Local Government and Housing Minister Benny Tetamashimba has accused the Patriotic Front (PF) of encouraging Public nuisance.

Mr. Tetamanshimba charged that his ministry has not failed to remove the vendors from the streets, but PF through its councillor Matthew Pikiti, the lawyer for the Vendors were the ones blocking the way.

The Minister stated that government is committed to remove the vendors from the streets and dismissed the wrong perception people have over his ministry’s failure to remove vendors off the streets of Lusaka.

Mr. Tetamashimba in an interview with ZANIS in Lusaka today said Mr. Pikiti had filed in an injunction restraining the local authorities from removing the vendors from the streets.

“We have not failed to remove the vendors from the streets but it just that Mr. Sata and Pikiti are the ones standing in our way,” Mr. Tetamanshimba

The minister said due to vending, it was unfortunate that motorist in Lusaka were failing to drive freely in the streets of Lusaka because of the harassment they received from the vendors.

Mr. Tetamashimba, maintained that street vendors will soon be removed from the streets saying his ministry working with the State Police and Council Police as well as other stakeholders have already put measures in place to carry out the exercise.

The Minister said that his ministry has already paid the Ministry of Home Affairs for deployment of Police Officers to man the streets for three months ( 90 days) to ensure that vendors were gotten rid of.

But Mr. Pikiti, has disputed the minister’s claims saying at no time has the party or himself encouraged the vendors to sell on the streets.

Mr. Pikiti who is also PF Member of the Central Committee added that it is hunger that is forcing vendors to go back to the streets to sell merchandise despite several attempts by the local authorities to relocate them.

“Its hunger that makes these people go back to the streets despite being chased by the council,” Mr. Pikiti said.

He added that high unemployment levels in the country have caused an increase in street vending.[quote]

Mr. Pikiti however admitted that he had filed in a court injunction mid last year restraining the local authorities from harassing the street vendors.

The lawyer said he had asked the council to find alternative trading places for the vendors before chasing them from the streets.

And some motorists talked in the streets of town centre and Soweto market complained of theft that has been brought up by the vendors who mainly congest the roads.

Amanda Kaluluma, a motorist disclosed that she had her cell phone snatched as she stopped at Lumumba traffic lights.

Mrs. Kaluluma added that she can hardly reverse her car when she parks in freedom way because traders hardly move their goods to pave way for the motorists’ movements.

Recently there has been a public outcry for the Ministry of Local Government and Housing and the Lusaka City Council to clear vendors from the streets of Lusaka.

  1. Its indeed an eyesore in Lusaka especially. I was home on holiday, could not manage to pack my vehicle in freedom way as all areas are taken by the vendors. You wont believe this, even salaula bales are now being sold mu street as piles and piles, car spares, bath tubs as you could see in the picture, kulibe chipale now, you have to keep squeezing yourself between people and mechandise. Shame on the government of Zambia

  3. The MMD, Sata included is entirely to blame for street vendors. At the beginning the vendors where purely MMD cadres. Then every body else joined the circus due to the mismanagement of the country by MMD.

Matworld unfortunately nothing has changed in Zambia.Get the passport the same way you got your old one- through some connection back home.Get a relative to send you forms, fill them in send them back with alot of cash,hopefully your relative knows someone at passport office or else he/she queues up for you. Sorry its still Zambia in the sun-the real africa.By the way the passports are not biometric so in a few years we might be required to change again.Computerised passport doesnot equal biometric passport!

  5. #6 You are misguided and misinformed. Please leave us out of this. There was no street vendors in Lusaka at the scale you see it today when it was under MMD. For your own information, the MMD council last run lusaka in 2001. That was the last time you had MMD in charge of Lusaka. The last 8 years or also Lusaka has been under the opposition, I think it has changed hands from FIDIDI-if they still exist to UPND to now PF. And how do you expect PF to clean up street vendors when the party itself is a party of Kaponyas and vendors. Good luck. It will take an MMD council to sort this mess. Hopefully we can reclaim the city in 2016 and bring order. Its unlikely to happen in 2011.

  10. why don’t we build a new city? Lusaka is too congested. It was never designed to hold this many people. Town centre is the length of cairo rd and somehow 2m+ people squeeze into this space. Our infrastructure has remained static from colonial days. The same systems which were catering for 3m inhabitants are now being strained by 12m people. Let us learn to plan.

