Govt to remove bureaucracy – Musokotwane

Finance and National Planning Minister, Situmbeko Musokotwane said the Government would encourage private sector participation by removing bureaucracy and making it easy for people to start doing business.

Private Sector Development Association (PSDA) chairperson, Yusuf Dodia urged the Government to avoid borrowing from banks next year so as not to create more pressure on the financial sector.
Mr Dodia said the Citizens Economic Empowerment Commission (CEEC) and the Development Bank of Zambia (DBZ) should be merged so that they could assist Zambians in starting up businesses.

Another businessman, Jeremiah Dauya said the Government should give local businesses incentives to enable their products to compete with imported items.

Meanwhile Dr. Musokotwane said donors have pledged to fulfill their budgetary commitments in next year’s Budget despite the global financial crisis.

Dr Musokotwane said on the Zambia National Broadcasting Corporation (ZNBC) television programme, “National Watch” monitored yesterday that donors contributed 25 per cent of Zambia’s national Budget.
He said that because of the global crisis there were fears that donor countries who were most affected would cut their support but most of them had confirmed their contribution.
“So far most donors have indicated that they will fulfill their pledges and the only worry will be about the job losses in the mines,” he said.

He said Zambia should not be scared to attract foreign investment because it accounted for the positive economic trends in countries such as China and Thailand.
“We should not be scared to attract local and foreign investment but we should just ensure that people benefit,” he said.

He said Zambia had not attracted sufficient foreign investment, especially that it came from a “commandist” economy and that since it had a small market the option was to export in order to earn foreign exchange.
He added that Zambia was not the only country that was facing job losses in the mines and the Government was monitoring mines while looking at measures of protecting jobs.
Dr Musokotwane said President Banda recently visited Luanshya Mine because the Government was concerned about the job losses.

He also assured that next year’s Budget would address how Zambia would pull through out of the global financial crisis.

    There many reasons why the govt must state what they are doing or intend to do.
    Amongs these reasons is that then public needs to know so that if their moves are not acceptable they must be criticised else they must be susported.
    Another reason is that the public demands that govt states what they are doing top address the many things that face society. Am sure that we all want to hear govt tell us what steps they are taking to address issues of global financial crisis impacting us already. The public has demanded that govt explains the measures they are taking to address these issues.
    This calls therefore that every isssue the govt is doing be transparent.

  3. Same old crap heard it before ..nothing new the same general talk which MMD can’t execute and so nothing will happen. RB tried to be specific and look at how many specific promises he has broken so far. The MMD just don’t have what it take to move this country forward and so they have to hide under general things like empower citizens, remove bureaucracy, alleviate poverty, build capacity…they general things nobody can quantify. This is FTJ politics nothing new.

    These guys are externalising money at will and they can come and go at will especially when their tax holiday is over, without paying benefits to workers. When the whole world is talking about regulating, we are doing the opposite

  7. Trying to think MMD at this time will implement something is a waste of time. They don’t have the vision to deliver development apart from enriching their pockets.   9. The CEEC is more of a fallacy than a reality. One is even better off going to the bank than the CEEC. We are aware that most Zambians cannot afford to secure their loans as they no assets. But that is what the CEEC are asking people in villages to do! Some don’t even have bank accounts. I even wonder where the money they are charging as administration fees for collection of forms is going to as no receipts are issued. In one place all applications submitted by residents were rejected. What kind of empowerment is this?

    The calture in Zambia is very bad.
    Everyone wants the goverment to develop the economy.
    When an Ethiopan/Somalian gets a K20 million he will buy a block making machine and employees a number of zambians to be doing work for him.
    With the same money, the first thing a zambian will think of is visit ‘autorec’ to buy a second hand car.
    When the Somalian’s business grows and he diversifies the Zambian turns to the govt and says they only support the foreigners.
    Yes there are cases where policies are biased, but there is much available to Zambians to do which they dont do. Priorities are misplaced in most minds of Zambians.

  16. This talk of cutting red tape to reduce the time it takes to start business sounds good but, unfortunately, it never happens. All countries are measured on a common index which highlights barriers to doing business and Zambia is very lowly ranked. That is the type of data that investors look at before deciding to invest in a particular country. That’s how come we have the president and other governmenmt officials globetrotting to woo investors who never come. Investors are not like the electorate who just listen to politicians. They do their homework and make sure your money is where your mouth is.

  18. Definitely a step in the right direction. E.g Companies House-painful experience, where you had to pay a “facilitation fee” for things to get done quickly. Lands registry is another place where bureaucracy was rife. Investment Centre too. Maybe things improvved but wow!

