Corruption Has Become More Widespread-Chief Justice

Share

Chief Justice Ernest Sakala has said that it is saddening that corruption has become more widespread in the country despite robust efforts to curb the scourge.

He was speaking during the official opening of an Anti Corruption Commission (ACC) workshop for the judiciary in Lusaka today.

He pointed out that every sitting of the judicial service commission deals with no less than five to ten disciplinary cases involving judiciary staff in corruption related matters.

He noted that corruption has become complex and was being committed using sophisticated methods.

Justice Sakala pointed out that the foundation of corruption is human greed and desire to accumulate wealth dishonestly.

Justice Sakala further said that corruption stands as one of the biggest deterrents to growth and poverty reduction in Zambia because corruption does not only distort the economy of the country by making business expensive but also because it makes life expensive and perpetuates poverty in the society.

Justice Sakala urged the judiciary to be part of the fight against corruption.

He told the magistrates present at the workshop to strictly adhere to the judicial code of conduct and eliminate human greed of accumulating dishonest wealth.

  1. What Zambia needs is a real leader, and not economic hoodlums led by Levy and his MMD crooks.

We also need a leadership code of conduct because it is known world-wide that any human behaviour without constraints will always lead to abuse. A leadership code will ensure that those in public office spend their 24/7 time dealing with national issues instead of of spending their time on personal economic well-being the way Levy does. I think it is a shame that the nation is squandering the period that we have such high commodity prices due to poor management by Levy and his hoodlums.

  2. it’s true ba judge people now are not even scared of asking for cash in exchange for a favour and they do it in offices like the pasport office so openly. At least in FTJ time they used to do it in the dark corners

  3. “He noted that corruption has become complex and was being committed using sophisticated methods.”

We need tp be dynamic also in our fight of corruption, from new born children to President of our nation. We shouldn’t be complacent with our current methods of fighting it.

Please, let the Ministry of Education add a new subject in Primary or is it Bsic School education involving how a person should conduct him/her-self when face with a corruption situation. This mus be extended to Seconday or is it High School also.

Once we have disciplined people, corruption will fade off with the passing of time – in terms of corrupted old folks not being with the remaining behind.

  4. justice sakala since you are advising the judiciary to take part in the fight of corruption,i say you start by investigating the man who promoted you to that position(LEVINHO PATRICK MWASAWANA).See every body knows that corruption is spoiling our nation but people involved in curbing this scourge like, you justice sakala, are not investigating the prime perpetrators of corruption. This result in the growth of apathy among citizens and they see no other alternatives but to engage in corruption.

  5. what is juctice where by cases are taking 2/3 years to finish and the ones where by are known to judge are done quick you know what i am talking about wa MUSA of Musa BAKERY who has the whole justice dept in his poket and directs the JUDICIARY dept as to how and what to do he is also known to ACC Boss MRRRRRRRRRR BANDA so u see there is nothing we or LEVY can do it is all for one and one for all

  6. Now this is good some one has hit it hard who ever is he knows what he is talking about let me add more power to this even out C J is in the same boat he is also on the same list please check him out

  7. The only way to curb corruption is to enact stiff strict laws and to prolong the jail time…say 25 to life and see who has enough guts to loot our resources? otherwise the fight shall never be won as our leaders are the most culprits. Sentences for abuse of office and corruption should be amended? otherwise ba mwisho and his clan would spend their years after office in jail?

  8. coming up with a system to fight corruption and abuseof office does not need a complicated approach? simply stiffen the laws and prolong the jail time. 25 to life would be a very strong deterant. all these seminars are waste of time and money..simply utilize the Root Cause Analysis?

  9. Levy Mwanawansa has done better but has completely lost the fight against corruption.I am convinced that when those guyz were asking us to join in them in the fight against corruption did not even understand what corruption.Failure to understand what corruption is has led to Zambia losing the fight against corruption. The chaps were talking about corruption when they could not even define it.They could not even come up with a strategy.kulibonesha bo

  10. What is this chap talking about. Let him just be quiet and let us live the way we have always lived, corruption corruption kwandani, even Donald Trump can complain about corruption in the US with reference to the renovations of the UN building, who are we to complain. Like private schools, if you have the money take your children there if not stay at a public school, if you have the money your passport is processed quickly if not wait for Government. Otherwise this is a sheer waste of time!

