The Ministry of Works and Supply has an allocation of 1-billion Kwacha in this year’s budget, to start constructing Second Republican President FREDERICK CHILUBA’s house.
Works and Supply Permanent Secretary WATSON NG’AMBI said this in an interview in Lusaka on Monday.
Mr NG’AMBI however said the Ministry is waiting for the Office of the Second Republican President and the Ministry of Lands to identify land where the house for the former Head of State will be built.
He says once Dr. CHILUBA and the Ministry of Lands agree on the land, his Ministry is ready to start construction works.
Mr. NG’AMBI said works on Dr CHILUBA’s house had stalled because the former Head of State preferred his house to be constructed on BAOBAB land on Kafue road.
However the BAOBAB land belongs to Legacy holdings a situation which has necessitated the Ministry of Lands to take up the matter of negotiating with Legacy Holdings or identifying another piece of land.

Are we seriously planning to build a house for thief? This country never ceases to amaze me. Holy s**t.
If by usual mistakes MMD wins thi year’s elections, then the almighty Chiluba’s nouse will be K2billion next year. I wonder why cost of that house continues to go up, does it accumulate interest?
archaic laws. why should it be government responsibility to build you YOUR house. nonsense!!
Whaoo! my uncle is living in Kawama compound in the thatched house with no electricity after serving the government deligently for 20 years while others who served the gvt for only 10 years, lived on tax payers money, sc.rew.ed other peoples wives using the tax payers money, wine and dined on tax payers money, bought houses and other properties outside the country using the tax payers money and eventually scre.wed the citizen by stealing their hard earned money in form of tax payers are now getting their houses built by the gvt for the tune of 1-billion Kwacha really. How much is too much? and when does it stop?
It’s Not the People Who Vote that Count; It’s the People Who Count the Votes.
Is this why Mike Mulongoti (Former works and supply minister) has been dropped from Cabinet, because he dared to ask why the bloody hell Zambian tax payers should fund Chiluba’s house?
That £260k could be better used elswhere than to fund somebody who had ZAMTROP account which also wasted a lot of tax payer’s money.
We are voting you out this year – Lololeni!
Ka Chiluba is like Africa’s Charlie Sheen…he stay winning. No Jail time, just billions…Meanwhile Zambia stay losing….
Why not charging the chap for stolen mone.
viva FTJ! you deserve it!
The BIG thief is still enjoying from the resources of St..upid and DULL Zambians.– Amazing.
Zed sucks!! Is this country in hell or hell is in this country????
This s.t.u.p.i.d law should be abolished ,these people they should build their own houses,do they steal so much that they forget to build their own houses.??Chiluba is being built a 1 billion house ?nidpo mwandi awe mwe.
Whether you like it or not, as former head of state, Ba FTJ is entitled to a house. Nkalanda #3, so you expect the Government to provide a house for your uncle, too bad he did not benefit from the sale of houses to sitting tenants. You are in the USA, try to assist him with funds to acquire decent accommodation, that is what we all do for our parents/relatives.
#11 Its ukuiletelela ishamo to say you build houses for your parents and relatives. Some of you kids don’t know how to think, you think side-ways.
Why should they build a house for FTJ, when the Zamtrop Judgement shows how much money he misappropriated, this can only happen in Zambia. When are zambians going to wake up?
. These are the revolt in Middle East. How much is too much for the citizenary? This F.o.o.l has does heinous crimes human life has ever seen. Stealing from the power, s.c.r.ewing peoples wives and worst s.c.rewing our country economy
Ala iwe #12 Abena Ng’umbo, what makes you think I am a kid, just because I blog with you here you conclude I do not think, behave yourself and “if a cap fits wear it”. I am sure you are one of those who are not assisting folks back home, ‘ukuiletelela ishamo’ for what? You are so backward with passed down prejudices.
ZAMBIANS !! YOU ARE JUST DULL .YOU TALK THE TALK BUT NEVER EVER …. ever ever WALK THE WALK. MMD KNOWS THAT .
Please sack the works and supply PS for insulting our beloved 2nd republic president for allocating just 1 billion Kwacha for his house.
