Arms deal revelations, shameful says Kapita

United Party for National Development (UPND) has described the recent revelations made by former defence minister on the $ US 100 million arms deals as shameful.

UPND vice president for administration Richard Kapita says government should therefore come out in the open and set the record straight in the allegations made by Mr. Mpombo that president Banda wanted his Son James to benefit fRoM the deal.

Mr. Kapita tells QFM news that it is time that African leaders and those in particular learnt to be honest when serving the people that put them into office.

He adds that the truth will one day surface no matter how long it may take because the people of Zambia are following all the developments closely.

And Mr. Kapita says the people of Zambia should not expect much from parliament when it resumes sitting this month-end.

He says the MMD had an opportunity to give the people of Zambia a new constitution but that it instead chose to manipulate the all process.

Mr. Kapita has since called for the dissolution of parliament so that the country can go to the polls.

  2. We need true change of Government. This means that we do not need recycled politicans. PF is becoming complete at the top level with those that surrounded Chiluba. Others falling out of favour with the current MMD are also joining in. It is clear for any wise person to to see that PF is in fact MMD version 2. Real change will only come through UPND and HH supported by people like Milupi. If PF wins, things will be worse than now and I pray that those who will cast their vote for PF suffer the most because we have warned you. People of Zambia, HH is the answer for Zambia currently, he is an economic development manager suitable for current times.

      how many ‘brand’ new politicians are in upnd? In fact those that have been misleading hh are former mmd. All the parties have a blend of the old and new, what is most important is what are the parties offering the electorate. HH should also learn to be humble, the things we read about him being upnd and upnd being him are not good indicators of a leader. If the head is rotten (and the rot can take various forms by the way), then the whole fish is bad!!

  4. The real problem we have in Zambia is that major media houses have preferred candidates who they keep propping up. Why can’t they just give us full information on each party and candidates so that we choose for ourselves??? The Zambian media has indeed gone to the dogs and it is shameful that even the private media has gone the way of the dishonourable public media which is pro Government albeit supporting parties of their choices.

  6. I heard in the past that UPND has educated guys but the comment from their VP does not give testimony to that. He seems not to have capacity to understand the value of money. USD100million is too much money for arms for a country like Zambia. We would raise eye browse from countries like the USA even to attempt to purchase arms worth USD50million. Just to put you in the picture, it cost about USD80million to construct Manda Hill.

    USD 100m is not too much money for a country like Zambia. Infact the opposite is true. Arms deals around the world run in billions of US Dollars not a mere USD100m. As a matter of fact, this amount is too little to attract any attention of any Super power, unless Zambia was listed among countries that sponsor terror. You cannot buy modern military equipment with that kind of money. That is why Zambia buys its arsenals from semi black markets using crooked individuals like Katoto, or in this case a South African company, if Mpombo is telling the truth.

  12. People here busy talking about how much the deal was worth, you’re blowing it out of the damned context! It doesn’t matter, even if this deal were worth K100 million, it should still raise eyebrows.
    The issue at hand is whether or not the bafffooon in state house tried to influence the procedure. It’s about whether or not he wanted his dull, idiiotic son to benefit from a deal involving money that comes from government coffers to which I contribute tax.

    • Perfect, people should not digress and start talking about how much Zambia needs to buy proper arms. It is the procedure that is under scrutiny here and the people involved! If RB did try to exert influence in this transaction so that his son could benefit, then he is guilty all the way. This is what we should be establishing not ifyakulanda at $100m is too small!!

You’ll be the first chaps to condemn govt for failing to defend you in a calamity simply because yourselves refused to arm your forces with modern weapon systems and equipment.     • No one said its wrong to buy arms my friend read the story what is wrong is the president abusing his authority in the procurement procedure to benefit his son and his friends.The corrupt act associated with the procurement process is what is being condemned sir not the transaction itself.

Bob I think something is with if you real change can only come if HH was to become there you wrong. which organisation did see employing who does not have experience to become the CEO or top manager just from school? That is what you telling us. HH has never been a councelor, MP. how do you expect him to lead the country? we need people with experience. if you also agree with RB that sata was once MMD and decided to pull out that is normal manawasa also at one time pulled out from MMD when he saw that things where not straight. And when he came back as a president he corrected things such that even sata who was critising was convinced.

  17. So far, no one has disputed Mpombo’s assertions that he was ‘sent’ to SA to for a meeting on the ‘arms’. Mpombo has given names and the hotel he stayed in. Bo Stumbeko and the others have not said a thing to dispute this. To ask Mpombo to ‘produce’ the documentation to prove his allegations at this time is immaterial. Yes, Mpombo left all documentation at the Ministry of Defence – as it should be. These were not personal documents but State. Asking Mpombo to ‘reveal’ the documents is telling all Ministers or Civil Servants to keep State documents each time they leave or are fired, just in case.

  18. I would infact be worried if Mpombo was to produce documentation on the arms ‘deal’. How much of State Documents and secrets are in the hands of former ministers?

    • Just to add that Mpombo would even be detained by the law enforcement agencies for being in possession of government/confidential material – and locked up for a very long time!

