Pande welcomes Sata’s clarification on Solwezi

Opposition MMD Kasempa Member of Parliament Kabinga Pande has welcomed President Michael Sata’s clarification that Solwezi district will not be realigned to the Copperbelt Province. Mr. Pande says losing Solwezi from the North Western Province was going to strain the province’s little resources.

He has also added that President Sata must go ahead and establish four or five more districts in the North western province. And speaking as MMD Deputy National Chairman, Mr. Pande has expressed hope that his party will scoop this week’s Msanzala by-election in the eastern Province.

Last week President Sata stated that he would soon create three more districts in North-western province and six other districts in Western province. Mr Sata expressed shock at opposition United Party for National Development (UPND) leader Hakainde Hichilema who he said was peddling lies on governance and administration of Government.

Mr. Sata accused Mr. Hichilema of allegedly using chiefs to peddle lies that Government would remove Solwezi, the provincial capital of North-western province and take it to the Copperbelt Province.

He said that the UPND did not understand the administrative processes and governance system of the country. The President also took a swipe at newly installed Lozi Prime Minister (Ngambela) Clement Sinyinda for equally allegedly claiming that Government would remove Kaoma, Sesheke and Senanga from Western province.

“I spent 10 years in the opposition and l’m shocked by the utterances of president Hichilema,” President Sata said.

President Sata reiterated that the creation of new districts was to effectively manage the country in a cost effective manner.

  1. I do not see how the creation of more districts would yield an effective administrative system when we are failing to administer the few districts we currently have. It will take collosal funds to undo the damage this lunatic of the president is creating on a daily basis. The sooner a heart attack takes him the better for national interest.

  3. Read the second paragraphy where Mr. Pander calls for the addition of more districts in N/WESTERN PROVINCE, why don’t you also call him a LUNATIC seeing you don’t understand how that will not only bring about efficiency, but also much needed development.

    • we are citizens we need to know how its going to benefit us. the gov is quick to expose MMD gov scandals, be transparent. if not we’ll only find out about your scandals when you are out of power. we have the right to know in full detail!!!

    • It is creation of more districts within a province and NOT re-aligning(transfering) a district from one province to the other.The latter has administrative implications.

  4. creation of districts will entail bringing govt services very close to the people.if we have to wait for the current district to develop before we create news it will take ages to take development to other areas.there is no need to wish death to the president over creation of districts.

    • He may be retarded but at least he sees the point in more districts. Vast areas are just forests and villages without easy access to hospitals and schools and administration/local govt… More districts means certain types of services come closer. This also creates a certain amount of jobs and business activity in a region, even at the vitumbuwa level.

How do you expect them to know if their president, HH has never saved in the gvt.It is like getting a doctor to go and work as an accountant. UPND is a lost party because of  the bitter and hateful HH. The party is dying a natural death. They are even failing to field candidates in Eastern Province. UPND is going backwards by day and yet members cant decide to remove HH from leadership because of blind loyalty based on tribal affiliation.Shame.

A fundamental question remains unanswered: – ‘How will the creation of more districts yield an effective administrative system when we are failing to administer the few districts we currently have’? A very simple question. The ability to see this visible abnormality and address it head-on is what separates men and women from small boys and girls. We all have the physical appearance of adults, but it’s the ability, or lack of it, to see fundamental issues and think them through that reveals whether its men and women at work or boys and girls at play.

    • And that is exactly what you luck… If you understand how councils operate you know that it is actually a very good move. These new districts will get there own funding and they will concentrate developmental projects within and around there districts. MMD wanted to do it, but people with a thinking like chiefs and yourself blocked them. That is how come they failed to develop this nation… Please stop blocking something, if your brain is so limited…

Creation of districts brings goods and services closer to the people and also creates opportunities for more business activities and growth in the regions around the districts, even at the vitumbuwa level. Though other districts may not have developed much in infra-structure, and indeed detoriated in existing infrastructure, there have been other advantages of having these districts in their locations, for things like access to tap water, electricity, medical centres, schools, and an environment where one can buy and sell more salaula than somewhere remote. Remote does not have anything to do with distance. It has to do with accessibility. More districts means more main road networks, more zesco powerlines. I dont need to be told by government to see this for myself.

  12. A president of acountry does not create districts as a symbol of effective delivery of services to the people. Even if the need arises, that remains the prerogative of the goverment of the day in consultation with all stake holders of the nation. This overzealous attitude creation and disecting the country whose rationale is only political rhetoric is seen to divert critical issues of much needed service delivery that is still missing in PF government. Everyone including the opposition seem to plead before one man- Mr Sata to create districts or provinces. We are making monster that will lead to a dictator out of a democratic process. Revision of these unilateral acts will be a must and set up COIs in the next government- what a shame with Zambian democracy.

  13. Administration need to be close to people which is good decentralization, but that does not mean to remove districts from this province to another for development. I do not agree on this point. Yes we need resources to be close to people. Solwezi will remain in N/W.P and even if politically, people in solwezi will not accept it. N/W.P need to be divided into 2 provinces as said in by others . Chipolopolo boys have won the CAF because they worked together despite their interests in showing off that I know better, but they played the ball well by passing to each other to score in meeting their planned goal and expectation. Hence even the govt should work with people to bring development by talking and consulting so that we all work for a better Zambia which everyone loves. Selfishness is..