Don’t make fun of our beloved kafupi who has got his FJT institute back and getting monthly rent over 1.3 billion Kwacha (yes, K1.3 billion US dollars 260,000 per month). Casilli has been paid the price for the Institute and he is holding the titles for pygmy statured designer cloths and matching crocodile skinned shoes, taste for taller women, especially wives or girlfriends of others (Simukonda, Mwanza….).
He deserves at least 12 times of his monthly rental income to do the basic structure of his mansion.
Shame on us Zeds for electing rogue servants who do not leave crumbs for us, but have their fingers dipped in Zamtrops…
Ka Thermometer mwaiche iwe, efyo #12 Abena Ng’umbo alekwebela ati you dont know how to think. I agree with him. What I was saying at # 3 was that the gvt pretends not to have money and resources to take care of the Zambian citizens including tax payers despite serving them deligently and in many cases many years of services, on the other hand, they will find a billion to build a house to a guy who already stole our money. It does not necessary mean that when you live abroad then you have to automatically take over the gvt responsibility of looking after its citizen. Most people abroad will buy a house for parents but they dont go and buy each and every relative a house. If thats what you have done then thumbs up to you. But the gvt has a huge role to play and not just ralatives abroad
Gentle men lets be fair in this issue. This man is a former head of state and he deserves it. It ll happen to anyone as long as u head this country you ll be entitled toA mansion plus monthly wage till death. I truly support the government on this one. who knows next it ll be you whethr u steal or not as long as u head the nation.
Throwing good money after bad is really a silly way to rule Zambia. Shame on all participating on this scam of rewarding a convicted thief and thug. If you have too much money to waste, why not give it to those guys struggling in the villages, no water, no electricity, no clinics, poorly paid medical staff, poorly paid teachers, poorly paid soldiers, poorly paid nurses and their assistants, poorly paid government drivers, poorly paid nuns and priests helping the sick in hospitals. Chiluba already has accommodation waiting for him in some Mukobeko prison cell.
This guy just needs a house with a low roof(he is small after all ).Probably 1 billion is too much for such a house.
Nostradamus#2 Property costs construction or sales are always going up so the more you delay the more your costs are likely to be. However, Chiluba is to blame for this delay because he has been quarrelling for a plot owned by someone else in Lusaka when he can easily get a plot elsewhere in Zambia!
Mo taim #23 thats really rib-splitting!!! Ha ha ha ha ha
Thus why Super ken used to call you fools – stuupid *****s. becoz you think with your assses.Your stuupid parliament made a law to build a house for all ex-presidents and you blame kafupi. Kafupi is a modern guy who deserves the best women! best everything! Congolese blood in the shortie and he definitely deserves something bigger than the white house . . .you know his tastes you fools. Next its a house for RB . . . . his prefered location will be on Omodzi Highway in Chipata or on top of one of those hills overlooking the City of Chipata…
Gov must reconsider remove the clause that entitles former heads of state a house after they retire from politics. The head of state live mainly on tax payers money as if this was not enough, better still a lot of Zambians are suffering this money could be used for poverty alleviation. This is not the time for such incentives
Yaba…..Bakotwe aba, baya sana! Do the people of Zambia have a word? Come on now, what the h.ell are you people doing? RB, which side are you on? Shikulu you are planning your own down fall.
Okay. Remember this law was actually made by chiluba. He just wanted to legalise stealing. This man is a devil incanate and we should be cursing ourselves for having allowed this f.o.o.l to rule Zambia. A house at K500M is just resounable especially when its coming for free.
Part of the money already budgeted for this monkeys house was stolen by MMD for funds.
This was news just within the last month byt already the minister has forgotten about part of the money already going to meetings and expenses for designers and land surveyors.
How much more will be stolen even before the monkey forces an investor from their land just for his house?
let him build his house in the village he came from….they will deal with him the correct way.
Its very rewarding to be a thief in Zambia.
Thats why bonse ba funa bu Presdo.
Its an entitlement you stupid africans.
why build a house for a plunderer who is just staying with someone’s wife ..Mrs Mwanza..without children..that cash would have been used for progressive things in the country..he already has enough money..
Google me Phiri for president.
