
PATRIOTIC Front vice- president Guy Scott has said PF president Michael Sata is the most suitable and widely accepted leader to assume the Republican presidential candidature for the PF-UPND pact.
Dr Scott said the results of the recent opinion poll were consistent with the 2008 presidential election results in which Mr Sata got twice higher votes than his partner Hakainde Hichilema who trailed in a distant third.
Mr Hichilema has viciously condemned the research results and accused CPD of receiving funding from the MMD to discredit the pact formed last year with the main objective of fielding one candidate in the 2011 presidential elections.
The opinion poll, conducted in Lusaka, Southern, Copperbelt, Luapula and Northern provinces—PF/UPND pact strongholds—found that Mr Sata was the most preferred candidate compared with Mr Hichilema and that the alliance was not sustainable because of the politics of ethnicity.
Dr Scott said it would not make sense to disregard the research findings having observed the previous election results where the PF leader had always garnered the highest number of votes than Mr Hichilema.
“The research shows that nothing much has changed in terms of the popularity of the two candidates,” Dr Scott said in an interview.
The PF vice-president said the technical committee in the pact would not select the candidate on the basis of the CPD research findings but form the basis of factors to be considered in its search for a candidate.
“That cannot come as a surprise to anyone because Mr Sata got twice as much as Mr Hichilema in the 2008 presidential elections. But we cannot make a decision on the basis of the research we will continue talking,” Dr Scott said.
Dr Scott said the results could not have changed because the same people who voted in 2008 were the same ones who were contacted during the research.
The Lusaka Central MP said Mr Sata was clearly the most popular leader between the two leaders and that such results would always reflect in any future election.
During the 2008 presidential by-election held after the death of president Levy Mwanawasa, Mr Sata got 38.13 per cent (683,150) while Mr Hichilema received 19.70 per cent (353,018).
The election was scooped by President Banda who got 40 per cent of the total votes cast representing 718,359 votes.
Meanwhile, United Liberal Party secretary general Langton Sichone has said the anger expressed by Mr Hichilema against the opinion poll results was not the solution to the issues raised.
Mr Sichone said ethincity would always be a factor in the sustainability of the pact because of its history and also the history of the two political parties.
He said Mr Hichilema should avoid burrying his head in the sand but seek solutions to the findings of the opinion poll.

While losers tear each other, State buys agro tools for women’s groups
GOVERNMENT has procured 150 hammer mills and Family Drip Irrigation Systems which will be distributed to women’s groups in all the constituencies as a way to promote women’s economic opportunities.
Gender and Women in Development Minister Sarah Sayifwanda said when she launched the distribution of the hammer mills and the irrigation systems yesterday in Lusaka that there was need for measures which would effectively address the plight of women in order to attain development objectives.
She said the procurement of the hammer mills and the irrigation systems was an initiative that arose from the National Gender policy which calls for the creation of a development fund.
“You may wish to recall that back in 2009 Parliament unanimously agreed to appropriate K5 billion as a grant for women empowerment.
“Now the Government has procured 150 hammer mills plus Family Drip Irrigation Systems to benefit women groups in all constituencies,” she said.

The trained women were being linked to financial institutions like the Inter-Market Banking Corporation for soft loans as start up capital.
The minister said the hammer mills and the irrigation systems would reduce the time and energy to process their food and attend to their gardens.
“This will allow the women to perform other critical tasks which are necessary for the welfare of their families,” she said.
She thanked the Ministry of Finance and National Planning for releasing the funds and the Members of Parliament for their various contributions to the process of procurement of the hammer mills and irrigation systems.
She said the hammer mills had been supplied with a back up of spare parts by SARO Agri business who were also training operators for the equipment.
She urged women to take proper care of the equipment to benefit from the hammer mills and irrigation systems.
“May I be categorical that these mills are meant for women’s clubs. Please let us not divert them to different recipients,” she said.
SARO farm machinery manager Jabes Mbewe said the hammer mills were manufactured locally.
Munali MP Mumbi Phiri and her Mandevu counterpart Jean Kapata briefly appeared at the handover ceremony at Government Stores.