  14. Teta should be serious with his “work”, that is if he does any work.
    Can you provide alternative trading places for those people and then move them as they will not resist.
    Zambia has one of the highest unemployment rates in Africa so those people are only trying to earn a living instead of turning to illegal activities.
    Yes, they are not supposed to trade in unauthiorised places but it is government responsibility to allocate the vendors with a definite trading place.
    Mr Pikiti is right in fighting for the impoverished majority.

  23. #15 & #26. Exppressing ignorance on how the country is run, are you sure you guys are Zambians or just married to Zambians or are you one of those who used to dodge social studies lessons? . Anyway, here is free education. There is a local government system in Zambia with a Mayor who, in case of Lusaka, sits at the Lusaka City Council offices and this Mayor is a PF cadre. The Council can make by-laws and the council has even the council police who they can use on Street vendors and if the council police fail, they can call on the state/federal police (ZP in this case). SO the council has full power to deal with vendors.

    As for vendors desk, yes MMD created it and it served well and look what has happened after it was scrapped.

Go to Choma today you wont find street vendors because the council there is smart and clever and with the help of chief Macha they have strictt by laws about street vending and it is not a problem there. This is a UPND council. Most MMD run councils don’t have these street vending problems. I think you need to be re-educated about Zambia and not mental check up

  42. For once bear with him on this one. He says that his hands are tied because some crazy kaponya of a councillor has obtained a court injunction restraining the removal of street vendors. The law must be respected. However, he should try to get a counter-injunction (if there is such a thing) and remove the street vendors. Lusaka right now is a very big eyesore.
    What will Lusaka, a small city, look like when it reaches the size of say Johannesburg, Durban or Cape Town? I bet it will look like a very big shanty town. The incompetence in Zambia is shocking to say the least.

  43. the prevalling situation in the country is not healthy, if when driving through town am continously being harrased by vendors, when i send my children to school they come back as dull as they left because the teachers are on strike or go to UTH and am sent back because there are no nurses, do you think after all this me ( the ordinary zambian) is going to care about how many task forces!! tribunals , ndaba’s, cabinet reshuffles e.t.c that mr badnda and crew have set up since coming into power? the current government needs to reconsider their prioties!! or else 2011 will be a landslide in favour of the oppostion……….

But these street vendors have been there for a long time. do you know why you dont manage to get rid of them you………!?, because everytime you demolish thier markets, or chase them from the road side, you dont offer them a solution. what happened at town centre, you made tiny dots for shops and tagged them with a price so high none of the vendors could afford, where do you think thier income was going to come from??? they had to do business even if it means by the roads….. build markets and make them affordable. if you care, get off your comfortable chairs and go and have a one on one with the vendors… not yapping via media ponting fingers… do your jobs you or leave office…..show them that you care

I remember overhearing a Kaponya, in Lusaka, if my momery serves me correctly, complaining that 90 days passed since PF councillors and MPs took over control of Lusaka City but the PF’s promises had failed to yield results.

    The visibly frustrated Kaponya was wondering about this some one or two years ago caliming that the City was very dirty. Sad enough, it appears MP Masebo’s move failed.

    In light of this fact, the selling happening in Freedom Way, blocking traffic by Vendors, of (the) Bath Tub(s) may be good business to the Kaponyas as such could be on demand in this campaign period leading to 2011 elections.

    Freedomw Way and Lumumba roads are in terrible shape as regards ba-Kaponya (vendors) which is very sad for me who is in Stuttgart Germany – where roads are super.

    The the PF controlled Lusaka City Council operated from Civic Centre work with Minister Teta. to end that confusion.

  56. We may not agree with everything PF does but on this one teta has no plan whatsoever. He has simply failed and should be fired – period. If he is the de facto Veep as he tells the president everything and can utilise any resource in govt, why can#t he then deal with the probelm?   74. Put the street vendors on welfare and they will surely move away from the street. How are they expected to survive without an income. If it is so hard for those in employment to support their families, what do you expect the hoards of unemployed people to do. Government must provide solutions on how to support the poor. Merely removing them from the street is not the answer. Ask yourselves why ordinary people (not thieves) go on the street.

  82. # 1 when going to town centre plse foot. Let the street vendors sell whatever they have as that is the source of their income. 90% of Zambians are unemployed. I was one of the street vendors to raise cash for passport and transport to and fro town centre where passport application forms where given according to day of the week against someone’s surname. If one misses the day that applies to his surname he has to wait untill next week. Just imagine the time to get the passport can be 3-6months.. Where is Zambia heading?