Well, we all know it is the making of the MMD to protect their fellows no wonder what happens and hence they fight to stay in power for as long as they are alive. But calling ourselves f o o ls, dull and all sorts of names does not help at all. There are many Zambians that tried to fight and correct the corruption and punish wrong doers, but the very people like George Kunda we trusted to do the job, they turn their back on us because the situation suits them now. It is unfair to blame ordinary Zambians, we are simply cheated by the very people we trust. It is even shameful for FTJ to accept to have his house built by the govt when he caused the suffering of many Zambians whose children now sleep on the streets!
#21 is kafupi your uncle. He is a lazo, build a house for him for what?
ZAMBIA NEEDS TO CHANGE THIS CONSTITUTION ABOUT THIS CLAUSE.
WHY BUILD AA HOUSE FOR THE RICH..? IT IS UN BIBLICAL TO GIVE OR LEND MONEY TO ALREADY RICH SOCIETY. THIS MAN HAD OR HAS $8MILLION IN ZAMTROOP ACCOUNT PLUS ALL THE SALARIES AND ALLOWANCES THAT HE WAS GETTING SURELY HE CAN BUILD A HOUSE ON HIS OWN. WE CAN SIMPLY GIVE HIM A FARM LAND RATHER THAN BUIDING A HOUSE THIS WAY MR PRESIDENT CAN CONTRIBUTE TO THE NATIONAL ECONOMY.
PLEASE ZAMBIANS RISE UP AND SPEAK ABOUT SUCH INJUSTICES… IS THIS WHAT WE CALL EQUALITY OR EQUITY I GUES NON OF THIS WORD IS APPLICABLE.
SUCH MONEYS COULD GO A LONG WAY TO ASSIST THE VULNERABLE IN SOCIETY…
WHAT A SHAMEFUL CLAUSE IT IS…….GOD IS WATCHING YOU….
LEGACY HOLDING ARE INVESTING AND WILL BE ABLE TO CONTRIBUTE TO THE INCOME OF THE NATION.
IF I WERE IN GOVT I WOULD NOT GRAB ANY LAND FROM THE INVESTORS. THESE GUYS WILL BE ABLE TO REDUCE ON UN EMPLOYMENT, THEY WILL BE PAYING TAXES, THEY WILL ADD BUILT TO THE NATION…….WHILE THE OTHER OPTION WILL NOT IN ANYWAY CONTRIBUTE ANYTHING TO THE ZAMBIAN PIPO…….GIVE CHILUBA A FARM LAND IN SHANGOMBO OR MUKUSHI, SELENJE OR simply outside lusaka town SO THAT HE CAN KEEP AND FARM ANIMALS OR MAIZE OR WHAT EVER
Emulate Edith nawakwi and others who are productive…….
I understand these houses are not even government properties but personal property of former President. So when he dies relatives/girlfriends/concumbines will inherit the house. This law should really be revisted very soon. In other countries there are state palaces that a former head of state may live in if he prefers but NOT to have as his own! This is national treasure to be used by state for VVIP.
This is the man who abused our trust, squandered our money, abused the highest office in our land, glorifies trickery and deceit in electing a President for our nation. And what are we going to do? Build him a luxury mansion which he does not need, from our hard earned tax payers money, some of it borrowed from abroad. There is something fundamentally flawed with this kind of approach to former heads of state. Here in UK, tax payers took MPs to task just for claiming expenses allowances in a questionable manner from Govt, and heads rolled as we all know. These are the same tax payers whose money we borrow from abroad. I don’t know about you, but his project is sickening. We need to review our rules and regulations in our Country. We cannot go on like this.
This is a useless clause. hope we change it or we may not have land for our own great great grannies, Its very unfair. Why not turn them into government houses when they die they can be used by others. Its true that when they die its the relatives and girlfriends who will be fighting for the same.
Shame on us Zambians.
People serious why dont we demonstrate agains this clause. K1 b can be used to used to build another university to accomodate more youths who are currently langushing in the streets. Youths please rise up!
And the sad part about about the close is that THE FORMER PRESIDENT CAN CHOOSE ANY LAND. Implying that whether it belongs to other people or not. The next time RB will choose land belonging to other people who will just be thrown away. LETS RISE UP.