Govt launches youth plan
THE Government has launched the 2010-2014 youth development strategic plan, which provides a framework for effective administration of child, youth, sports and HIV/AIDS programmes.
Speaking at the launch Sport, Youth and Child DevelMminister Mundia Ndalamei said that the preparation of the plan was not an easy task undertaken by his ministry and the Management Development Division (MDD).
Mr Ndalamei said that the strategic plan was an important tool as it set out how the ministry would achieve its goals of helping improve the status of the youth in the country.
He said that in order for the strategic plan to succeed, it should be communicated to the youths so that it positively impacts on them.
Mr Ndalamei said youths had a unique role to play because they comprised 68 percent of the population.
RB must be laughing at the circus happening in the pact. UPND may just as well make a pact with the MMD they ve got nothing to lose either way. At least a pact with MMD will guarantee them power in 2016 and the vice presidency in 2011. Scott wants to be vice president under the pact but where will this leave HH?
He said the Government had continued to help the youth and at the end of 2009, many of them had been trained in various skills.
The strategic plan sought to improve infrastructure, reform youths and improve the capacity of sports associations so that they would become independent and help the country attain the middle income status.
MDD permanent secretary Nedson Lisati said the challenge that still remained was the restructuring of institutions under the Ministry of Sport, Youth and Child Development.
Although the pact is the best way to remove MMD, it can not not work. The reasons are many and range from tribalism to iliteracy, from selfishness and liking money too much to the existing corruption. I know HH and Sata will agree but what about their supporters. Who gets what among the supporters for making Sata president or Hakainde President. PF is remaining with very few votes to beat MMD so just go it alone. Even if one says go for a convetion, there will be splinter groups at the end of the day. PF just work hard and stop planning as if MMD is not planning.

Luapula women hail first lady’s food security drive
WOMEN in Kawambwa District of Luapula Province have paid glowing tribute to First Lady, Thandiwe Banda, for her commitment to promoting food security in the country.
The women, who turned up in their hundreds at St Mary’s High School where Mrs Banda was donating an assortment of goods to various women support groups, said more women had joined farming as a result of the first lady’s encouragement.
“We are very grateful for your encouragement; we now have about 57 women groups in the district, which is unprecedented. Many more women are now joining the groups and we have realised that in farming it is easier to survive,” said Rosemary Kabungo, a spokesperson of the women groups in the district.
“We have so many orphans here and widows, but because of farming we are now able to support them. We are also asking for more support on farming inputs such as seeds and fertiliser to expand our production.”

The first lady is in Luapula Province to inspect women’s ongoing developmental projects, and make donations to the existing support groups. In Kawambwa, she donated sewing machines, bags of fertiliser as well as of maize seed.
“Some women have been trained by FAO (the Food and Agricultural Organisation); I am happy and humbled to have facilitated and I promise to continue working with you women,” Ms Banda said.
The first lady said women were the most affected by hunger and there was need for them to get fully involved in farming.
“Hunger is best judged and seen in the eyes of women. This is why we should all get into farming and improve household food security.
“Let’s work hard as women so that Zambia will not be hungry. Hunger must be flushed out of our houses,” she added.

She was later yesterday scheduled to meet women support groups in Mwense District before proceeding to Mibenge and Mansa for similar programmes.

Just like I said those condeming kalusa should first tell scott to shut up he made clear with Sata’s blessings that UPND is not a factor in the PACT this shows that Sata just wants to UPND to ascend to power and then leave them in the cold just like he did to Sakwiba after stealing most of sharp minded MPs in the name of Lubinda and late Mtonga. If UPND still wants to in the PACT it will be finished just ULP come 2011. HH was warned by Sakwiba when they formed the PACT last year.
Guy Scott and the likes have a twisted way of understanding issues. The so called opinion poll was conducted in Northern, Luapula, Lusaka, C/B and Southern. It is common knowledge that four of these areas are PF strongholds and only Southern Province is for UPND. Zambia is not made up of these 5 provinces only. Who would the people of Eastern, Central, Western and North Western prefer between Sata and HH? No need to guess because HH will come out tops. There is no doubt that this so called opinion poll was sponsored by MMD and their aim is to have Sata as the pact candidate. MMD are worried about HH leading the Pact because they know that most voters who supported RB in 2008 in WP, N/W, CP, LusP and SP will support the Pact. They know that such voters are unlikely to switch to Sata.
UPND has punished its member who comment carelessily on the PACT but that has not happened in the PF. UPND should think twice about this crooked master mind of the third term Sata.

