineer never exists.
    just to educate you Radar systems are bought in modules, what SELEX said was that a tracking module while it was working well it was obsolete and needed an upgrade. just because a module is not compatible with certain new system doesnt mean the whole radar is obsolete.All you you do is replace the module and upgrade the system, by the way most automated systems are easily upgradable by software without a single need of a teardown.In this case Dora is right SELEX should do the after service unless you have technical evidence to suggest the the SEFEX system is inferial to the rest and we should spend K50 billion.

When you buy an item you also buy a service plan, meaning you pay in advance for a repair or replacement job in the future, usually there is a timeframe. Its kind of an insurance. Would you pay billions for something that would be broken tomorrow and never get fixed. The world is providing such services. They will fix it for free once its broken if you buy it from them

    you dont pay anything towards after sales service my dear.This is how we do technical buisness we call it a win-win turn key project. this is why you have to buy from the manufacture and not a simple supplier, because a manufacture can even give you a new one ( a recall) if the problem is found to be intrinsic in the design. With a simple supplier its owners risk. for a product like Radar the manufacture will even give you a site where you subscribe of course for upgrades and free consultations as regards to troubleshooting and diagnostic technics.

  107. There is no doubt that the Post has an interest in this case, not because they care for tax-payer’s money but because they have the Zambian Airways saga to answer for which Dora is pursuing. What the nation needs to know is: 1. Did Dora break the law? 2. Did she personally gain from these deals? These questions should be answered by an independent tribunal and Mr Harrington has done well to apply to the courts. Thousands of trees have been felled by the Post newspapers to denigrate Ms Siliya. When they pursued Chiluba, and rightly, they published facts and not editorials! They were right to do so because Chiluba had immunity, but Dora hasn’t, so why not sue her? The rat is at Post!

  120. I am inclinded to agree with possible positives coming out of this saga. Whichever way you look at this, whether Dora is right or wrong, decisions will now be made by the people that govern this country in the best interst of transparency and the country. It is great that people can question decisions that are not explained. It is a lesson to the govt to start expalining to the people what they are doing to avoid situations like this in future.
    The people of Zambia for once have not sat back and turned the other cheek. This is progress.