Some of you Zambian makes me laugh. You would prefer your pesido walking and eating vitumbuya. Then you will say we are all equals. It will never happen anywhere in the world. Presidents even in the USA /RSA,Africa region and all over the world are provided for after retirement because it is recognised that is a public service. Being a president is employment in itself and you enjoy priviledges just like when you are MD or an employee. Get a life zambians! You are all been blinded folded that Chiluba didnt do anything good for this country! The so called economic boom you’re enjoying, its foundation was laid by FTJ government policies through liberalisation and private enterprises. Get your zambian political and economic histories right pipo!!
I support u #45. Chiluba deserves it. Pipo remember the way we used to wake up at 04 just to go and queue up for cooking oil, the vigilantes would come no kupasa line which formed around 04hrs. Transport was worse going ku mushi u need to spend atleast 5 days pa KMB the presidento who ruled during that time has been built a house and no one talks about it but of course he also did some good/bad things. Samething with Chiluba. Let him go nd rest in peace.
That money should be used to build a special prison for thieving presidents. RB was worried which prison FTJ would go to if found guilty. Well there is a solution, build one for such thieves.
Some people behave as if they will carry their “riches” with them when they die…hundreds of suits, shoes, pants, women , GRZ money, offshore companies etc whilst the majority of their citizens are starving to death! This is not fair! This former President although he proclaims to be a christian, appear to have broken all the Ten Commandments.
ZAMBIANS WE ARE NOT UNITED AND WE HAVE BEEN COVERED WITH THIS THING CALLED CHRISTIAN NATION, PROVE ME WRONG WHEN CAMPIGNS START ALL POLITICIANS WILL START USING THE BIBLE IN THE NAME OF FORGIVING AND LOVING EACH OTHER AND WE SHALL VOTE THE GOVERMENT THAT HAS BEEN FAILING US FOR THE PAST 20YEARS, NO DIFFERENCE WITH LIBYAN GOVERMENT.
# 45 Nampundu–none of the bloggers above are saying FTJ never did anything good for the country. What they re saying is that he stole the tax payers money and still has $8 million in ZAMTROP account, hence, he doesnt deserve the 1 billion kwacha for his house. He can simply build his own house and that billion can be used to for example build another dormitory at UNZA or fix the toilets at Evelyn Hone College which are in a very bad state. Are you saying that with such money and other FTJ monies that we dont know about sitting in his properties that this man will one day be walking the streets and eat vitumbuwa? I am sure people have their zambian political and economical histories right and thats why they are saying the all thing is sickening.
ap imitwe shamano shalaikala tondolo
Is the house to be built not a govt property? Who is this pygym thief to decide where it should be built? He is even pointing at somebody’s land that this where he prefers it to be built. Why does he have a knack of grabbing what is not his? First he stole money from the zambian people, then somebody’s wife and now he wants the land. Why behave like King Ahab who wanted to get Naboth’s land, his hegemony? If he wants good land, let him go to Ituri forest, where his roots are. we have had enough masipa from this *****.
I WONDER WHY U ZAMBIAN ACT SO IGNORANT…ITS BASIC KNOWLEDGE THAT A FORMER HEAD OF STATE IS ENTITLED TO A HOUSE..WE ALL KNOW THE DUDE STOLE MONEY,BUT THERZ NO EVIDENCE LINKING HIM TO THE SAID OFFENSE,AGAIN WHETHER HE WAS CORRUPTLY ACQUITTED IS ANOTHER STORY.. BUT BOTTOM LINE IS THAT DUDE IS NOT BEHIND BARS AND HENCE UA OBLIGATED TO GIVE HIM HZ HOUSE…!END OF STORY!
Ideally, there iz nothing wrong with providing decent accommodation to a former prezident who leavez office after serving hiz term(s). The problem iz that we want to build mini state houses for theze people at the expense of an impoverished nation. That K1bn iz just for a bit of this and that before the construction can commence! Ask how much KK’s house cost.
I woke up from a deep sleep. Only to find my beloved Zambia rewards thieving. I went straight into a Nap. No one should wake me up. Zambia sucks.
A house in Kabulonga-LSK, Northrise-NDL or Parklands-KTK worth way below K1bn can be “refurbished” to the taste of a former head state at a much less cost as oppozd to the astronomical fairy-tale valuez being mentioned.
These are the rewards for serving the poor in Zambia? Politics is very rewarding in Zed……? continue voting …suckers….?
