Levy’s development promises yielding fruits

Go to fullsize imageSolwezi Central Member of Parliament, Benny Tetamashimba says President Levy Mwanawasa’s developmental promises have now started yielding results in Solwezi.
       
Mr Tetamashimba said in 2003 President Mwanawasa promised the people in the district that he was going to bring them what they have never seen before in the district.
       
He said construction of the only hotel in the province, Royal Solwezi Hotel, is one
of the new things that have come to the district due to the good leadership of
President Mwanawasa.
       
Mr Tetamashimba, who was speaking at the official opening of Royal Solwezi Hotel by
Vice President, Rupiah Banda in Solwezi yesterday, said the opening of Kansanshi
Mine has been a blessing to the district and the province as a whole.
        
He said all along people never wanted to be transferred to North-Western province
but today people would not want to be transferred out of the province.
        
He also commended government that for the road rehabilitation work currently going
on on all township roads in the area.
        
Mr Tetamashimba assured that the Kaonde people of Solwezi district were a peace
loving people who would carefully look after whatever investment was being put up in
the district.
        
Speaking at the same accession, North-Western Province Minister, Kenneth Chipungu
said the hotel has not only added value and beauty to the face of Solwezi but has
also brought about employment and market opportunities to people in the area.
       
He said the province has a lot of potential in tourism and other developmental
sectors and therefore, appealed to other business sectors to invest in the
hospitality and other industries.
       
Mr Chipungu paid tribute to the Vice-President for taking his time looking at
economic activities taking place in the province especially in the five districts he
has visited during his tour that commenced on Friday last week up to yesterday.

    Brown Hails Levy
    The British Prime Minister, Gordon Brown has praised President Mwanwasa for the good relations between the United Kingdom and Zambia.

    Mr. Brown said the UK values the good relations with Zambia and is determined to develop bilaterally and on international and regional issues.

    He was responding to a congratulatory message from President Mwanawasa on his appointment as British premier.

    The British Premier said the success Zambia has enjoyed over the recent years is testimony to the strong example Mr. Mwanawsa has set on the political and economic governance.

    Mr. Brown said Britain is keen to work with Mr. Mwanawasa’s administration to build on the foundations laid in promoting the governance agenda in the region and beyond.

    This is contained in a statement released to ZNBC news in Lusaka by President Mwanawasa’s Special Assistant for Press and Public Relations, John Musukuma.

    And Mr. Musukuma said President Mwanawasa has sent a message of congratulations to the President of the Republic of India, Pratibha Patil, on her election as that country’s first female President.

    All you who have started impersonating my Veteran Id as in # 2 be advised that like my big brother Mr. Pragmatist who signed off from LT yesterday, I’m out too. Over my short stint here I have identified every cadre and proved that it is a PF front though using cadres with many disabilities.

    I have gone back to “Zambia Online” Open letter to the President old version page. That is the only Zambian Forum I have seen as being of progressive debates and open mindedness are non detachable norms.

  7. ‘Royal Solwezi Hotel’? How about Solwezi Primary, or Solwezi secondary or better still Solwezi Trades College? or Solwezi General Hospital? That would be called real development Mr. Tetamashimba.

  8. #7 you are right, we need to attract better long term investment like education. The last time I was in Solwezi, Soltec was in a terrible state. I also don’t think N.W. will be the new CB. All the muzungus want in Solwezi is the copper, nothing more nothing less. Was it not this same RB that was telling Zambians in Livingstone who are racially abused day and night not to answer back, complain or talk against racial abuse from the same so called infestors the man sings about day and night? Already we are starting to hear of racism right in Lumwana mines. Before long the same RB will be back in Solwezi using tax payer’s money to defend the racists. NW will only turn into the new CB when the local Zambian people are running the mines not just working there as casual workers. We should stop the kaboi (Servant, Yes Bwana) mentality pa zed otherwise we will not progress as a nation.