    It frustrates many people all because of a few swimming in their self-importance they would prefer to hinder progress because they’re the ones to sign off on things. During FTJ civil service was almost destroyed. The civil service should be improved because there are experienced people (regardless of politicall affiliation)who need to be left to do their jobs without interference.

    This is the way to go. We are tired of hearing about foreign investment. We want local investors who will be able to protect jobs of their fellow Zambians in times of trouble for there will be a personal and moral responsibility to see to it that all is well with each one’s neighbour.

    Be specific, just say SATA and Chiluba failed us for 10 years and they had the guts to copntinue failing us by fighting for third term.
    The past 7 years Mwanawasa began to correct what Chiluba and SATA destroyed, but then he died three months ago and so he could not finish mopping the mess created by these guys.
    RB has taken over the mess, and as he is trying to clear, another issue of the global financial crisis copmes along.
    Of course, as a leader, RB has no excuse but to work and face the challenges. But SATA should not disturb him as if he wants his mess to linger.

Even in our homes, our children do not just sit they also contribute to the well being of the family. If I want the Govt to do something for me I should start by doing something for it.     The CEEC is one of the best ideas govt has ever come up with. I just want to comment on the issue of approving loans. The CEEC is supposed to be self sufficient and there money is limited. They expect a return on their investments and other people must also access the loans. They cannot approve just any project. They have to be careful with the projects they approve.

    I also applaud govt on the transparency they are showing.

    I am sure this is the same pain the Zambians are going through because of the wound that Chiluba and SATA left.
    Mwanawasa tried his best to reduce this would and he did reduce it to a good extent. But the damage was too big that it will take a bit of time.
    I must say here that we should not let the current regime create more wounds but criticise them when they do wrong and support them when the do the right thing.
    And let us guard against politicians who want others to fail because themselves failed for 10 years, and now they want us to view them as heros.

    Going back to the topic, as we have been saying from the start the minister’s statement is encouraging because opportunities are tied to time.
    If there is too much bureaucracy, some projects fail to take off because opportunities have no obligation to wait for these bureaucies to conclude. Any opportunity needs to be siezed at the time it shows.
    SATA and Chiluba left laws that had too much bureaucracy, never minding the link btn opportunity and time.
    Now, this is part of cleaning of the mess left behind, we are talking about.

ZAMBIANA, while the vision 2030 has good points in it, we need 5-year plans because a GRZ government only has a mandate for 5-years at any one time. 2030 is far from today – in case you overlooked this fact, it is 21 years from today; a time where President RB Banda will no longer be remembered obviously.

    We NEED solutions now and not in 21 years times PERIOD and the current MMD GRZ has a responsibility to see to it that Zambians have safe water, food, proper affordable housing, ect now or in the next 2 and half years in which time their mandate will come to a halt though there is a slim chance they mighty win the 2011 elections. To this end, we cant bank on 2030, but do things now.

    And saying NO to demos is in no way a way of supporting or defending the govt, NO. RB and team must work to address these problems. For too long we have made excuses because we have been satisfied with the causes of our problems, and have not taken further steps to move forward.

    There are many things that SATA has raised in the past that i have agreed with, but that does not mean I should agree with everything he says or does, not at all.
    In 2006, SATA raised many meaningful issues eg. casualisation, and of course many wrongs things, eg. his talks against investors.
    If you think those that love SATA must agree with him in everything, the I reecommend that you remove me quickly from the list of his lovers.

We need to give timelines to this Govt as we monitor & evaluate their performance.Even in companies there is probation and performance appraisals because anyone can inflate and exagerate their CV’s or Resumes.By January 31st we need to assess their performance based upon the 3 months probation from October 31st, we can be a little bit gracious and extend it for another 3 months because some companies have 6 months probation.If by the end of April there has been no performance Zambians need to think seriously because this Govt may turn out to be a big liability,people cannot continue to eat speeches.We can ask them to resign on moral grounds and honoroubly.It’s done in developed countries.

    90. your flag New Zambia, good points there. I am actually hoping that President RB Banda will be the first Zambian President to resign from office if following late Mwanawasa’s Vice President resignation from the Chiluba MMD admistration.

    However, President RB Banda must only resign if he will fail and also when the NCC and Parliament has successfully made sure that the Presidential candadate age limit is between 30 – 65 years of age while the minimum qualification for a President and MPs must be a Masters Degree in any field of study.

  86. I am neither PF, MMD , UPND or a member of any of the other opposition parties. I am an independent and i am of the view that the majority of Zambians should become independents so that we can hold the ruling party and all opposition parties accountable. Those that want to be party cadres are free to do so and they can keep on insulting each other but as for us independents it’s our duty to seriously vet all of the political parties .
