Government is happy with opposition Patriotic Front, PF, Roan Member of Parliament Chishimba Kambwili, for helping explain the reduction on perks in the emolument bills passed in Parliament for Constitutional office bearers.
Chief Government spokesperson, Ronnie Shikapwasha, said government is happy with Mr Kambwili’s honesty that he voted for the increment in emoluments because the current perks were inadequate.
Leutenant General Shikapwasha, told ZANIS in a statement that Mr Kambwili should be commended for boldly helping PF leader Micheal Sata to understand that the passing of the emolument bills were justified as the perks were a reduction on the earlier ones which had been passed but which President Banda refused to sign.
“Government wishes to commend Patriotic Front Roan Member of Parliament, Chishimba Kambwili for his honesty in shedding more light on the emoluments recently passed by parliament,” read Ge. Shikapwasha’s statement.
“Iam pleasedb that the Roan MP who is considered a confidante of Mr Sata has boldly and honestly informed his boss that he voted for the increment in emoluments because as an MP he deserved them, describing the current emoluments as “a joke”
He described as falsehood remarks by PF Mandevu MP Jean Kapata that the opposition MPs were misled and lacked guidance from party Vice President Guy Scott and Chief Whip Yamfwa Mukanga on the voting system.
He said Ms Kapata was being dishonorable by blindly following orders by PF leader to mislead the public that the opposition MPs were misled hence their voting for the passing of emoluments.

The issue of Kambwili being honest and saying I did this in the house becoz of A,B,C is the right way to go and I recommend him. MPs should always defend their decisions whether popular or not but bearing in mind that they represent the people and not the party. This helps in shaping and move the country. It is not always that MMD or any ruling party will be wrong and that opposition should always oppose regardless of the issue. We do not need MPs who leave their brains behind with their party President and go to parliament. It is also important to get the figures and then analyse them with regard to the 15% increase. It is also iportant to understand that MPs have got families and apart from that a constituency to look after. May I also say that we should not crucify MPs so much becoz of our Union representatives failure to negotiate good perks intelligently. We need better Unionist who can articulate and convince govt.

I believe that our PF MPs aught to be sincere to us the electorate. It is not in order for them to use tricks ranging from anything to claiming ignorance. If they are that low in calibre that they cant understand even the simplest logigic of voting then our laws should provide for the electorate to pass a ‘vote of no confidence’ on such MPs so that we have them droped and a by-election held to elect ones with calibre. If ignorance and being misguided shall be the order of the day for these PF MPs, then NCC should be more objective on the matters of qualifications to the candidature of MP. It is wrong to think that Zambia is a theatre and MPs are a theatre group who perform to the public.

While his MPs justfied voting for salary increment for genuine reasons, Sata is busy lying that the MPs were tricked by the MMD. Just when will Sata stop taking Zambians for granted? Kambwili justfied the increment by saying that the current salaries are too low to be realistic. In addition standing orders don’t allow MPs to debate their own salaries. Having been an MP for a long time, one expected Sata to know this and not mislead the public. PF MPs simply found good reasons to support the salaries increment.
Its a shame that certain ministries continue to have 2 ministers and a number of their deputies. I agree with you #4 that civil servants will demand more come January, 2009. And you #6 civil servants actually deserve better than the 15% they were awarded in April this year. The justification is that they have nothing else to expect after getting their salaries and housing allowances. Unlike politicians who get numerous allowances, civil servants only have housing allowance. The basic pay for a teacher who is a graduate is K1.2 million and housing allowance is K200,000. Govt gives no car loans to teachers and other civil servants. Further, no one forced Kambwli to get a car on loan. He should have bought his own car and kept his salary intact.

The car is a must for him to travel around his constituency. most of these MPs are former teachers and this gratuity makes sence for someone who forgoes his teaching carear together with a pension and future salary to join politics and serve for 5years or more if he is lucky.This gratuity is infact low considering that such a person was going to continue receiving his salary until 55years old then probably retire as a headmaster and get a pension of about K300million

Well, the new Salaries and allowances will give ministers only K10,681,649.75 gross pay, and when you work out this figure you should be able to get about K7m net per month. I think this is not too high a salary for a cabinet minister. We fight and make noise over wrong things. What we need to focus more if we are to be objective is the issue of travel and workshop allowances. Remember these non-standing allowances take most of the government budget. Do you know that civil servants own most of the mansionates you find in Woodlands extension-extension and Chalala of Lusaka. The civil service has been segmented into what are now as boards and project teams where priviledged people have given themselves huge figures for some getting as much as K25m NET per month while a minister is geting about K6m. As if this is not enough they add unplanned, unaccounted for workshops and serminars that syphony cash from GRZ budget. Even those in mainstream civil service come up with all manner of serminars and workshops that are not value-based but income-based. People come up with workshops not to achieve anything but earn money.

If we were broad-minded, these are the issues we should be discussing and findimng ways of putting controls. Even if RB rejected the increments there will be no tangible saving compared to what these ‘informal’ income structures. Why labour so much on the little 15% increment when people get the whole anual salary of a cabinet minister through a single month of workshop, meal and travel allowances in the civil service. It is of course unfortunate that some civil servants never get to enjoy these wrong ‘incentives’ and so remain poor with meagre salaries. But this matter should be of a much bigger concern that what has caused too much noise in the past week.