  9. As much as I appreciate the effort of putting up a hotel in Solwezi by whoever it is, I feel the ultimate goal has been missed. Why should a hotel receive first priority as opposed to housing infrastructure? How many Zambians can afford to live in a hotel because they lack ordinary accommodation? Once more I feel we have absolutely lost track in addressing the fundamental problem. Who are the owners of this hotel? Is it not the same investors who have invested in the mines? The issue about Solwezi, is to invest in housing infrastructure a condition which these investors have negated. They want to leave no mark of credible investment but ditches 35 years from now after exhausting one of our precious natural resources (copper).

    Thirty-five years from now is not very far. It is not even equivalent to a generation by Zambian standards. An employee who is being employed now at the age of 25 years will see the graph of the mine rise and fall whilst in employment. This will happen before retirement when all the copper will be depleted at Lumwana and Kansanshi mine. With the concession tax at 0.3%, what kind of development do you think be realized for Solwezi and Zambia as a whole apart from high levels of HIV/AIDS incidence? High levels of HIV/AIDS because the money will be in the hands of investors and a few Zambians. This will force those that do not have the capacity to engage in prostitution acts. A vice that will soon render Solwezi to be at the crest in terms of HIV/AIDS occurrence.

    With this back ground, I wish to urge Hon. Tetamashimba that his comment is untimely and untargeted. As an MP, I would have loved to see him push for construction of modern houses within Solwezi Central. This is the time that these investors can be persuaded to change their initial idea of not wanting to build any houses for employees. They have already invested good sums of money in the mine and they would not want to leave it on the way until they obtain their money back and the exorbitant profit. So, deal with them now other than showering praise where it is not due.

    As for Veteran #5, I feel you are exhibiting an unpalatable behavior. I have decided to be an ardent reader of Lusaka Times and I enjoy your contributions. This blog can not flow properly if all of you are on one side. Pragmatist, you and others are in one boat while Kuku, BaJose and others are in another one. Therefore, your debate stimulates us so much that one is forced to read the entire blog without getting fade up. Leave the impostors alone. They have got their own time. They will come and go. I therefore wish to urge you to continue jumping on the shoulders of each other with the likes of Kuku, BaJose and others. It is truly joyous and very educating.

    Cool the old “Dear Mr. President” on Zambia online is indeed back. ZOL should have long abandoned the new Discussion Forum version they switched too. That trial version was too vulnerable and a failure to serve any purpose. Spammers took over the show. Now that the old and secured version has been brought back I’m geared for more smart debates with any MMD diehards online.

    Zambia online carries a national name and is the pioneer of smart online discussions. It has served democracy in Zambia with unbeatable tolerance. I wish LT could one day learn from them and establish rules of the game. ZOL has rules hence membership of intellectuals freely engaging.

  12. I am Kaonde based in SA. Its good to hear that my province is developing fast. I remember the last time I was in Solwezi was in 1990. It was more like a town ship. I am sure I will be a bit shocked when I see Solwezi now.

  16. # 15 and 16 good points guys. Lets stay positive. Obviously we cannot develop everything on a day. Housing issue is not an invetstor’s problem. It is the responsibility of the local government and the local council to ensure local infrastructure including housing especially is developed.
    I can also only hope that some of the issues being raised here can reach Zambian authorities and act upon them. I believe that some comments being posted on the blog, if implemeted can make a difference to our beloved country Zambia. For those of us who are away from home, when we here of these developments, we feel proud and say atleast things are changing for the better back home. And you just look forward to going home one day.

    This is a grand opportunity for the ZAMBIAN government to ensure that Solwezi is upgraded to a decent urban settlement through improvement and buidling of modern amenities, infrastructure and utilities, financed by the mining houses operating in Solwezi.Proper houses for mining townships and Suburbs must be built. These will be among the tangible benefits that the local citizens will have ,after the short life of the mines.

    Govt must discourage the setting up of enclaves which have exlusive amenities for the expatriates.

    Fellow compatriots,
    Allow me to categorically dispel the lies and unfounded outbursts of Ba Joze in # (89) that I have been chased out of this blog. Let me put records straight by saying “No one has chased me out of the LT blog”. My decision is personal after some deep reflection on the standard of this blog that has sunk so low with insults becoming the standard of Ba Joze’s contribution style.
    I may disagree with some political parties, Levy and his support base but have the conscious and morals not to align with this madness. Fortunately I have had someone who knows everything about LT has confided in me with evidence at hand that Ba Joze is the custodian of this blog. But if the custodian is that insane I don’t think there remains hope for smart and free debates. I do not find his verbatim on leaders and fellow debaters acceptable to swim in or carpet.

