Eastern Province Permanent Secretary Kelvin Kamuwanga says there is need to take the fight against corruption as a personal challenge in order for the country to achieved positive results.
Speaking in a speech read for him by Deputy Permanent Secretary Eularia Siyamujaye at
the commemoration of the United Nations Anti Corruption Day, Mr. Kamuwanga said
corruption could only be won through the participation of all stakeholders at an individual level.
He stated that there is need to ensure that the public service was subject to safeguards
that promote efficiency, transparency and recruitment based on merit.
“Public servants should abide by the codes of conduct and disciplinary measures should
be taken where appropriate,” he said.
He disclosed that various government institutions have developed codes of ethics and
established customer service centers in a bid to streamline transparency and
accountability in the process at key points of public service delivery.
The UN ACC Day which falls today, is being celebrated under the theme ‘Corruption,
your NO counts.’
Meanwhile, malpractice in the distribution of farming inputs under the Fertilizer Support Program (FSP) have remained a source of concern in Eastern province, the Anti-Corruption Commission has disclosed.
ACC Regional Manager, Raymond Banda, said yesterday in an interview that the commission has been recording a number of cases of malpractice in the distribution of fertilizer on a yearly basis.
Mr. Banda said the trend has been common in Chipata, Petauke and Chadiza districts.
He revealed that the commission has been strategizing on how it could stop practice through consultation with other stakeholders.
He expressed hope that the strategy would ensure that procedure was followed and that those entrusted to distribute the inputs did so diligently.
Mr. Banda however said the commission has made headway in the fight against
the vice in some sectors in the province.
He said cases of malpractice in the education, police and other sectors have been minimal
due to partnerships that were formed with the commission.
He also revealed that no cases of electoral malpractice were recorded in the October 30th presidential elections.
The ACC official bemoaned inadequate resources as a major challenge in the operations
of the commission.

These three must stand out very independent of each other in appointments, finance and administration if corruption has to be eradicated. First of all, does thi PS even understand what corruption is?
Corruption is lack of integrity or honesty(especially susceptibility to bribery); use of position of trust for dishonest gain or impairment of virture and moral principles.
Corruption is in 2 parts:Nepotism and bribery.
Nepotism is favouritism granted to relatives or close friends , without regard to merit.
Bribery is the practice of offering someting (usually money)in order to gain an illicit advantage.
So who is not guilty? even late mwanawasa is.
YOU ARE RIGHT. AND IT SHOULD START FROM RUPIA BANDA. HE CAME TO THAT OFFICE ON THAT TICKET. TELL HIM TO MAKE IT HIS PERSONAL CHALLENGE AND HE SHOULD PUBLICLY CONFESS TO THE ZAMBIANS THAT HE HAS QUIT HIS OLD BAD HABBITS. OTHERWISE YOU BETTER JUST CHEW YOUR OWN WORDS.

#3 & #4 Manyinga to UK – Remember that autonomy of the Judiciary makes things worse if the Judiciary itself is corrupt. Also remember that all institutions fear the Judiciary. The only person who could have cleaned the Judiciary of corruption was Levy Patrick but alas he is gone!! There is too much corruption going on between lawyers and court staff (of all levels)
Here are some suggestions on how to go about solving the problem (partially or otherwise). Let’s start by asking and answering the following questions: (i) What is the problem? [pretty easy, but might always be]; (ii) What are the contributing factors?; (iii) What interventions can work? Are we doing the right things?; (iv) What interventions and resources are needed?; (v) What are we doing? Are we doing it right?; (vi) Are we implementing the programs as planned?; (vii) Are interventions making a difference?; (viii) Are collective efforts being implemented on a large enough scale to impact the corruption scourge? WE OBVIOUSLY SHOULD START SLOWLY AND WORK OURSELVES THROUGH TO THE END

We are all corrupt at heart. If we get a chance to make a bit extra without any body finding out, of course we will. The only check is, public accountability. People and institutions need to be accountable for the money the accrue and the money they spend. We need systems where there is clear accountability for allto see.
The PS East should mention openly that corruption that raised its head in the past elections and apppointment former sidelined leaders like Vija vemene tiziba, should stop! There is no smoke without fire, pehaps only in Chiengi. Mr Banda anti corruption commission is right no cases were recorded on corruption on 30th October. But the reasn is that no anticorruption commission officer has the guts to record any of the corrupt practices that occured in the open day light. Message dirt is never sorted out by sweeping it under the carpet. THe heap will eventually show. 😕