  20. Question is, what type of arms can Zambia buy from South Africa? South Africa itself bought 35 Pilatus PC-7 planes from Switzerland, 3 Submarines from Germany, Hawk Planes from UK, and some Gripen Fighter jets from Sweden. If Zambia was going to buy from ARMSCOR, then she must be going for general purpose things like mortars, machine guns, some armoured cars etc. These are low tech things suited to our army which does not have very many engineers or technical skills to handle IT based technologies of a modern army.

    Mpombo should have kept some records of his work for a rainy day such as this. HE should be able to produce copies of his air tickets, hotel bookings, etc. The fact is that once you serve under the devil, decency is a rare thing.

  22. Any arms deal from South Africa has to be cleared by the Parliament portfolio committee on Security before any deal can be done. Denel the arms manufacturer and seller never presented such deal to sale arms to Zambia was ever presented to the committee thats why Mr Mpombo can never prove anything.

  23. And for those of you who are ignorant on arms dealing, any country which spends more than 3% of its GDP on arms automatically becomes on the watch list of the UN security council. This is more especially for a country which depends on donor money like Zambia. Donors would withdraw funding and put pressure on South Africa not to sales the arms.

  28. No 25  Have you read the facts of the matter in my posting of 23 and 24? I do not care if Mpombo resigned or was fired. The facts is that no application to sale arms to Zambia from South Africa was ever logged with the security committee as per requirement of any sale. US$100m arms purchase by Zambia would raise a serious concern within the security council. This was the case in 2001 when Zimbabwe purchased tried to buy arms of US$20m. In 2008 are shipment of arms to Zimbabwe was blocked from China. So don’t seat and think the world will be smiling if Zambia tried to buy US$100m arms.
    So rather spend your energy on facts than Mpombo being fired or resigning.

If Mpombo can comfortably reveal ‘secrets’ that he knew of when he was defence minister, what should stop him from having copies of the so-called documents – he can equally be arrested for breaking the oath he took by just saying what he said. The problem with Mpombo is that he’s a dunderhead who can hear a rumour in a beerhall in Chibolya and then come and invite the Post to a press conference to reveal ‘this scandal’. It’s time he grew up and started behaving like the grand father he is.

    Kapita has a point. The arms deal need to be explained beyond reasonable doubt. Rush and short answers will not do.

It amazes me that here we can’t debate objectively. You don’t make a point by insulting RB, Mpombo, Sata, HH or whoever it is. We must learn to agree to disagree without belittling each other.     It could have happened a long time a ago, but many Zambians are still asking the question about the allegedly deal. The matter needs to be addressed amply. Mpombo said he did not have the proof in his hands but proof is at MoD offices. Let govt come out clean on this one and many others such as the Zamtel deal, the Hotels Board of Zambia dael, etc .where deals were made at plot 1.

  41. This issue is a non-starter because Mpombo does not have evidence to substantiate his claims. Whether his claims are true or not, it is very difficult to pressure Government and put them on their defence when all there is to go on, is the statement from the former Defence Minister. I do not necessarily believe that Mpombo is just making up stories BUT he should have covered his bases before pulling the lid off the pressure cooker. Does anyone seriously think that even if the evidence was left at the MoD, the current government will tell you about it? I don’t think so. This is an uphill battle for Mpombo and unfortunately for him, there doesn’t appear to be a safety net in sight.

    If it the allegations are not true, then govt should by now have taken Mpombo to court for malicious slunder , but all govt is saying is the allegations are not true. This makes us believe the allegations are very true. We cannot prove it, but its taking away the trust we have in RB.

Mpombo has managed to plant a seed of doubt in some quarters about the credibility of RB, you have alluded to that as well. However, as you have also mentioned, there is no proof and for as long as no physical evidence surfaces, Government will dilly dally all they want. Bottom line is that we do not have a ‘trump card’ to make/force the Government’s hand and have clarity about the matter.

  52. We can and Olympia Extension Chick, you are civilised bloggers, Mpombo has made the accusation of Rb trying to influence arms purchase worth US$100 million for a 10% benefit to his son. Mpombo also stated that he liaised with Finance Minister Situmbeko Musokotwane to ensure the deal is not allocated money as it was costly to the nation. This soured relations between RB and Mpombo leading to the resignation of the later. Now, it would be foolhardy for Mpombo at this time to use all his cards in this accusation. The government is dilly dallying hoping this will go away, Mpombo on the other hand is playing a waiting game of being arrested so that he can use the proof to defend himself and unveil this evil scam. A wild and weird ploy! Vote wisely! I love all Zambians!

  53. It makes me sad when issues of security are brought in public. I feel exactly the same way when Chiluba exposed the tunnel that KK had for security. The outmate loser is the person that reveals. What happens if we are attacked because our national security is compromised by the caliber of people like Mu pombo? Are these people we can trust to protect us? There is nothing dignifying in all this except we will be a laughing stock. The best he could have done is keep quiet instead of exposing his ignorance knowing very well he has no evidence. But shame on those that what to undermine us when we are the ones that voted them into power.