    We all know here that this blog has been addressing Levy as Chuchu. Now look at Post # 89 & 92 I cite below. I neither see peace, dignity or constructive end in such debates driven on madness. Levy is a father, President, husband and elderly man very wrong to insult him like that. I do not think Ba Joze would take it kind if his Father and mother instead took those insults from any of the bloggers here.

  24. Gentlemen, I think we should give credit where is it due. Is it not good to build infrasctures like hotels? Building of houses i inevitable, but that is the responsibility of the local councils and where does the council get the money to do so? I thought from the very mineral royalties, taxes etc. Invstors are welcome, the putting up of the hotel is developing tourism. Perhaphs what you should be saying is, the governmnet should put in place measures like all the royalties and taxes to be paid by kansashi and Lumwana mines should be used for developing Solwezi and the North western province for at leat 5 year.

  26. With the Lumwana mine project and the past governments’ lack of foresight maybe we should look at the Canadian way of distributing wealth between the haves and have-nots. This prevents the development of places like the line of Southern Rhodesia (using Zambian copper), the copperbelt and the line of rail cities. The Canadians call it equalization.

    What is Equalization?

     Equalization is the Government of Canada’s most important program for addressing fiscal disparities among provinces. Equalization payments enable less prosperous provincial governments to provide their residents with public services that are reasonably comparable to those in other provinces, at reasonably comparable levels of taxation.

     The purpose of the program was entrenched in the Canadian Constitution in 1982:

     Equalization payments are unconditional – receiving provinces are free to spend the funds according to their own priorities.

  30. Debates of insults should stop. I raised this issue not long ago when I was insulted for offering a different view on this blog. Some years ago, I left Zambian online blog when I observed a similar tred. Not long ago, I came accross this blog & I was excited. But my excitment was short lived. For years, I supported FTJ because I knew him personally & thought that the Post was only against him. Then when I went back for holidays, I discovered that on alot of things, the Post was right in what they wrote. Earlier, I had thought that KK had not done much when I left Zambia before FTJ’s reign. But upon my return, I got convinced that while KK made a lot of mistakes, he did more to develop Zambia. While FTJ’s gov’t has been more corrupt & sold our mines for nuts, he too did some few good things. Levy must have done some good things too although he has also made some mistakes. I have not lived under both FTJ and Levy’s reign. With respect, let’s critise their wrongs & appraise the good.

Way back up to 1997 there stood an administration block and a very well constructed modern school, a compound for mine management and a pond of fish located at the centre of the school just about one kilometer before reaching the main Kansanshi mine as you approach from the hospital direction in Solwezi. A foreign private company which had the right to exploit Kansanshi mine then concluded that through its exploration, it had found out that the school building and the compound were constructed on a location where there was a rich deposit of copper ore. It did not take more than a week before a decision was reached by the then mine management to erase down the whole premises with the view of building another one. Ask me if ever another school and compound were built. Day dreaming eh! Those rogues disappeared after recovering their initial capital and unmitigated profits. The mine was left to rot until recently when another investor took over.
    The current investor categorically rejected the idea of constructing any houses for its employees. Basically, what we are saying is that investors that are coming to Zambia do not want to take up the social responsibility. Well and good, if you insist that this is the job of the local government, are you talking from the practical angle or is it sheer idioms? If the local government can go for months without paying its workers, where do you think it will get the resources to put up housing infrastructure? Look at the Copperbelt for example. Was it the local government that built all those mine housing units or was it the mining company? As much as we want to argue, let us reflect before misleading the populace.
    There is a crisis in Solwezi at the moment. There is no ready accommodation to let. This has forced private individuals to construct houses hurriedly which do not even meet the required standards so that they can rent them out. Do you know the out come of this? Another big shanty town among shanty towns being developed in Zambia in the name of Solwezi. What a shame.
    It is for this reason that I am urging the MP to intervene and pursued these investors to set up a mine housing compound. If you are in Diaspora, do not think the way the systems work there that is how it is like in Zambia. Get down to reality and widely open your eyes to see what can happen and what can not.