  11. Justice Sakala can you swear if at all you have never recieved a bribe.Shame on you why do you talk of imposibilities.

  12. Pa kuti corruption is rive in courts mwamene. that why we see criminals on the streets everyday. Mulebepa banani? Lesa aka mikwanisha one day.

  13. Justice Ngulube himself benefitted from corruption. Who does he think he is fooling? The whole country is a crime scene. KK come back and clean up this rotten country.

  14. There is nothing complex about corruption in zambia. The main issue is ,its the MMD government involved in corrupt practices. The President himself practicess nepotism and tribalism which are just other forms of corruption. For as long as we have select persecution and leadership is deep in nepotism and tribalism we will not solve the issue of corruption….Isabi ukubola balimwena kumutwe. The head is rotten nepotism and tribalism.

  15. #17, I have not worked in Big Zambian Corporation before, but do you have any knowledge of particular working groups that associate only with people of their tribe in some of these orgs? If thats the case, then we are in a mess!!

  16. 17. Socrates,

” The President himself practicess nepotism and tribalism which are just other forms of corruption. ”

Unless the process starts at the top, any prosecution will ultimately run into roadblocks. This is what happens when you keep a narcissist like Chiluba in your organisation – they inevitably infect the entire organisation with their attitude.

  17. In which country is there no corruption? Bush and Chenney ultimately are the magnets of American contractors in Iraq raking in billions, thats why that war will not end any time soon. The israeli prime minister is fighting for his political life due to taking bribes.Berlusconni in italy has bounced back for the third time despite clear evidence of serious graft associated with his big businesses and you want to tell us that corruption is an African problem?

  18. If the Anti Corruption Commission memebers of staff were also receiving the low wages that civil servants get, they would also be corrupt. The major cause of corruption is the rampant poverty in Zambia and this is further perpetuated by the low salaries paid and the expensively priced items.
Imagine a govt secretary, her take home is K600,000 & housing for K150,000. From this she is expected to pay rent, electricity, water bills, food and send her children to school.

So pay civil servants well (just as you pay the ACC officers) and they will not have to resort to underhand methods in order to have some extra money just to live a decent life.

  19. Its unfair please Ba Levi assist us ,we are suffering whilst your Bp is always ssy rocketing because of fats.

  20. Fellow Zambians,

I’m seriously reflecting and consulting at home and around the Globe with the all weather foreign friends of UNIP my growing desire to revive UNIP to its lost Glory. UNIP has grassroot structures and useful infrustructures to build momentum on. As a young man then i had previledges of meeting key and tireless friends of UNIP around the globe that matter in company of KK and personally on important errands where invited and KK could not personally make it. Tilyenji as it were was & is too busy with his businesses in Zimbabwe and Angola.

  21. MMD needs a serious and savvy party machinery to lock it in doing what Zambians want. The obtaining political scenario is not worrying MMD to the point of realising that they could be retired. Insults here will never make any ground paradym shift that many zambians pants for. The political market place has too many useful resources to build an effective social movement ideal of building and consolidating a winning critical mass towards a holistic change of status.

  22. So should Chief Justice Sakala be fired for telling the truth? Zambia is worse off now when the fight against corruption is song of the day by the president. People do not even have fear, hence steal openly. It is just a campaign gimmick by the MMD the fight against corruption.

  23. Zambians and partners of real change are there in multitudes with their emeasurable support at hand in accordance of our Zambian structure & functions (binding constitution). Politically and peacefully change is very much possible in the face of self determinism. A social change movement with a vision could stire minds and effect a “spasmodic change with repo effects”. Within set time frame zambians could be framers of their own destiny. Unless MMD starts working for Zambians, its time to move from the comfort zone and realise our expectations as a free people, they should retire. We have never been at war over the 43 years plus, yet we are exponentially sinking deep and deeper.

  24. Let the media start publishing a list of the most corrupt ministries.
The ministry of home affairs will be at the top !!

