Luena by election is confusing-President Banda

President Banda has described the Luena Constituency by election as a confusing one because it had not been triggered by the death of an incumbent or court ruling but it was as a result of the resignation of its former Member of Parliament(MP) Charles Milupi for unexplained reasons.

The President said the only reason Mr Milupi resigned and was standing again was to prove that he owned the people of Luena and that he could do anything at anytime to influence them.

The President said this today at Limulunga Basic School in Mongu when he addressed a mammoth rally to drum up support for the MMD candidate, Mwangala Maopu in the Luena by election set for 5th August 2010.

Mr Banda said it was wrong for Mr Milupi to claim that he was the one who constructed a new market in the Limulunga area when it was the MMD government using Constituency Development Funds (CDF).

The President explained that each of the 150 MPs were entitled to receive K600 million CDF for the benefit of their constituents.

He further said it was false that Mr Milupi would open up a mine,timber processing factory and sugar processing plant in Luena as an MP for the second time.

President Banda wondered what development Mr Milupi would bring to the area in the remaining one year, if he failed in the past four years.

The President said Zambia could only develop faster if all Zambians could have a common purpose explaining that no one individual could develop the country no matter how rich or well educated as Mr Milupi may be.

Mr Banda said it would be wrong for Zambians to vote for a leader who ascended to power through violence as such a leader would abuse Government machinery to oppress the Zambian people.

He said what Zambians needed was a leader who guaranteed continued peace and development to attract more investors for job creation.

The President said the New Deal Government wanted to bring development in all parts of Zambia covering all the 750 000 square kilometers of the country’s land.

And speaking on the UPND-PF Pact, the President said the Pact was formed for wrong motives, propelling the two opposition leaders to leadership who at the moment did not agree as to who should lead the pact.

President Banda further said many times, Mr Hichilema had stood up urging Zambians to vote for a young president forgetting that his pact partner Mr Michael Sata was as old as the President.

He said Mr Sata at one time was recorded to have described Mr Hichilema as an under five.

Mr Banda recalled that after the death of Anderson Mazoka, Mr Sakwiba Sikota was denied an opportunity to lead UPND because he was not a Tonga.

‘’The MMD is getting stronger in Luapula Province where the PF had 100 percent predominance and the ruling party will work hard to gain ground in Southern Province’’, President Banda said.

He said the MMD which won six local government seats during the recent eight local government elections would ensure that it wins the majority of the remaining nine other ward elections.

Mr Banda noted that on many occasions some opposition political leaders had peddled lies against him that he had first watched the world cup in South Africa before going to Turkey and that at another time he was in Cape Town for his knee when in actual fact he was in Namibia for an official visit.

The President said when the late President Levy Mwanawasa appointed him as Vice President, some opposition leaders were saying he had made a wrong choice.

He said it was now surprising that the same political leaders were praising the late President as having been a good man.

Speaking later at the same rally, MMD candidate, Mr Maopu urged the people of Luena to vote for him as he would have easy access to Government resources for use in developing the constituency.

Present at the meeting was Western Province MMD Chairperson Namakando Imasiku, MMD Campaign Manager Professor Geofferey Lugwangwa, MMD National Chairperson Michael Mabenga, Community Development Minister Michael Kaingu and other senior Government and MMD officials including some representatives from the Royal establishment.

Ala i didn`t know that Milupi was standing again.I think he is taking both the voters in the area and the tax payers for granted.Pipo are being made to go to the ballot booth prematurely.He should have just waited til he completed his term.Another thing is, he is waisting the tax payers money by making them to fund those by elections.He is such a bad leader just like his great uncle ,RB.

  15. I think MILUPI is a selfish,egoistic individual who knows the minds of his own people that they are gullible. Certain people in zambia just believe anything coing into their ears-including wind!
    For change, lets usher in HH and Sata /in this case PACT. The reasons are that MMD is getting us indebted – $251Billion concessional loan for mobile hospitals when there are no drugs in UTH. Ironically zambia debts itself during or towards elections? Why cant we get these loans to revamp our energy sector like ZESCO instead of increasing tarriffs when its workers are enjoying huge salaries and dont even know what paying bills means? Rotten zambia.

