
Vice President Guy Scott says Zambia is looking for ways to increase investment and employment in the country as the mining sector in Zambia is not creating enough jobs.
He said government’s top priority is to look for tangible ways of reducing unemployment which has been one of the challenges the country has been grappling with.
Speaking at a discussion hosted by the Corporate Council on Africa (CCA), Dr. Scott said though mining generates profit and tax, it does not create the much needed employment.
Dr. Scott said government was looking for investment where massive employment can be created in the agriculture, tourism and manufacturing industries.
The Vice President further stated that Zambia is a country that respects human rights and has continued with liberal policies that are based on Foreign Direct Investment (FDI).
He also said African countries were positive about the partnership with the US government.
Dr. Scott said this was the first time that the American government had brought together African leaders, a sign that they were ready to do business with Africa.
And Commerce Trade and Industry Minister Bob Sichinga assured the CCA that Zambia was a country that was conducive for investment.
Mr Sichinga said the country enacted a Zambia Development Agency (ZDA) law in 2006 that provides for a suitable relationship to the investor and its responsibility to the state.
He said ZDA is also responsible for managing and monitoring foreign direct investment (FDI) in the country.
The commerce minister said the country has 11 farming blocks in which government provides basic infrastructure such as water, electricity and roads.
Mr Sichinga said government was thus looking for core investors who can attract other investors to the farming blocks.
He said the farming blocks would help in agro processing and development.
And Corporate Council on Africa Vice President Stephen Hayes said the organisation was going to take a trade mission to Zambia and Zimbabwe later this year.
The Corporate Council on Africa (CCA) is a non-profit, membership-based organization established in 1993 to promote business and investment between the United States and African nations.
CCA is the premier American organization devoted to US Africa business relations and includes more than 160 companies, which represent nearly 85 percent of total US private sector investments in Africa.
The CCA meeting was attended by various business men and women from America.

Dr Scott you wanted to sell land in the Zambezi valley to a firm that in secret were prospecting for Uranium and Oil and now you go abroad and ask American firms to come and start farming here..first of all if they do come this will put pressure on the country to begin growing GM crops which will over time make our local varieties obsolete affecting production from our small scale farmers who are infact still the main maize producers. Lets get it clear. Come and farm but we want organic status maintained. No GMO and non of the fertilizers associated with the rapid decline in bee population that has affected the US and Europe. As for more employment within the mining sector….a little more regulation and policy is needed. And by the way, ZDA is probably the most corrupt “agency” who have no direction or idea of Zambias potential outside of mining, they can’t even under and the tourism and agricultural sectors potential because those are long term investments that don’t necessarily line their pockets quick enough. ZDA is a major hindrance and I personally by pass them as an investor.

With all due respect, given the current advancement in technology, expecting the Mines to provide employment numbers to the same levels of yesteryears is living in the past, and quite frankly very misleading coming from you as a VP. Why don’t you direct your energies to secondary industries, i.e. making things within Zambia from copper as a main raw material, and not mention it as an after-thought?.
E.g. imagine how many sim-cards can be made from one tonne of 99.94% copper. How many switches, circuit boards, etc.. can be made. Imagine how many jobs can evolve from all that, ranging from small scale family cottage industry level like they do in China, to large manufacturing plants. Imagine if our secondary industry in copper related products rose so high that our giant ..

