Zaloumis Assures Zambians of a Good Constitution

National Constitutional Conference-NCC Spokesperson Mwangala Zaloumis has called upon Zambians to be determined to have a good constitution.

Mrs. Zaloumis said constitution making is a process that should not be rushed but demands commitment and determination for good results to be achieved.

Mrs. Zaloumis pointed out that there is hope that this time around Zambia will set a good example in Africa by having a good constitution because of the process that has been
employed.

She was speaking during a phone in programme on Oblate Liseli Radio in Mongu today.

Asked when the NCC would deliver the constitution to Zambians, Mrs. Zaloumis said, the NCC is determined to work and produce a good constitution and not to just hurry the process.

She noted that many countries that have hurried the process have ended up in trouble saying because constitution making is both political and legal.

She pointed out that the NCC is developing a constitution that will not be shot down in many generations to come.

And a number of callers expressed concern over the Barotseland Agreement demanding to know the position of the NCC.

Mrs. Zaloumis explained that the Barotseland Agreement has been the centre talk by the people of Western province saying the document has been presented to members of the NCC to read and debate when they begin their sittings.

And Mrs. Zaloumis explained that the allowances awarded to members of the NCC was not even enough compared to the USD 10,000 allowances that their Kenyan counterparts were
getting.

She noted that the much talked about allowances were not even any where near the USD50, 000 that their Nigerian counterparts were getting.

The NCC Spokesperson explained that it is unfortunate that some sections of society have concentrated on talking about the allowances at the expense of looking at having a good constitution.

She said cheap is not always the best saying quality was expensive.

The NCC has embarked on a country wide sensitization tour on the NCC mandate and its operations among others which will continue during the NCC life span.

Have they been sidelined for HE to suffer this shame. These are serious blunders overzealous advisors are making punctuating the President’s legacy six years along the way. Zimbabwe has not reached the boiling point warranting such contigent summit pitching Zimbabwe’s head and and opposition at some international summit.

  7. We hope that the named constitution shall stand the test of time! because our past ones have been changed to suit certain group of people by puting their interst first. We need to be serious, alot of money has been spent towards all the purported amendiments and changes without neccessaly giving an acount to the zambian people! we are tired of you politicians making the suprem law of the land like a toilet paper!
    Make sure all aspect of Zambian lives and protections of all the fandamental rights and reduction of presidential power are taken into consideration. We want the constitution that every Zambian be able to identify themselves in it respectively,stop politiking jst give us ANSWERS.

  8. When you hear Zalouims comparing the allowances to Kenya or Nigerian one wonders what the hell is she talking about. Nigeria is rich as well as Kenya. These are the same pipo who were against NCC, now that they are beneficators they are tell us stupid stories jst steal and face the rough of the magnitude of Zambians. Secondly If Barotseland agreement will get preference I can see each tribe claiming to be independent as well as asking the Lozis to pay back the mineral royalties that they claimed to be theirs when copper mines are not in western province. Pipo should refrain from selfiness and appreciate living side by side with others and not use NCC as way to manipulate their goes.

Historically, the Lozis signed the rockner consession 1900 that gave the mineral rights to Cecil Rhodes the Briton in return for protection as well as mineral royalties.The Litunga and other immediate Royal families were also given free access to free ducation in United Kingdom on expense of the pipo of Northern Rhodesia.However, the minerals & mines were not in Barotseland.   12. First of all, the barotseland agreement is a controversial thing. I would support giving the Lozi’s indeoendence because it’ll be less costs for the country and less ministers meaning more money for the country. However, this can be disastrous because other tribes can also want to be independent and this would lead to division within the country. Next it could be the Tonga’s of Southern Province and the Bemba’s of Northern Province and then the Chewa’s and Tumbuka’s of Eastern Province. I do think we should give them independence if they want it badly and they should apply for Visa’s if they want to come to Zambia but starting up one thing will lead to another. So…i dont know.

