Katanshi MP refuses to participate in NCC

Opposition Patriotic Front (PF) Kantanshi Member of Parliament (MP) Yamfwa Mukanga has disclosed that he shall not be a delegate to the National Constitutional Conference (NCC) which starts sitting in Lusaka next week.

Mr. Mukanga who is also PF Chairman for Mines and Minerals Development says his decision is based on merit and principle.

The pronouncement by the law maker now means that he was the only MP from Mufulira who will not sit on the NCC.

He told ZANIS in an interview in Mufulira today that as a God fearing person, he did not want to be part of a group of people who were allegedly only interested in sitting on the NCC primarily for money.

Mr. Mukanga noted that the allownaces being paid to NCC delegates was exaggerated and far too much.

He added that such colossal sums would be alternatively channeled to other needy areas such as poverty alleviation, health and education.

Mr. Mukanga added that it was not in order for its delegates to be paid hefty allowances when Government has been adamant to increase salaries and conditions of services for public service workers.

The Kankoyo MP said if Government reduced the per diem for NCC delegates, a number of participants will shun the NCC sittings.

He further proposed that NCC delegates should instead be paid fifty thousand Kwacha lunch allowance per day to see how genuine and patriotic they were.

Two other PF MPs Marjory Masiye for Mufulira central and Percy Chanda for Kankoyo have already registered as members at the NCC secretariat.

In separate interviews with ZANIS today, the two MPs refused to give details on why they have accepted to sit on the NCC.

MP, Chanda, referred all quieries to Bangweulu PF MP Dr. Peter Machungwa.

And Ms. Masiye said she did not want to wash dirty linen in public as the issue of MPS sitting on the NCC was purely an internal matter.

She added that she had her own personal opinions over her involvement with the NCC.

Yesterday,Spokesperson for PF MPs who have decided to participate in the NCC, Dr Peter Machungwa told the media after the swearing in cermony that it was essential that the PF leaders strengthened the position of those with similar views in the NCC.

Over 300 NCC members were yesterday sworn in at the Mulungushi International Conference Centre by Chief Justice Ernest Sakala.

Meanwhile, Defence Minister George Mpombo says the fact that most Patriotic Front Members of Parliament have registered for the National Constitutional Conference shows that the Patriotic Front was at its crossroads.

Mr Mpombo commended the PF MPs for the stance they had taken saying they had not allowed to be ruled by dictatorship.

”The Patriotic Front had called on its people to boycott the NCC process but most people have
registered. This means that the party is at crossroads,” he said.

Mr Mpombo was speaking in Livingstone yesterday when he officially closed the Zambia-Mozambique Joint Permanent Commission on defence and security at Chrismar Hotel.

He said MPs were elected by people adding that they had demonstrated the confidence bestowed on them by their electorates adding that the MPs had also demonstrated the confidence they had in government.

Mr Mpombo also said the NCC process had started on a resounding note adding that a lot of people had registered to take part in the process which was unparalled in the history of the country.

He said the broad based representation that had been captured had restored the confidence the people of Zambia had in the process.

”In any society, there are divergent views but they cant stand for the majority,” he said.

On Wednesday, twenty-seven PF MPs registered for the NCC in defiance of Party President Micheal Sata who warned of their expulsion.

  1. Masiye (Muf central) is very honest. Her decision to take part in NCC is personal. As personal as her bank account! She is obviously just there for the money.
    Mukanga is sincere, why pay people 46m/m when it can be used better elsewhere? PF manisefto was clear that it will not take part in ZCID (which has now become NCC) and these MP got voted for this (among other things). PF MP’s declined to take part, but now that there is 46mill per month they are taking part. Thats all that has changed.

    It is truly immoral for anyone to get that amount of money in the misdt of povery, the other PF MPs will not even be able to achieve the party’s position on the constition. 20 out of 338. What came out of Levy’s Ndaba in 2002? nothing. Same here. Daylight plunder of 299billion and an attemp to disabilse the opposition.

These laws they cleated in order to deny the average Zambians panadol in hospital and desks in a school in Luangeni, Shang’ombo, Kaputa, Zambezi in favour of their hefty allowances will definitely backfire in their face. Look at them so called NCC delegates, you are not even ashamed of your self. If I may ask ‘why are you being paid? what work have you undertaken?

  5. NCC and MMD plunderers do you know what you doing to the economy? Watch for your self the ‘opportunity cost’ of diverting all those resources in the name of Levy’s constitution. I challenge you all to go to E11/E12 at UTH let alone Mwinilunga district hospital and see for yourself the magnitude of the opportunity really lost. Selfish leadership, what a shame.

  6. The NCC was supposed to be enshrined in Parliament in the first place, that is why “we the people” send them there. It shouldn’t be an additional task for an MP.

    As Mpombo, how can he making partisan comments at the Zambia-Mozambiquen Commission meeting? That’s not what tax payers sent him to do?

    These are all politics of poverty!

  7. The people demanded for the best options to adopt the Constitution.MMD said it was very expensive to adopt it by the people’s wishes. The amount of being spent on the NCC is way too collosal. Now we see the use of the policy of appeazement to entice people to be part of the constiution making process. Some of these MPs do not know what they have been elected for but the focus is on $$$.Shame upon the MMD and all the selfish leaders.

Good strategy too, because once the 25MPs are expelled then they lose their seats/allowances from the infamous NCC too. It is incredible how greed can block mental faculties of even for Phd holders; to fail to see this consequence. As for those in Lusaka & CB, farewell to Manda hill. I glad that alot of people are realizing that our government is wasting alot of money on unproductive issues. what happened to honorable men and women? individuals with heart and true dedication? individuals with a conscience and compasion. are becoming a by-product of the free market economy or what? where is our humanity? As the zambian political scene is full of individuals powered by greed? scandals in the public office are now rampant? who would dare to do such a thing during KK’s era?

I would be very proud and happy if the NCC was held at some learning institution and used the money being spent to improve facilities there in, such as putting new catering equipment and beds, improving the ablutions and the like. Its time to forget luxury and go for simplicity, but stay focused on goals. Instead we have a leadership soaked in the peacefulness of Zedians, and take it for granted to justify immoral and greedy behavior at the expense of nation’s development

  21. I have copies of the said allowances and related materials for NCC, and I am distributing these copies to offices of the World Bank here in Washington DC. I will be going round the Embassies here to distribute these copies so that they see how their money donated to Zambia is being used. Day light robbery by Mwanawasa. I urge the would- be next- President of Zambia to come and charge Chuchu with this plunder of national resources. There’s no genuiness in those plunderers, so called delegates.