  33. Chiluba felt cheated by his lawyers – ACC officer
    An Anti-Corruption Commission (ACC) investigations officer Vincent Machila yesterday told Deputy High Court Registrar Jones Chinyama that former president Frederick Chiluba had confessed that he felt cheated by lawyers Eric Silwamba and Vincent Malambo over the acquisition of their two houses in Lusaka’s Kabulonga and Roma areas.
    And Machila said Chiluba was not personally involved in the money transactions that form the basis of his theft charges.
    Meanwhile, Chinyama yesterday ruled that the witness statements for Malambo and Silwamba could still be tendered as evidence against Chiluba since they did not have anything relating to lawyer-client relationship.
    This is a matter where Chiluba is charged with theft of about US $488,000. He is also separately charged with former Access Financial Services Limited (AFSL) director Faustin Kabwe and Aaron Chungu.
    Machila said in his continued evidence that when investigating the matter, Malambo had told him that after representing Chiluba in the presidential petition case, Chiluba promised to remunerate him with a house. He said Malambo stated that subsequently Chiluba personally gave him the keys to house number 12, Reedbuck Road in Kabulonga.
    Machila said Malambo stated that before acquiring the Kabulonga house, he wanted to get another house which was later discovered to have been mortgaged. He said Malambo further explained that Chiluba had personal money in the Zamtrop account. He also said Silwamba had told him that after representing Chiluba in the 1996 petition, they had an oral agreement to the effect that they would be given houses.
    Machila said in 2002, the duo noticed that the allegations of misuse of funds as announced by President Mwanawasa when he addressed Parliament might involve their houses. He said that was the time Malambo and Silwamba told Chiluba to enter into a written agreement and backdated the contract to the year when they had an oral agreement.
    Machila said Silwamba told him that they decided to backdate the contract in written form to protect their houses.
    “According to the statement, Dr Chiluba’s reaction to backdating the contract was that he felt cheated by his lawyers,” he said.
    Machila said after collecting all the necessary documents, he established that the two houses were bought with public funds.
    He said he then interviewed the trio but that they opted to remain silent. He said he later made up his mind, arrested them and later released them on bond.
    In cross-examination by lawyer John Sangwa, Machila said when he gathered the necessary documents, he handed them over to Bank of Zambia financial analyst Maulu Hamunjele to trace the movement of funds.
    Asked how Chiluba stole the US $50,000 in the first count, Machila said Chiluba did not participate in the movement of funds from AFSL to Standard Chattered Bank where the cheque was cashed.
    Machila could, however, not categorically state when Chiluba possessed the money he is alleged to have stolen. He said the US $50,000 was never in Chiluba’s possession and that Chiluba never played any role in the movement of funds.
    Asked about Chiluba’s second charge of US $125,000, Machila said the money was moved from AFSL account to a law firm DH Kemp. He said Chiluba never played any role in the movement of the money and that it was never in his possession.
    Machila further said even the US $148,000 amount in the third count was never in Chiluba’s possession and that he was never involved in its movements. He further said his investigations had revealed that the signatories to AFSL account at United Bank of Zambia (UBZ) were Aaron Chungu and Kabwe.
    Machila could further not state that Kabwe was involved in the movement of funds though Chungu had authorised one cheque to be cashed. He, however, said Chungu had the power to authorise the issuance of a cheque because he was a bonafide signatory.
    Asked why he focused his investigations on about US $800,000 out of the US $4.6 million transactions that AFSL had made, Machila said he was given a specific assignment.
    Machila also said Malambo and Silwamba had told him in 2002 that Chiluba had some private funds in the Zamtrop account from private sources. He said he was not aware that Hamunjele had found about US $9 million in Zamtrop account which was from private sources.
    “I didn’t request Mr Hamunjele to investigate private funds on Zamtrop. I was interested in being assisted to trace specific payments and the issue of private funds did not arise,” he said.
    Asked why he did not want to investigate the private funds on Zamtrop account to come up with balanced findings, Machila said he did not want to influence the outcome of the analysis.
    He said he did not consider investigating private funds on Zamtrop account necessary and that he had to choose what to investigate. Machila said AFSL was having funds for various clients and had various bank accounts where all the money was mingled.
    He said among AFSL clients was the Zambia Security Intelligence Service (ZSIS). He said during the course of investigations, he talked to former ZSIS director general Xavier Chungu who refused to say anything on the matter.
    Sangwa wondered why Machila investigated the misappropriation of the funds when clients like ZSIS did not complain. Machila said after Chungu refused to say anything on the matter, he got some documents that have since been tendered in court as evidence relating to the same transactions.