UPND Spokesperson, Charles Kakoma, told QFM in a telephone interview that the pact will only come up with the presidential candidate once all programmes, guidelines and regulations to address the contentious issues between the two parties are finalized.
Mr. Kakoma was responding to calls from UPND Lusaka province youths for the pact leadership to announce the 2011 presidential candidate in order for them to kick-start campaigns for whoever will be the presidential candidate.

Ba Guy Scott should not talk like this. PF need UPND to win elections. How many times has Sata been dribbled and if he stands as PACT president they will dribble him again. The fact is MMD and other international communities dont want Sata to be president of Zambia at all costs. HH stands a better chance than Sata. People just have to look accept this fact and look at things at a different angle.

#1 is it Guy who conducted the opinion polls? He’s just making deductions from the results from the opinion polls conducted in all the provinces where the pact is popular including the Southern Province.

Listen people, truth is that PF officials have never consented to this pact. When it was launched, Kabimba held meetings on the Copperbelt where he told them for him their only president was Sata and no one else. He said this at a PF meeting in Chingola. From that time, you could see clearly that whereas UPND were committed soul and body to the pact ideals, PF did not hence their decisions to field candidates in Chadiza and Kaoma where UPND was fielding candidates and the numerous statements from PF seeming attacking UPND and HH. The ealier the pact disbands the better for the 2 parties. HH’s supporters will never vote for Sata and Sata’s supporters will never vote for HH. The way I see it there is no horse only riders, there is no horse cos they each want to ride on the popularity of the other. None of the 2 leaders will ever go to state house. They will always come 2nd and 3rd. They do not respect each other so if there is no respect how do they hope to work together. Foolish leaders and party cadres.
The Pact should put it cards on the table (manifesto) for the general citizenry to know what to expect when its forms government, God willing. Once this is done, this hullabaloo on who should lead the Pact won’t be there. It would appear the Pact’s preoccupation at the moment is to remove the MMD at all costs. What is it that you are going to do for the people of this country, is it just removing Mulongoti and replacing him with Kambwili or Mumbi Phiri? We don’t want to lose valuable time again.
If the pact fails, The MMD will scoop the polls as they have support all over the country and VJ on their side. If the pact succeeds, they have a very good chance of together defeating the MMD. The PF cannot win elections on their own. I know they are looking at the previous 40% and 38% the MMD and PF got respectively in the previous polls and hoping that they would close up and deafeat. Government machinery is amazing at VJ’s hands is amazing and Rupiah will sail through come what may as long as they are seperate. If the pact stays and Sata wins, the problem is that HH and his UPND will find themselves marginalised by the PF soon after gaining power. Mind you tongas and Bembas are not birds of the same feathers although they like marrying each other.
Surely all these type differences should have been ironed out by now? How long has this pact been in existence and up till now there is still no manifesto? If it is like this, how will they govern should they win next year? I thought that what Kalusa was asking for was reasonable. If RB calls for an early election they what happens? It seems that whoever is chosen as pact presidential candidate will cause some supporters to go to the opposition. I think HH is a better candidated because no way will certain provinces vote for Sata period.
Political allies can never work in our country. Just look at what happened between PF and ULP, UPND and FDD. PF, UPND please go your separate ways so that you have time to campgain for your leaders cos you are wasting time bickering. Soon the pact will start bickering on whose party ticket the candidate for Mpulungu shud stand. Meanwhile Thandiwe is already on the campgain trail.
Under what circumstances MMD has been granted another term on a silver plate. Running a country is not like a party it needs serious and committed people not comedians.The pact has crumbled worse than the titanic.Its history for King Cobra.Unfortunately again he has missed plot one he always dreams about.
It is not difficult for HH to let Sata stand. The problem is that then HH will find himself as sports minister like Bouldwin Nkumbula jumping up and down with youths until he later resigns due to deliberate frustration. Later he can even be killed like Nkumbula was to finnish off the tribe. But another Mazoka will arise should that happen. The only alternative is to join the MMD and give them the southern vote. It is not difficult for southern privince to vote for the MMD. The only problem is that SP hates thieving so much and with Chiluba close to Banda and also Banda’s own issues, HH may go to the MMD alone without any effect like Sakwiba Sikota and that will lead to his death politically. HH is in a serious dilemna. Maybe he should just go it alone and hope for 2016.