  25. #17 Socrates
You`re spot on about your analysis of corruption being rooted in our community starting with the chief nepotist who happens to be fooling the ignorant that he`s fighting the sting that urshered him into power in the first place.
Mabenge the conman who syphoned public funds that were ment for development is the one that was chairing the meeting that resulted in expelling Ms Moonga whose only `crime` was speaking for the voiceless in society.Who are these psychopaths trying to fool?Without the help of whistle blowers and the press,Chitoba could still be the DEC chief.
We need to turn the page in Zambia and elect fresh leadership who can take our country forward

  26. UNIP just need some serious internal reforms and committed follower with their support to the identified leaders that will serve country with commitment for the common good missing today.

Reform from the socialistic maxim to the zambian centric capitalism with Zambian characteristics would position the party to a winning machinery. MMD faced with a machinery that is functional and savvy know all could slide off their arrogant hands. Its all about building visionalry leadership with national interest under clear cut party and national structure and functions self limiting executive excesses pulling us 43 years backwards.

  27. Politically and peacefully change is very much possible in the face of self determinism. 28. UNIP just need some serious internal reforms and committed follower with their support to the identified leaders that will serve country with commitment for the common good missing today.UNIP should reform from her socialistic maxim, to the Zambian centric capitalism with Zambian characteristics. That would position the former ruling party into a dynamic winning machine missing today among our Zambian opposition politics.

  29. Where MMD is faced with practically functional machinery that is savvy and is fully vested in the game, all could slide off leaving MMD with their arrogant hands in shock waves. The MMD operates on a distant leader-follower system. Such systems are porous and fragile under concerted political machinery. It’s all about building visionary leadership with national interest under clear limiting party and national structure and functions against the executive excesses. Such have only been pulling us 43 years backwards.

  30. Instead of forming a new social movement should UNIP resist taking major internal reforms, it’s time to identify a zambian centric political party to direct sustaible support to. It’s democratic and constitutional to do so.

  31. The fact that corruption is on the rise should surely come as no surprise to anyone but the dumbest. It is also a well-known fact that the government investigative agencies against corruption are themselves corrupt! The only question I have for you Justice Sakala and many like you in the MMD government of laws is: Don’t any of you guys have any sense of self-respect at all? If you want to take such high moral ground, I would have thought the mere fact of your holding such a high-level and promient positions in this corrupt government would be reason enough for you to want to distance yourself from it unless you are also a beneficiary of the same corrupt system.

  32. Cont’d…
I would have thought the best way of demonstrating loathing for the corruption that all of you self-respecting officials in this MMD government find yourselves in the midst of; ministers and all; yes, including you Justice Sakala, would have been to take a principled stand and say “enough is enough, I quit!” No! What do you do instead? You stand up on podiums and make these sanctimonious speeches about corruption and the need to fight the scourge while all the time you know exactly who is involved in it – beginning with parliament, through government and the judiciary and ending at State House!! How pathetic!

  33. Cont’d…
Don’t any of you dickheads have the common decency to stand up and be counted for once in your miserable lives? As long as we have leaders who are on the one hand, willing to turn a blind eye to the corruption within and among themselves while on the other hand are unwilling to lead by example themselves, you can forget about winning the fight on corruption. If Justice Sakala seriously believes the corruption of our judicial system began and ended with the ignominious fall of former chief justice Matthew Ngulube? Once again it merits repeating what has been said many times before: the entire judiciary continues to be ‘on trial’ and will continue to be on trial in the eyes of Zamb

  34. Cont’d…
I don’t understand the rationale behind the MMD thinking that dismissing those who disagree with them or do not share their views on issues from the rank and file of the party for instance, is a solution to its own problems of those of the country! The proverbial Ostrich doesn’t even begin to describe how deep in the sand they are willing to bury their heads! I have said before that every country deserves the leadership it elects. This is the leadership you elected. So, man up and bear the consequences!

  35. The sentence in #39 above should read:
Does Justice Sakala seriously believe the corruption of our judicial system began and ended with the ignominious fall of former chief justice Matthew Ngulube? Once again it merits repeating what has been said many times before: the entire judiciary continues to be ‘on trial’ and will continue to be on trial in the eyes of Zambians until it demonstrates political independence.