There are no untouchables on this blog who are licensed to insult and not only to be reprimanded of their noxious tongues. Indeed, to every war there horrendous things that need not be repeated as was the case during WW2. At this point I would like to bit farewell to my pals, foes and LT readers since my hour has come for me to go.   35. It is sad that Veteran & some others are leaving this blog because of the standard of discussion on this blog. Just today, the Australian Department of Communications, Information Technology and the Arts sent me info on how to track down someone who has been sending me insulting emails here. While this has nothing to do with this blog, it is easy to track down or identify people on the internet if one wants to do so.
    As for Royah Solwezi Hotel, we need such development. I had problems in Solwezi, Ndola and Livingstone in finding decent accommodation for my visitors some years ago. In Livingstone, one place which I wont mention even gave the rooms which we had booked inadvance to a certain Zambian company a day before we arrived from our Zimabwean Vic Falls town hotel. That was during the time of the eclypse of the sun and AU meeting. We ended up at Fawlty Towers & we have never forgotten the experience. So, viva RSHotel invesitors. It’s GRZ duty to build decent houses.

    Bullseye!!! I agree with you totally . I have been a great admirer of KK, While he made many mistakes, he made them with clean motives and honest intentions.He simply ruled beyond his time.

    In the early years of Chiluba as a political leader I become one of his greatest supporters.I was awed by his ability to rally people to a single cause for change despite his humble background of undefined education and family ties. I admired him for being a selfmade man and his ability to make tough decisions.
    My disillusioment with him began when I got close to one of his then assistants. I noticed how he was splashing cash all over the place and consorting with Mrs Regina Chifunda Mwanza another mans wife.

    A for Levy he is an honest man but petty and emotional.He is unable to motivate his subordinates and work through them. His people skills are very poor. He is generally well meaning and tries his best with his limitations.He is a better leader than Chiluba

  37. nkhataboy, you raised some good points. For areas like Kansanshi which I have never been although I lived in Solwezi proper for a while. While GRZ should also build some houses at Kansanshi, it is the mines’ responsibility to build houses there because that is their area. For Solwezi proper, it is GRZ’s responsibility to build houses there although the mine should be encouraged to build houses there especially if they start digging gold under solwezi township. Owners of Lumwana should build more houses and other public facilities at Lumwana. GRZ should also build decent houses there & discourage shanties.
    Generally, many mining investors are not interested in building houses. They are interested in getting their profits out of Zambia. This is why foreigners should only own 49% in minining and in other major projects.

  38. Debates of insults should stop. I raised this issue not long ago when I was insulted for offering a different view on this blog. Some years ago, I left Zambian online blog when I observed a similar tred. Not long ago, I came accross this blog & I was excited. But my excitment was short lived. For years, I supported FTJ because I knew him personally & thought that the Post was only against him. Then when I went back for holidays, I discovered that on alot of things, the Post was right in what they wrote. Earlier, I had thought that KK had not done much when I left Zambia before FTJ’s reign. But upon my return, I got convinced that while KK made a lot of mistakes, he did more to develop Zambia. While FTJ’s gov’t has been more corrupt & sold our mines for nuts, he too did some few good things. Levy must have done some good things too although he has also made some mistakes. I have not lived under both FTJ and Levy’s reign. With respect, let’s critise their wrongs & appraise the good.

  39. The mines are being slightly irresponsible, if they are there for 40-50 years they should think seriously about constructing housing units for employees. But dont we have minestone and NHA to take advantage of tghe demand for housing in Solwezi.
