Kasama Central lodges complaint against their MP to the speaker

The Patriotic Front (PF) in Kasama Central Constituency has officially complained to the Speaker of the National Assembly Amusa Mwanamwambwa that there is nothing the Kasama Central Member of Parliament Dr. Saviour Chishimba has been doing to develop the area.

This is according to a complaint letter dated 18th June, 2009 and signed by PF Kasama Central Constituency Chairperson, William Chanda and his Youth Secretary, Sunday Musanya made available to ZANIS this morning.

The PF states that Dr. Chishimba has not visited his constituency for a long time since he was elected as MP on the party ticket in 2006.

The party also wondered why Dr. Chishimba should continue receiving his salary and other emoluments like fuel and sitting allowances when he is allegedly not representing his constituency.[quote]

The PF accused the MP of interfering in the disbursement of the Constituency Development Fund (CDF), thereby hindering development in Kasama District.

The party also charged that Dr. Chishimba is allegedly showing disrespect to his constituents by using abusive language against them.

The opposition party says it wants the Speaker to guide the people of Kasama whether Dr. Chishimba is in order to continue getting his allowances as MP at the expense of the electorate in Kasama Central Constituency, who are in dire need of development.

The complainants said they have decided to seek the indulgence of the Speaker, following repeated pressure from Kasama residents over the alleged failure by their MP to spearhead development in his constituency.

They said it is morally wrong for a non-performing MP to line his or her wallet for allowances not worked for, describing the practice as tantamount to plundering the tax-payers’ money at national level.

They further alleged that Kasama residents are threatening to take legal action against Dr. Chishimba if nothing tangible is done to address their plight.

Efforts to get Dr. Chishimba’s comments on the allegations proved futile.

  2. This is politicking by the complainants. How do you define development and how do you define failure? Do you want the doc to use his own money for public works? It cannot work like that! Did you sign with him a performance contracted when you voted for him? No! How is he supposed to develop the area if government does not give him the money? Stop politicking please, please!

  3. If the speaker acts on this case and expels Chisimba, he will have to expel all MPs and we shall have as good as a 2011 elections. ALL MPS are guilty of this. These people just use constituency to fatten their pockets. Maybe we should have a recall system in place

How can honourable Sata MC (Grade 2/6, unknown) let such an MP lead the PF-UPND PACT when president HH is there with a huge clout.

    Anyhow, I give respect to MP Saviour Kambwili (Hon Doc, ?) for his courage to show interest in the PF party presidency by challenging the PF self appointed leader for a Convention run.

  5. Is this the guy who tried to stop SATA from standing in last year’s elections? Nibamambala bonse aba, they cant perform. My advise to you guys is just to wait for 2011 and decampaign him so that he does not stand, otherwise abena Amusa; dont expect anything from them, they can’t do anything coz they have no guts.

  10. Abena Fidel Castro, pours sense into a lot of us, I value it personally. This system we have borrowed from the British is not workable here!!! We needed to have a home grown approach to governance and development system. The fact is that Saviour like many M.P’s cannot develop a constituency. If they buy women sewing machines and two figayoz, is that development? Ask the Crispin Sibeta who has served the longest in Parliament what he did for luena area, then ask Charles Milupi if what Sibeta says is true. This man looking at explaining talking economics. this guy is academically Challenged and will drown us in trouble. This man with due respect is dull for a president.   12. There is no basis for PF officials from Kasama Central Consitituency to complain to Hon Speaker to expel Hon. Dr. S Chishimba from the house. I think those officials are being petty. Its the duty of the MP to represent them in parliament but its not the duty of the MP to develop the area, he only spearheads with the GRZ ministries concerned. That is the sole responsibility of the Govt of the day. No MP has the capacity do that. May be they should have said he does not visit them when parliament is on recess. I guess it has to the Mid Term gratuity. Dr. Chishimba go to Kasama and share abit of your gratuity with the officials. There is something wrong the party officials countrywide, they visit the MPs houses in Lusaka as though it were a market place. They visit in numbers.

  14. The strike by nurses should not pass without my concern. When candidates apply for nursing, they are told to essays on why they want to train as nurses. The main issue they state is to “help the helpless sick people”. Now this is totally opposite to whatever they are doing today. Not even the most rubbish government or president can offer k1.5 million uniform allowance. NEVER!!!

(Hon. Doc., ?)’s non-performing issues first.

    This entails that it is possible the MP S. Chishimba (Hon Doc, ?)may be planning to challenge MC Sata (Grade 2/4) for PF president at a possible PF convention.

Although MP Chishimba Saviour (Hon Doc, ?) has reconcilled with the PF selfappointed leader, he might still be harbouring those PF president ambitions or may be trying to cause friction in the president HH leadership of the PF-UPND PACT which MC Sata (Grade 2/6 and not 4 as in #24 above) has brought to all PF members through his approaching the UPND to join up with him/PF/Sata.

    Thus, whoever is seemingly against the PF selfappointed leader’s plans will have to be sent out of PF just like the rebel PF MPs have been sidelined from mainstream PF.

    Following “Educational Qualifications: GCE ‘O’ Level, PH.D in Public Health (Honourary)” in posting 25 above under MP Chishimba Saviour’s CV, I am surprised that there is a Doctorate of Philosophy (PH.D) which is Honourary at the same time.

    In view of the above explanations given by Wikipedia, I would like to ask the PF to inform the National Assembly website administrators to rewrite the PH.D in Public Health (Honourary) into Honourary Doctorate in Public Health on the CV for honourable MP Chishimba Saviour. This is in an effort to avoid embarrassment from other world Citizens who might view the National Assembly website information of our Parliamentarians.

    Back to the thread, let MP S. Chishimba and other politicians realise that we do not need to read about title in front of their names, but actions in terms of serving the grassroots who complained “that Dr. Chishimba is allegedly showing disrespect to his constituents by using abusive language against them“…

  35. MPs do not have to put personal manne into their consitutents but must spearhead developments in their areas. Where are the objectives/Goals and the results that RB promised all MPs will have to follow ? These guys spend all their time in lusaka driving around with free fuel in heavly subsidised cars. Chishimba was the one pictured hand in hand chasing that woman MP with reciding hair at parliment. pipo have complained already he is doing zero for Kasama. RB can we have performance checks on your boys. They are really enjoying themselves

  37. This is why constituents need powers of recall in the new constitution. If they did have powers of recall, they would be able to force a bye-election. Instead, once you elect these miscreants they just collect their salaries and ignore those who voted for them for the next five years. In 2011 he will go back to Kasama with drums of beer and the same people will vote for him again. Zambian democracy! May be illiterate people should not be allowed to vote!
