Zimbabwean national arrested with a newly introduced Zambian Passport

Immigration Department Public Relations Officer Mulako Mbangweta has revealed that a Zimbabwean national and a banker by profession identified as Maureen Mudiwe was arrested at Chirundu border post when she attempted to use the newly introduced computerized Zambian passport.

The said Ms. Mudiwe alias Maureen Chileshe had earlier obtained both the green national registration card and the passport by false representation.

Ms. Mbangweta said the act is contrary to section 13 1C of Cap 87 of the laws of Zambian adding that the suspect is currently detained at Central prison awaiting court appearance soon.

Ms. Mbangweta also disclosed that a number of civil servants are also involved in the in the scam.

She warned that Zambian nationals regardless of their status who may be involved in aiding foreign nationals in acquiring Zambian documents will be brought to book as the offence endangers national security.

Ms. Mbagweta said the department is concerned and has noted with displeasure how some foreign nationals have possibly acquired Zambian documents such as the green national registration cards and Zambian passports.

And the Immigration Department has also arrested and deported three foreign nationals to their countries of origin for various immigration offences.

Immigration Department Public Relations Officer said the three were arrested in different circumstances after a routine operation by the department.

Ms. Mbangweta said those arrested include a South African national of Egyptian Origin and a Congolese national.
She said the Zimbabwean national and proprietor of Mofosholo Enterprises in Chirundu Johannes Voster 58 was arrested and subsequently deported for illegally entering the country after he had earlier been warned to enter the country with legal documentation.

Ms. Mbangweta noted that Mr. Voster’s presence in the country is likely to be a danger to peace and good order and was therefore deported under section 26 (2) of the immigration and deportation Act cap 123 of the laws of Zambia.

And in a related incident, Ms. Mbangweta disclosed that a South African national of Egyptian origin identified as Muhammad Sheikh 47 was arrested and deported to his country of origin for perpetual immigration offences

Ms. Mbangweta explained that Mr. Sheikh had once been issued with an employment permit after giving false information to a public officer and was also once convicted to nine months imprisonment with hard labour.

She described Mr. Sheikh as a perpetual offender in immigration laws whose deportation resulted from his conduct that is likely to be a danger to peace and good order of the country.

WHat have you solved with the so called secure passports. The only thing you have achieved is take money out of Zambians pockets..what a shame.

    The problem is not about secure passports. The problem is about the systems you have that dish out passports. That is where you need to spend more. At this rate, this new passport will be over all the world with foreiners by the end of the year and are you going to ask us to change again?   9. There is closure in Zambian Law, that such a case of obtaining illegal identinty was equivalent to treason.Just imagine if it was a Zambian arested by Mugabe with similar case, such a person would have been resting in peace by now.

  10. I dont understand why Zambia insists on instituting things they cant implement or control. They rush to introduce new passports and drivers licences with absolutely no idea on how they will cocntrol the security and safety of these documents against forgers. It’s truly amazing. These documents, elsewhere in the world are introduced so that their enhanced new security features make it almost impossible to forge. In Zambia, we introduce them tio fatten the pockets of government officials, ministers down through to civil servantgs!

But some of us were sceptical and knew that non-Zambians would soon be in possession of the new passport because of the rampant corruption that exists in all government departments. It has taken less than six months and the sceptics have been vindicated.

    The whole exercise is useless save to fundraise for the spendthrift MMD government.

  19. One of the most corrupt departments in Zambia’s history has to be the Passports and Citizenship Department, and therefore by extension, the Ministry of home Affairs. It isn’t surprising therefore that people are able to obtain new passports even before they are introduced. Whether it is a passport, Driver’s licence, NRC or Blue Book, it appears those in authority pay little attention to the true reason for introducing such new documents which should be enhanced security features.

Some civil servants would advised to adopt an identity of a deceased person which would make it easier to obtain the (NRC) and later the passport, for just less than US$ 100.   59. Does anyone on here know if you need a passport to travel locally/ within the country by air? For example going from Lusaka to Ndola or Chipata? In the US and Canada, as long as you have a national ID (Like our NRC’s) you can fly within the country. Please answer if you know…

  61. Firstly, I would like to write that this case is a product of having a programme to issue New Zambian Passports under a quick mechanism. The deadlines provided or enforce by our government put pressure on our Passport Office officials who sometimes do not have enough time to critically check the authenticity of applicants and applications.
    Thus, I would like to request that let all the 17 year old MMD GRZ revisit its deadline on getting new passports so that people at the PASSPORT OFFICE can do a good job.
    Over here, I have friends from Nigeria who told me that their government issued New Passports a long time ago, but my friends will only get this passport when their old ones expire.

    My surprise is that most Bemba Tribe people are known to be crooks in Zimbabwe and South Africa, but she went ahead and picked a Bemba surname which was sooner or later going to be suspicious as it has proved right now.
    However, her act together with the Zambian Authorities who helped her fake to be Zambian are very wrong and need to get jail sentences. Imagine a foreigner having a New Z. Passport when I personally don’t have one yet.SAD

    Zambia is too far from Europe for the Germans or other Europeans to know the tribal issue in Zed.
    They look at us as one. Most of them would not even know that this is the case in Zambia (i.e being Bemba, Lozi and so on)!!

    I believe someone really has to be familiar with Zed for them to make such statements. sometimes it helps to look at a Country from outside so as to know that it is in its whole ONE and anything that happens in Zed happens to all zambians!!

Its embarassing that the passport was actually issued by authorised officers (who received bribes). In other words, it was a genuine passport (obtained by false pretence). Is this how cheap we are?     A Lusaka Magistrates Court has granted a 60 Million Kwacha (about $10,435) bail to jailed former Lands Minister Reverend Gladys Nyirongo pending appeal hearing against her conviction in the Lusaka High Court.
    Nyirongo, 51, of house number 10 Chavuma drive, Highridge in Kabwe was sentenced to two years imprisonment with hard labour in the first count and four years in the second count.

    I wonder if it is too much poverty. I think it is screwed thinking. When one assumes it’s the end of the world, in their dementia they do all sorts of things, inclduing in htis case the mistaken belief that somehow selling Zambian passports to foreigners can be a panacea. However, the blame should be on lack of proper system in this country. Zambia has been a very porous nation for many foreigners unlike our neigbours who will spot you in hours. Well, for this one lady, so many more have gone noticed but no one bothered to whistle if they got a ka 100 pin in the process.

    The headline of the story is misleading. It sounds like the person forged the passport but it seems she was only able to obtained with help from some corrupt officials.
    That’s exactly where the problem is. Why not ensure that these people entrusted with issuing such important documents are well paid?
    If there are more stories like this to come, I am afraid a lot of honest Zambians will feel cheated and stop taking the country’s immigration laws seriously.

  258. I am not surprised that the newly secured passport was found in the hands of a foreigner. We have very serious issues of policy implementation in Zambia. Just going to any Immigration Dept, the offices are clogged with agents and foreigners seeking these travel documents. The problem is compounded by poor emoluments for the officers who are easily compromised by corrupt practices. Can the authorities Home Affairs Ministry stop mucking around and get to do a serious job!!!

Your passport officials are soooo corrupt that it is very easy for foreigners to acquire passports. I have been trying to renew my passport since Dec 16th and still have not collected it.
