Petitioners wasting their time-Shikapwasha

CHIEF Government spokesperson Ronnie Shikapwasha says those picketing Parliament for constitutional changes before the 2011 elections are wasting their time because the National Constitutional Conference (NCC) has made binding decisions on the matter.

Lieutenant General Shikapwasha said Government will move according to what was discussed by over 500 delegates at the NCC.

“Everybody who was interested in this process would have attended the NCC, including the same people who are picketing Parliament,” he said.

Gen Shikapwasha said NCC delegates decided that the issue of 50 percent plus one vote will go to a referendum. The 50 per cent plus one vote is a proposal that a party should only form Government after garnering 50 per cent plus one vote.

“Those who were picketing are much fewer, compared to the 13 million Zambians who sent their representatives to the NCC,” he said.

Gen Shikapwasha said the issue of a vice-president being a running mate should not even arise because it went to a vote during the NCC sittings, and was dropped.

He said other issues will be debated in Parliament, and members of the public are free to sit in and listen to the MPs.

He also warned Citizens Forum representative Simon Kabanda and his group against predicting violence.

“These same people are the ones who want to cause violence, which nobody wants,” he said.

A handful of members of the civil society on March 22 picketed parliamentarians demanding constitutional changes before the 2011 general elections.

Mr Kabanda presented a petition to Parliament, stating that three constitutional amendments have to be made before Zambia goes to the polls.

These include the period within which to swear-in the president-elect, the winning threshold for the president and the appointment of the republican vice-president.

Mr Kabanda said the petition is an expression of the feelings of some people from different parts of the country.

He said so far, 14,000 signatures in support of the constitutional changes have been obtained countrywide.

Mr Kabanda presented the petition to Mfuwemember of Parliament Mwimba Malama (Patriotic Front) who was escorted by Chifubu MP Berina Kawandami (PF) and Kanchibiya MP Davies Mwango (PF).

  7. # 3 38% is the most any party got in the 2008 elections and that makes it the majority. PF can’t claim to have gotten majority neither can UPND or HP. Stop abusing facts and imagining that there is a party that got 62% and was not allowed to form government. None of that is true. Opposition is not equal to PF. In fact there is no party called opposition. Get that straight in your head and stop being delusional. MMD is the most popular party in Zambia going by votes or seats in parliament and therefore makes it the majority party and let us not be confused about that. Those are simple facts.

  10. #3 Besides each party getting less than 50% is the new normal and get used to it and it s a sign of maturing democracy. If you go to Europe, parties only dream about getting even 40%. If you think your PF will one day get even 41% dream on. You don’t understand Zambia and with the arrival of a large block of youths voters, you are in for a shock this year. And don’t discount small parties like NAREP, they might be away from the media but they are doing some interesting things with the youth block and mark my words PF will not be the biggest opposition party after this year’s elections. UPND base has also gotten energized. All signs of our maturing democracy under the able leadership of the MMD government.

  18. gen shikapwasha first ask catolika bishop simon kabanda how he managed to impregnant a catolika nun both were in uniforms. how was he undressing her the nun having sex withuot condoms her until she became pregnant. bishop kabanda and his nun now have three kids and live in a one roomed hostel at chainama hospital. kabanda is a shame to the catholic church and country. he can do anything just to satisfy his ego. he doest recognise celibacy among catholic bishops thats why he was busy shafting a nun using his big pipe just to have multiple orgasms

When they were invited by the late Levy to sit down and make a constitution, present their views where they could be discussed in a market place of ideas, these fulls were misled by their non celibate bishop leaders to boycott the Mung’omba Commission and its offshoot the NCC. So now, in all fairness, what do these ediotes want from the Zambian people. Can’t Kabanda and his fellow fibanda Frank Bwalya just earn a decent living?

Hi PIPO..i am in Mozambique rite now and the exchange rate here to a dollar is 1:31….This is a country which went through a civil war but because of good management the economy is growing at an impressive rate. I am reliably informed that Rwanda is also doing the same. The question is WHY ZAMBIA? I leave it to crtitical and sober minds like INDEPENDENT OBSEREVER to answer the question. Come to think of it even Dora Siliya was on MMD BC telling petitioners to find something to do rather than wasting their time with the petition. She was speaking as MMD Vuvuzela. The question that one should ask is why should an MMD spokesperson rubbish citizens constitutional right to petition parliament. This Dora is clearly overzealous but time to pay for this arrogance towards citizens will surely come.

  25. Its very sad that Shikapwasha and people of his ilk cannot understand how democracy works. As a lawmaker it is not Shikapwasha’s duty to shoot down the picketers’ demands: rather, it is his privilege and honour to sit down together with other lawmakers in parliament and look at the merits of the petition. The picketing is aimed at drawing our MPs’ attention to the issues raised in the petition for their immediate action or redress. The NCC was just a bunch of people who made their recommendations to parliament based on their(delegates’) misconception that their views represented the views of the majority Zambians. Kabanda and Frank Bwalya are reknown Catholic Priests who are a thorn painfully pricking the flesh of higher authorities at the Vatican. The Catholic Church refused to have anything to do with the Constitution Review. They potrayed the Moslem-like doctrine of not eating pork. What would be the source of this apparent appetite for this political pork in the midist of different variety of animals. Oh! we have just learnt that a Catholic Priest was taken to Court for enjoying life with a married woman in Western Province. Fathers Bwalya and Kabanda know the story very well but decided to sweep the story under carpet by trumpeting on the structure of the Constitution. Fake pretenders.

If you dont know, MMD is in power to root all our resources. We are all tax payers and we should be all concerned how MMD is using our money not to fund their campaigns!!