  36. I thought the Passport office would be one of the places free from corruption but to my surprise it is where corruption is practiced openly. There are agents of the passport officers outside the passport office who get money and a passport comes out a day or two while others are told to wait for 21 days. Sometimes papers miss from their files. They have the most hopeless system and have no courtsey for its clients. You wait in a que for so many hours and only to be told that the number we wanted has been met for the day. Why not give numbers immediately you open so that those who come after your target don’t waste their time waiting in vain. Police officers also banyanya benangu kupempa-pemp

  37. what justis they are all thives from the top to the bottom chek it out also him self he has a big bit so check him out also

  38. NGUGI’S BODY FLOWN TO KENYA FOR BURIAL
THE body of renowned playwright and social commentator Ngugi wa Mirii was flown to Kenya yesterday for burial in his home town of Limuru next Wednesday. The body was accompanied by his widow Wairimu and other family members.Friends, relatives and Government officials thronged the Roman Catholic Cathedral in Harare on Wednesday to attend a memorial service for the late Ngugi who died in a road accident in Harare last Friday.

  39. One of the speakers at the memorial service, the Minister of Information and Publicity, Cde Sikhanyiso Ndlovu, described him as a rare breed Pan-African whose prolific and illustrious works would be greatly missed in Zimbabwe, Kenya and on the continent as a whole.Cde Ndlovu said Ngugi was a fighter for the total liberation of Africans who refused to be sucked in by neo-liberal ideologies.

  40. Reviving UNIP is not the best solution as this wil eventually tek us bck 2 the 1 Party State era.

What we need is a new breed of leadership tht wil take Zambia 2 its real position in the 21st century. Come 2011 zambians wil nt mek a mistake.HH keep ur eyes on the ball !!

  41. what #no7 has said it is all true and hope some one will look in to this and take this rote out of the sty so we can feel a bit feer and fair on all our cases

  42. It is only under the leadership of Levy that you can have a minister get fired and get investigated (Gladys Nyirongo) for corrupt practices. I don’t which Zambia those who are saying there was less corruption during the time of FTJ lived in. Atleast me when I was still in Zambia in those days, I remember that, it was country were Chiulba’s permanent secretaries (Zimba) would even shoot dead Inocent Kasisi girls teachers and get protected by the president just because he was in good boots with FTJ. It was in those days when Castro would shoot people and go free. I don’t really understand what the likes of papa (#2) are trying to tell us. We are not blind!!!

  43. The UNIP song should end. UNIP was a terrorist organisation that wanted one uneducated man to continue dominating the rest. Anybody that opposed wamu-yayaya was killed.

Let’s not forget that when Kaunda took over Zambia, we were rich and by the time he was chased by the will of the people, the nation was broke. There was no freedom of speech, journalists used to be told to shut-up. We had youths running the streets. Businesses were run uneconomically by the state. I think a dose of UNIP is one we would not like to have in our lifetime again. We now want new blood to be running things.

  44. Koshet (51),
Its that level of empty rhetoric that has stuck us with these MMD machinery beyond 2011.If we had progressives who knew how to engineer real status change, MMD could have been history many years ago.Insults and dry rhetoric have never changed any system anywhere throughout history. It take smart and experienced strategists to mine a regime in reistance to to fall.If the likes of VJ Mwaanga weren’t smart and skilled from the battles of the 1980s which sytematically shaped deep in 1990, UNIP could have been here and strong.

  45. In America you know what inhumane things sharecroppers, planters and slave owners did to humanity, yet reformers and progressives narrowed their scope of dissent expected of the status core. They reformed their political system to acceptable two party system.200 years later, America is a two party system of the GOP and DNC machinery. The same evil ones are now reformed people’s parties.UNIP could be reformed and take on the MMD and all its satelite parties.Otherwise rhetoric without substantive alternative, has MMD reigning beyond 2015 i forewarn you.If decendants of slaves could foregore the vices of the American DNC party after reforms and suffrage rights, UNIP could be reformed by reformers

