PS orders termination of construction contract

Southern Province Permanent Secretary (PS) Darius Hakayobe has directed the Buildings department in Livingstone to terminate the contract awarded to Temwani Tradings Limited to construct two houses for the district administration in Kazungula.

Mr Hakayobe gave the directive in Kazungula yesterday when he made an on the spot check of the the two houses.

The PS was in the district together with some senior government officials to inspect some Poverty Reduction Projects (PRP).

Mr Hakayobe said there was need to terminate the contract following the death of the contractor and that the community should instead be engaged to complete the two houses.

He wondered why the contract had not been terminated after such a long time.

Earlier, Provincial Buildings Engineer Representative Henry Musonda said the project for the construction of the two houses for the District Commissioner’s office had stalled following the death of the contractor in 2007.

Mr Musonda said the two houses were built at a cost of K 218 million but noted that the project could not continue following the death of the Contractor. He said K45 million was still required to complete the sewer system on the two houses.

  1. Was it a sole trader kind of business. Why give such a project to an individual?

    Can we have better tender procedures and specifications please.

    So much ineffiecy. Even the buyer has been sleeping. Looks like everyone has been dead since 2007.

    So if the contractor dies, the living suffer?
    Gosh, we really ought to be ashamed of ourseleves as a country. Dont we have systems to ensure continuity?

  3. LT, SHOW US AT LEAST ONE PICTURE OF THE SAID HOUSES. THIS IS NOT THE AGE FOR JUST READING TEXT THROUGH AND THROUGH. PEOPLE NEED TO SEE WITH EYES THE PICTURES.

  4. YES! BY THE WAY, WHY DID THE GVT CONTRACT A SOLE TRADER AND NOT A LIMITED COMPANY?

It doesn’t matter whether the Government enters into a contract with a Sole Trader or a Limited Company, what matters is what the contract says in such events (in this case the Contractor could not perform diligently due to the death of the owner)!!! It seems either there was no contract between the Government and the Contractor or the Government is failing to enforce it!!! Possibly no Qualified chaps in Government to do the contract administration!!! Sad situation in Zed!!
