Ndola resident calls for immediate arrest of rich Civil Servant.

A Ndola senior citizen has called for a quick arrest of a public officer who had been cited by the Anti-corruption Commission as being responsible for the K10 billion financial scam at ministry of health before other donors also follow suit in withholding their support to the ministry of health.

Mr. Isaac Chileshe told ZANIS in Ndola that it was a scandal of immense magnitude which must not be treated with kids gloves but decisively even for others to learn and desist from stealing public funds.

He said the public officer must be arrested so that he could start revealing others who were involved in the systematic embezzle because it must have been a well calculated criminal syndicate which must be handled with firmness.

He said it was time that the culture of financial discipline was not just talked about in public offices and seen to be promoted by punishing officers who were in office for personal gain.

He said his heart was bleeding when he heard that some donors have started withholding their financial support to the ministry of health because the mentioned suspects in the scam will not suffer the lack of services but the poor villagers in the rural Zambia.

He said the withholding of such donor support could leave some rural health centres without the required drugs for the provision of primary health care and subsequently the required necessary equipment in major hospitals to attend to serious cases.

Mr. Chileshe called for quick on the part of law enforces so that those who have abused public office for personal comfort where not being seen as heroes in the community because through their illegal acts have disadvantaged the innocent Zambians countrywide.

He said government should also with a strong resolve follow up the K120 million abuse by the Road development Agency (RDA) regional Office in Eastern Province which must be recovered in full regardless of who was involved because it was such acts which retarded development in Africa.

He said the RDA should not employee people with crooked and questionable character and put them in sensitive positions because it was a greater cost to national development.

He said if the K120 million goes for a song, government would need to procure other funds to do the same job parts of the country where waiting to have their turn of development consideration from the government.

He said the people of Zambia were not willing to see developmental funds going into individuals pockets at the expense of national development.

  1. Much as I understand the call, the law clearly states that one is innocent until proved giulty. He will probably come out on bail anyway.

  2. I thought you are only bailed out if you are in jail but not when sent to prison. That requires a miracle or a justified clearance, Zambian law shocks me to amazement.

  6. Once again, this is what I have repeatedly called shoddy reporting on the part of LT; this practice of cutting and pasting Zanis stories with little regard for checking. I read and re-read this report and couldn’t find rhyme or reason why this Mr. Chileshe in the report is refered to in the first sentence as a “senior” citizen at all! He may well be known to the reporter, but at least give as a reason why he is a “senior citizen” for God’s sake! Is it on account of his age or what?

The Rich Civil Servant is probably connected very well, I mean arresting him will open a “can of worms”, so right now they are busy making his case ambigous so that when it comes to prosecution instead of talking about K10 Billion, courts will be talking about Cars and other minor cases being framed right under our noses. Senior Govt Officers, Ministers are probably involved in this scam.

  8. I dont support the immediate arrest of the man behind 10billion why coz wen some1 is arrested it becomes the end of it so all we need is to recover part of that since not everything can be recovered

  9. Its possible that the guy is a genius and is running a genuine business. The problem with us zambians is we don’t want to have our own Bill Gates, Carlos Slim etc. If the guy really store, why haven’t they locked him up till date? They are witch hunting.

  10. A big thief will never be arrested in zed.A small thief who steals a chicken in chifubu and wants to live another day will definately be arrested.The police will send a battalion to get him.Be aware that those failing to arrest them are also connected.Zedian laws are only for the poor.

  11. A big thief is indeed not arrested in zed. Was this rich civil servant alone in the Ministry of Health for him to get this much or is it that the crimes started with his fellow senior guys at the Ministry. Obviously he wasn’t the pay master at the time of the crime. No wonder Regina was senstenced for receiving stolen property and one wonders were the person who gave Regina stolen property is. I don’t understand zed laws anymore

  12. #11 &12. In KKs time there was an agency called SITET. This was purely to monitor people who were likely to undermine the economy of Zambia, eg if they saw me driving an expensive car, they would start checking my status ie my salary etc. if the salary was not enough to buy me that car, they go further by checking my savings track record. If this failed then I would be arrested and charged for having property exceeding my normal income. FTJ scrapped this agency for obvious reasons and this what we are reaping now, office orderlies driving MKIIs and owning 2mK Nokia phones……