He has made a valid point yes, but what does that mean-in the first place he says its not Milupi who has developed Luena-its out of CDF funds, i thot these funds are meant for all other MP’s including non-MMD. You will also confirm that it is very easy to obtain these funds when you are MMD-point of reference is Maopu’s statement that once elceted he will have easy “access” to govt resources-like MULYATA who obtained these funds to resusitate one of the road in his constituency but leading to his guesthouse. The whistle blower for that has been fired. I guess Milupi has his own problems but for MMD, theirs;the writing is on the wall. This is a cancer in all the political aspirants-HP,ADD,NAREP & ULP worse. LOZI’s are naturally selfish.

  19. Ba Milupi is just too selfish just like many other arrogant zed politicians. We only have a year for the tripartite elections and he could simply have waited while also organizing his party. But due to lack of focus and selfish desires, the man resigns without any meaningful considerations whatsoever. I really hope the people of Luena will teach him a lesson the hard way, so he would serve as an example to would be foolish to resign and re contest the same election. Politicians always try to take people for granted and Milupi must realize that cannot take people for a ride, there more pressing issues that need urgent attention not creating a vacant on purpose, I wish there was a law to bur him from re contesting it considering the manner in which he resigned! Shame on him!

  21. Its very disappointing to learn that most of our beloved country’s citizens, our President included don’t know the law of the land. When an MP, whether belonging to a party or independent resigns or seizes to be a member of that party, the seat becomes vacant. We should never jump to conclusions before we even know what led to Milupi’s formation of a party. I would have really loved him to have joined any of the existing parties, but Milupi says it clearly that the PF, UPND and MMD could not accommodate him 2 years ago. Zambians are no longer blind folded like they were some years back, they would rather vote for an individual they know can deliver than vote for a party or ‘pact’ just because everyone else is doing so……

  23. This is laughable. Not only do we have dimwits in govt but comments on this thread are a confirmation of how dull most Zambians are. Please the law of Zambia with respect to an MP who changes his or her political affiliation from the one he/she was last elected to parliament is very clear. Once an MP joins another political party that MP is required to resign his/her sit. This is what Milupi has done. I honestly dont understand how a normal person can criticize Milupi for following the letter of the law. If Zambians are going to follow RB reasoning as most comments on here suggest we are not far off from a failed State. Is it an wonder that the ACC Act is about to be changed. Please we should never treat our laws as an inconvienience that is a recipe for disaster. Viva law abiding Milupi!

Hey # 28-We all know that Milupi has every right to do what he has done but the thing is,he is not showing how a good leader ought to be ,by helping in the wise use of the countries resources.That by-election could have been avoided by him waiting for the right time to resign.It is a sign of him being a very selfish individual.

We all know by-elections are very costly but don’t you think His Excellency has spent well over the cost of all 5 parley by-elections (we will have thus far, after Chifubu and luena) on his trips abroad, and shopping sprees?   28. Milupi is just abiding by the law of Zedee. If you change your political alliance, please resign and re-contest that seat. This law should be used to force all the rebel PF MPs to resign and re-contest their seats. RB is again lost as he does not understand a simple thing about this democratic law.
    I also 100% agree with #37 and #15 THE SAINT: Yes this statement about the privilege of easy access to government resources is dangerous and undemocratic. George Kunda (mad VP!) uttered the same words during the Solwezi bye election campaign and MMD in CHifubu are using the same slogan. The president should condemn them.

  29. Milupi has always had an inferiority complex because of his background. He has done well for himself but still has alot of emotional and pyschological issues to deal with. He needs to accept who his parents were and what the were. Money and positions in the royal establishment or anyway else will not compensate for the void that is deep within him.Big ego’s hide small men. His whole political agenda isa copied and very flawed one. He does not even understand the people he claims to represent. I think the argument here is not whether Milupi has broken any laws or not, its whether it was necessary for him to resign (as an independent MP) to form him party and contest under his party. Does Zambia have the resources to fund the by election which this man has caused. What will be the difference in electing him under his party and the way things where when he was an independent. In my view, it wont make a difference because his party is as good as a one man party and making him still an independent if he won. So the move he has made is legal, but very unwise for a leader who is supposed to be looking out for the poor tax payer, but instead wasting the tax payers money LEGALLY! I hope i was be insulted, am just giving my opinion. Thank you.
