Illegal institute owners jailed

A Mansa magistrates court has jailed and fined two men for operating a learning institution without registration contrary to section 19(a) of the Technical Education Vocational and Entrepreneurship Act.
Before Resident Magistrate Charles Musonda were Jackson Mwenya, 34 and Stephen Mpelembe, 47 who were facing two counts of obtaining money by false pretences and operating a learning institution illegally.
Magistrate Musonda sentenced both Mwenya and Mpelembe to two years jail sentence but suspended the sentences.
Magistrate Musonda also fined the two K1 million each to be paid before 30th October 2009 or face a 9-month-jail sentence in default.
He ordered the two to remain in remand until they settle the K1million fine each.
The two men were arrested last month for operating a learning institution namely World Consortium at Mansa Farming Institute without the approval of the TEVET Director or the TEVET Act number 13 of 1998 as amended by Act number 11 of 2005.
The institution had enrolled students for studies in various academic fields.
And Magistrate Musonda has acquitted a military officer from Luapula Army division of one count of defilement.
Magistrate Musonda acquitted Scam Chama, 34 of Mansa after the prosecution failed to establish the defilement case against Chama beyond reasonable doubt.
It was alleged Chama had defiled his 11-year-old step daughter on 26th May 2009 at his home after he lured her into the bedroom.
But Magistrate Musonda dismissed the case judging that the evidence brought before court by witnesses against Chama was not collaborated.

  1. Jail Sata aloso . He is masquarading as a business consultant. sata has been commissioned to write a paper on the benefits of long term dagga smoking – a personal experience. How can sub 2 (equivalent to pre-school be a business consultant)

  2. What’s wrong with some people in Zambia? Why don’t they do things through proper channels? As for the military officer Chama, he may be innocent but his reputation is now ruined – too bad for him.

  3. For Chama, may be he was divorcing the mohter to this child. this is a lesson to all the men on this blog. Never marry a lady with daughters, if you do never quarel through out you marriage. congrats Chama for this break thru. I only hope RB didnot play a part in this aquittal as well just like in the FTJ case also from Luapula

  4. Is there smoke without fire for the military officer.

    As for the guys operating an institution illegally, I hope they have not swindled students’ money. Wish we could hear from stufents themselves.

  5. GRZ should help these guys get the licence so that they can continue with the learning institution so that those that enrolled and paid for should continue with the education.This time examines and the process should be done quickly

  6. Ok – ni pa Zed bane, but let me ask dear bloggers: which one of these below is easy to register as a business name, Consultants,Enterprise,Associates or ……? I ask so because blogger 1 is saying Sata is not qualified to be a Consultant.