  46. THEY CALLED IT NEWDEAL GOVERMENT WHICH MEANS NEW WAYS OF CORRUPTION.JUSTICE SAKALA IN BEMBA MEANS (KAPINGULA WA BAKABWALALA) KNOWS WHAT HE IS TALKING ABOUT. TO MY OWN UNDERSTANDING THE INTRODUCTION OF CORRUPTION IN THE NEWCROOKS GOVERMENT STARTED JUST WHEN BA MWINE CAME INTO POWER BY INCREASING THE SALLERIES OF JUDGES WHEN PRESIDENTIAL PETITION WAS STILL IN COURT. A FEW DAYS LETTER MWANALESA´S CASE WAS THROWN OUT OF COURTS AND HE OPENED THE BOTTLE OF CHAMPEIGN ACCODING TO WHAT CHUCHU HIMSELF REVEALED ” I DON´T DRINK BUT TODAY I WILL DRINK BECAUSE MY CASE IS NO LONGER IN COURTS.
WOW TO ME THAT TOLD ME EVERYTHING I EXPECTED.
I FEEL FOR CHISTINE MOONGA, BUT SHE SHOULD KNOW THAT TRUETH PAINS

  47. #52, UNIP is a party beyond mending. Moreover, its a family backyard garden. They are 1st class crooks starting from their wamuyaya. If zambia was a lawful country most of them would have been behind bars including KK and his sons. #52, how old are u? If u r in ur 20s we can understand where u r not coming from. KK hang on to 1 party state coz that was an easy root 4 for stealing while he tells u to tighten ur belts or “go back to the land”. And yet he is the one who had land which he has never gone back to. So, just form up ur own party maybe we can join u. There has never been a clean leader in Zambia. All of them are thieves. Compare Z to Botswana which has only ‘1 mineral’, a desert,…

  48. Like I said on another topic………..
Iyi ni nkani ya ability to strategise and implement the much needed orderlyness in the country, by way of ensuring that government officials are given job descriptions and tasks on which they are assessed periodically to determine if they deserve the positions or else be replaced for failure to perform.

  49. …almost no rivers or lakes, mostly illiterate (maybe not now). Their water taps round 24/7 for 365days. They have no water falls but you will never experience power cuts (or is it loadshading) in Bots. Their heads of cattle are fat in the absence of pasture. Do u know why all these +ves about Bots? All their money is invested for the country’s development in all sectors u can think of. Their roads are some of the best. Not only in Africa but the world over. Its a big SHAME to see our leaders RAPING their own country in broad day light. These are rulers with no principles at all.

  50. No. 52 I hope u heard other people’s sentiments and the message sinks into ur veil cognition. I believe am not the only one in favour of UNIP NOT coming back. We don’t want you uneducated people again. Freedom fighters were their to serve a purpose which was to remove the colonialist and not to stay. Democracy if it was let to flourish would have ensured that UNIP was washed out of the system. However, they stopped this process by introducing a one state until they were coerced to return it following a referendum held in 1990.

As of now, we need new politicians. Honest Zambians that can give the people the development and remuneration they deserve as corruption is just a symptom of poverty

  51. #52. THAT IS DULL THINKING MINISTER ! AND YOU CALL YOURSELF EDUCATED
WHAT A SHAME ! I CRY FOR MY BELOVED COUNTRY

  52. We need to ask ourselves why corruption has increased on Levy`s watch.
Did Levy really resign because he was against corruption or simply that he didn`t have a share of the loot?
If Levy is a principled man as he claims, then why is his inner circle full of questionable characters?Where does the buck stop?Is Levy now going to go after the Chief Justice for pointing out the obvious.Does the task force need permission from Levy to investigate how Maureen is syphoning donor aid in MMCCI?

  53. Levy never won a case in court without bribing these corrupt so called judges. Most of the verdicts we see in Zambia will have different outcomes in the jury system. Corruption starts on the streets and has walked way into State House. Judges are bribed by criminals using lawyers everyday. Ndola High Court judges are the waste culprits. Ask Terrence Findley how he escaped jail time after raping that poor kid. Sakala knows how they do it. So, Judge Sakala, stop this nonsense. We know how you used to behave in Ndola.
