Do away with Task Force and NCC , Hikaumba

Zambia Congress of Trade Union (ZCTU ) President Mr. Hikaumba, has said government has increased its expenditure through commissions like the Task Force and the NCC . He said that these commissions can easily be done away with to enable the country have a good cash flow to benefit more Zambians.

Mr Mr. Hikaumba has urged government to reduce expenditure and increase production to enable workers to be less affected by the world economic clampdown.

Mr Hikaumba has also challenged Union leaders to dialogue with government to look at the global economic slown down critically.

Mr. Hikaumba said during 2009 commodity prices will increase there by disadvantaging majority of civil servants and ordinary Zambians.

He said only good salaries for public workers will help cushion the effects of the clumpdown.

He suggested that government should consider salary increment regardless of the economic crisis which has affected the country.

The ZCTU President said government would want to give all sorts of excuses because of global financial crisis but however said this development calls for critical thinking.

Meanwhile, the Civil Servants and Allied Workers Union of Zambia (CSAWUZ) has called on government to narrow the gap between the highly and lowly paid workers by coming up with a deliberate policy on the poverty datum – line.

This is according to the resolutions of the just ended biannual conference of CSAWUZ held in Livingstone.

The civil servants have also called on government to immediately open negotiations with the union for the 2009 improved salaries and conditions of service.

The government has further been urged to conclude the negotiations before the expiry of the existing agreement.

They public workers were of the view that government should also clear all outstanding arrears for the existing housing allowances and other personal emoluments such as leave travel and settling-in allowances.

The civil servants in their resolutions also urged government to expeditiously resolve the outstanding 2003 housing allowance issue as per provision of the memorandum of understanding signed with the union.

This year’s annual conference was officially opened by Secretary to Cabinet Dr Joshua Kanganja.

  1. Honestly, some financial analysist should tell us how much money has been spend on the task force since formation. What are the economic and social benefits of TF? it might be wrong to just call for its termination. We need facts and figures to support this idea of doing away with TF and NCC

  3. 3. THE BRAIN, good point there. I hope this will be as early as tomorrow.

    I strongly feel that we can do away with the Task Force on Corruption and introduce and Truth and Reconcilliation Commission where people like the Undereducate, Micheal Chilufya Sata, must tell the Nation what he did when he was Minister Without Portifolio or other Ministerial positions as regards the money for the soldiers who served under UN with other contentious issues.
    On NCC, feel we cant afford to scrap it now looking at the progress we have made on it. We just need to conclude upon its findings soonest and make sure we do not have undereducates and those over 65 years to stand for Zambian president.

I think, it is getting out of hand. You can also ask for help from your parents and other relatives or friends, if it becomes difficult for you to find.
    There are many ladies near you of all sorts including white ones who wont suck your money if you are to marry them. Find one – black or white or whatever colour, shape and form – for yourself as a girlfriend and probably marry her.

  7. Hikaumba has a point. The Nchito brothers will prolong the prosecutions as long as possible as they are getting paid. With Zambian Airways in trouble these cases will go on .

  8. I just have some questions, whose iniative was it to come up with the NCC, was it the Zambian citizens or the politicians. If it was the politicians before they disband it, please refund all the money wasted on this white elephant, because i am sure there are a lot of cost effective ways to amend a country’s constitution. Zambian citizens can just vote on what they want or don’t want during elections, that is democracy. Secondly, please spare me UNPD members i am an independent and i just trying to be objective, i am not sure if i have my facts correct, is HH part of the NCC, if he is, is he receiving the allowances or not.

