The National Pensions Scheme Authority (NAPSA) has disclosed that institutions, both in the public and private sectors owe it about K900 billion Kwacha in unremitted contributions.
NAPSA director for contributions and Benefits, Yallard Kachinda, says that the failure to remit contributions by employers to the scheme has affected the operations of NAPSA.
Speaking in Siavonga today when he officiated at a NAPSA Employer/Employee education seminar, Mr Kachinda disclosed that despite having many organisations registered in its database, only a few of the institutions are complying with the obligations of the scheme.
Mr Kachinda added that this has been a major challenge to the scheme to pay and clear off all beneficiaries qualifying for NAPSA benefits.
He explained that there is need for organisations to comply with his organisation and ensure that they remit all the required contributions for the benefits of their employees.
He further urged all institutions to give correct and clear information about their employees, adding that this helps NAPSA to effectively disburse claim procession.
He pointed out that NAPSA has been facing challenges in allocating correct accounts for beneficiaries, hence taking time to process the funds.
Mr Kachinda has further called upon employers to work closely with NAPSA in ensuring that the contributions to their institutions reach the right offices.
He stressed that wokers can play a vital role in ensuring that the contributions are protected and be assured of getting benefits at the end of their working period.
And one of the seminar participants, Gernth Mewele, urged NAPSA to improve service delivery to the public.
Mr Mewele expressed concern with poor customer care especially at the front office at most NAPSA offices.
Mr Mewele said there is need for NAPSA to come up with good customer services if many employees are to feel free to report employers that did not want to comply with laid out rules.
He added that employers have been facing a lot of problems in accessing social security cards which he said it are important documents that contributors should have upon making their monthly contributions.
He further noted that it is for this reason that NAPSA should consider coming up with a new system that will protect the funds that are being remitted.

The national pensions scheme owes me some money… I arranged with them to be paying my sister my disability money eight years ago and they have only paid her twice in that eight years. I am entitled to a monthly amount…
you have to understand the NAPSA Act which is part of the laws of Zambia. The Diasability benefits can only be paid to her if you gave her all the necessary legal documents supporting your claim. otherwise we’ll hold on to your money until you prove that you’re the rightfull owner.

Why pay up then have NAPSA invest insolvent companies like Zambian Airways, the coffee plant and the lottery corporation

Mr Mewele, we know that the staff employed by most organisations, especially for front office, are often untrained and therefore unmannered. What is being done bout these ill-mannered staff?
Its a fallacy the government are the most wanted and they always stay put because NAPSA can not take them to court. Live by the example RB and Shikapwasha.
Ba NAPSA you are problem, you should be like ZRA they don’t rest, they make sure they make follow ups to companies which don’t remitt, but with you its a different situation you just sit in your offices and wait money to come to NAPSA you’ve got records for comapnies who don’t remitt contribution to NAPSA what do you do about that? nothing and there you are busy complaining, please just make follow ups and stop complaing.
NAPSA should also sort out operations you will be surprised to learn that this guys are even very much behind in their postings as far back as 2005 in some cases. To date they haven’t given me some social security numbers for my employees. The question is how do they reconcile their figures?
Why should i remmit when you are busy illigally investing money into gambling(lottery) and giving unsecured loans bancrapt companies like Zambian airways. NAPSA should just pay the retirees without excuses if anything people should even protest to bring accountability to NAPSA. when did NAPSA become a bank to start giving toxic loans? where in the world does an insuarance company invest in Gambling? If NAPSA is in Gambling then where will the gamblers insure their risky lives. If NAPSA is in the forefront giving unsecured Loans then where will Banks insure the loans.
Everybody is owing everyone in Zambia. This is a very sad state of affair.

What is the cost of this seminar, instead of thinking about how best to collect the debts their attention is elsewhere

Close the companies down. after all Nyamaz started it with Zambian Airways for owing money to some business entities including NAPSA.
what were you doing before?you waited until it reached billions and then you start telling us your stories that contributions are not being remitted. this is really sad news! Find ways of recovering this huge amount of money and give it to the people it belongs to. The other thing is that the so called untrained staff are being bribed by companies that are supposed to remit contributions hence making it more difficult to follow up cases.Please recover this money……….

How do I check that my work places remitted my money to NAPSA?
no need of paying, these chaps just misuse the money. how can the invest in gambling and properties, just reaping workers.

Ladies and Gentlemen Papas and Mama s no one owes NAPSA money. Pension is not mandetory It should be left to the employee himself whether to serve for pention or not. Now on a serious note if I was the authority, I would fire the Director of NAPSA because being owed such an amount of money shows that there is no system in place and reflects gross incopetence of some naive leadership. It is hard to understand how a goverment institution can let such an amount of money go uncollected when all the employees work for companies and organization which are registered with the goverment. Please stop confusing us with your your unjustifiable and baseless statements

So many companies are operating without remitting moneys to NAPSA….coz those same NAPSA Officials are corrupts….some of those NAPSA directors even have companies of their own that don’t remit moneys to NAPSA…it’s crazy….
So to start with, let them take it seriously and make follow-ups.
This workshop for employees/ers, some of us dont even know about it, what criteria did NAPSA use to invite delegates. I think they need t do a lot of sensitisation to motivate employee/ers to be contributing. I suggest that workshops be held district by district not going to spend millions of kwacha in Siavonga with the selected elite.