HH is finished as a politician, there are many young tonga bulls who can provide leadership in Zambia who are not encumbered with this nonsense that Zambia must have a tonga president. Mainly uneducated people (Kaponyas), Bemba speaking people, those who believe they will benefit from Sata as leader of the pact will defend Sata as the sole candidate of the Pact. Similarly educated people (Economists, etc enlightened people), those who believe they will be beneficiaries from HH leading the pact, Tonga speaking people, Including those tribes that feel are the minorities in Zambia, will be quick to throw their allegiance to HH. What Scott is saying is not divisive but facts which could used to stregthn the pack. The problem with the pact with even Sata aluded to is tha HH and UNPD want a pack whose proportional representation is 50-50. This is a problem. It is a fact that Sata is overall more popular than HH not just based on research but also previous Presido election. The earlier HH and UNDP accept this the better for the pact. If PF and UNDP went the convetion with equal reps, the convetion presido result will not resolve the issue, PF will vote Sata and so will UNDP. This Pact presido can only be resolved thru a negotiated solution. And this only possible if both parties acknowldge the value it brings to the table.
Is the PACT a registered party? These guys should first dissolve the two parties and come up with one force called the PACT party or UPND-PF PACT party.The current arrangement is just for expedience in the by elections and it will not be recognised come 2011.They will still be seperate and different entities an wont be allowed to contest as such.What do others say?

My humble advice to the pact is simply disband.This is a matter of reasoning. Sata came second to Rb and HH was third. It is only wise that the second best is picked to lead the pact or else let each party go it alone while there is still time.
HH is the best man for Zambia, UPND should sponsor a candidate in Mpulungu if the pact has to win the seat .PF with its tribal remarks that happened in Kasama central can not win in Mpulungu.

You can see that out of the four provinces that were surveyed, three are Bemba centric where Sata has the most strength. Suffice to say HH is no longer a factor in Barotseland where Milupi whipped him recently so regardless, Sata would gunner more votes nationally than HH whose base seem to be shrinking everyday. HH did not steal any money otherwise RB or Levy wouldhave bounced on him. He is just a shrewed businessman no wonder he was board director for 20 companies. Sata and RB are directly linked and have benefited from the most corrupt Zambian, FTJ. In fact Sata’s PF was funded by FTJ. MMD is dead scared of HH leading the pact because they know that they will stand no chance. It will be easy to convince cosmopolitan CB and Lusaka voters to back HH as pact leader than it is to convince rural voters in Western, N/W, Southern and Central to back Sata. If Sata is chosen as pact leader voters in these rural provinces would opt for RB because they have a negative impression about Sata. It’s easier to sell HH in such areas as demonstrated in the Solwezi and Mufumbwe bye elections. Pitting HH against RB would clearly expose RB’s weak points. A contest between RB and Sata is like chosing between two identical twins.
#109, there is no one who is being jealous of HH. Fact is he’s a good businessman, but a very bad politician who can’t even make a decision when challenged. Case in point is when he accepted and lavished the idea of a Tonga assuming party presidency- a cry from UPND members. Of course one cannot completely rule out tribalism. But, it should be confined to MPs in other provincial districts and not on a party presidentiallevel. What I mean is- its rare that a Tonga can win a parliamentary seat in Lundazi and vice versa.
We don’t hate Sata, the man has too many skeletons in his closet for any political opponent to exploit. He has been in politics for too long and has angered a lot of people along the way. There are certain areas in Zambia were Sata is seen as a Demon or Satan. His name does not help him on this score. It’s unfortunate that most Northerners look at Sata as an angel while the rest of Zambia see him as a devil. I am sure the truth is in between but that is the reality Sata has to live with. I don’t see him increasing his vote proportion much if chosen as pact president because the rural UPND supporters will switch to RB. Urban voters look at issues differently and can easily be persuaded to vote for HH if he leads the pact. These are facts that can’t be ignored.