  10. promise to the Zambian people that when you become President you will not receive a salary or allowances, if he is receiving the NCC allowances then we need to seriously vet him. What is HH’s evaluation on the NCC so far, has it been productive in comparison to the financial resources poured in so far,we would like to hear from him. As for the PF MP’s who went against their party rules, we would also want to hear their assessments and why are they receiving those exhorbitant allowances at the expense of the suffering Zambians if they are.   11. the other opposition parties who are part of the NCC if there are any what are your assessments so far, has the NCC been productive so far in comparison to the financial resources spent so far and why are you receiving allowances if you are, aren’t you supposed to be serving the Zambian citizens. We would also like to hear from the Churches who are part of the NCC if there are any, because you are the moral backbone of the country, what is your assessment of the NCC so far in comparison to the financial resources spent so far, are you receiving any allowances and have you thought about the suffering zambians out there.   12. whether it is the Ruling party or the opposition etc. In fact it would even be wiser if the majority of Zambians become independents so that we hold the ruling and opposition parties accountable. Let us leave those who want to be party members to insult each other with the other parties.   13. #14. your flag New Zambia, president HH and the UPND are fully part of the NCC deliberations. To this end, president HH must be receiving that NCC allowance if he has not committed it to the Underprivileged though I do not remember him publicly suggesting such a move.

    On his NCC evaluation, my guess is that it has been going on well considering that he proposed that the NCC will be concluded by June 2009 if he was going to be elected President of Zambia which he hasnt been as you know.

    I am hot are UPND member though I attempted to give this view based on my independent research.

  14. The Task Force on Corruption and the NCC should not be scrapped looking at how much money the Govt has already wasted on them. The best is to limit their time in which they will exhaust their work. Although this may be difficult on the Task Force because they are not the only players in the quick dispoasal of the cases. The Judiciary is one and part of it and cannot be pushed because of its being independent.In this case the Judiciary and Task Force including defence lawyers should sit down together and see how they can iron out this, although lawyers cannot support it for obvious reasons. The more the delay of cases the more they make money thru adjournments.

  15. Also, late Mwanawasa proposed the NCC over a referendum if my memory serves me right. He did this to allow people deliberate on contentious issues for I referendum would have required educating all Zambians from all walks of life including cattle heading in the villages as to what is a Constitution and also what changes are needed to be done before they could vote on its change.

    This is as far as I can go, for now. Further points would need more research on my part.

Others out there who have facts on the questions i have raised on the various stakeholders kindly provide your input. On the task force we need a serious and honest evaluation on how much time and finances were needed for this task and why it is taking so long to conclude. If there is missapropriation please refund the money. Zambians let us rise up and hold all stakeholders to our development accountable. God bless Zambia.

  18. The normal way to change constitution is for the government to come up with a draft and then call for a referendum. This NNC is a waste of time and money, and it is a means for MMD to compromise the opposition and civil society by putting them on its payroll. Task Force has been Mwanawasa instrumemt of corruption. Whether Task Force is disbanded today or tomorrow, they will be put in the dock to answer why the did not follow up Mwanawasa mega corruption in Copper mines sale and how he put the oil sector in his pocket.

  19. :-?:-?:-? The initial objective of NCC and TF were well mean’t by levy. See, the Task force did such tremendous work in fighting and made sure the public was well informed on Corruption. Lets just strengthen TF or probably legalise it through the anti Corruption commision. This is only way we can deal with it.

    On NCC, it’s still difficult to understand why the whole process has taken this long. I think there people dragging this whole thing to make a living out of it.

I think there people dragging this whole thing to make a living out of it.” It is possible that the MMD Government do not want to give us a Constitution that will that they are removed from power in 2011.Late President LP Mwanawasa was going to do it i time before the 2011 elections because he had nothing to worry about winning the next term of office.Now,Grandpa President RB Banda seems to be ierested in a second term of office as Zambian President,so let us just prepare to finnish the NCC process under someone else from the opposition and that person is not Sata because of his opposing it.

GK told us 44 billion kwacha has been spent on the NCC so far.To abandon it after spending that much would not be a wise thing to do.The task force seems to be biased in my opinion.They should have called it “ANTI-SAKALA TASK FORCE ON CORRUPTION”.Hikaumba should have thought about the expense before joining NCC.I agree with one observation over the mines:the sale of the mines was a big scandal!MMD are jokers.IT WILL BE SUICIDE TO LET THEM WIN IN 2011.ZAMBIA WAKE UP!

    The Task Force should be done away with as it was formed way back and nothing more or less has ever come out from it as many of those accused still walk freely.