I have to disagree with Hon Sichinga on this. The approach here is very wrong land is our birthright, we shouldn’t be desperate to sell our childrens birthright , we ourselves can develop larges scale state owned farms that could provide jobs and boost food production for local consumption and for export. How do we do this, let’s engage ZNS and the Zambian Army first to do the land clearing, grading of feeder roads in and to these blocks, we then bring in Zambian not useless racist white Zimbabweans or South African farm managers that have the right experience to begin the planing and setup of where accomodation, market, storage and engineering facilities such as workshops will be constructed. Ctn…Each block must be affliated or have on site its own agric training centre, so will provide the blocks with expertise in all areas from financial mgmt, marketing to mechanical maintainance and agronomy. The blocks must be independently run with no interefence from govt, they should be managed as a business focusing both on creating jobs and running at a profit. What we don’t want are firms like Zambeef, Chimsoro, Amatheon that have shady intentions to milk this country of everything and bring in foreign workers. Technology promotes mass production and raises profits, yet it tends to replace human resource in industries from where thousands of households derive their sustenance through wages. While technology is the mainstay in modern industrial production, human resource input should never be ignored. Yes, secondary industries can create many more jobs, but we need to develop our own capacity to directly process crude minerals into finished products which in turn can be harnessed by sectors specialised in production of various things. You can look at it both ways, more jobs can also be created by more firms that add value not only in mining but even in agriculture. Imagine if we had state of the art processing plants producing in industrial quantities condensed milk, cornflakes, fruiit juices, processed meats like beacon, ham for export. Yes Zambeef is there and its making tons of money from the same and yet pay their workers close to nothing, while poisoning people at the same time in order to maximise profits because they simply have the monopoly but this shouldn’t be the case. ‘Investment’ has drawbacks over taxation.
Investment means that you a) share the ownership and profits with ‘the investor; b) pay interest to the lender, in case of a loan.
Taxation comes with no strings attached, doesn’t run up debt, and frankly taxation of natural resources is taxing something that is already ours, natural resources already belong to the future.
A stiff windfall tax that replaces all other mining taxes is the way forward.

But how about this, China leading mobile technology industry, yet they come to Zambia to build roads, rail tracks AND grow Soya Beans(!), BUT not to help us to start sim manufacturers from our copper(new employment sector), another of our investor buddies Japan, has Fujitsu; It is the world’s third-largest IT services provider measured by revenues (after IBM and HP) (also manufactures personal computers. How is it that Guy Scott has not been directing diversification in that direction. We need to start to start manufacturing stuff. It may lead to some loss of manual jobs, but hello 21st century!
Zimbabwe has Fujitsu creating jobs and a force in improving IT services. Why not Zambia? Also bear in mind that Agriculture, will improve create our own food basket, but most country’s now are mindful of locally grown foods Carbon footprints etc. it might not create much export. UK recently banned the import or sale of Indian Alphonse mangoes(or some type), this points to some problems in food exports.

Re more mining There are a number of miners waiting in line for ZEMA to complete referrals so miners can go ahead there has been a number of promises of results at the end of a month However end of month see no further action just SILENCE How can miners plan their business in such conditions. How come Zambia does not have technical know how as do the world renown techies have in India.
As I mentioned in a previous post there well could be budding high flight Zambians who do nor get the chance because they cannot afford to pay for their own education. Spot on. Our efforts seem to be short sighted all the time. Do we ever learn? Any sane government ready to invest in education will gather positive statistics that Zambia has made advancements in either, political, economic and to a standard we are now because of some positive decisions some leaders made.
My appeal why not improve on those decisions? I am happy Kaunda never decided for us to be taught science in Zambian languages. ‘ We now send our children to be educated properly to your country because of the wrong decisions we made’ said a friend from a neighbouring country.

Zambian youths in not African youths are starters who ought to be recognised as such if we have to stop only engaging them as cadres. So many starter efforts go down the drain with no support and facilitation. Only if a youth agrees with the dogma of a political party in power are they recognised, and for how long and for what? Independent minds will get frustrated and youth leaders with the wits too! Left are followers who are causing anarchy and all ideas will be lost in chaos.

Dr Scott’s a robotics expert if I recall correct? That is all the rage in research at the moment. Has he a Chair at university if Zambia or other universities in that subject? He could start a research unit (if he has not done so), passing his knowledge to young Zambians.

Now Scott is acknowledging that there are no jobs PF have created and they want Americans to come and help. Well, there’s nothing in Zambia to interest Americans. Politics! Employment creation follows the economic lives of a people and not the artificial creations of Zones if any need to consider that basis.
More than 60% of Zambians live off the land they live, please start with that and make regulations and laws fitting this way of life first. Zimbabwe has given us an opportunity to be an agricultural giant. We have the rains and soils. One argument by some is is that traditional land land is one of the factors hindering economic development, but that can turned into a boost if cultural practices are enhanced with modern technology. This can only work if we take keen interest in education and skills for the rural areas and engaging the rural population on this rather than bring urban leadership to facilitate this.

In the West is has been found that certain types of flowers or other crops sewn near each other have properties that reduce crop infection. This is a science that is being looked at more.