If the opinion poll says SATA is more popular than HH- who are we to refute the results, especially that we were not even in the sample space? Dont kid yourself – a significant part of the Zambian population do not love Sata, infact they fear him. It is for this reason that he wont win whatever happens. If the pact chose him as their candidate, you can say goodbye to votes from many provinces period. It would be preferable for people to want to work because they have a stake in their work place not because they fear they can be summarily sacked. How can it ever be justifiable for a person to be sacked without the possibility of defending oneself? What will stop people from other political parties being sacked after falsely being accused of laziness?
Just watched the labour leadership contenders on BBC 4 (so issue based) – makes our politicians and voters alike in Zambia look like they are just crawling out of the caves!
We all want to be Presidents. Of course even I want to be president. Okay let’s just make every Zambian home and abroad Presidents of Zambia then we can all still live in our own houses all which we will call State Houses. That is the spirit of equality (Zambian style). We can then all share the rolls, presidential and others so that everyone will be happy!! There will be no political parties. The constitution of Zambia will be very short, only one line – WE ARE ALL PRESIDENTS AND WE ARE HAPPY, VERY VERY HAPPY INDEED.

UPND dares PF
AS THE United Party for National Development (UPND) and the Patriotic Front (PF) pact foray deepens, UPND spokesperson Charles Kakoma has dared vice-president Guy Scott to start campaigning for his party president Michael Sata.
Dr Scott declared yesterday that Mr Sata is the most suitable and widely accepted leader who should assume the presidential candidature of the PF-UPND pact.
Mr Kakoma, who is also Zambezi West member of Parliament, said Dr Scott must proceed and start campaigning just as other members of the pact who have their own candidates in mind will begin to campaign.
Mr Kakoma said this in an interview in Lusaka yesterday in response to yet another statement by Dr Scott that Mr Sata should be the pact presidential candidate.
Dr Scott was also quoted as saying the results of the recent opnion poll were consistent with the 2008 presidential results in which Mr Sata polled more votes than UPND president Hakainde Hichilema.
But Mr Kakoma said it is unfortunate Dr Scott has continued to issue statements that can cause instability in the pact.
He, however, said Dr Scott is entitled to his wish and opinion, adding that he can start campaigning for Mr Sata to be adopted as the pact’s presidential candidate as other members of the alliance will also campaign for a candidate of their choice.
Mr Kakoma said all members of the pact are free to start campaigning for the candidate of their choice.
“But what I know is that both leaders of the pact are supposed to come together and negotiate who will stand as a candidate of the pact.
“So Dr Scott can start campaigning if he wants but what I know is what I have just mentioned,” Mr Kakoma said.
Dr Scott said Mr Sata was clearly the most popular leader between the two pact leaders.
He said such results will always reflect in any future election.
And Mr Kakoma said he will consult other UPND members on whether its national youth chairperson Joe Kalusa should be disciplined for issuing statements against the pact and exchanging bitter words with PF national youth chairperson Eric Chanda.
He said he has not been briefed or read the papers on the clash between the two youth leaders of the pact hence was unable to comment effectively on the matter.
Mr Chanda challenged Mr Kalusa to resign from his position following his prediction that the MMD is poised to win the 2011 general elections.
But Mr Kalusa has maintained his prediction that the MMD will scoop the 2011 Presidential poll.
He charged that he will not be intimidated by any PF machinations to silence him because he is simply stating the truth.
We need the whole Zambian defence force to be present if and when the “Pact” convention will be announced because there will be real exchange of blows. Please those who don’t like RB do not accuse him of destroying the “PACT” which some of us called ” The marriage of inconvinience” right from it’s inception. While there is power in unity, in this instance the two parties have been like trying to mix oil and water- the scientists will tell you the result.
