Only people with ill motives can be against PVT – TIZ

Transparency International Zambia (TIZ) has charged that only desperate people with ill motives can be against a transparent system such as the Parallel Voter Tabulation system.

TIZ Executive Director Goodwell Lungu in a statement released to QFM today said it is extremely worrying that a wrong picture is being painted that a Parallel Voter Tabulation system in Zambia is illegal and can cause confusion, when the MMD used the same system during the 2008 presidential elections when it projected that president Rupiah Banda would win by 62,000 votes.

Mr Lungu said as far as TIZ is concerned the the system provided adequate checks,balances and promoted transparency ,and challenged Zambians not to allow a few selfish people to shoot down a tool that provides opportunities for greater transparency in the electoral process.

He added that it is not enough for Zambians to cast their vote, but that they should protect their vote and ensure that their choice is protected.

Mr Lungu has since declared that Transparency International Zambia is seriously considering looking at the possibility of undertaking a Parallel Voter Tabulation Exercise.

He added that they have already scheduled activities to train and deploy election monitors in most of the polling stations in Zambia and that working together with other CSOs, they intend to place monitors in all polling stations.

He further stated that they will consider the option of conducting a PVT to complement the work of the election monitors.

Mr Lungu challenged the Electoral Commission of Zambia to tell the nation which law disqualifies citizens from adding up declared results by presiding officers to compare with officially announced results.

He noted that the Electoral Code of Conduct, Statutory Instrument No.90 of 2006, the Electoral Regulations of 2006, Regulation 14 already provides for media to disclose election results.

  10. It is strange that the Law Association of Zambia (LAZ), who should be a fountain of the Law and wisdom have deliberately decided to maintain a defeaning silence on this matter.

    This association should be in a position to advise the laymen and women of their rights and guide when the country faces a contetious issue like the PVT, which is creating a rift in our community.

    Or should we simply take it the LAZ has gone to the muppets or the d….ogs.

  11. Pvt has always been there anyway except it was not properly organised in Zambia and did not cover far rural areas and thats where mmd would delay and do the catch up additions. Pvt is huge in the USA and was conducted by the CNN which they called exit polls which meant interviewing voters after casting to review their choice and this worked well. CNN was able to call results with about 95% accuracy just when polls close. Even shikapwasha relied on the CNN predictions to jumped For Obama victory. We don’t want delays this time and want rural results known at the same time as urban results.

  12. If the idea to implement PVT is shot down by goverment, it will provide enough grounds to initiate the Arab style revolt. We will pour on the street and demand among other things: the immediate resignation of the current government, dissolution of ECZ commissioners and management as well as deferring general elections. Watch this space, this government is playing with fire. They dont own anybody. The country of Zambia belongs to the Zambians who are entitle to guard their vote. Mass protests will definitely be called. I will soon launch a Facebook Account to mobilise these activities.

    It is not necessarily PVT I am against. It is the method that is being proposed and the people carrying it out. SACCORD, TIZ, AVAP are not impartial. They have an agenda and can therefore use this to falsify a legitimate election. This could then cause havoc in the nation like happened in Ivory Coast and Kenya.

    The ECZ is the only constitutional body that can announce election results. SACCORD is stating that they’ll announce results before ECZ. This will cause a lot of havoc if the figures ECZ and SACCORD announce. This is a recipe for disaster.

  20. In the developed free world, some institutions conduct polls every now and then to gauge the popularity of political parties. These also conduct exit polls on polling day again to have an idea of who is likely to win BUT these results are NEVER NEVER NEVER officially recognised to the extent of over turning the official pollster. So why do these ‘brainwashed, dollar earning Zambians’ who think that butter cannot melt in ‘their donors’ mouths and the sun shines through the back passages of their paymasters, think that this is a good idea for Zambia? There are many Zambians in the opposition who were once in government can any ONE of them tell us how elections are rigged?

  26. Why can’t the ECZ officials endorse on the results from SACCORD at each polling station before SACCORD release them to the public. Lets not rush to accuse them of other things,it is for a good cause.Only people trying to hide something will oppose. If PVT did not work in other countries, we need to iron out the problems now as it is a brilliant idea. I see no reason why MMD should oppose the idea as it claims to be democratic.

  27. It’s worth noting that as the law stands, PVT will not be legal if carried out by NGOs. The motive of this agitation is also questionable. Now that the American mission has said it will support the NGOs advocating for PVT, it’s clear these NGOs are now motivated by money for themselves. We all know the scandal of finance in some NGOs. It’s far from serving the people but their own pockets. We also know that Lybia, Egypt and Tunisia were good mates with America until the people revolted. So dont take everything from America without assessing the effects and legality in Zambia. Let Zambia stand for itself and not be manipulated by people who have double standards. Ask the Americans why they didnt take democracy and PVT to Lybia, Egypt and Tunisia.

  28. PVT can only work out well if it is done by impartial bodies, but bodies such as SACCORD, TIZ, AVAP & CARITUS are all pro PF just as the POST. Their motto is regime change at whatever cost.

  29. These so called CSOs namely SACCORD, TIZ, AVAP have lost all credibility to speak on these matters. They are known to be anti- government even during Levy’s era, for reasons best known to themselves (some say bread & butter). Some of them tried Oasis II which failed miserably to mobilise public sympathy. Given that (i) they have no public support, (ii) they are not elected or appointed by us the public (or anybody else that we know for that matter, Lee etc), and (iii) historically they are known to be partial, what gives them the credibility to run PVT? Even if the results that they want to tabulate are official at the local polling stations, what can stop them from fidgeting with the tallies to favour candidates in short to “rig” the elections as they allege others will?

  30. Pressure groups should remain just that, pressure groups. They do not have our mandate to do anything except monitor elections. As a civilised society, we have appointed people and institutions to conduct electoral affairs on our behalf. Just recently, the appointment of Justice Mambilima as ECZ Chairperson was overwhelmingly supported across the political spectrum. Officials and staff at ECZ are Zambian citizens employed by ourselves from across the political spectrum, although they are not allowed to state their preferences publicly. If PF and otehrs claim the popularity that they have, it follows that even in ECZ the majority of employees must be PF. So how can this “rigging” occur? Why do people like arguing all the time, and 99.9% of the time over nothing really?

Coming to the 50%+1, just yesterday yet another political party was launched which adds to the difficulties of any one candidate getting the so called majority formula, and increases the chances of a costly re-run under that silly formula. Should poverty stricken Zambia be spending its precious little money funding the whims of those who dream to rule us if they are too selfish to Pact with others? If Mr Storella really wants to help us, why doesn’t America instead channel its “wealth” teach our selfish politicians how America manages to minimise the number of presidential candidates? In my opinion, that would be more productive than supporting the mischief of our CSOs whose lust a comfortable American may not be able to understand.
