Govt spent K247 Bn to hold 2008 presidential elections

Parliament heard today that government spent K247 billion to hold the 2008 presidential elections.

And parliament heard today that about K179.7 billion was spent on wages for civil servants in the country last year.

Finance and National Planning Deputy Minister, Chileshe Kapwepwe, explained that the Electoral Commission of Zambia, ECZ, was given K215 billion for voter education exercise while the Zambia Police received K17bn.

Ms Kapwepwe sid an additional K8 bn was given to Zambia Air Force, K5 billion to National Registration Office while the Ministry of Information and Broadcasting Services got K1 billion towards the same objective.

Ms. Kapwepwe disclosed that K98.5 billion for power rehabilitation programme was not financed from the 2008 national budget.

Ms. Kapwepwe, a nominated MP was responding to a question from Lukulu East Member of Parliament Batuke Imenda who wanted to find out how unbudgeted expenditure was spent on salary increment for civil servants, presidential by-elections and power rehabilitation programme.

And contributing, Finance and National Planning Minister, Situmebeko Musokotwane, said due to unforeseen economic indicators, capital projects were also affected adding that supplementary budget allocations increased particularly towards the holding of elections.

Dr. Musokotwane said other running costs affected government operations.

  2. Ok! On “Ms. Kapwepwe disclosed that K98.5 billion for power rehabilitation programme was not financed from the 2008 national budget”, what budget was used then to finance the power rehabilitation projects?

    Also, I did not get the respond on the “… question from Lukulu East Member of Parliament Batuke Imenda who wanted to find out how unbudgeted expenditure was spent on salary increment for civil servants…”.

    Can someone provide me with such data, please.

  3. That money was just miused. What voter education is the Kapwepwe woman is talking about? The problem is that the political party in power just knows how to waste money but not how to make it. With independent auditing alot of serious misuse of funds can be an earthed.

  4. Yes, this is precisely what we don’t want. Shouting about things without planning. If there is need to spend more money than what has been budgeted for, parliament must debate it and arrive at a collective position. But with the likes of undereducate Sata, it is confrontation and no reasoning. Well, how can Sata explain losing three presidential elections and no convention in his party? Does this cult leader understand democracy? I forgive him entirely because he is capitally illiterate but with a loud mouth. Empty tins make a lot of noise. Mwatelela makani ka.

And at the end of the Day the mighty MMD retained the seat.meanwhile opposition entangled themselves in huge debts and before they liquidate those debts 2011 will have arrived.i can assure you no well wisher will be willing to pour money into an opposition that never wins,jumps into elections without a strategy,only wins in regions where the mother language is dominant and never masters the trick.with the credit crunch i wonder how the opposition will campaign in shangombo,chadiza and kanunka.only hope is fred membe but with the advent of LT and other internet news sources i cant see how someone can fund a party from selling newspapers with Dora tightening the noose elswhere

  6. Guys, lets not separate good health from healthy reasoning. Any person with even one brain cell will tell you that Kunda’s reasoning has been compromised with his failing healthy. Sure, a patient is a patient. Thats the reason why when you are sick, you go on sick leave. Kunda must be retired on medical grounds. He can think any more.   7. The new constitutiion gives us opportunity to remove the requirement for by election for presints and MPs. Rich countries do not have them, why should we spend so much on by elections afterall we gave MMD a mandate to rule for 5 yrs. They should fill the vacancy created as a result of death, suspensions or defections. :-?:-?

  10. Was it really necesary to use all that sum of money? what is the outcome now after the elections? Rising of mealie meal price and unfinshed projects.That money was invested in elections and now we reaping hunger,meanwhile the owners are runing away from realit by making themselves busy touring Africa!

  11. Some sectors sugested that we donot hold this by election. PF’s MCS refused, HH refused. If people egreed to this, this money sould have been saved. but due to wanting to get to plot 1 by these selfish ‘pResidents’ MCS and HH this money was spent. Magande sould have been confirmed without an election.

  12. My argument has always been that by-elections are a complete waste of time. K247bn is approx $43m which could have been spent on more pressing needs! No wonder we’ll remain poor & backward forever! That amount could have upgraded UTH and all major hospitals in the country. My suggestion is that we should have elections only once every 5 yrs and if a councillor/MP/President dies or resigns, he/she should be replaced by the incumbent party on whose ticket that person was elected!

  14. How much will be spent when MCS succeeds in expelling the 16 MPs? Lets stop the rot and move forward. MCS partly caused the expending of the 240 Billion becoz he refused just to have MMD put a President to avoid spending such a monies.

  15. when they say we need to be flexible in our dealings, it basically means sometimes respond to the desperate needs with a particular approach that will help you adequately address your matter/issue. if this money was used to at the 2/3 public universities, or at the rural hospiatals/clinics, or at those basic schools lacking educational facillities such as classrooms, or for the water facillities in kanyama or george and other places. what would have been achieved. now the problem is that everyone wants to rule at the same time. our priorities in zambia with respect to development are misarranged. we spend alot where we need to spend less and spend little where we need to spend more.

    Greed by HH and Sata should be blamed. MMD offered to forego these elections. The opposition saw a fat chicken. I wonder if they really care about the nation. I really hope the new constitution will put an end to by-elections. They are too expensive and our politicians don’t care. All they want is plot 1.

Half the amount went to Rigging the elections interms of Presisential choppers, buying opposition leaders-those without a spine, buying sugar for Katete Distribution at the rally, buying their blue campaign chitenge material they clothed the poor women, printing those cheap t-shirts in china, NyamaSoya wastage on image builders.   19. Ladies and gents, it was not neccesary to spend that money, 247 bn could have made 247 kilometers of roads if it was used on these pathetic roads we have in Zambia. It could have uplifted the face of UTH and many other hospitals. The question is do we really have priorities in Zambia? After elections what has change? Nothing!!!