  16. The Barotse Agreement complaints will always be with us due to poor national governance practices by those in government. Lozis perhaps think that they can look after themselves far much more humanely than under Lusaka. As far as I can see, all provinces do believe that Lusaka is a toilet. Lusaka knows and does nothing to ensure that all citizens are better off this year, or this decade, than before. Levy’s faith in foreigners is a sick reminder how a brain dead politician in Lusaka can destroy the whole nation’s hopes for developement by the people for the people from the day a prez is sworn in.

The Barotseland gained a special status under the British Colonial system as a British protectorate 2 be protected against the impending German, Portuguese and Ndebele raids.On 18th May 1964, Litunga of Barotseland and KK Prime Minister of Northern Rhodesia signed the “Barotseland Agreement 1964” which established Barotseland’s position within Zambia in place of the earlier agreement between Barotseland and the British Government. The Barotseland Agreement granted Barotse authorities and pipo specified limited local self-governance and rights to be consulted on specified matters,land, natural resources.

First of all the agreement between the British colonial gov’t and the lozi chiefs was a fraud because even in the 1890s, Lozis were not the only ones in that region, there are other tribes that have been in that area before lozis arrived from South Africa. The Nkoya people have been in that area before lozi arrived yet, the lozi chief went ahead to sign deals with foreigners without the consent of other chiefs. Even the British gov’t knew that in western Zambia there were other tribes there particularly the Nkoya people who have never supported the baroste nonsense simply because they are not lozi.

    They know they would lose their gov’t jobs if they pushed this issue, so they are sending small boys to make noise on their behalf because deep down they know the matter is not achievable because it is based on tribalism and it would have other negative effects in other parts of the country. If this fraud is recognised by the gov’t, there will be war in Zambia!! Peace loving Zambians must MAKE SURE this nonsense stays in the archives were it belongs! We don’t want war in Zambia, with war you can never see development and without development, poverty will become even worse, with that comes more crime, prostitution and the complete breakdown of law and order.

Where have you ever heard of demands for recount before results are announced ? Where have you ever heard of an Electoral Commission that takes orders from governmnet ? Results took more than 16 days. When announced Chisanu won. This is the former head of state who by doing that, he has just won US $ 5 Million African Good model leadership fund from the Celtel owner, financial mogul (Ibrahim).Where there irregularities elections could be held beyond 14 days.

    Look at Kenya, a poor country with limited natural resources being forced in a weird 50-50 power sharing concept leading to a blotted coalition Government of 40 plus cabinet ministers. This is a concept never seen even in the USA following the 2000 elections when El gore won the popular vote clearly despite all their wealth. Such concepts are only coined for Africa as a testing ground.

  33. I am wondering why the so called NCC is composed of the Lozis at the top. I say so because the likes of Mulele Mulele and Zaloumis who are Lozis and have a tribal interest called Barotse. Is this a strategy to let the Lozis hijack the system? Further what do we expect from a landscaper graduate Mulele to give us an acceptable well rounded constitition when the same Mulele accused his surbordinates of maliciousy crime which he failed to prove when he was a permanent secretary at the Ministry of Agriculture on tribal lines?
    Levy please.. we have enough qualified Zambians to give us a well rounded constitution than use the recycled Zaloumis and Mulele who have tribal interest at hand.

  34. The issue of Lozis is a complex one. I failed to see why Historian postings have not defined who is Lozi. Lozis are a collection of different tribes. The Lozi we speak is a common language which meets the communication difficulties of the Mbunda, Luyana,totela, Subiya, Nyengo and others including the Nkoya’s, etc.
    So if we talk about the Lozi lets point out which among those who form the Lozi group are talked about.

There is a lot of infighting among these lozi speaking groups like the luyana, nyengo, Mbukushu, subiya and totela who are organising amongst other things the dethronement of the current lozi chief in limulunga and decampaigning of the kuomboka ceremony because it is not a traditional ceremony per se that is why the event has been a flop this year and this is expected to continue for many years to come from now onwards. The Nalikwanda has been identified as the cause of the mysterious fish desease in Zambezi river and most people who fish in that river don’t want to see the Kuomboka taking place in the Zambezi river any more because the fish desease is getting worse.