All those newly built nice looking Pubs in Chilenje and Kabwata are owned by civil servants. even the newly re-introduced empowerment will likely fall in the hands of civil servants. have you ever wondered why councils go for months without pay yet they dont resign neither do they protest or abscond from work.these civil servants are also responsible for supervising projects such roads and construction for clinics and this is where corruption is rife. look at the audit report most people cited for corruption there are civil servants yet the blame entirely falls on politics.its infact civil servants that run gorvnt politicians only give policy guidelines

When they travel and hold workshops and serminars etc, what spending controls do they put in place? what entuorages do they move with? How relevant are these trips and the people involved in these trips. Do they just say, “even me I need to travel this time since last time I was left out, since i also need to earn something” or they do so with objectivity?
I believe that it is time the office of the auditor general was more broader than just auditing books in terms of spending cash, but apart from mere account audit we need auditing of attitudes, motives, purpose, value, intentions etc for GRZ institutions.

Not a single person protesting these increments can give a estimation of what they would term as ‘reasonable allowances and salaries’ for MP’s and Ministers. Even if MP’s were getting a K1,000,000.00 Gross salary, they will continue grumbling.

I hope that you read my comment at #86. Now, if read this already then i am getting more convinced that it all has to do with understanding issues.
As long as we remain myopic in our view of issues we will continue to shoot wrong targets. This increment will contribute very little to the national budget comapared to moneys lost due to matters of irrelevant serminars, workshops and travel politicians and civil servants make.
If you still dont understand that, of course I have no other way of helping you because the only method i have is ‘logic’.

You may be aware that Parliament, even today when access to educatiion is almost universal, still accommodates some of the most illiterate people in the country. There are, withing parliament, people taht have never sais a thing since their election in 2006. Their only duty is to sit and wait for parliament to close.
I personally believe the privileged civil servants that you are talking about are very few.
For how long will Dr. Guy Scott continue to mislead the PF MPs as claimed by by PF Mandevu MP Jean Kapata ? Jean Kapata. “misled and lacked guidance from party Vice President Guy Scott and Chief Whip Yamfwa Mukanga on the voting system”.
I don’t think Kambwili and Shikapwasha are worth the money they want to get. Being a parliamentarian is a matter of chance and luck. But being a teacher, policeman, nurse and other nuch needed professionals requires some level of education and toiling to get the qualification not forgetting the tediuos work these people do. What qualifications apart from careless talk and being a luod mouth has Kambwili got. the chapis just a former musician with Isha band. Isha Band was Idah Shamutete’s band. Shamutete was a former Manager in ZCCM. So what Kambwili is getting at the moment is enough for him.

I agree with you. Most MPs when we empower them with these salaries all we are saying is let them die enmass from extra-marital affairs. The other day Kaingu was being congratulated by his two wives for the MBA he got. How many MPs have we lost through AIDS before we consigne more to the grave mainly due to the money they may not use well much as they are grown ups. Moreover most of them are always into politics as that is an easier means of being buried by the state once they perish of AIDS. How long has VJ been empowered with public funds but still can’t look after himself. No to pampering of these careless adults.

Thanx for your social stratification observation. However am not with you when you give the example of Jesus saying we shall always have the poor. In saying this, Jesus was in no way saying that poverty was the inevitable fate of mankind. Far from that, Jesus appears to have been emphasising the need for getting priorities right when we are doing things.

My understanding is that poverty is a relative term. in the old days anyone putting on shoes was considered a rich person and those without were considerd poor. I am more concerned about the lowly paid civil servants that most of the bloggers who seem to talk more here. What I said is that we need to address the issue of the abuse of funds by the few priviledged civil servants who rip more money than what the constuitutional office bearers are going to take as a result of the increment. If we save this money dont you think it will address the teachers’ plight? Are you confortable with the few civil servants who rip the GRZ budget through serminars, workshops and travel allowances?

The Bills to increase salaries for Constitutional Office Bearers was introduced selfishly by RB and his minions. At the time the Bills were introduced, the then President LPM was sick in France. The introduction of the Bills was seen by many as a move to have the Bills assented to quickly by RB before LPM recovered from his illness. This is because LPM was believed to have rejected the same BillS.

Just before the elections, President RB withdrew the same Bills arguing that he would not assent to them. It was therefore a surprise to many that shortly after the elections, the same Bill that RB promised he wouldn’t sign were taken back to Parliament. RB is being blamed for lying to the masses. In case RB refuses to sign the Bills, which I doubt very much, emphasis will be on improving conditions for civil servants. Once this is done, people will be more ready to accept salary increments for parliamentarians

The Zambia President does not have absolute power over Parliament. If he vetoes a Bill it has to go back to Parliament for amendment. If hevetoes it the third time he has to dissolve Parliament and go for elections. Do you understand?

How close are you to cabinet office? Why did RB withdraw the Bills during the campaigns and just reintroduced them after the elections? Are you going to believe me if I say I personally worked on the Bills in February this year even before Cabinet tabled them?
At the time the Bills were made public, LPM was sick in France. RB was Acting President. He had some of the powers of the President.
