No need for Indaba over Barotseland Agreement-Justice Minister

ANYONE calling for dialogue over the Barotseland Agreement is pushing an open door because Government has already instituted measures to find a lasting solution to the issue, Minister of Justice Sebastian Zulu said in Lusaka yesterday.

Mr Zulu said in an interview that the commission of inquiry which Government constituted on the Mongu killings has concluded its work and will soon present its findings to Government.

“Those calling for talks over the Barotseland issue are pushing an open door because Government is already looking into it through the inquiry that was appointed,” Mr Zulu said.

He said the commission has finished its work and is already compiling it before it is presented to President Sata.

“Government will find a way forward when the report is ready, so I don’t see any reason why anyone should say Government must dialogue,” Mr Zulu said.

He said the commission, which had been receiving views from members of the public, will recommend possible solutions to the Barotseland issue.

Foundation for Democratic Process executive director MacDonald Chipenzi has urged President Sata to call for a tripartite meeting on the Barotseland Agreement.

He said there should be a meeting involving the Litunga, former president Kenneth Kaunda and Mr Sata.

Mr Chipenzi said this in the wake of revelations by President Sata that a group of people in Western Province is attempting to form its own State within Zambia.

  1. Ewe Chi Seba, Can you Give what belongs to ceasor to ceasor full stop. Don’t politicise this issue by sending army to kill innocent souls. Dialogue is important. can you summon KK to settle this issue.

  2. What lasting solution? Does Litunga think he has the expertise to rule a nation? Why does the Litunga not speak for himself so that we hear what his views are, he never says anything but always remains silent and hides behind the voices of others. We demand to hear from him and what his aspirations are!

  3. @ 3 Shaka, ask KK to speak as he is even the only living soul who appended his signature. What was KK’s motive to sign on a document he knew he will not honour? and even hide the agreement from the masses of our peple. What were Civics or Social studies for as this important document is never mentioned as a vital & ingrediant tool for Zambia to attain its so called independent.Kambwanga, leave our Litunga alone & let politician honour their promises.

  5. This man should be an idiot. Mungu killing TORs are far different from the Barotseland issues. I am sure he is too old to distinguish between the two. He must address the real issues the Barotse people are asking for. Period. Let us not be parochial minded.

  7. @ 8 Phiri J I cant agree with you more. PF should have known better than to make such a stinking thing a political capital item. And just on the second thought, is it the Barotse commission of inquiry or the mongu killing inquiry or indeed the mongu roits inquiry. Mr Zulu lets give proper information. This was a major campaign promise, lets not run away from it. The cobra will spit vernom on the report before even reading and analysing as we have already seen with the ZRA report. I have never seen a report without findings. we are just wasting money and time on inquiries with reports that cant be read.

  8. How about a Federal State for Zambia? Each Province to be a State and have its own laws but be under 1 President!!! No more conflict wis ze Lozis.

  9. federal state is the only solution. waiting for results of commission is good starting point, then we argue (if necessary) from there. fodep could have made their recommendations to the commission. kaunda, litunga and sata cannot represent majority interests. getting opinions from the public is by far a better idea. thank you.

  10. Let the Lozi chaps go ahead and register their club (Barotseland club). They can have president , vice, prime minister etc and even their own currency. We shall take it like a club. We shall just crash them when they decide to buy arms because clubs are not allowed to buy guns. There will be no barotseland army, police or indeed government. Western province shall forever be part of Zambia but they are free to make clubs. Kindly note that their is no such place as barotseland in Zambia. It is just an old name that is being popularised by some fanatics who want to form a club

  12. Zulu thinks he can get away by confusing the issues. The commission of enquiry was only investigating the 14th jan shooting NOT the barotse agreement.

    As far as Lozi’s are concerned the agreement is suppose to be ‘restored’ according to what Mr Sata promised.

    Dont confuse the 2 issue again,bambo, deliberately or otherwise, for the consequences could be dire (use peter griffin accent)

I will then go back too and live there.I would rather play with sand than people eating Govt money at the expense of others.90 days no tangible progress to show.all the campaign promises were fake even the blinds are seeing this. They will not chase me from Barotsee.

  14. @ 19.or the Lozi friends, if say you are to break away from Zambia, how are you going to deal with it. I believe there is a Lozi in every province and not mention inter marriages are you planning on having dual citizenship, just curious and I think it is not as easy as it seems, not to mention that not every lozi is for the idea. I think the real issue is that of development, Western province is not the only province that needs development. It seems it is more of greedy and selfishness. In marriage they say for better or for worse, I think you should have similar commitment to the unit of Zambia, it is like you are only concerned about the sufferings of your province and yet all the provinces are going through the same suffering, some even worse and all you want is abondon them instead

You are hiding behind the piece of paper that was signed years ago, suppose you stopped for minute and asked what is good for the country. are you telling me that the suffering of boys and girls in Southern province for example is different from those in western province. I hear actually that lozis took alot of Tonga women with them.

The pipo of Zambia are really not good.Why not ask Kaunda.Can the media go and interview Kaunda who is still alive.Kaunda was not a fool for signing the document.He knew what he did.Masipa a mina mulinja.A muye muce linjoko zamina.Leave the litunga he will remain like that for ever as a ruler of Barostland.

  19. i think pliz release the guys to their sandy soils. we are tired of them and they should never try to make trading relations with zambia. it is all about the diamonds that were discovered there. litunga will rule southern,copperbelt,lusaka, eastern,north western and part of muchinga province.then all of us will be pushed into central, nothern and luapula maybe enventually congo were our roots are. luba and lunda kingdoms are coming back.we are going backwards for sure.
