United Party for National Development (UPND) President Hakainde Hichilema has dared Agriculture minister Bob Sichinga to go ahead and sue him for alerting the Anti-Corruption Commission to investigate an alleged scam involving US $2.9 million the government allegedly overpaid for the purchase of 50,000 metric tonnes of urea fertilizer from Saudi Arabia.
Mr. Hichilema has maintained that the purchase of the fifty thousand metric tonnes of top dressing fertilizer from Saudi Basic Industries Corporation of Saudi Arabia without open tenders was grand corruption.
He said Mr. Sichinga’s threats to sue him cannot move him in any way stating that he has all the details indicating that the prevailing market price of top dressing fertilizer at the time of procurement was USD $330 contrary to what Mr. Sichinga informed the nation that government purchased fertilizer from Saudi Arabia at a price of USD $380.
Mr. Hichilema told QFM in a telephone interview that this is clear waste of public resources and possible theft which the PF must accept.
On Thursday last week, Mr. Hichilema urged the Anti-Corruption Commission to investigate an alleged scam involving US $2.9 million that the government allegedly overpaid for the purchase of 50,000 metric tonnes of urea fertilizer from Saudi Arabia, but Mr. Sichinga threatened the UPND leader with a legal suit if he did not provide evidence of corruption against him.

How can tender issues come in. the tender issue can only come in if the Saudi gvt gave us money to buy fert.
problem with acc is that its also corrupt and requires the president who appoints both the minister and ACC director to authorise the investigations. The Minister and the president children are married to each other, i.e., they are relatives. Thus he will be protected. At least if the public know why their money is has impact on their lives but the ministers’ they may be happy. He is right in bringing it to the fore

Is true what I have just learnt from the grapevine that future president(if ever at all) HH, you are bitter again about this matter and wish to entangle ACC to fight your battles, because if tendered, you had wished to bid for the Govt to buy from one of your companies. I think HH did very well on this issue so that public can know what is happening in this project. There is no need for Hon Bob to threaten anyone on this matter, but instead Hon Bob must provide information to shame HH if such a thing did not happen.

Government will procure Urea fertiliser under Fertiliser Input Support Programme (FISP) from Saudi Arabia because it is cheaper than local markets, Agriculture and Livestock Deputy Minister Luckson Kazabu has said.
Mr Kazabu said Government had identified Saudi Arabia as one of the cheapest source for Fertiliser procurement.
He urged farmers not to panic as the top dressing fertiliser would be distributed to all the farmers under FISP before the end of December.
Mr Kazabu said Government was making headways to ensure farming input were distributed to farmers by the end of December this year.

When PF was in opposition they provided checks and balances. Ideally that is the essence of democracy. The opposition is somewhat privileged to get more information than the ordinary citizens. The information that the opposition president HH has given is valuable information to all who care about their national resources. Given the fact that 2016 is drawing near very it is common knowledge that political parties including PF will need money for campaigns. Given the history of the calibre of our leaders it is not far from the truth to imagine that those entrusted with our meagre resources may try to use underhand methods to siphon money from the system for purposes of campaigns. The opposition is very vital in this instance.
