Govt spent K 400 million on rural talent identification

Parliament heard today that government spent over K400 million on identifying 363 talented sportsmen and women in rural areas.

And parliament heard today that this year government has set a Talent Identification and Steering Committee that is being administered by the National Sports Council of Zambia (NSCZ).

Sport, Youth and Child Development Deputy Minister Christopher Kalila said out of the K1.4 billion allocated in this year’s national Budget, K430,754,247.20 was spent on talent identification for 2011 All Africa Games (AAG) to be hosted in Zambia.

He further said that the Committee comprises of officials from his ministry, the Ministry of Education, and the National Sports Council tasked to tap talent in all the sport disciplines in rural Zambia.

Dr. Kalila said rural talent was tapped from football (10), netball (65), volleyball (81), table tennis ( seven ), as well as Zambia Athletics Amateur Association (ZAAA) ( nine ).

Others include Badminton Association of Zambia (18), basketball (46) chess (40) and a total of 87 athletics from the Football Association of Zambia (FAZ) respectively.

Dr. Kalila who is a nominated MP was responding to a question by Mfuwe MP (PF) Mwiimba Malama who wanted to find out what government is doing in tapping talent in rural areas and how much was spent from 2007 to-date.

And Sport, Youth and Child Development Minister Kenneth Chipungu said government has plans are underway to develop the infrastructure in the country to prepare participants participating to the AAG in 2011.

This was in response to the supplementary question by Mwense MP (PF) Jacob Chongo who lamented that lack of infrastructure in rural areas is detrimental to operate on.

  1. this sounds like the sunday gospel preached about by the catholics last sunday. See, catholics are very influencial because their leadership is well prepared. i hope you had chance of listening to Fr. Bwalya he spoke sense not emotions like some of you guys…often emotional. even some of your arguments lack academic credibility. education is very important because it opens you up to something that others can not truly perceive. do not insult the catholic priests because they are well prepared to stand for the nation unlike other pastors who learnt only quoting the bible. even the current leadership cannot stand the intellectual capacity of one catholic priest…this fact stands in ages.

When Zedians become educated enough, they will also see sense. I wonder whether the likes of RB will ensure all are educated enough to see things differently.

  4. Use the education system to tap talent. We have so many schools in the rural area where programs should be implemented through inter-school competitions and the likes. Its good that govt has invested a lot of money in this area.

  5. #9, you are right. I wonder what method was used. Schools sports section should be funded to encourage inter school competitions. That’s is where talents can be identified easily. What happened to those sports we used to have in schools. There was a class period for sports/games once a week and it used to be fun. I was surprised to find that councils have given away all the empty spaces and parks to be used for house developments. What a shame.

  6. Talent spotting when all the money was being used by the organisers sleeping in hotels and claiming allowances. Did they give the so called talented the money? This should not be allowed because it is clear they are stealing, Auditor Genral be on them.

  7. How does one justify spending K400 million in tapping talent? Zambia has no specific strategy/policy of developing sport apart from using failed policies/initiatives borrowed from the UK such as ‘sports for all programmes’. Our sports organisations lack transparency and accountability, PE in schools does not exist anymore, partnerships such as those created with ZCCM have become extinct, there is no strategy of training and ducating coaches…the list goes on. However, apart from the feel good factor associated wih hosting big sports games, the economic benefits linked to such are short lived!! Invest our money into sustainable initiatives. What happens after the All Africa Games?!!

  8. Talent identification two years before the games is total rubish. Poor planning and management skills by the people at NSCZ. They should have thought of this in 2000.

  9. I wouldn’t be shocked if there is a committee chaired by Kalila going arround provinces instead of using schools to identify talents and sharing the K400M in the of subsistence allowance,there is a way of legally plundering the nation in this country.

  12. Bane All Africa Games will be held in Zambia in 2011? Twasebana, because there is not much preparations going on. Ulubilo lwamwipi kubangilila.

  13. At this time, we dont need to identify or tap talent, we need programmes that will be put in place to develop and sustain talent. Imwe where is your thinking kansi? You know very well that the starting points are schools, why cant you bring back the old days where sports was encouraged at shool. Construct football pitches and all that is required at schools down to the very remote areas.

Fr frank Bwalya is a PF cadre.Dont say he preached well.Preaching what.He is about to be caged he is not above the law.If the law can visit FTJ who is Fr Bwalya.He is just the agent of Kaponya President.He is not fit to run a radio station.You can not use the radio station to shed the blood of innocent Zambian citizens.It is very shameful that priests talk about the mouthpeace of the poor.Tell me Catholic priests enjoy the money of the poor which they collect evry sunday and use it to create violance in the nation.They eat Tee bones and chickens using the money from the poor.They drink alcohol using the money from the poor.They buy condoms and use it to have sex with married women.

  17. People, its not only PF members causing all this. I am not PF but I am bitter, coz we were promised that things would CHANGE if MMD is voted in. Mealie meal is up, the fertilizer is nowhere to be seen. And already salaries are increased in the shortest time. I am sure am not the only one complaining. Please look at the Zambians they are very few people who are happy with the life style in the country. Give us what you promised before you increase you salaries etc. The K400m can be used at schools, instead of cheating us.

  19. #31 what you have written is very embarrasing indeed. please respect a man of God; he simply spoke the truth. the catholic church does not depend on government money or government budget. the priests can survive without all that offering. know that the church is all a state like the republic of zambia, governed by the pope, the vicar of Christ on earth. the pope is the head of state. stop playing with your life and be careful because you cannot say that to our beloved priests no matter what and yet we know that you have got no evidence at all. shame on you poor man who thinks the priest lives on your money. note: there are many priests who are working among the poor…
