A seven year old boy of Lusaka’s Garden Compound has been shot dead by the Drug Enforcement Commission (DEC) officers.
The incident happened when some DEC officers went for an operation in the area.
The DEC officers were allegedly forced to start firing gun shots after some Garden compound residents attempted to attack them.
Francis Nkausu is alleged to have been shot dead by a stray bullet.
Mother of the deceased Verina Sakala told Muvi TV News that DEC officers fired five bullets and shot the boy in left part of his chest.
The Body of the boy is lying in the University Teaching Hospital mortuary.
And DEC Public Relations Manager John Nyawali confirmed the killing of the seven year old boy.
In a telephone interview Mr. Nyawali says the DEC officers went for an operation in Lusaka’s Garden Compound when the incident happened.
He says some Garden Compound residents attacked the DEC officers as they were trying to get out of the compound with the man they had gone to arrest.
Mr. Nyawali has also revealed that the DEC has however surrendered that matter to the Police to investigate the shooting.
And Police Spokesperson Ndandula Siamana confirmed the arrest of the Officers.

Its extremely appalling that law enforcement officers seem to be finding pleasure in taking out innocent lives. One wonders where we are going as nation. To say the least, the killings should be condemed in the strongest terms and must be investigated fully so that the overzealous trigger hungry chaps cant be bought to book.

There is something fishy about the DEC operations. They seem to be very effective chasing small fish while they connive with Drug barrons to peddle their ware with little obstruction. What was the justification for using guns just to arrest a chap selling “matokwane” Dagga.

This culture – Killing innocent civilians by law enforcement agencies has to stop before it gets out of hand. So many lives have been lost in the recent past, all in the name of ‘trying to maintain order.’ And knowing our government, they will just donate a coffin, a few bags of corn meal and have some government official give some empty promises at the funeral. Don’t be too quick say DEC Officers are unprofessional,they undergo training like Policemen,it’s not that they are just given guns. You cannot go and arrest a drug dealer with blanks,it has to be live bullets coz it is common knowledge that drug dealers and thieves always fight back to avoid arrest.
Depending on the circumstances the DEC Officers found themselves in,it may have been necessary to use their weapons which are legally supplied to them so it’s now up to the Police to establish if the boy was killed legally or not and then the law will take its course.It is clear that DEC Officers came under attack from residents so what would you have preferred,them to be caught and killed by gangs or to defend themselves since they were being prevented from carrying out their job.

Why do they always resort to using live bullets? I wish someone could follow the guy who pulled the trigger and shoot one of his kids or his mother to balance up because taking him to court would be just a useless exercise. If that was my kid or brother i would follow him definately if i fail to locate him, at least Nyawali’s resident wouldn’t be that difficult to find.
Don’t mix politics and security matters. It is common knowledge that a criminal will always move armed and if that is the case how do you expect the fighter of that criminal to go with a hose pipe of water to fight a criminal who is armed with an AK 47 riffle? Vice-President Kunda yesterday justified the Mongu killings, saying Zambia Police officers are allowed to use firearms in exceptional circumstances.
He was responding to a parliamentary question raised by Luena Alliance for Democracy and Development ADD parlimentarian Charles Milupi over the Mongu riots. Vice-President Kunda said police had blocked the Barotse activists’ meeting after suspecting it could generate violence or loss of life as indicated on some flyers. The Vice President say even this killing is justified!

How do you go in residential area unprepared? These guys should go with teargas cannisters, battons, rubber bullets and live ammunition. The people started attacking the DEC officers because they knew who these people were and what they had come to do..i.e arrest a criminal. What should be known is that criminals are very popular in places like Garden. And people tend to side with the law breaker. People have to learn that the law is above all. You do not interfer with law enforcement officers when they are carrying out an operation. In such an operation its not possible to carry blanks or rubber bullets. Even in the states, where more people have guns, they take precautions to shoot only when it’s necessary. There are definitely unarmed people killed, but a 7 year old! If you’re worried about crowd control, go in with more backup who can wait with live bullets, but use batons and whatever first. There have been too many killings; even my someone I know works in law enforcement capturing violent and dangerous felons, and they don’t have to resort to killing unless it’s quite a bad situation. @33, I agree, the punishments for minor daga sellers and users is too harsh, these guys are just trying to make a living in a way that’s far less harmful than owning a bar or selling cigs, but the conditions they face in Zambian prisons, it’s inhumane, no wonder they resist arrest.
