Leave Barotseland Agreement issue to Zambians, Pande advises Diplomats

Foreign Affairs Minister Kabinga Pande has cautioned diplomats serving in Zambia against commenting on the country’s internal affairs.

Mr. Pande has said that Zambians were better placed to comment on internal issues affecting the country.

The Minister said that it was unfortunate that Netherlands Ambassador to Zambia Harry Molenaar on Monday commented on the Barotseland Agreement issue, which is purely an internal matter.

Mr. Pande told ZNBC News in an interview on today that issues such as the Barotseland Agreement of 1964 debate should be left to Zambians.

On Monday Mr. Molenaar said Zambia can resolve the impasse on the Barotseland Agreement through government’s decentralization policy.

Mr. Molenaar said this is because the decentralization policy encourages inclusive dialogue.

Meanwhile, The European Union(EU) says it has no doubt that Zambia will uphold and demonstrate its democratic nature during this year’s tripartite elections.

New EU Head of Delegation Gilles Harvio has said that the EU has supported Zambia in many sectors because of the good record it holds in good governance and upholding of democratic tenants.

He was speaking on today when he introduced himself to Foreign Affairs Minister Kabinga Pande in Lusaka.

And Mr. Pande said President Rupiah Banda is determined to ensure that Zambia remains a model of democracy and good governance in Africa.

He said the President has invited the international election observers which include the EU and the US government.

And Mr. Pande said cabinet recently ratified the African Charter on democracy, elections and governance to demonstrate its commitment to democratic principles.

  1. The issue is still hot, it is almost a month from the time the BRE submitted its report and there is no dialogue apart from the lies that Kunda told people who were not on the ground. Had it been for ADD President C.L. Milupi to question the MMD Gvnt would kept quiet. we are watching and now we know who is for the people and who is not. This is an election year.

  2. Aaah. If it was to commend the MMD the same minister will shout loudest that even donors have seen our achievements.

    When the same Donors point out the ills or advises the MMD, they cry that it is interference.

  5. Well said #2, interference or objective observation? The truth and biggest problem in Africa is that one person is the start and end of all wisdom and power and central govts are not accountable to the people. Decentralising these powers and ensuring that people benefit from their resources is what the Dutch Diplomat is observing, and the truth is that the BRE uprising is due to lack of accountability by the central govt.

  8. Ehee! Chiwamina Galu, recently some diplomat ( I am sure from Greece or someting like that) praised RB and encouraged Zambians to vote him back in the office. We never heard any comment from Pande. The advice is timely because N/W P is producing so much minerals which does not help the locals. Wake up Pande!

Avoid being dogmatic and display your enlightened side as opposed to showing your xenophobic side. Hate these two all you want, fact is they were enlightened enough to enter into contractual arrangements with the British at a time when other groups were too preoccupied with hunting and gathering roots and fruits in the bush.   20. The diplomat has stepped out of line by commenting on issues that he has no knowledge of. Mr Pande is right by stating that this issue is domestic and it is better resolved by Zambians. I am sure even his government would not take things lightly if a diplomat from another country was commenting on internal issues that he has no detailed knowledge of.

    The issue the Netherlands diplomat has outlined however does have some element of truth regarding decentralisation as a concept. In theory, it can help rural areas develop. However, the government has to be extra careful in the way it is implemented.

  21. For example, the BA64 does not state clearly where the borders of the so called “Barotseland” start and end. That seems to be an opened ended issue open to exploitation and exaggeration by the BRE.

    In Western Province, it is public knowledge that NOT all areas in Western Province fall under the BRE, so in that case, how would decentralisation concept work because to some BA64 supporters, they seem to think that “Barotseland” is Western Province and vice versa.

    It is for this reason that the Nkoya Royal Establishment (NRE) as a stakeholder in Western Province have been advocating for the creation of Kafue Province so that a clear distinction can be made particularly in Western Zambia, as to which areas belong to whom, not as things stand.

  22. H.E. the President has set a precedent by the separation of Isoka district and the creation of a new district called Mafinga district, so in theory, the Kafue Province proposal is not such a farfetched idea, it can be done with political will.

    It is from such a creation that decentralisation can be well enforced in Western Zambia and other parts of Zambia provided everybody is happy with district and provincial demarcations amongst other issues.

If you were born and grew up in Senanga or chinsali without interaction with people from other districts you are likely to have wrong perception of lozi/bemba relations based on what you hear. my experience is that sometimes someone who is not your tribesman can be of help than your own. one Zambia one Nation
